CONSTITUTION AND BY LAWS

FEDERATION OF 4-H CLUB (RURAL YOUTH) OF THE


PHILIPPINES, INC.

PREAMBLE

We, the members of the 4-H Club of the Philippines, vanguard of the filipino youth,
imploring the aid of our Heavenly Father, adhering to the philosopy and principles of the
government and the ideas of the society, cognizant of the vital role that we play in nation
building and committed to unite our resoyrces in order to promote the general welfare and
security of state, do ordain and promulgate this constitution and by-laws.

ARTICLE I

NAME
Section 1: The organization shall be known as the “FEDERATION OF 4-H CLUB (RURAL
YOUTH) OF THE PHILIPPINES, INC.”

Section 2: The principal office and mailing address of the club shall be at the Agricultural
Training Institute (ATI) Building, Elliptical Road, Diliman, Quezon City, Philippines.

ARTICLE II - DECLARATION OF PRINCIPLES

Section 1: The 4-H Club recognizes and upholds the Philippine Constitution as the
expression of the sovereign will of the people and as the supreme law of the land.

Section 2: The 4-H Club shall seek the achievement of a democratic Philippine society and
the promotion of unity, loyalty, equality, discipline and fraternity among other youth of the
country.

Section 3: The 4-H Club acknowledges the paramount importance of the out-of-school
youth particularly in the countryside in the development of a deeper economic, social,
spiritual, sports, cultural and moral commitment of every individual. It shall strengthen and
maintain community solidarity base on the exisiting customs and tradition of our people
that are not contrary to law.

Section 4: The 4-H Club recongnizes the vital roles of the out-of-school youth in the
national task of building a free and prosperous society.

Section 5: The 4-H Club shall serve as the center for the articulation of the ideas and
sentiments of the Filipino out-of-school youth and shall work for a well-developed and
progressive partnership between the youth and government. It shall promote the
development of the organization as an institution of youth participation in some affairs of
local and national concern especially to agricultural aspect.

Section 6: The 4-H Club shall be an instrument for any action of the youth in the attainment
of common goals and aspirations.

Section 7: The 4-H Club Federation shall be the embodiment of the will of all the members
and all authorities of the lawful officers of the club emanates from them.

Section 8: The 4-H Club shall focus to the attainment of the following goals:
A. To provide the youth with opportunities to learn by doing through individual, group
and community projects.
B. To enhance productivity band self-reliance through gainful projects;
C. To instil in the youth the spirit of voluntèerism, cooperation and dignity of labour ;
D. To enable the youth to use their time, talents, and energies wisely; and,
E. To instil awareness on the conservation of the environment.

Section 9: The Club commits itself to the policy of sustainable development thus; it shall
work for ecological and environmental protection of the country.

Section 10: The club recognizes the value of linking its thrusts and programs to national
and international agencies, groups, or organizations supportive to the cause of the club.

ARTICLE III- M E M B E R S H I P

Ssection 1: Filipino youth, seven (7) to thirty (30) years of age, single, shall qualify for
membership to the club and shall be categories by the following.

Category Ages
Little 4-Hers 7-12 years old
Junior 4-Hers 13-17 Years old
Senior 4-Hers 18-21 Years old
Professional 4Hers 22-30 Years Old

Section 2: Membership shall automaticall cease upon marriage.


ARTICLE IV -RIGHTS AND PRIVILEGE S

Section 1: Every member shall have the right to equal treatment, protevtion and
oppprtunities irrespective of sex, social status, religion, education, physical and mental
abilities.

Section 2: Every member shall have the right to education and traininngs to the full
development of his skills.

Section 3: Every member shall have the right to seek potevtion and advice against
exploitation, improper influences, hazards and other conditions or circumstances
prejudicial to his physical, mental, emotional, cultural, social and moral development.
Section 4: Every member has the right to express his iideas, plans, views or opinions on
matters concerning the development of the club.

Section 5: Every member has the right to access all records, documents, books and similar
things of public character pertaining to the club.

Section 6: Every member has the right to join any recognized organization, club or
association whose objectives are contributiry to the enhancement and betterment of the 4-
H Club.

Section 7: Every memver has the right to actively participate in any undertaking of the 4-H
and shall always be acknowledged.

Section 8: Members who are 7-14 years old cannot enjoy their right to vote and hold any
vacant position in the club; 15-17 years old can vote and hold any vacant position but with
exception to the positions of vice-president and president; while 18-30 years old can vote
and hold any vacant position from the club up to the national level.

ARTICLE V-DUTIES A N D RESPONSIBILITIES

Section 1: It shall be the duty of every member to adhere to this Constitution, to be loyal to
the 4H Club, to contribute for its development and welfare and to abide with the rules and
regulations issued by its lawful authorities.

Section 2: Every member shall strive to live an upright and virtous life in accordance with
the objectives of the 4-H Club.

Section 3: It shall be the responsibility of every member, particularly those who possess
special skills or abilities, to spearhead and take part in all of the activities to enchance
organizational development.

Section 4: Every member shall exert his best efforts to develop his potentials of service in
order to strenghten the 4-H Club and foster cooperation among its member and lawful
authorities.
Section 5: It shall be the duty of every member to report to the lawful authorities any
relevant information affecting the integrity and reputation of the club. Provided however,
that there is proper documentation to justify the issue.

Section 6: It shall be the duty of every member qualified to vote, to register and cast his
vote when lawful authorities call of such activity.

Section 7: It shall be the duty of every member to voice out his plans, ideas, views or
opinions for the betterment of the club and the community.

ARTICLE VI - THE NATIONAL FEDERATION OF THE 4-H CLUB OF THE PHILIPPINES

Section 1: The National Federation of the 4-H Club of the Philippines, shall be composed of
all the Regional 4-H Federation Presidents who shall hold office during their tenure as
Presidents of their respective federations.

Section 2: The National Federation of the 4-H Club of the Philippines officers shall be
responsible in formulating and recommending policy guidelines for the club. It shall
discharge the following powers and functions:

A. Pass resolutions ans promulgate rules and regulations in accordance with this
constitution necessary to carry out the goals of the club;

B. Formulate plans and programs and recommend the same to concerned agencies and
organization; local and/or international.

Section 3: The National Federation of the 4-H Club of the Philippines shall, elect its
President, Executive Vice President, Vice President for Luzon, Visayas, and Mindanao areas,
Secretary General, Treasurer, Auditor and Public Information Officer (PIO).

Section 4: The President shall have the following duties and functions:

A. Preside over the meetings of the Federation of the 4-H Clubs of the Philippines.
B. Maintain order and decorum during meetings;
C. Vote in case of tie;
D. Sign all resolutions and other documents of the National 4-H Federation as
approved;
E. Call for an emergency meeting or special convention;
F. Appoint officers to fill in vacancy; and
G. Exercise such other duties as the federation may authorize.

Section 5: The Executive Vice-President shall have the following functions; assist the
President in the performance of the latter’s duties. In the absence or incapacity of the latter,
he shall act as President. In case of permanent dissabiltiy, death, removal from office or
resignation of the President, he shall ipso facto assume the vacant position.

Section 6: The Vice-Presidents for Luzon, Visayas and Mindanao areas shall assist the
Executive Vice-President in his/her duties and functions. In case the latter assumes as
President, any one of them can be elected as the Executive Vice-President through a two
third (2/3) votes by the National Federation Officers.

Section 7: The Secretary-General shall have the following functions and duties:
A. Prepare the agenda as approved by the President;
B. Call the roll before the opening of every meeting;
C. Keep all records of the federation;
D. Record and prepare the minutes of all meetings of the federation; and
E. Discharge such other duties and responsibilities as the President may prescribe.

Section 8: The Treasurer shall be responsible for all matters pertaining to fund,
disbursements, budget, and properties. He shall submit regular financial report.

Section 9: The Auditor shall account and audit all the financial matters of the federation
including property, inventories, funds, disbursement, budget, and cooperative enterprises.
He shall submit audit report to the federation.

Section 10: The Public Information Officer (PIO) shall have the following duties and
functions;

A. Supervise the dissemination of all information regarding the Federation.


B. Keep record of pertinent data regarding the 4-H Club;
C. Facilitate use of the print, TV, radio and other forms of mass media; and
D. Submit regular reports to the Federation.

Section 11: Any officer of the National Federation of the 4-H Club of the Philippines may be
impeached by three-fourth (3/4) vote of all the members of the federation. Provided,
however, that in such case he shall not lose his membership in the federation.

Section 12: Any officer o the National Federation of the 4-H Club of the Philippines may
resign without vacating his seat in the lower Federation.

ARTICLE VII- FEDERATION OF THE 4 – H CLUB

Section 1; There shall be established four (4) levels of 4-H Club Federation:
MUNICIPAL/CITY, PROVINCIAL, REGIONAL, and NATIONAL FEDERATION.

Section 2. Representation in the federation at all levels is by club. The club president shall
be the official representative to the next higher levels of the Federation.
Section 3: Every municipal/city, provincial, regional and national federation shall elect
from among its members a President, Vice President, Secretary, Treasurer, Auditor, PIO,
and such other officer as it may deem necessary.

Section 4: The officers of the federation shall have the same functions and duties with the
officers of the National 4-H Federation as stated in Article V.

Section 5: The 4-H Federation shall have the same working committees with the National
Federation. Provided, futher, that the same duties and functions may be promulgated by
the elected officers.

ARTICLE VIII - E L E C T I O N

Section 1: Election of 4-H officers in the barangay level shall be held on the month of
January or February and every two (4) years thereafter.

Section 2: The election of officers in the city/municipal level shall be help not later than
March 15.

Section 3: Election of officers in the provincial federation shall be held not later than March
31.

Section 4: Election of officers in the regional federation shall be held not later than April 30
or during the conduct of Regional Farm Family Forum or the Regional 4-H Achievement
Day.

Section 5: Election of officers in the national federation shall be held during the National 4-
H Club Convention in the Month of May.

Section 6: The manner of the election shall be by secret balloting.

Section 7: The election Supervisors shall be composed of a Chair and two (2) members
coming from the 4-H Volunteer Leaders Association of the Philippines (VLAP).

Section 8: The elected federation officers shall hold a maximum of (1) term for 4 years
tenure of office.

ARTICLE IX - SUSPENSION, RECALL AND REMOVAL FROM OFFICE

Section 1: Any 4-H officer may be suspended or removed from office, depending on the
gravity of the offense/s as follows: absenteeism, dishonesty, neglect of duty, abandonment,
misconduct, abuse of position, involving moral turpitude and receiving or soliciting fee, gift
or other valuable things for personal use. In case of suspension, two third (2/3) vote of the
federation members shall be required. Provided, however, that suspension shall be more
than two (2) months. Elective officer shall be removed by unanimous vote of the federation
members.

Section 2: There is abandonment of office if the incumbent fails or refuses to discharge his
duties within a period of three (3) consecutive months from the time he ceases or neglect
to perform his duties.

ARTICLE X - GENERAL PROVISIONS


Section 1: The emblem of the 4-H Club adapts the international 4-H symbol consisting of a
four-leaf clover having the letter 4-H on each leaf. The four H’s represent the avenues by
which youth is trained and developed, the HEAD, HEART, HANDS and HEALTH.

Section 2: The colors of the 4-H Club shall be greem and white. Green represents nature’s
most common color symbolizes life and youth. White symbolizes purity, sincerity and truth.

Section 3: The motto of the 4-H Club shall be “MAKE THE BEST BETTER” to serve as the
ideal for the members in carrying out projects and in improving themselves. The 4-H
slogan shall be “LEARNING BY DOING”.

Section 4: No officer or any representative shall receive personal remuneration for services
rendered to the club.

Section 5: The name of the club shall not be used for unjust, unlawful or immoral ends.

Section 6: The seal of the 4-H is a copyright of the international 4-H emblem.

Section 7: The 4-H Club shall be under the direct supervision of the Department of
Agriculture (DA) and the Agricultural Training Institute (ATI).

Section 8: No contribution either in cash or in kind shall be solicited by any member except
for a lawful, just and reasonable purpose which shall be determined by the officers of the
federation.

ARTICLE XI – AMENDMENTS

Section 1: Any amendment of this constitution may be proposed by the National 4-H
Federation of 4-H Club of the Philippines upon a 2/3 vote of the members.

Section 2: Any proposed amendment shall be ratified by a majority vote of all members
during the National 4-H Convention.

ARTICLE XII - TRANSITORY PROVISION

Section 1: All incumbent officers of the National 4-H Club Federation shall continue to hold
office until the next election.
Section 2: Any proposed amendment shall be ratified by a majority vote of all the members
during the National Convention after five (5) years from its last ratification.
