1 Public libraries are reflections of the community. If the city council is concerned about safety in the 8/15/2019 8:57 AM
library, perhaps the city needs to look at the community at large and solutions in the community.
Focusing on one building, will not fix a problem if the problem does not originate there.
2 This is a frustrating survery. The first question should have been - do you go to the Library? Or 8/14/2019 10:13 AM
are you getting your information from a misinformed FB site? Safety is a commnuity isuue, and yet
the Library is often the focus. Why are the police not making more frequent roves through the
Library? If they would just get out of their cars and make an effort to come into the Library, they
would find a perfect place for community outreach - a chance to get to know their community. I
also find it frustrating that the newspaper articles are poorly lacking. They never mention what the
Library is doing to help with safety - lights in the courtyard, bushes trimmed back, bathroom doors
kept open, staff roving inside and outside every 30 minutes. Safety is a commuity issue. Stop
acting like the Library is the only place that needs attention. Have you been to our parks lately?

yes nor no. Would I recommend someone going to the post office, or to a bank, or to a grocery
store? The answer would be the same—neither yes nor no. If someone has a need to go to any of
those places, then they will go and not need my recommendation. But maybe if someone asks me
if I have a favorite place I shop, I might tell them I go this grocery store for this item, and another
for that. I would however tell them to shop local whenever I have a chance! As for the library, if you
need a book or information, it is the only place to go! Perhaps the question better put to our
community in a “Public Safety Survey” is whether we feel safe in Enumclaw. Do we feel safe
walking our streets at night, or just during the day, or ever alone? Do we notice vandalism at our
parks or public spaces? Do we rely on our neighbors to help watch our streets and homes, or do
we even trust them? Do we feel confident that when we call 911 that a police officer will rush to
give us assistance or do we fear that there would be a delay because of what neighborhood we
live in? Or maybe we should be asking more specifics like is there a particular reason for our fear
—has our home or vehicle been broken into, has a bicycle been stolen when it’s been locked, has
someone hassled or threaten us because of our race or religion? Is the town a welcoming place or
do you have to live here for 30 years or so before you are considered worthy? I think you ought to
look more closely at what you are really trying to prove by your questions which are thinly veiled
and see what cards you are showing to the entire population of our community who you are
supposed to be serving. In other words, maybe you should be ashamed at what you are implying.
If this is a safety survey, then let’s get real! As far as the library goes, yes I would recommend
people go to it because it offers us so much! Besides the books, magazines, newspapers, DVD’s,
audiobooks available in the building, it is also a gateway to access almost unlimited informational
resources. Computers and the internet are available to anyone who walks in the building, whether
they are a resident or a visitor to our community. Staff there are welcoming, knowledgeable, and
helpful, whether finding the perfect book for someone, or helping them learn how to use the
computers, or print out directions for visitors who want to know how to get to somewhere or ask
where a good place to eat is. Programs for all ages from babies to seniors are regularly offered
and for varied interests. There are book clubs for adults as well as children. It’s a happenin’ place. I
am at the library regularly—it is a welcoming space where I am noticed and greeted by the people
who work there, I can browse to my heart’s content, and I can sit comfortably and enjoy what is
being offered there. If your question is all about the handful of seemingly homeless people and
wonder if I am bothered by them, I am not. I am glad that these unfortunate souls have a safe
place where they can hang out without being hassled. They use the computers, and yes there are
some who can be found sleeping—but isn’t it better for them to be safe at the library, than open for
abuse on the streets? Or would you prefer them hanging out on the sidewalks in front of
businesses? At the library, they are not bothering anyone and mind their own business. I’d like to
remind you that this is a public building, not a private home where you can choose who you invite
in—the library is a place for all. I am more bothered by parents who let their children run around
unsupervised while they are doing their own thing, or those who just drop their kids off at the door
and leave like the library is a good free babysitting service. Of course there are plenty of adults
who loudly have conversations when they run into friends or those who yak on their phones, which
is more bothersome than someone having a snooze, but the librarians try to keep everyone in
balance. I’ve never been in the library when there haven’t been people there—I don’t think the
countless people who use the library feel unsafe, it’s more likely a perception that some have who
don’t actually spend time there like to promote. Plenty come in and out, and others, like me, come
in and stay a while. (The only thing I don’t like there are the restroom doors that are now locked
open!) As for those people who say they witness “crimes”, then I hope they call the police—
because they are our safety officials, not the librarians whose business is about sharing
information, although they can be seen making sure the common rules are being followed. Funny
thing, I don’t ever see police patrolling the library premises. What does that mean—no crime or
they don’t care? In the meantime, maybe the safety committee should spend some time at the
library and see what is really happening instead of relying on social media complaints. By turning
to the Courier Herald (who uses outdated information in their article) to promote what looks like a
biased agenda and then refusing to comment about the “handful of formal complaints” it doesn’t
appear that you are truly concerned about your community’s safety, but rather shows your
intolerance towards humanity.

6 Why would or wouldn’t I recommend the library. What a stupid question. Safety committee, you 8/11/2019 1:41 PM
should give more thoughts to questions. The place is as safe as any other public area of gathering
in Enumclaw and an excellent place to get free resources. People who have issues and complain
should make it their responsibility. If you see something illegal make it your responsibility to call it
in. Don’t expect library staff to do your duty. Grow up. Our homeless population have rights too.
Also parents who allow their kids to run wildly unsupervised should also be considerate and
control their little animal.

7 I couldn’t really respond to number 2 with a yes or no. Sometimes there are homeless people 8/11/2019 1:26 PM
hanging around which makes me uncomfortable. I always feel sorry for the employees that work
there. What a position to be in!
8 The answer to question 1 is tricky. Before the Library became apart of the KCLS I would have 8/10/2019 2:08 AM
recommended the library as a 10. It was a safe and friendly place. But the reason the rating has
gone down is due to the loitering, drug use, and the unsavory people that it now attracts because
nothing is done. Are we not allowed to have standards any more? Are we not allowed to care
about the safety of children any more? They don't have a voice. We need to be a community that
protects them and cares about having a safe place for them. I am so sad to see our library used
and abused like this. It is not good for anyone- not even good for those who are taking advantage
of it. Please make it safe again. The parking lot should not be a place where people sleep in their
cars either. If that is needed maybe the Safeway parking lot would work but it should not be at the
library. Thank you for doing this survey and for listening. I really appreciate it.

polite and call me by name. The library is always clean and inviting. The safety concerns are
surrounding the outside of the library. The marginalized people who gather to the side of the library,
the parking lot s and the back of the library. I do say hi and pass right along. This last week I went
to the library often to see if different times of the day made a difference. The only difference was at
around 7pm when we parked on the side of the library to go to dinner. A very large group of people
were right behind the library in the grass. That was a bit uncomfortable. I do not feel uncomfortable
in the library. I am not sure what the answer is. Maybe if the police drove around the area a bit
more, I am not sure if they already do this. Thank you for posting this survey. I do feel it is a valid
concern. In conclusion, the library and it's staff are great and I will continue to visit.

the car in the field was needles everywhere!! What has happened to our beautiful small town that I
have been in since I was 14 years old! Liberals running this place and allowing these people to
hang around the library getting free meals and anything else from this small town?? I don’t mind
feeding homeless families but homeless junkies?? I feel like I’m living in Seattle! This town is a
mess!! The homeless camps on our trails? I live off of McHugh Avenue and the homeless walk
past my beautiful home every single day I am thinking of selling and moving out of this town
maybe to Buckley because I don’t see the homeless problem like I do here? Maybe you need to
ask them what they’re doing?? Does anybody care or are we turning this place into a liberal
Seattle? They say it’s OK for them to sleep there because they need a place to sleep? And bathe
their bodies in the Library bathroom?? How does someone take their small child to a place like that
full of needles and disgusting drug attic’s that hang out there? I say we boycott it and get king
county library out of our town. The drug attic’s that are homeless let’s take them to a drug facility
so we can get them clean and they can end up being productive citizens who pay taxes instead of

12 I do not feel safe going into my public library anymore. The last time I was there, I needed to use 8/9/2019 1:50 AM
the scan machine and computers to submit my homework online. As soon as I walked in, I noticed
a homeless man asleep in the children reading area. After I finished, I was waking out two my car
in the front parking lot, and a group of homeless men were catcalling me while following me to my
car. I was so scared that one may try to grab me that I ran to my car and drove out of there as fast
as I could! Another incident involved my mother and I. We were walking to my car from the street
fair. We had parked out in the vendor parking. On our way, I had almost stepped on a used needle
on the ground! There were over 50 needles around us! It was like walking through minefield! This
town has become a joke! It’s time to boycott the library!

13 I feel safe as an adult. However, if I had small children I don't believe I would feel that the library is 8/9/2019 1:49 AM
a safe place for them. I believe that a library is a place for looking for books, doing research, and
occasionally taking a break to read a book. I do not believe it is a place for people to loiter all day.
Nor do I believe it is a place for people to perform hygiene (other than using the toilet) in the
restrooms. This is not the intent, purpose or definiation of a library. I do not believe that just
because a person is homeless that he/she is dangerous; in the same vein, a person who is not
homeless can be very dangerous. I do understand the concerns about homeless people. However,
some of the homeless people that loiter at the library are homeless by choice and I believe that
providing a place to just "hang out" is enabling behavior. I encourage the City of Enumclaw to work
with social service agencies such as POM and other King County agencies to provide a different
sort of shelter and to continue to work with those who are interested in getting off the streets --
whether that is a housing issue or addiction issue. I realize that many, many communities are
dealing with the same issue. However, I believe that libraries should be used as a library and not
as a day shelter.

nice. There have been times, however, when community members have spoken harshly and in a
condescending tone to others using the library, then complained to librarians that 'those' people
shouldn't be allowed to be in the library. And that's not nice. Everyone can use the library if they

when they are smoking. Some of them appear to be drug addicts. There should be no loitering or

memory I can afford to give my grandchildren. The punks, dirty street people talking to their pop

library take over by KCLS. Although we get their resources we also get the Downtown Seattle
Mentality that has turned a small town library into a haven for hardcore losers. The loggers park in
front of the library, the outdoor sitting pavilion has transformed to a homeless encampment without
the camper trucks and blue tarps...yet!

37 The library should be for everyone. Can you imagine being homeless and having nowhere to go to 8/2/2019 1:18 AM
find resources etc.? About 15 years ago when I was in my mid-twenties I was homeless. I am now
a homeowner in town and a doctoral student, however due to domestic violence, I was homeless.
I was not in Enumclaw at that time, however, the local library was a place where I could go to feel
safe. I would use the computer to find resources for showering and overnight shelters. If I did not
have the lifeline of the library, I don't know what I would have done. I understand people do not
want homeless people washing up or using drugs at the local library, but their privilege can afford
them somewhere else to go if they do not like the library. I see on social media all of the
complaints but I never see an alternative to banning people from the library. If the homeless had
somewhere else to go, I bet they would. It is shameful that the "caring" people in our town want
"their" library to allow them to continue pretending this area does not have a homeless problem.
The people who want to ban homeless from the library do realize the homeless will need
somewhere else to go if banned from the library? Enumclaw is better than this and we should be
looking at ways as a community to help the people who are homeless in our community rather
than shunning them. If people do not feel safe at the library then they need to find somewhere else
to go instead of trying to ban people who make them uncomfortable. The library belongs to all, not
just the privileged.

are police issues, not Library staff issues. EPD needs to walk thru the Library more often if they
feel there is an issue. What I read in the paper sounds like EPD doesn't want to be bother by
KCLS staff. Stop blaming the Library for Enumclaw social issues. I stop at the Library every week

experiencing homelessness in your community, drug use in your community, or rowdy
unsupervised teens in your community those community problems will have a negative impact on
the library. The library is not responsible for cleaning up those problems. Parents should supervise
teens, public officials need to address the opioid crisis and do something already, and a homeless

afraid of homeless people or sharing space with them and I am offended by people who are. And
don't get me started on the mentally ill, these people need care not shunning and why is this
community putting those problems on library staff? Think of what they have to deal with every day.
This is not a library problem it is a problem of a changing society changing your community in
ways you are uncomfortable with and you are looing for someone to blame. Stop blaming the
library.

times a week, 1+ times a week with my two children (ages 5 & 7). not once has it been
uncomfortable. sure, sometimes some interesting people are hanging around outside, but i have
never felt in danger or any sense of harm. inside the library, in the past year i can recall one man
snoring that was a disturbance (staff dealt with it) and at least half a dozen times a middle-aged or
elderly person was having a full-volume phone conversation INSIDE the library, and at least a
dozen times where one adult required at least one, if not often two, librarians to assist them with
making a copy, or sending an email, for up to an hour. the phone calls are very disturbing. the time
taken and volume of conversation required to assist some members is moderately disturbing. both
have had more of a "negative impact" on my library experiences over the past year than what type
of people are there or whether or not there are no trespassing signs. also, the bathroom is always
acceptable and usually good -- 6-7 out of 10 -- about what i would expect for a public restroom, up

do but several things steer my family and I away. It doesn’t feel safe for my daughters due to

creeping on little girls). A second reason that we don’t like going to the library is the smell and body
odor/pee smell is really bad in there. The resulting feeling of the library not being heigenic makes
me cringe. To make some of this better I recommend a policy of of people are in the library they
need to be actively using library publications - no sleeping or just hanging out. Second all chairs
and benches need to get rid of fabric or upholstery and be made hard so that staff can disinfect
furniture frequently. Third the ventilation needs to be significantly increased so that it doesn’t smell
like pee. I significantly miss a heigenic and safe library for the children. For perspective my oldest
daughters use to frequent the city of Enumclaw library and my youngest daughters a three year old
and one on the way will not be going until my and many other people’s issues are resolved.

there at night. I own a local shop downtown on Cole st. And Employees are not allowed to park for

The main problems in my opinion are the same of any town with a library, they have all the “free” (
tax payer) amenities a person could want. Case in point, bathroom, water, internet, WiFi, air
conditioning, recharging stations for phones etc. this should be no surprise to anyone that this is a
very attractive place to anyone when on top of all these examples it’s free to get into or around,
there next to no security, or authoritative figures that can do anything, and if you do get caught
with drugs for example, the penalty is very minute if anything at all and maybe you may have to
spend the night in jail ( free meal and warm place to sleep) for the night and then your set free the
next day. So the to wrap this up, the reasons for the problem are simple and just at their core, the
answer to them, well that much more difficult to find. I love my town, it’s a wonder place to live,
grow up, and raise children. It’s not alone in this problem, I see it all over. The drugs and people
with problem will always be out there to some extent or another but if we could find some way to
limit it, get help for those that need it, and scare the persons responsible with proper laws and
penalties, well just maybe it would be a start. This won’t go away over night, too much red tape
and politics will be involved, but you need to start some where sooner than later because the

druggies. It is not safe to allow our children to go there and be exposed to drug parapenelia and
drug selling nor do I want to have to step over human feces and urine. The police should be
allowed to run these type of people out of town. They can go into Seatle that wants it to be a
sanctuary city and has homeless camps, shelters and programs. We are not equiped to dealing
with this population in Enumclaw. Nor do I want anymore of my tax dollars to pay for helping these
people. I will gladly help a low income senior instead.

teenagers/young adults who are rowdy and noisy, various miscreants hanging about and drug use
(judging by the smell, I have not SEEN it) BUT, I don't feel personally threatened by any of this. I'm
guessing the librarians do not look forward to policing the bad behavior but again, I am guessing,
the Enumclaw police would do a good job of responding when called. I know the Auburn police do
random walk throughs and spend time at their library and the gang problem they had was
improved-still people being as they are, they (Auburn library) still have to call the police for some
situations.

seeing drug paraphernalia. It is also common knowledge around town that they let the homeless
community hang out in there so I personally don't go there and have had many friends say they
won't take their kids there any more. I always recommend the black diamond library or the one just
by the ampitheater.

small children that I would love to take to the library but I am afraid of what they might see there.
You have good honest people going there to study and what not and if they try to bring a bike in
while they study....no that's against the rules. But a homeless drug addict can bring a shopping
cart full of shit into the library and it's no problem. The library is a joke nowadays. Stop making it a
place for drug addicts and homeless people to hang out and make it a place where people can go
and feel safe and read and bring their children. The homeless problem in our region isn't a
homeless problem it's a drug problem and that is what you're inviting into our library in our
wonderful town. Take it from someone who deals with this type of stuff for a living. -a concerned

Library is great! The staff is helpful and friendly. The meeting rooms are perfect for board
meetings. However, I do not feel I can let my children out of my sight in there. I sometimes tutor
students in the children’s area and often homeless adults congregate there and distract pupils with
noise, odor, foul language and unusual behavior that seems drug induced. I’ve been approached
at my car after leaving an evening meeting, by a young agitated dirty man asking for a ride. He
became angry when I told him I was not going to let a stranger into my car with me alone in the
dark. I don’t feel safe or comfortable in and around the library because of the number of drug
abusers and homeless hanging around

receptionist. I likely won't revisit unless I know for sure there is some sort of security in place. It's
really too bad because I am an avid reader and purchase a lot of books so I'd love to start renting
from the library again.

problem is the young adults (under 30) who use the library as their business center for drug
exchanges or taking drugs.

education by proximity to off color situations. It is sad that common sense has to be put to the side
for the people whom King county doesn’t know what to do with and sends them to us to deal with
the issue. So sad for the family friendly library experience to be lost by so few yet dominating
situations that no one wants to address.

selection is not as good as before. I alsways have to request books from another library. And the
audio selection is much much smaller. I was told to browse online for what I wanted, but that is
difficult if you don’t know quit what you want. Having a large selection on the shelf made it much
easier and often I would find books by authors I was not familiar with, so I would never have found
them by browsing on one. Also, I miss the comfy feeling of the old library. Now it is more sterile
and impersonal. I loved the displays they used to have and the friendly employees. 2) Although I

If the Enumclaw library purpose has expanded past this, additional services and resources need to
be funded. If not, people outside of the intended purpose need to guided to other resources within
the city or county for the needed support services. Plus, the library now smells terrible.

397 I am concerned that the job of our librarians is becoming security officers and not librarians. Our 7/23/2019 2:22 PM

backpacks should be checked at the door? Something must be done about the folks that just hang
out in the front smoking and waiting for who knows what. It is not very welcoming. The whole entry

started making comments to me about my apperance, asking my age, generally harassing me. I

maybe not for me.

struggling with drug abuse and mental illness that frequwnt there as well. I feel like it is wonderful
that they feel safe to spend time there as the other alternatives are the streets. The staff has dealt
wonderfully with outbursts that I have seen. However, there needs to be some intervention and
support for these community members that are struggling. It is sometimes difficult to locate people
that are struggling with drug addiction and mental illness and it appears this the place that they feel
safe and could have access to services. We know that other libraries have had discussions about
having case managers on staff, and I think that is a wonderful idea! It allows people that are
struggling to get the services that they need, and also has the potential to decrease the concerns
of the public. My kids and I have always felt safe, and it has allowed for a great conversation about
people's choices and how to help them. I believe with kindness, these community members can be
supported.

children’s program there and a woman was sitting on that front bench with multiple prescription
bottles out on the bench. She appeared to be a drug user. I think at least one person camps near
there in a vehicle. Sadly, when I asked my daughter if she’d want her son to do the summer
reading program she referred to the library as a druggie place she’d rather keep him away from for
safety reasons. It is sad how in recent years the library went from an enjoyable and enriching
place to a place to avoid.

other libraries or use “holds” so we can just go in and pick up. We have witnessed high or drunk
people defecating outside by the parking lot. I can see why the library is appealing: warmth,
comfort, WiFi. Close to a free food box (blessing box). But what is being offered to end the cycle? I
feel like all these items are just enabling the cycle to continue. This library is just a small snapshot
of what is wrong with society.

computers and searching for books. When my kids were little I would sit and read a book and they
would pick out books and then play games on the computer. I would not use the library in this way
anymore. I do not feel like it is a safe place for our children. I also think it has put our librarians in a
spot they are not equipped not should be equipped to handle. The influx of homeless and drug
users has changed the way our libraries are used becoming a location that could benefit from a
staffed social worker with resource options and unfortunately potentially the need for a security
presence. I know there are times I have been at library when 911 has been called due to drug
overdoses and I dislike that this is happening in a place that our kids should be able to spend time
at safely. I gave first question a 5 because as an adult I still use the library but likening said above
I wouldn't send my kids there.

POLICE THERE ALL THE TIME DEALING WITH ISSUES THAT THE LIBRARY STAFF REFUSE
TO RESOLVE.

the computer rooms. When I told staff about both incidents I was told sorry it’s public property. My
opinion is it has turned into the property of homeless and drug dealers....not families and tax
payers.

library for the homeless to hangout in during the day. Many of them use this time to talk with family
on the internet, catch up on news, play a game, etc.. I also feel the staff would be a safe space to
ask for help if any problems did arise!

People shouldn’t be allowed to loiter around and sleep in the library. I am a taxpayer, homeowner
and local educator for the district. I not only want to use the library for family use but also for
tutoring students.

are very helpful and friendly. However there are often individuals outside near the parking lot, at
the front entrance, and near the restrooms that make me slightly wary. I wouldn't feel comfortable
allowing my child or preteen to stay at the library or the park near the library without direct adult
supervision. I understand my perception of the homeless individuals near the library might be
skewed, but my main concern is drug use and sanitary conditions. Although since they locked the
bathrooms opened they seem to stay cleaner. I've heard that preteens are scared they'll be
approached about drugs or confronted and that they avoid the library for that reason. Otherwise,
Play and Learn is the best and the other employees rock!

695 The homeless use the library as a resource for both good and bad things. As someone who works 7/23/2019 6:40 AM
with the homeless in our community I have seen many positives for that community. As a long time
member of the Enumclaw Community who would as a child visit the library without parental
supervision I trusted the library staff to make me feel welcome and safe. At the old library the
children’s area was downstairs and had consistent supervision by a librarian who kept a close eye
on and interacted with me while I was there. At this library with it’s more open format to the
children’s area there is less one-on-one contact between the children and the library staff. If there
was a specific librarian assigned to the children’s area that interacted with the parents and the
children it may help parents feel more safe with their young children at the library. Unaccompanied
youth get into trouble easily without supervision so more pre-teen and teen focused programs may
also help with the safety issue.

and white Ford pickup and small travel trailer has been there for months. Why? There should be
no overnite camping/sleeping in vehicles allowed there. This is a place for people who need the
library. It's not for transients. The police need to maintain a presence there at least during
nighttime shifts. I work in town and there's no way I'm parking my car there during the day. We
need to petition for funds to hire more police officers. Get rid of the creeps and graffiti everywhere.

other things. It would be nice if the library could enforce a no loitering policy in the parking lot. I
