for the violation of the Haryana Gauvansh Sanrakshan and Gausamvardhan Act, 2015
read with the Prevention of Cruelty to Animals Act, 1960 along with Cattle Transport
Rules, 1978 amended in 2001 and 2009, Haryana Motor Vehicle Rules with Central Motor
Vehicle (Eleventh Amendments) Rules, 2015: 120-B, 429 – 429 IPC, Prevention & Control
of Infectious & Contagious Diseases in Animals Act 2009, Haryana Regulation of
Compound Cattle Feed, Concentrates and Mineral Mixtures Order, 1999 / Prevention of
Cruelty to Animals (Registration of Cattle Premises) Rules, 1978 with Haryana Murrah
Buffalo and other Milch Animal Breed Rules, 2002.

Grievance Description: GNCTD/E/2019/06982

It is humbly submitted that:
1. I am a Master Trainer of AWBI, being duty bound under article 48 and 51 A (g) of
Indian Constitution, to protect the animals, restoring their five freedoms. It would be
pertinent to mention that NDRI disobeyed the Prevention of Cruelty to Animals
(Registration of Cattle Premises) Rules, 1978.
2. As per media reports, mass mortality of buffaloes, at NDRI Karnal, with some
mysterious disease, efforts without any epidemiologist in the team, the investigation may
lead to erroneous conclusions.
3. As per section 3 of the Haryana Gauvansh Sanrakshan and Gausamvardhan Act, 2015,
which prohibiting the Cow slaughtering, whereas NDRI, Karnal auctioned unproductive,
sick, diseased, injured, below standards of their norms, violating different cognizable
offenses in legal terms, besides it section 13 of the said Act, defined the punishments,
whereas section 14 defined the proof of burden on accused. It would also be pertinent to
mention here that above said animals needs protection of their five freedoms read with the
section 3 of the Prevention of Cruelty to Animals Act, 1960, keeping in view the orders
passed by the Hon’ble Supreme Court of India on dated 7-5-2014.
4. Animals as stated above can’t be used for breeding, agriculture and milking purpose
only to be slaughtered for their flesh, bones and skin.
5. As per section 96 of the Cattle Transport Rules, 1978 amended in 2001 and 2009, duly
appreciated by the Hon’ble Supreme Court of India in CWP No. 309 of 2003, pre-transport
permit from the authorized person of the AWBI required along with health condition of
the animals, whereas NDRI itself proved that healthy animals they are not auctioning, only
sick, unproductive, injured, diseased etc animals are being auctioned.
Hence, Zero FIR against Director, National Dairy Research Institute, Karnal with others
may kindly be lodged for the violation of the Haryana Gauvansh Sanrakshan and
Gausamvardhan Act, 2015 read with the Prevention of Cruelty to Animals Act, 1960 along
with Cattle Transport Rules, 1978 amended in 2001 and 2009, Haryana Motor Vehicle
Rules with Central Motor Vehicle (Eleventh Amendments) Rules, 2015: 120-B, 429 - 429

IPC, Prevention & Control of Infectious & Contagious Diseases in Animals Act 2009,
Haryana Regulation of Compound Cattle Feed, Concentrates and Mineral Mixtures Order,
1999 / Prevention of Cruelty to Animals (Registration of Cattle Premises) Rules, 1978 with
Haryana Murrah Buffalo and other Milch Animal Breed Rules, 2002, whereas I have
lodged online complaint with Haryana Police, which never been converted to FIR. All
goods transport vehicles along with abused animals, needs to be confiscated being case
property.

5. IPC 188, 120-B, 153, 295 and 420 also needs immediate attention being criminal conspiracy,
which hurt my religious feelings and believes.

Hence, FIR may kindly be lodged against the Director of NDRI with others, all goods transport
vehicles along with abused animals, needs to be confiscated being case property. All information’s
obtained by Dr. Bhoj Raj Singh under RTI Act, 2005 attached here with as proof.
