serves more than a framework plan

1. The average, Updated existing CLUP
obtained was 3.37, 3.14 for Outdated CLUP
but with on-going planning activities; 2.80
for On-going CLUP formulation; 2.03 for
Newly approved CLUP; 2.00 for Sangguniang
Panlalawigan approval; 1.71 for
Sangguniang Bayan adoption and Zoning
Ordinance enactment; 1.60 for No CLUP
formulated; and 1.26 for CLUP for review at
provincial Land Use Committee. The overall
evaluation of the three groups of
respondents was 2.24 or “Fairly Evident”.
2. To determine the significant of
agreement among the rank orders
regarding the status of CLUP and the
extent it has been implemented, using
the Kendall Coefficient of Concordance
W was 1.00 and the corresponding x2
test was 21.00 (p<0.005).
3. The challenges encountered by the
municipalities in the formulation of
CLUP relative to planning processes
and guidelines obtained 3.00; 3.17 for
organizational structure and personnel
technical capability; 2.91 for
management support; 3.22 for
technical assistance availability; and
2.98 for financial resources were
generally rated to be “Serious”.
4. On the significant agreement on the
challenges encountered, the Concordance W
and the corresponding x2 test yielded to:
Planning Processes and Guidelines, 0.52
with 12.51 (p<0.05); Organizational
Structure and Personnel Technical
Capability, 0.83 with 12.48 (p<0.025);
Management Support, 0.73 with 17.47
(p<0.05); Technical Assistance Availability,
0.29 with 3.53 (p<0.05); and Financial
Resources, 1.00 with 9.00 (p<0.05).
5. Top five items of the enumerated benefits
derived were considered “Much
Satisfactory”. These were: Sustainable land
use policies (4.22), Expected more
development projects assistance (4.15),
Prevented deterioration of the quality of built
environment (4.14), Proper land use and
resources utilization (4.13), and Increased
number and improved quality of facilities
and services in support of business and
investment tourism (4.12).
6. On the significant agreement on the
benefits derived from CLUP, the
Concordance W yielded to 0.57 with the
corresponding x2 test of 29.18
(p<0.025).
7. Among the solutions and specific actions
adjectively evaluated as “Much Urgent” were
the following: Clarify the purpose of the CLUP
to be developed (4.10), Carry out consequential
changes to existing statutory or legal provisions
(4.08), Identify the participating stakeholders,
their roles, and their commitments (4.04),
Identify the scope of the plan (3.90), Organize
meetings of stakeholders including local
officials, government agencies, NGOs, and other
relevant community representatives through
consultation (3.90), Identify the potential
sources of funding (3.87).
8. The test for significant agreement on
the rank orders on the solutions and
specifications yielded to the
Concordance W of 0.53 with chi-square
of 41.03 (p<0.025).
9. Policy Recommendations generated
based from the findings of the study as
basis to formulate the Comprehensive
Land Use Plan for the Municipality of
Buhi, Camarines Sur.
Encourage the local officials to
give utmost preference in their
policy deliberations in the
update of the Comprehensive
Land Use Plan and improve
local planning capacity of the
local government.;
Compliance to regular CLUP
updating needs be improved
and monitored. Monitoring of
land use change should be
tracked as well, to determine
the effectiveness of land use
zoning and allocation; and use
these as bases for formulating
or updating land use plans.;
The policy directions and
investment programs set by the
national development plans
should be closely reflected in the
land use regulations of the local
government. Consensus building
among stakeholders will lessen
political discontent and promote
transparency and eventually lead
to smooth implementation.;
A thorough review and evaluation
of laws be made to help decision-
makers and planners pinpoint the
areas of conflict and duplication
as well as the weak points which
should be brought to the attention
of the concerned department or
the Sangguniang Bayan for
remedy and/or intermediation.;
LGU should be more proactive in urban
planning, making sound projections on
directions, scope and extent of urban
growth so that services and government
infrastructure can be projected in advance.
More importantly, consistency of plans
across LGU boundaries and within
provinces and economic regions should be
made, through national, regional and
provincial land use policies, to better guide
local development.;
Develop concrete recommendations
for the improvement of existing policy
guidelines on community planning by
the local government. This initiative
serves as guide for the local
development planners and decision
makers in preparing culture, conflict
and gender sensitive land use and
development plans.;
Provide the public and all levels of
the government access to
adequate information and exercise
its substantive planning powers
within the carefully defined limits
of the law for an effective land use
planning and control measures of
implementation.;
There is an urgent need to simplify
the laws, make the processes
transparent and avoid inter-phasing
of specific steps and phases between
and among planning processes
through synergies, convergence and
coordination to achieve
harmonization, rationalization and
spatial integration.;
Establish a clear institutional
arrangement with other agencies of
the government.; and Revitalization
and creation of the Municipal Land
Use Committee (MLUC) in the local
government unit and formally
organize the planning team and
technical working group consistent
with the CLUP proposal for better
coordination.
1. The three groups of respondents from the
different municipalities of the Province of
Camarines Sur perceived the status of their
CLUP and extent of implementation as
“Fairly Evident”.

themselves are:

“Serious”;
3.3 Management Support is perceived to be
“Serious”;
3.4 Technical Assistance Availability is considered
“Much Serious”; and
3.5 Financial Resources are rated “Much Serious”.
4. There is a significant agreement on the
rank orders of the challenges encountered
relative to Organizational Structure and
Personnel Technical Capability,
Management Support, and Financial
Resources while no significance of
agreement on Planning Processes and
Guidelines and Technical Assistance
Availability.

5. The benefits derived are generally


perceived as “Much Satisfactory”.
6. The rank orders on the benefits derived
from CLUP among the different
municipalities are significantly agreed.

7. The perceived solutions and specific


actions are considered to be “Much Urgent”
as response to the challenges encountered
in the CLUP formulation.
8. There is a significant agreement among
the rank orders on the solutions and specific
actions among the different respondents in
the municipalities of the province.

9. Policy Recommendations are generated


based from the findings of the study to serve
as bases in formulating the Comprehensive
Land Use Plan for the Municipality of Buhi,
Camarines Sur.
1. Strengthen good local governance and political
will in order to observe the mandates of the law
pertaining to the formulation of mandated plans.

2. It is imperative that policymakers pursue moves


to address the complexities of the problems that
arise from land use planning and land related
issues.

3. Local government units must possess adequate


administrative and technical capability as well as
desirability to implement the program.
4. To evaluate the plan, the facilitating and
hindering factors be identified and necessary
measures/amendments be framed, if any, to
expedite the formulation of the mandated plans.

5. Ensure that land and natural body resources


embody broader social and cultural benefits, such
as landscapes, biodiversity, historic sites, and
cultural values.

6. Policies need to be developed around providing a


level of playing field for all investors, while at the
same time providing enough safeguards and proper
monitoring by the government.
7. Being recognized as “Much Urgent”, it is suggested to
effectively monitor the local authorities, stakeholders,
and different arm of the government to strictly implement
and promote transparency and accountability in every
developmental programs, projects, and activities.

8. Adopting the solutions and specific actions in the


present study would institute governance reform that
would lead to the urgency of the formulation of the plan.

9. It is highly recommended that the policy


recommendations generated based from the findings of
the study be adopted to effectively implement the
formulation of the plan and enactment of ordinance.
1. A similar study be conducted in other provinces
to verify the results of the study.
2. Determining other indicators related with the
Comprehensive Land Use Plan formulation.
3. A study on the training and capacity
development needs of the implementers of the
project.
4. A study on integrated development planning as
a vital tool for development and progress.
5. Further researches be conducted to assess the
need for update and plan formulation but other
research instruments be utilized.
