CHAPTER I

INTRODUCTION

The Bureau of Jail Management and Penology


(BJMP) is mandated to safekeep and develop inmates.
Due to the complexity of jail management, aggravated by
jail conditions, personnel need to be equipped with skills
and knowledge to adapt the ways, with the aid of
technology, inmates circumvent established procedures
against contrabands and illicit activities.

The Directorate for Human Resource


Development (DHRD), the training arm of the Bureau, is
primarily tasked with the mission of enabling the human
resources of the BJMP reach their full potential and make
them responsive and fully equipped to answer the call
and challenges of the jail service. It incorporates strategic
management in the development and programming of
trainings and seminars to efficiently and effectively
achieve the organization’s objectives.

Offering trainings is not enough, attending is


inadequate; having trainings one need, to enhance an
identified area or skill, is strategic training and
development of human resource. It is meaningfully
advancing the professional welfare and career of
personnel.

DEFINITION OF TERMS

Active Jail Service – refers to the actual performance


of the BJMP duties.

Career Course – refers to in-service trainings that the


BJMP personnel are mandatorily required to undertake
according to their rank requirement.

City Prisoner – one who is sentenced to a prison term


of (1) day to three (3) years.

Competency gap - the dissimilarity or difference


between the existing education, trainings, abilities,
skills, and competencies of BJMP personnel employees
and what are expected of them to achieve in line with
the objectives of their units.

Coaching – the timely guidance and feedback to help


peers or subordinates strengthen their knowledge/skills
and other capabilities needed to accomplish a task or
solve a problem.

Competency Catalogue – identifies the competencies


relevant to the organization.

Competency Framework – diagram that clusters the


competencies identified under the Competency
catalogue into Core, Leadership, Technical and
Organizational themes.

Competency Tables – set of tables containing an


operational definition for each competency, identifying
the behavioral indicators associated with the
competence, and classifying the behavioral indicators
into different levels, and showing a progress of
proficiency.

Competency Matrix – matrix of all position titles and


competencies that identifies the (1) competencies
required for each position and (2) the required
competency levels for those competencies.

Competency-Based Job Description – set of all job


descriptions of all position titles identifying the (1) tasks
and sub-tasks associated with each position title, (2) the
competencies, required for the position title, (3) the
competency levels for these required competencies,
and (4) the behavioral indicators associated with the
competency levels.

Deferment - the postponement of training of a BJMP


personnel in a scheduled training.

Detail - the movement of a personnel from one unit,


office, department, or assignment to another which is
temporary in nature, which does not involve the
reduction of rank, status or salary and does not require
the issuance of another appointment.

Detainee – a person who is accused before a court of


competent authority and is temporarily confined in jail
while undergoing or awaiting investigation, trial, or final
judgment.

District Jail – a facility or place of confinement for


inmates coming from a city or clustered municipality
who are waiting or undergoing trial or serving sentence
for a term of (1) day to three (3) years. In large cities or
a group of clustered municipalities, the “host” city or
municipality is named as a district to accommodate
inmates from the municipalities clustered to it.

DHRD – Directorate for Human Resource Development,


is responsible for the training and education of all BJMP
personnel. It handles all recruits while temporarily
assigned at the NHQ prior to their deployment to the
National Jail Management and Penology Training
Institute (NJMPTI).

Deployment – refers to the act of sending qualified


BJMP personnel as trainees to a training area.

Direct supervisor – the one assigned and responsible


for planning, scheduling, supervising, and administering
comprehensive administrative or operational jail service
duties of its unit.

Dress Code – for purposes of this SOP, this shall mean


the required uniform prescribed by the schools to their
student-trainee while they are undergoing OJT.

First level position - shall include clerical and non-


clerical positions which involve non-professional or sub-
professional work in a non-supervisory or supervisory
capacity requiring less than four years of collegiate
studies.

Focal Person – a division chief or a unit supervisor, as


the case may be, acting as the primary person
responsible in giving, directing, instructing, or guiding a
student-trainee in the performance of his OJT in the
BJMP.

Inmate – is the generic term used to refer to a detainee


or prisoner.

Insular Prisoner - one who is sentenced to a prison


term of three (3) years and one (1) day to death.

Inter-Agency Training – trainings conducted, hosted or


provided by an agency other than the BJMP.

Jail – is a place of confinement for city and municipal


prisoners, any fugitive from justice, or person detained
awaiting or undergoing investigation or trial and / or
transfer to the National Penitentiary, and / or violent
mentally ill person who endangers him/herself or the
safety of others, duly certified as such by the medical or
health officer, pending transfer to a mental institution.

Jail Aide - inmate who requires less supervision than


other prisoners. Although he / she may be assigned
special tasks, he / she has no special privileges, and is
not allowed to work without supervision nor exercise
any authority over other prisoners.

Municipal prisoner – one who is sentenced to a prison


term of one (1) day to six (6) months.

NHQ – National Headquarters; the main office or


command post where the administrative and operation
center of the Bureau of Jail Management and Penology
is located.

On-Site Supervisor – a personnel assigned to help


supervise the safety precautions in the place of OJT of
the student-trainee and implements the instructions
relayed to him by the focal person.

On-the-Job Training – A training program for tertiary


students designed to immerse them in a work
environment relevant to their courses in the attempts to
learn productivity in, knowledge on, and respect for the
workplace. A course requirement providing an
opportunity to not only apply the theories, principles and
ideas learned in the academe but also enhance the
technical knowledge, skills and attitudes of students
towards work necessary for satisfactory job
performance.

Programmed trainings – are those trainings initiated


and included in the yearly Operations Plan and Budget /
General Appropriations Act (OPB) / (GAA).

Prisoner – person convicted by final judgment.

Pre-Orientation Period – the temporary holding of the


newly appointed JO1 trainees in the NHQ, for purposes
of orientation on the rules, procedures and guidelines
governing the handling and supervision of JO1 trainees,
and matters of overview on jail services, while they are
temporarily assigned at the BJMP National
Headquarters prior to their eventual deployment to the
National Jail Management and Penology Training
Institute for their Jail Basic Recruit Course training.

Programmed trainings – are those trainings initiated


and included in the yearly Operations Plan and Budget
(OPB)/GAA.

Position Profiles – set of profiles for all positions


identifying the (1) competencies required for each
position title, and the (2) behavioral indicators
associated with these required competencies. The
behavioral indicators must be in accordance with the
competency levels required for the position title under
the Competency Matrix.

Placement – is a process of assigning a specific


designation or duty to each of the BJMP personnel
assigned in a particular unit. It involves assigning a
specific rank and responsibility of a personnel for a
specific designation. It implies matching the
requirements of a job with the qualifications of the
candidate.

Practicum Coordinator – a person designated by a


college department of a college or university and is
authorized to supervise, direct, plan, or make
arrangement between the school and the institution on
matters relative to the OJT of its student-trainee.

Specialized Trainings – are trainings acquired, other


than the required mandatory trainings, by the personnel
through the programmed and un-programmed trainings
of the BJMP.

Second level position - shall include professional,


technical, and scientific positions which involve
professional, technical, or scientific work in a non-
supervisory or supervisory capacity requiring at least
four years of college work up to Division Chief level.

Student-Trainee – a student enrolled in a regular


curriculum program of a recognized college or university
who is required to undergo an On-the-Job training.

Termination from Training (TFT) - refers to the date


when the period of training has come to cessation.

Un-programmed trainings – are those trainings offered


by the other agencies.

Venue – specific area or the hosting agency where the


particular training is conducted.

PURPOSE

The DHRD Manual aims to establish guidelines


and standards in the development of trainings and/or
seminars for the enhancement of personnel capability. It
is the reference for human resource offices in the
performance of their functions as the training arm of the
Bureau.

SCOPE

This manual shall apply to all activities related to


human resource development of the BJMP.

BJMP TRAINING AND EDUCATION SYSTEM

BJMP training and education system is


incorporated with allied agencies, both from the private
and public sector. The wide scope of knowledge and
skills related to jail management and penology
necessitates partnership and coordination with other
organizations for the achievement and enhancement of
personnel.
