HIGHER EDUCATION IN THE Philippines NEEDS IMPROVEMENT

 These requirements and standards required in the Department Order would mean closure of the
institution and disciplinary action taken against the Head of the school, college, or university.

 The guidelines under which the colleges and universities were allowed to operate were spelled out in
greater detail in Department Order No.30. This order prescribed the use of identification card by all
bonafide students faculty and staff members in each constitution. Likewise positive steps are to be
taken against faculty members, employees, and students who were readers or members of subversive
organizations. The operation of the student government and the holding of strikes, rallies, and
demonstrations were strictly prohibited. The standard operating procedure for screening university
personnel were spelled out in Department Order No.33, s. 1972.

 Higher Education under the new society was given the new direction and point of destination. Higher
Education is now directed towards the goals of economic development, manpower needs, and national
priorities. The demand now is for technical or vocational rather than the traditional liberal arts
education. This can be accomplish by expanding our technical programs that will produce high level
expertise courses urgently needed for socio-economic development. Higher Education to be pragmatic
must relate curricular content in all of four courses offerings to the goals and needs in our national
development.

 The main goal of higher education our new Society is to train young people, not as much as experts,
but as agents of change-motivated and equipped to provide the necessary leadership needed in our
national development or nation building. However, the research and instruction functions of the
traditional higher education must not be overlooked. Research and instruction functions of higher
education are the very foundation of change. This means change for the better and abundant life, a life
of purity, patience, and well doing or desire to do good to others.

1. The Student Service Division – Section 15.1 of the Presidential Decree No. 1, states the function of the
Student Service Division as follows;

a. Formulate and develop programs to upgrade the quality of curricula, both academic and technical, in
all higher education institutions;

b. Make studies on and evaluate admission procedures and scholarships programs and propose
appropriate recommendations;

c. Study and evaluate procedures to insure adequate and suitable library services and guidance
placement and other services;

d. Develop guidelines and procedures for conducting curricula programs; and

e. Perform such other functions as may be provided by the law.
