Moorabool is in mourning following the deaths of two well-


known community figures last week.
Long-term Moorabool Shire Councillor and former mayor
Pat Toohey from Springbank, passed away on the morning
of Wednesday, 18 September after a long battle with illness.
The death of Cr Toohey follows the recent passing of Ballan

Cr Toohey was remembered for his community-driven
attitude, advocacy, and significant contribution to Moorabool.
He served as Councillor for the Woodlands Ward of
Moorabool Shire for 15-years and as Mayor on two occasions,
between 2009-2010 and 2012-2013.
In a statement, Moorabool Shire Council said Cr Toohey

was a “strong advocate for the Moorabool community and
worked tirelessly for the benefit of our people.”
During his first term as Mayor, Cr Toohey hosted a visit

Cr Toohey also oversaw the start of construction of the

Mayor Paul Tatchell, who had known Cr Toohey since
secondary school, described his fellow councillor as “a
powerful force within Council”, and “quintessentially local,”
with a passion for water and agricultural areas.
“Whenever you lose that type of experience on Council, its
[not only] experience, but it’s also someone who knows the
region, and had lived in the region all their life,” he said.
Councillor Tom Sullivan said Cr Toohey was “very much a
strongly community-minded person; a man of great integrity,
great honesty and great strength, and somebody who, what
you saw was what you got”.
“He didn’t pull any punches; he was always advocating for
his community…he never had any agendas, and every time
he was promoting something it was for the betterment of the
community and Moorabool Shire as a whole,” he said.
Cr Sullivan said Cr Toohey had a “very measured approach…
to ensure that everyone’s interests were protected, but
fundamentally, to get the best outcome for the majority of
people in the community.”
“He was the same to everybody; whether it was someone
who was down on their luck, or the Prime Minister, he
always treated people the same.”
A condolence book has been set up for Cr Toohey’s family at
the Moorabool Shire Council Offices in Ballan.
When it came to say goodbye on the telephone or a face to
face conversation, Pat always said, “Hoo roo”.

September, 1.30pm at St Patrick’s Cathedral in Ballarat.

Helping country footy kick goals

The big boss of footy, AFL CEO Gillon McLachlan, has


chosen Bacchus Marsh as the location to announce the AFL’s
newest investment into country football clubs.
Mr McLachlan appeared at Maddingley Park last Tuesday,
17 September, to announce a new funding initiative for
football leagues across regional Victoria.
The AFL will partner with the Victorian Government to
invest $18 million into Victorian country football from 2020
to 2022.
The initiative includes the removal of all AFL Victoria
affiliation fees, as well as the removal of umpire registration
fees and significant reduction in the cost of club apparel.
The funding will also include an extra $1.5 million per
year for a ‘Strategic Community Investment Fund’, which
will allow for immediate response to local league and club
needs including short-term financial support, growing and
supporting female participation, accessing and developing
applications for grant funding, and broader, regional club
support.
Mr McLachlan said it was “great to be at a local football club,
[there’s] a lot of history here, and a very strong club.”
“The AFL is committed to achieve the long-term growth of
community football, so clubs like Bacchus Marsh continue
to be the centre of their communities, and give girls, boys,
men and women the opportunity to play footy; and most
importantly, give them somewhere where they can belong,”
he said.

save $10,000 as part of the funding.
“It is so hard for any football club to raise $10,000. We will
pass it on in regard to better facilities around the club, and
hopefully membership increases,” he said.
“The last thing we want to do is pass on membership
increases to our parents and players, so this will definitely
help in that area.”
Football leagues in the AFL Goldfields region are set to save
a combined total of $471,097 – the highest amount of the
Victorian Country Football Regions.

Dwyer said the announcement offers clubs “immediate
financial relief through the removal of all AFL Victoria
affiliation fees, and also provides greater resources to assist
club volunteers.”
“Initiatives like this will go a long way in supporting
the sustainability of community football throughout our

According to the AFL, the three-year funding announcement
marks the largest investment in country football in Victoria
in more than 20-years.

The last hurrah
After helping form the orchestra six-years ago, Barry Wilkins OAM has taken his final
bow as Musical Director and secretary of the Moorabool Light Orchestra.
Mr Wilkins sat down to chat about his time with the MLO and what’s next.

For Mr Wilkins, it was a lifelong passion to become a conductor.


“When I was a young boy, I used to use my mother’s knitting needle and the rubber stopper
off an eye-dropper as baton, and I would stand in front of the radio for hours and hours,” he
said.
“I learned Handel’s Messiah from memory; I learnt symphonies like they were going out of
fashion.”
He has never been formally trained in an instrument; instead, trawling through books on
music allowed Mr Wilkins to “bluff” his way into conducting concerts for the first time.
And 50-years later, he has conducted around Australia and internationally; from the Walt
Disney Symphony at Disneyworld, to the 360-member Mormon Tabernacle Choir in Salt Lake
City.
“I don’t think I’ve ever earned a penny out of conductor. To me, that’s my hobby,” he said.
Although no stranger to an era of jazz and rock, Mr Wilkins said he was always inclined to
the great composers of classical music.
“I love the classics, I like all types of music, and I suppose in those early days there was a lot
of classical stuff on radio,” he said.
“I mean, just the whole business with some of the composers–the Mozarts and Beethovens–
it’s just magic.”
In conjunction with music, Mr Wilkins has a strong connection to tourism, including as
director and CEO of the Ballarat Begonia Festival for 23-years.
His efforts led him to be awarded the Medal of the Order of Australia in 1992 for services to
tourism, festivals, the arts and community.
During his time in Bacchus Marsh, Mr Wilkins notes its potential as a thriving arts scene.
He describes the town as “a place, culturally and artistically, waiting to happen”.
“We’ve got the two rivers; we’ve got the gorges – a great opportunity [for the arts],” he said.
“I think some people have woken up to that, and with the visual arts starting to emerge in
Bacchus Marsh, it is the start.”
Although Mr Wilkins won’t entirely disappear from the MLO, his significant step away
means a new chapter for both himself and the orchestra.
“I think leaving Bacchus Marsh in general and leaving the orchestra…I follow that with
great interest,” said Mr Wilkins.
“I’ve had people say to me, ‘Oh now that you’re going, you don’t care whether [the MLO]
lives or dies’ well I say, ‘I didn’t bust my guts for years for it to then just end!’” he laughed.
“I’m very pleased there’s a very strong push to make sure the Moorabool Orchestra
survives…we’ve already appointed two conductors, and I will still be the conductor over the
next couple of years.
“I look forward to seeing where it will go, and someone will take it in a different direction,
but that’s life,” he said.
The one question he remains stumped on is choosing a favourite piece of classical music.
“I really can’t answer that!” he laughed.
“I’m passionate for Messiah by Handel, I suppose because I fell in love with [the conductor
Leonard] Bernstein…that’s one that sticks in my mind…also the Mozart Linz set.”
As for his work over the decades, Mr Wilkins prides himself most on using music as a tool
to bring the community together.
“Some people say how do you live without sport; I say, how do you live without music.”

Blade Blasted

A bolt of lightning has caused a windfarm

around 6.40pm on Sunday, 15 September, on
Tower 9 at the Yendon section of Lal Lal Wind
Farm, near Spreadeagle Road.

An “irreplaceable” artist and teacher

The Moorabool art community is mourning the death of


Ballan artist and Wombat Regional Arts Network (WRAN)
member Sarah Peckham.
Ms Peckham passed away on Monday, 16 September.
She contributed greatly to the arts scene across Moorabool
for a number of years, formerly serving as Secretary for
WRAN, helped organise community events such as the
‘Black Nite, Black Lite’ and ‘WinterKnits’ winter art events,
the annual Art Show at Ballan Autumn Festival, Moorabool
Open Studios, and regularly held art workshops throughout
the Shire.
WRAN members said in a statement that Ms Peckham
“made the world a better place.”
“Sarah Peckham has been an integral part of most creative
and artistic endeavours in the Moorabool Shire for many
years,” said the statement.
“From hanging artworks for the Ballan Art Show to making
hay bale people, coordinating the Ballan Arts Project and
serving as secretary for Wombat Regional Art Network,
Sarah was always full of enthusiasm not only for her own
great ideas, but helped many other people realise theirs.
“Sarah’s energy, drive, humour, and talents have been lost
to us.

A wake for Ms Peckham will be held at the Wallace Hotel on
Monday, 30 September from 2pm until 5pm.

A diplomatic dinner

paid a visit.
Ballan and District CWA hosted Australia’s
Consul-General to Turkey, Jeffie Kaine,
on Thursday, 12 September for a night of
enlightenment and excellent food.
Ms Kaine, who is based in Istanbul, told
CWA members about her daily work,
Australia’s relationship with Turkey, and her
passion for gender equality and empowering
women.
As part of her work as a Consul-General, Ms
Kaine occasionally returns to Australia to
visit regional and rural communities.
