Introduction
Community Action Plan (CAP) is the planning document of Pahar khel Thall
men community members. In this activity the organized community of that
area do joint planning for the solution of their common problems in order to
get short, medium and long term results.

Background
Village Pahar Khel Thall is situated in Union Council of the same name Pahar Khel Thall
Tehsil and District Lakki Marwat. According to elders of the village approximately 200
years back there was a prominent elder named Sultan Sikandar who was considered as
the leader of 17 villages and Pahar, Mandara and Zandi were his sons. Thall in Pashto
used for sandy area. This area is sandy that why the village is known as Pahar Khel Thal.

Geographical Location
Pahar Khel Thall is located at the distance of 5 Kms from Northwest of Lakki Marwat
City, on link road to ManjiWala Indus Highway.
In The East of PaharKhellThall is located IhsanPur (3 Kms). In the West is located
Wanda Khan Dawran(2½ Kms) in North of PaharKhelThall lies Haji Wanna village 3
Kms and on the South flows river Gambila(1 Km).

Social Mobilization in Village PaharKhelThall.


The process of community organizations formation in PaharKhelThall started from22nd
October, 2013. KP-SADP played an instrumental role in social mobilization through
regular meeting with community, awareness raising and self reliance. As a result of the
social mobilization carried out by KP-SADP there areEleven Male CBOsand 1 Female
CBOcommunities formed. Male CBO- KhwajaKhel formed on 10thNovember, 2013,
having membership of 25,M-CBO-Community Uplift Organization formed on
10thNovember, 2013 with 25members, M-CBO- Alfalah having membership of 25 and
SaeedKhel having membership of 28, M-CBO- Gul Rang having membership of 25, M-
CBO- BhawalaKhel having membership of 31 formed on 19th November 2013, M-CBO-
Thall having membership of 25 formed on 28th November 2013, M-CBO- Fanous having
membership of 28, M-CBO AzamJawaan having membership of 25, M-CBO- Malik
Welfare Organization having membership of 32 formed on 29th November 2013, M-
CBO- Pahar Welfare Organization having membership of 28 formed on 03 December
2013 and One Female CBO Urooj having membership of 30 formed on 27th November
2013.These Eleven Maleand One Female community based organizations covered the
integral part of the village. Reported Community Organizations have provided
community with platforms to identify their potentials and enhance their skills.CO being a
Mohallah level organization focus on the needs, issues and resources of the
concernmohallah, therefore a need felt of community organization to bring socio-
economic change in the village.
KP-SADP facilitated the community for their strategic felt need and conducted
community assembly both for men and women. In the community based meeting, they
discuss their needs, opportunities and organized into Community Based Organization.
CBO-Saeed Khel members developed their village development plan through intensive 5
hours participation.
According to Community membersone drinking water project and one street has been
constructed by the community from barani area development project and also a shingal
road from PaharKhelThall to Wanda khan dawran(2 Kms).

Objective of VDP development


Objectivesof CAP formulation includes following;
 Identification of villages level developmental issues and challenges.
 To suggest and develop mechanism for community based developmental
interventions.
 To plan and strategize for overall community development through analyzing
community issues, resources and opportunities.
 To contribute in improvement of living standard of target community.

Information for CAP formulation is collected through different interactive methodologies
which include:-

 Pie diagram
 Wealth ranking (poverty ranking)
 Focus Group Discussion (FGD)
 Group work

Focus group discussion and group work held with community men incorporated in
community action plan.KP-SADP DIU-Lakki Marwat officials attended the sessions and
documented the gathered information. Through the mentioned techniques community set
their development vision for future.

Empowered community with problem (needs) free environment where people will have
facilities of health, education and skill enhancement with increased participation in
decision making through viable institutions.

Socio-Economic Situation
All the information in this portion is collected from community through a designed
checklist. PaharKhelThall is a revenue village having 760 household. In the locality of
the village there are communities of Sixteendifferent tribes, out of which 135 SaeedKhel,
40 Mohammad YarKhel, 45 AzamKhel, 40 ZafranKhel, 35 KhwajaKhel, 48 Awan, 50
Ali Khel, 60 PatoolKhel, 48 KalanderKhel, 40 SarmiKhel, 60 Yar Ahmad Khel, 30
BahawalaKhel, 51 Tharkan, 35 Niazi, 60 Sarangan and27AagarKhel households.
In the village for village level decision making there is Jirga system. Jirga has only
representation of men but making decisions both for community men and women.
Therefore women are ultimately excluded in traditional village level decision making
process.
Community of the said locality categorize in different categories of wealth ranking
ranging from poorest of the poor to well off having varying access to resources. The
living arrangement and construction of houses also varies, most of the houses are muddy
some of them are made with bricks and mud and few were cemented houses.
InPaharKhelThall5 houses are cemented and 730 and 25 houses are half and full mudded
respectively.

Agriculture
Inhabitants of the Village have land for agriculture purpose and 60% of the of the peoples
are involved directly and indirectly in it. 55% of the peoples earning proportion of
population totally depend on agriculture for their livelihoodthat haven’t their own land
but cultivate on 50-50 sharing bases, 25% out of 100% have a portion of earning of
livelihood from Agriculture those commitment on crops sharing with the land owner and
also having some land in the village.Tenancy ratio is 25%, while 75% are Land owners.
For irrigation of cultivable land there are six tube wells andthere is stream of irrigation
water from river Kurram is also irrigates the fields of village. From agriculture point of
view, land of PaharKhelThall is alluvial for all kind of crops cultivation/sowing provided
availability of irrigation water, improved seeds, fertilizers and pesticides for it.
The farmers/tenants plough by tractor. District Lakki Marwat as whole is arid-zone/rain
fed area, production depends upon the rainfall ratio,whilePaharKhelThall is 40% rainy
area and 60% irrigated area. In harvesting season there is local term used Vegar, it is to
collectively harvest the crop of one farmer/tenant then the second and continued till
accomplishment. There is no spray machine and other modern appliances with
community used to prevent plants from insects and weeds grown in the field that affect
the productivity of the crops and human lives from various diseases prevail out of it.
As the community has landholding and cultivate crops such as wheat,maize, gram
andmillet along with that they also cultivate green fodder for livestock in both seasons.
While discussing issues associated with agriculture sector community mentioned that the
community has no timely access to fertilizers and certified seed at their village.
Unavailability of water in time and lack of modern technology and technical expertise for
agriculture also persist.

Livestock
As known to all that agriculture and livestock is part n parcel to each other,Community
also depends on livestock both for domestic and earning purposes. Therefore they used to
keep goats, sheep’s,cows,donkeys, horses, camel, bull and poultry within their houses. In
the village there is considerable number of livestock mentioned below.

Both the community men and women are supposed to do livestock raring and
management. But it ismentioned by community that they are using traditional old
methods for this purpose and never attended training on the subject matter.The
Government provided them veterinary dispensary for caring their livestock related
disease. Animal Health Technician is doing duty in the said dispensary.

Education
The academic condition of the village is not so good. There is only one Government High
School for boys (GHS-B) with 410 students enrolled and for Girls there is Govt. Girls
Middle School (GGMS) having 200 female students enrolled in it. TwoGovernment
Primary Schools for boys (GPS-B) with 400 and 150 students enrolled along with boys
schools there are two government girls primary schools (GPS-G) with 130 and 100
female students enrolled in it.
The academic data provided by the community members is as : in men there 40 MAs, 75
BAs, 200 FAs, 600 Matriculate and 2000 both middle and primary, on the other hand
females are 4 MA, 20 BA, 45 FAs, 60 Matriculate and 400 are middle and primary
respectively.

Health
There is Basic Health Unit (BHU) from Government side, in which there is MBBS
Doctor (according to the community most duty full doctor) providing medicines and
consultations, the inhabitants avail their services/consultations in all type of minor and
major diseases like throat infection, cough, chest infection, motions, vomiting etc. For
major cases they approach to nearby city hospital (5 kms) rather approach to District
Headquarter Hospital Lakki at the distance of 16kms. There is even no mother care canter
so in case of delivery they approach to DHQ-Lakki.There is Seven Family Planning
Workers who just give primary precautionary measures to mothers and a little bit
medicines as per the direction of Family Planning Association of Pakistan (FPAP).
Though there is casual arrangement of vaccination of children from Government.Thereis
no facility for reproductive health& family planning forwomen. Waterborn diseases are
also common in the area due to lack of proper sewerage system.

Govt.Facilities
All the households in locality have access to electricity, mobile services facility is even
available in remote and far flung areas of the country and considered a good development
in the field of communication, community members stated.

Water &Sanitation
In village PaharKhelThallthree DWSS tube wells installed by the Government, however
the water quality is not portable hence instead of human being its water is used by the
livestock drinking because it is line and unfit drinking cocking and washing of cloths,
dwellers dogged water boors by their own in their individual houses its water is useable
for cooking, drinking and washing clothes purpose.
According to villagers there are five hundred and fifty (550) pressure pumps and 60 Hand
Pumpsare used for the same purpose.
As per the information of community members 600 dwellers have flush latrines 150 have
pit latrines for female community members and 150 ODF (Male).Street of the village are
30% paved, while 70% remain unpaved and there is no proper sewerage and solid wastes
disposal system in the entire village.
About 95% of population above 18 hastheir Computerized National Identity Card
(CNIC). While 5% of the population above 18 have no CNIC thus unable to access
numbers of services and decisions.

Women’s development
Traditionally the women are supposed to live within houses and undertake productive,
reproductive and community tasks. As a part of their productive tasks women do
embroidery, stitching etc. but there is no vocational centre to enhance the skills of both
men and women and give them opportunity to sell their products for income generation.

Disaster Preparedness
The area is prone to some natural and manmade disaster likesdrought, erosion,earthquake
and environmentalissues. But the respective community has no awareness about
disasters; therefore there are no disaster preparedness and risk management strategies at
local level.
Others
PaharKhelThall village is absolutely lacking in social structure like education, health &
Sanitation and environment, there are no streets lights even streets are paved.
The phenomenon of unemployment is also common in PaharKhelThall village like other
adjacentareas. About20% of population of earning age is unemployed and with no
income to fulfil their basic needs.

Seasonal calendar
Community men draw their respective seasonal calendars. The purpose of seasonal
calendar is to point out and document community engagement during the whole year. The
calendar also shows availability of community for development interventions and other
engagement of community with socially given activities. The activity also shows
community role in agriculture, livestock, education and other sectors of development.
There seasonal calendar revealed that community has comparatively with more time for
development interventions during winter and spring seasons.

Above table shows that 60% of earning people have acquiredprofession associated with
agriculture while 10% are Government servant , 10% have their own businesses, and
20% semi and unskilled labour (Tailors, Painters, Masons, drivers etc) and the remaining
1% in foreign.
Wealth Ranking
Through a PRA tool called wealth ranking participants categorize community into four
major economic categoriespoorest of the poor, poor, better off and well off.
During the exercise community classified 760 community households under these four
categories.

The given chart shows that 100hh of the total households of village PaharKhellThall are
well off, 250hh are better off, 260hh are poor and 150hh are poorest of the poor
according to the criteria developed by the community for wealth ranking. The criterion
for the ranking purpose is given below.

Need Prioritization: CBO “SaeedKhel”
Need prioritization is one of the tool by whom one can easily asses the dire need of any
sort of problem/issue facing by any kind of community it may be, like rural, business,
urban etc. As is self-explanatory needs/problems/issues should be written in a tabular
form in this tool thenthe peoples will grade/prefer the most dire need they facing and
should be written in a prioritized form.

Project Implementation and Operation&Maintenance system for Different Schemes:

For the sustainability of the schemes so that the community can get benefits of the schemes for long time it was shared by SADP facilitators that
as project give one time facility to the community whatever the needs are and SADP work according to the voice&choice of the community and
gives their full support to community for fulfilling their needs but the overall implementation is that of CBO/EIG and at the end all the schemes
will be handed over to concerned CBO/EIG and they will be responsible for overall management and maintenance. The facilitated also shared
the SADP working mechanism of making different committees for a scheme.

The concerned community was agreed to form different committee when any scheme is approved and they will also form Operation &
Maintenance Committee according to the nature of scheme and will be consist of responsible persons and will work with close coordination of
executive and general body of the relevant CBO/EIG and they also decided that source of funds will be regular fund collection from beneficiaries,
donations from rich people, MNAs and MPAs and donations on special days.

Community Needs other than Schemes:

Apart from the CAP activity CBO members also identified in the meeting that;
1. Three (3) members of the CBO need improved quality Goat bread for asset building activity.
2. Five (5) members of the CBO are in need of Cash or Capital to start their small scale business.
3. Two (2) members of the CBO are disabled and need some monetary help to get medical treatment or wheel
chairs.
4. Five (5) members of the CBO want Skill Training in Trades like Mobile Repairing and Tailoring.
5. Six (6) members of the CBO show interest in getting Agriculture Extension Worker Training.
6. Eleven (11) members of the CBO are in need of Irrigation water and other Agriculture related tools &
equipment to improve the productivity of their Farm Land.
Situation Analysis
CAP is a crucial activity from the community needs and overall analysis of the CBOs
point of view to whom the project is carrying out various interventions. As mentioned
above that village PaharKhelThall consists of 760 hh, major tribes here are
SaeedKhel, Mohammad YarKhel, AazamKhel, ZafranKhel, KhwajaKhel, Awan, Ali
Khel, PattoolKhel, QalendarKhel, SarmiKhel, Yar Ahmad Khel, BahawlaKhel,
Trakan, Niazi, Sarngan and Agar Khelrepresentatives from all the sixteen tribes
attended the meeting and gives their opinion/consultation about the problems/issues
they are facing in their village. There were 38 persons present in the meeting, from
the age of 19-20 to 60-70 years old, peoples from all walks of life participated in it.
All these participants belonging to Male CBOSaeedKhel, during discussion all the
participants with one voice identified the “Streets Pavement”as their first prioritized
need and Drinking Water is their 2nd prioritized need, when asked about women right
in the decision making they replied that it’s a common problem of all inhabitants of
Village PaharKhelThall,that includes women, men and children of the village. They
have consent with male members in this regard.CBOs Profile so for contribution is
concerned (85%/15%), during discussion they clearly gives their choice that they
ready for any kind of labour/material.
