BA.GHDAD, BASRAH & ERBIL IAP


OPERATIONS AND GROUND HANDLING
Executive Summary: Currently, all civilian airports in lraq, including Kurdistan, restrict the
operation of non-Iraqi (or non-Kurdish) personnel in the direct ramp operations for an aircraft or an
airline. The exception is·the US military base handling at Sather AB, instead of the civil airport
(Baghdad International).

In Kurdistan, the Kurdish company, PostBird Air & Logistics is an approved airport management and
representation company, with the authorization to work on the airport property, on behalf
of clients, on a direct basis with airport bad_ ges. However, only airport employees can handle or
operate any ground equipment on the airport property. Ail airport ground handling equipment
must be operated by airport staff.

Objectives of Effort Services provided under this.Proposal would lnclude:


 Aircraft Landing and Handling supervision.
 Oversight and' Management of all airport operational requirements.
 Payment of all airport Landing and required Airport Ground Handling Fees.
 All arrangements for Exception Handlin§ (as necessary, for all MTCE events).
 Responsibility and· Supervision of all privately owned aircraft support equipment in storage
at the airport, if any.
 Fueling Ordering, Oversight of Fuel Sampling and Quality, and Payments for Fuel, if desired.

Method of Approach Under the activities describe above:

 Gryphon Airlines would provide Expat and experienced Iraqi staff at Sather AB to support
these operational activities, subject to EXPAT LOA and CAC card authorization by DI, under
an existing and authorized contract number. Experienced Gryphon Airlines staff would
provide all required activities at Sather AFB at Baghdad Airport, and also provide connection
to the international departures on Gryphon Airlines to Kuwait, Dubai, and/or Jordan.
Gryphon Airlines is currently operational at Sather AB.

 PostBird Air& Logistics would provide Expat and experienced Iraqi staff at Basrah
International Airport to support these· operational activities, subject to EXPAT LOA and CAC
card authorization by DI under an existing and authorized. contract number. P0stBlrd Air &
Logistics is n0t currently operational at Basrah International Airport.
 PostBird Air & Logistics would provide Expat and experienced Kurdish staff to support all
required operational activities at Erbil International Airport, subject to EXPAT LOA and CAC
card authorization by DI, under an existing and authorized Contract number. ·Current Erbil
Airport operations and airport operational references are available, operations by
authorized, badged and uniformed· personnel. PostBird Air & Logistics is. currently
operational at Erbil International Airport.

Extent of Effort

Baghdad (Sather AB)

Aircraft Handling, Passenger Processlng (Inbound and Outbound) by current Gryphon Airlines
Baghdad Station staff.

 All movement of aircraft for taxi in, park and out will be under aircraft power, without any
other ground equipment on demand.
 Standard ground equipment is available upon request to the military operations personnel.
Aircraft specific equipment for "fixed wing assets can be sourced upon demand.
 At the moment, there Is no requirement to pay Landing Fees to the Airport or Ground
Handling fees to lraqi Airways, since this service is not currently provided on the Sather AB
side. However, Postbird Air & Logistics is well positioned to negotiate royalties and fees that
may be applicable commencing 1 January 2012.

Basrah International Airport

Representation, Management, Payments and Full Service Handling (Pre-paid Services by ProForma
Invoices-Cash is not required for payments by ·Flight Crew before departure).

 Landing Fees are applicable for each Landing, and Ground Handling Fees· are applicable to
the Airport Ground Handling by Iraqi Airways.
 Additional charges are applicable for all ground equipment that is requested during an
operation.

Erbil International Airport

Representation, Management, Payments and Full Service Handling (Pre-paid Services by ProForma
Invoices-Cash is not required for payments by ·Flight Crew before departure).
 Landing Fees are applicable for each Landing and< Ground Handling Fees are applicable to
the Airport Ground Handling by DNATA Airport Management Company (not Iraqi Airways).
 Additional charges are applicable for all ground equipment that is requested during an
operation.

Assumptions

Baghdad (Sather AB)

This operation would be handled at the Gryphon Airlines current location on Sather AB, on an
immediate basis, with the current Gryphon Airlines staff, in .coordination with the International
Departure operations for Gryphon from Sather AB to Kuwait and/or Amman, Jordan.

Basrah International Airport

The airport operation at Basrah in not currently available, but can be implemented within 15
days of the decision. The initial organization would be accomplished by one US Expat personnel
(working in Dubai and Kurdistan) and one Iraqi-born New Zealand expat, currently working in Iraq
(For the Expat New Zealander, his Primary duty station would be at Baghdad, with a separate Expat
Manager working at Basrah on a permanent, rotational basis.)

Erbil International Airport

This Erbil airport operation and handling can be implemented immediately, with an existing,
fully-functional airport company, wiith current contracts. As an independent operation, or as part
of a package of airport operations, Erbil is operationally ready for a decision.

Anticipated Results

A modified FBO operation is currently available at Sather AB and at Erbil International Airport on an
immediate basis, and can be introduced at Basrah lntemational Airport in, short order, upon
mutual agreement

There are multiple benefits, including the presence of a dedicated and interested operator acting
on behalf of the company and the aircraft in operation, and who is responsible for all airport
activities, after the departure of the aircraft, from any of the airports. The aircraft is not
restricted in its operation based on the payment of cash for all services and handling, on a daily
basis. The Flight Crew would not have to maintain a Cash Reserve on the aircraft for multiple
airport payments. Gryphon Airlines and PostBird Air & Logistics would provide airport
operation updates and MVT messages to advise of the progress of the daily flights, from the
airport- based operations offices.
