Eco- solid waste management in the Zamboanga City especially


in Barangay San Roque has always been a vital concern of every
citizen as mandate in the republic act 9003 or the Ecological solid
waste management act of 2000. As urbanization and economic growth
increases, the wastes are eventually increasing year by year because
of the increasing population. Adhering to this, a City ordinance no.
2016-176: An ordinance establishing the integrated solid waste
management system of the city of Zamboanga, prescribing rates and
chargers, providing penalties for violation thereof, and for other
purpose was extensively implemented in the city. This ordinance was
ultimately and strictly implemented in barangay San Roque in the
guidance of the San Roque barangay chairman.

The proper segregation of solid waste was already all


through-out the barangay. San Roque National High School was one of
the schools in barangay San Roque that strictly adhere to the policy
govern by the barangay regarding the eco-solid waste management. The
unsound management of eco-solid waste in San Roque National High
School is one of the most serious concerns in the school, wherein
every school year different project and activities was made to
support and implement Eco- Solid Waste Management. Therefore it has
been already a foster culture in our school that aimed to
alleviating the environmental and social concerns regarding the Eco-
waste management.

As mandated in the RA. 2003 article 1 section 2, our school


have been always been strictly adhering to the policy, that “Ensure
the proper segregation, collection, transport, storage, treatment
and disposal of solid waste through the formulation and adoption of
the best environmental practices in ecological waste management
excluding incineration.” Eventually, ever since garbage bins in
classrooms were properly labelled. Three trash bins were visible in
every classroom as support to the eco-solid waste management
program. Thus, the proper labelling of trash bins with Recyclable,
Biodegradable and Non-biodegradable was strictly a requirement in
every room. Hence, students of San Roque National High school
ultimately observe and strengthen their values of responsible
stewardship, service and cleanliness and orderliness by means of
implementing the proper segregation of their waste in their
respective rooms. The advisers maintain their trash bins labelled
and monitors the students on their proper solid waste management
system. Labelled trash bins were not only visible inside the room
but also in offices and comfort rooms as well.

Our school surroundings become clean and conducive for learning with
the implementation of proper solid waste management program. It’s
in deed the main aim of our school to sustain the implementation of
eco-waste management and maintain the cleanliness of the school.

Thus, with the help of our supportive barangay chairman last school
year, our school was one of the very fortunate schools to have
a Material Recovery Facilities (MRF) in school. The MRF program has
started last year, wherein the collections of recyclables like
plastic bottles, tin cans and bottles. For this year, it aims to
improve the MRF system and aims to monitor the proper eco-waste
management and cleanliness in our school. The implementation of the
eco- waste management with the help MRF makes a mark in the history
of San Roque National High school as it continues to improve a
better eco-waste management. With this, other school come to bench
mark the MRF in our school. Each bin of the MRF is labeled as bote
(glass bottes), lata (tin cans) and plastic bottles.

Teachers from other school visit our school and stop over to look into our MRF
It’s in this year 2018-2019 implementation of eco-solid waste
management, have shown great significance of Eco-solid waste
management as it becomes well known to all not only for the faculty
but also to students as well. Hence, an integration of the eco-waste
management practices in the curriculum and co-curricular activities has
been made through working with the help subject teachers and club
moderators.

The TLE department with the leadership of TLE coordinator, Milagros


Laluna, have integrated the eco-solid waste management thru 3R (Re-
use, Re-cycle and reduce) by recycling the plastic bottle in making
an eco-brick as part of their activity during the Nutrition Month
with the theme: “Ugaliing magtanim, Sapat na nutrisyonaanihin!”.
Students were ask make an eco-brick by utilizing the plastic bottle.

The implementation of eco-waste segregation becomes a part of the


system and students’ participation was obviously rampant, students
have shown great interest in recycling and innovation through
production of recyclable products, hence, one of these recyclable
products was the plant pots made of plastic bottles. During the
loyalty day held last August 17, 2018, students were ask to clean
the school grounds to make school surroundings become conducive for
learning1. Moreover, after cleaning, students of San Roque National
High School demonstrated their skills and creativity by innovating
pots made of recyclable plastic bottles.

Students together with their teachers enjoyed teaming up in the


production of plastic bottle pots. Indeed, the production was not
that easy because the plastic bottles have to be tightly compressed
together to make a durable pot. Various plastic bottled pots were
produce at the end of the day.

The eco-solid waste management have extended an extra mile, as


our school was invited by the Ateneo de Zamboanga joined with
Environmental Management Bureau during the City Wide Youth
Leadership Camp with the theme; “Youth leaders towards sustainable
project for the environment”. The Youth Leadership camp was held
last February 1 to 3, 2019 and it was participated by the club
president Ms. Ruby Jane Cruz and eco-solid waste coordinator Mrs.
Nurshahadah H. Ismael. The camp was very informative and the
speakers during the camp were so wonderful. The facilitators have
indeed provided unforgettable activities which give unforgettable
experience for the students. During the camp, every school were ask
to make a Program Project Activity for their school related to any
projects which solves any environmental issues in school or in the
environment. There were only three schools with the best program-
project activity was chosen by the committee and fortunately San
Roque National High School was one of the school with the best
program project activity that garnered third place.2 The program
project activity was entitled as HULIKA: PLASTIC!! Basura Mo! E-Pet
Bottle mo!. The program project activity focused on the plastic
everywhere in the environment. The project desire to properly manage
trashes and make use of PET bottle (plastic bottle) as the container
of the different trashes found in the environment. With this, not
only the eco-solid waste that has to be managed but also the
recyclables like the plastic bottles or PET bottles. Since plastic
bottles is already widespread in the school environment, the PPA
aims to utilized these plastic bottles and make a PET bottle with
filled trashes in it to produce an eco-brick of waste which will be
utilized in making an eco-brick garden wall on the new building.

Based from the PPA (program-project activity) proposal,


there were ten activities was proposed but they were just ask to
implement three activities from the plan. Accordingly, the proposed
PPA will not just end in the camp but it has to be implemented in
the school as well. The implementers of the project and the
coach/adviser must see to it that the proposed PPA should be
implemented within the six months wherein they will be going to
monitor in school if the PPA was really attained and implemented.

After the camp, the implementers have to implement their PPA in the
school. Nevertheless, the implementation of the PPA would not be
possible without the support of our very active principal. The PPA
proposal was also proposed to the school head and a letter of
request to conduct the activity was first step for the
implementation of the activity4.

Since, this program project activity holds the way to


address waste problem and it also seeks environmental
awareness in the school. So without any question the
implementation of the PPA was approved and supported.

The implementation of environmental education programs at


schools will help to drive the necessary changes in
environmental policies. The first activity in the PPA was to have
a room to room campaign on how to make the PET bottle. The campaign
was about how to make their own PET bottle. With the active officers
and members of the club, they demonstrated the proper way of
creating their own PET bottle.

During the campaign, each section was informed about the
guidelines of the activity; HULIKA PLASTIC!! BASURA MO!! E- PET
BOTTLE MO!! The different advisers were also given guidelines for
them to be aware of the activity5.

The room to room campaign was successful, thus, it’s time for
the second part of the PPA. The second part of the PPA was the
collection of the PET bottle. Before collecting the Eco-Club have to
ensure where to store the PET bottle. With the grace of the school
head, the Eco club were given a storage material where they could
store their collected PET bottle. The active members of the club
with the active participation of the grade 8 students, the club were
able to make an area for their PET bottle collection. A part of the
MRF which contains the tin cans was used as the storage of the PET
bottles. Students transferred the excess tin cans to the other
compartment of the MRF. The storage of the PET bottles moved to the
new building for a much better location and students will be aware
of the PET bottle activity.

After assembling the storage of the PET bottle, collection of


the PET bottle per room was made. The members of the club collected
room by room the PET bottle and recorded the number of PET bottle
collected per section. Part of the collection activity was also the
assessing the quality of the PET bottle.

Each PET bottle was assessed and bottles were check properly.
The club members ensure the all PET bottle was hard and fully filled
with trashes. Only the quality PET bottle will be keep in the
storage while the rest of the PET bottle were return back to the
section and have them filled it with trashes first. The qualitied
PET bottle was counted and recorded for it would be the basis of
recognition of the section.

While the members of the Eco-club busy on the collection of


the PET bottle, the officers of the club with the leadership of the
president of the club was also busy in monitoring the proper
segregation of trashes in rooms wherein they monitor the trash bin
in every room and if there were visibility of PET bottles in their
trash bins. An incidental report will be given to the adviser whose
advisory class doesn’t not implement the activity wherein trashes
must be keep in the PET bottle not on trash bins but instead trash
bins will be used as storage of the PET bottles.

Eco-solid waste mismanagement has serious environmental effects
especially in school since school is the primary zone for enduring
learning and making the passage of the Republic Act (RA) 9003 or the
Ecological Solid Waste Management Act come into action. The law was
crafted in response to the impeding garbage problems and issues.
Moreover, it illustrates the potentials and benefits of recycling
not only in addressing waste management problems. The San Roque
National High school always adhere to the RA 9003, with this, the
Launching of Zero Waste Program was made during the first day of
February. Aligned to this, not only the student, teachers are also
encourage to make their own PET bottle and science teachers were
required to integrate the PET bottle activity in their classes.

integrates PET bottle activity in their lesson which promotes environmental awareness which
adheres to the RA 2003 or the Eco- Solid Waste Management Act,.
The Zero Waste project at San Roque National High School links to
the path to School Improvement and among others it seeks to foster
the engaged participation of students and teachers, and build
environmental stewardship capacities as adhered to the RA 2003.

In response to this, the Dep Ed Region IX made a division memorandum


No. 14 s. 2019 which invites all City Schools Division employees to
participate in a clean-up drive dubbed as, “LIMPIO ZAMBOANGA: Ayuda
Kita – Publico Servicio”, the San Roque National High School
envisioned to attain the goal of creating a clean Zamboanga as the
teachers and school administrators prepared, assembled, and executed
all the prerequisites by means of taking part in the said meaningful
activity. The cleaning went on until the set end time and
place. The objectives of the day were successfully carried
out. At the end, a total of thirteen (13) sacks of trashes
were gathered and proper segregation of trashes made mad.
There were 2 sacks of recycles, 3 sacks of bio degradable and
8 sacks of non-biodegradable. After which sacks were collected
by the garbage collector of the barangay San Roque.
As the school year 2018- 2019 ends, it’s been a wonderful year full
of unforgettable experience as the school eco-solid waste management
continues to adhere to the policy of the RA 2003 or the Eco- Solid
Waste Management Act.

Thanks to the supporting teaching system, that brought project on


the implementation of appropriate eco-solid waste separation habits
in the San Roque National High school moves a thousand mile and
enables to support on the awareness of the importance of recycling
as a fundamental element for the conservation of natural resources.
