1. Introduction
The Circuit Switched Fallback (CS Fallback) feature enables carriers to reuse the circuit switched (CS)
infrastructure to provide voice services for the subscribers who are attached to both evolved packet system
(EPS) and the CS domain.

Figure 1 Evolution scheme 1 (standard CSFB solution deployed)

You can find all information about CSFB solution in Attached template

2. SGs link configuration on CS side

1. Add an MME

ADD MME: MMENM="MME-x", MMEN=K'250099xxxxxx, VLRN=K'7xxxxxxxx;

2. Add an SGs SCTP link

ADD SGSSCTPLNK: LNKNM="MME_x", LOCIP1="aa.aa.aa.aa", LOCIP2="bb.bb.bb.bb",

PEERIP1="cc.cc.cc.cc", PEERIP2=" dd.dd.dd.dd ", MMENM="MME_x", QOS=TOS;

ADD SGSSCTPLNK: LNKNM="MME_y", LOCIP1="bb.bb.bb.bb", LOCIP2="aa.aa.aa.aa ",

PEERIP1="dd.dd.dd.dd ", PEERIP2="cc.cc.cc.cc ", MMENM="MME-x", QOS=TOS;

You need to discuss with customer how much SGs links need to configure. Pay attention about
software version of USN, because version earlier than V900R012C00 cannot support two links.

The USN9810 (MME) supports more than one SGs over SCTP link since V900R012C00.

3
3. Change soft-parameter

MOD MSFP: ID=P418, MODTYPE=P1, BIT=0, BITVAL=1;

(!) Customer have to provide following information:

- MMEN
- VLRN
- LOCIP1
- LOCIP2
- PEERIP1
- PEERIP2

3. CSFB testing
3.1 Before testing:

1) Customer must have smartphones (two or at least one) and modem with active SIM-cards. That
equipment has to support LTE.

2) Customer needs to alert CS/PS/wireless engineers (customers) to be ready for testing;

3) You need to request the customer USN, MSOFTX LMT account for collecting traces;

4) Customer has to confirm:

- Availability integrated test eNodeB;

- The subscriber is registered in the LTE network;

- Neighborhood 2G / 3G / 4G is performed and compliance with TAC-LAC (radio part);

- The necessary functionality on the radio is loaded.

5) You need to ask customer to pre-check smartphone, modem registration in LTE network, make a call,
check the fallback from 4G to 2G/3G and return to 4G, make USSD request (in case of SGs link is up);

6) You need to ask customer to provide results of next commands:

From USN:

LST SGSLNK
DSP SGSLNK
LST LAIVLR
LST TAILAI
LST VLR
From MSOFTX:

LST MSFP: ID=P418

LST MME
LST SGSSCTPLNK: LTP=LOCAL
DSP SGSSCTPLNK: QUERYTYPE=BYLNKNM
You need to make sure that SGs links is up and soft-parameters is configured as it should.

You need to collect enhanced traces from USN and MSOFTX. For every point of that program, you need to
collect separate trace.

3.3 Trace analysis

1. UE attaches to the network. Combined attach procedure.

Attach flow:

(1) The UE sends an Attach Request message to the MME. In the message, Attach Type indicates that the
UE requests a combined EPS/IMSI attach and informs the network that the UE is configured to use CS
fallback over the SGs interface.

6
(8) The MME sends the UE an Attach Accept message indicating that the UE has successfully attached to the
CS domain and the LTE network.

1. Mobile Originating call in Active Mode – No PS HO support, fallback to 3G (with RAU then in 3G)

7
(1) The UE sends an Extended Service Request message to the MME.

(2) The MME sends an Initial Context Setup Request message containing the CS Fallback Indicator to the
eNodeB. This message indicates that the UE must be redirected to the GERAN/UTRAN

8
TAU procedure after call completed:

TAU procedure is completed successfully:

9
RAU procedure is completed successfully:

Call is completed successfully.

3. Mobile Originating call in Idle Mode – No PS HO support, fallback to 3G (with RAU then in 3G)

CSFB procedure confirmation:

10
Initial Context Setup Request (with CSFB indicator):

RAU procedure is completed successfully:

Call is completed successfully.

11
4. MO USSD from Smartphone (balance check ussd command)
USSD request implies standard Originated CSFB procedure:

12
The request was sent to the 2G/3G network, the response is received, the phone has returned to the
network LTE.

5. MO USSD from Modem (balance check ussd command)

USSD request implies standard Originated CSFB procedure:

13
The request was sent to the 2G/3G network, the response is received, the phone has returned to the
network LTE.

6. Mobile Terminated call in Active Mode – No PS HO support, fallback to 3G (with RAU then in 3G)

Paging procedure from MSC.

14
Request from voice service to MSC:

CSFB procedure confirmation:

15
Initial Context Setup Request (with CSFB indicator):

RAU procedure

Call is completed successfully.

16
7. Mobile Terminated call in Idle Mode – No PS HO support, fallback to 3G (with RAU then in 3G)

17
Initial Context Setup Request (with CSFB indicator):

3.4 Signing

After testing and analysis, you need to sign with customer: Customer Acceptance Sign-off Sheet (you can
find the example of that document in Attached template)
