Distributed Control System (DCS) for the Yetagun-C Acid Gas Removal Unit(AGRU) project at PC Myanmar
Limited.

2 PROPOSAL OVERVIEW

2.1 Introduction

Emerson Process Management (formerly known as Fisher-Rosemount) has always been in the forefront of
process automation and control system. Our proposed solution incorporates a single source of control
integration, comprehensive automation products, and engineering expertise that only Emerson is able to offer
to MEB Construction Sdn Bhd as part of the Yetagun-C Acid Gas Removal Unit (AGRU) Project. It is based on
the proven PlantWeb™ architecture, which is scalable, both in size and functionality. The DeltaV hardware and
software were built together from the ground up to be easy, making the system more intuitive and easier to
install, engineer, operate, maintain and expand than any other process automation system. We have
endeavoured to provide a cost effective solution while still incorporating proven, low-risk engineering
practices and solutions.

The commercial section of this proposal provides a cost effective solution for Yetagun-C Acid Gas Removal Unit
(AGRU) Project cost, per the scope of work outlined in the specifications. We have also outlined other areas
where Emerson can assist MEB Construction Sdn Bhd further.

2.2 Emerson Project Execution Capabilities

Emerson has the experience and worldwide execution capabilities to take on control and instrumentation detail
design and implementation projects.

Emerson’s local office in Malaysia, will be the execution arm of the project engineering, implementation and
commissioning and will provide continuing local support once the project is complete. This office houses over
30 trained engineers, many with extensive process automation experience and is one of Emerson’s
implementation centers in Asia.

2.4 System Design Overview

2.4.1 Scope of Supply

The scope of supply for this project is to provide DCS for Yetagun-C Platform.

2.4.2 Basis of Design


Our proposed solution for the Yetagun-C Acid Gas Removal Unit(AGRU) Project is based on the proven
PlantWeb™ architecture, which is scalable, both in size and functionality. The DeltaV hardware and software
were built together from the ground up to be easy, making the system more intuitive and easier to install,
engineer, operate, maintain and expand than any other process automation system. All controller and
workstations communicate in a true peer-to-peer manner, without the need of a central communications server
(which is, in fact, a single point of failure in the Server/Client architecture). In the DeltaV architecture no single
failure will render the system inoperable.

The DeltaV controllers and Operator Workstation are connected via a redundant control network, compliant to
IEEE 802.3 and communication will be extended to the existing system.

Another benefit that the DeltaV offers is a single, global database for all control configurations, regardless of
where a particular element (I/O point or configuration module parameter) is used. Therefore, once defined, any
element can easily be used in control configurations, for historian data collection, and graphics displays, without
the need for re-definition (which is typical of most Server/Client-based systems).

The operating system used in the DeltaV system shall be Windows 7 Pro, which is the current Windows
operating system available at existing system.

Prices quoted for the Yetagun-C AGRU Project. Package is based on technical specifications provided to us by
MEB Construction Sdn Bhd.

Prices are quoted in USD excluding any applicable local taxes, duties and fees.
Assumption:- no custom duties and taxes

4.3.2 Delivery
DeltaV components: Approximately 20 weeks from receipt of a firm purchase order.

4.3.3 Validity
This proposal is valid for up to 60 Days from the date of issue.

4.3.4 Warranty
Warranty period is 12 months after successful commissioning or 18 months after delivery, whichever is earlier.

Buyer shall provide Emerson Process Management with at least one month's notice on any requirement of

To fully understand DeltaV system, Emerson Malaysia has offered three main training courses conducted at
Emerson Process Management (Malaysia) Subang Jaya premises.

Course 7018: DeltaV Hardware & Troubleshooting

This course is for those responsible for hardware and troubleshooting the DeltaV Control Network, Controllers,
I/O subsystem and workstation interface. This course is recommended for configuration engineers who had
attended configuration classes.

Overview

This 41/2 days course covers the hardware components that make up the DelatV system. With a combination
of lecture and workshops the student will assemble the system, power up the controller, I/O subsystem and
workstation. The student will learn how to use the diagnostic tools available to verify any fault conditions that
are hardware related. Students will also be introduced to configuration tools and operator interface.

Fisher-Rosemount Systems, Inc. (FRSI) provides this computer program and related materials for your use. You
assume responsibility for the acquisition of a machine and associated equipment compatible with the program, and
for installation, use, and results obtained from the program.

FRSI grants to you a non-transferable, non-exclusive license to: (a) use all fully paid up licensed programs provided to
you to run on a single machine; (b) copy the program for backup or modification purposes in support of the program
on the single machine. You must reproduce and include the copyright notice on any copy or modification. YOU MAY
NOT REVERSE ENGINEER, USE, COPY OR MODIFY ANY PROGRAM OR RELATED MATERIALS OR ANY COPY OR
MODIFICATION, IN WHOLE OR IN PART, EXCEPT AS EXPRESSLY PROVIDED FOR IN THIS LICENSE. IF YOU TRANSFER

TERM: You may terminate this license at any time by destroying the program and the related materials together with
all copies and modifications in any form. This license will also terminate upon conditions set forth elsewhere in this
Agreement or if you fail to comply with any term or condition of this Agreement. You agree upon such termination
to destroy the program and the related materials together with all copies and modifications in any form.

LIMITED WARRANTY: FRSI warrants the media on which the program is furnished to be free from defects in materials
and workmanship under normal use for a period of ninety (90) days from the date of delivery to you as evidenced by
a copy of your invoice. However, FRSI does not warrant that the functions contained in the program will meet your
requirements or that the operation of the program will be uninterrupted or error free. THE PROGRAM AND RELATED
MATERIALS ARE PROVIDED "AS IS" WITHOUT WARRANTY OF ANY KIND, EITHER EXPRESS OR IMPLIED, INCLUDING,
BUT NOT LIMITED TO THE IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE AND

PATENT INFRINGEMENT, OR OTHERWISE), INCLUDING ANY LOST PROFITS, LOST SAVINGS, OR OTHER INCIDENTAL OR

validity, shall be governed by the laws of the State of Texas, excluding its conflict laws.

of America that restrict or prohibit the exportation (or re-exportation) of technical data and/or the direct product of
it to other countries, including, without limitation, the U.S. Export Administration Regulations.

U.S. GOVERNMENT RIGHTS: The program and related materials are provided with "RESTRICTED RIGHTS." Use,
duplication or disclosure by the U.S. Government is subject to restrictions set forth in the Federal Acquisition
Regulations and its Supplements.

GENERAL: You may not sublicense, assign, or transfer the license or the program and related materials without the
prior written consent of FRSI. Any attempt otherwise to sublicense, assign or transfer any of the rights, duties, or
obligations hereunder without such consent is void.

THE PROGRAM IS NOT FOR USE IN ANY NUCLEAR AND RELATED APPLICATIONS. You accept the program with the
foregoing understanding and agree to indemnify and hold harmless FRSI from any claims, losses, suits, judgments and
damages, including incidental and consequential damages, arising from such use, whether the cause of action be
based in tort, contract or otherwise, including allegations that FRSI’s liability is based on negligence or strict liability.

To the extent that a third party owns and has licensed to FRSI any portion of the program, such third party owner
shall be a beneficiary of this Agreement, and shall have the right to enforce its rights under this Agreement
independently of FRSI.

OR ANOTHER FISHER-ROSEMOUNT COMPANY, IN WHICH CASE THE PROGRAMS AND YOUR USE OF THEM SHALL BE
EXCLUSIVELY GOVERNED BY THAT MASTER LICENSE AGREEMENT. YOU AGREE THAT FRSI MAY AUDIT YOUR FACILITY
TO CONFIRM COMPLIANCE WITH THE FOREGOING PROVISIONS.
