Update on IEEE-48 Standard and

IEEE-1637 Guide for Spring 2012 ICC

• Background
• Discuss IEEE-48 proposed revisions – IEEE
Standard for Test Procedures and Requirements
for Alternating-Current Cable Terminations Used
on Shielded Cables having Laminated Insulation
Rated 2.5 kV through 765 kV or Extruded
Insulation Rated 2.5 kV through 500 kV
• Discuss IEEE-1637 Guide to Select Terminations
for Shielded Alternating Current Power Cable
Rated 5 – 46 kV
Background
• IEEE-48 was just revised in 2009.
– The goal is to coordinate 404 and 48 so their test
sequences and levels are the same and both could
be tested with one set of samples
• IEEE-1637 was released in 2010.
– It is released as a termination selection guide. The
goal is to revise it and make it both an application
and selection guide
• Both are discussion groups right now
IEEE-48 Proposed Revisions
• We’ll briefly look at each section and discuss
• Section 1 – Scope – Was discussed. Question
has been raised if this standard should cover
DC terminations and the answer is no
• Section 2 – Normative References – Will
review to make sure they are correct and all
there

• Section 3 – Definitions – Review and make
sure all are covered
• Section 4 – Service Conditions – Mike Smalley
has made a presentation on this subject and
this section will be reviewed and revised as
agreed upon by the group. There are some
issues in this area that need to be addressed.
We will follow IEEE-404’s lead in this area

• Section 5 – Rating – All sections including this
one have same title as IEEE-404, but IEEE=404
has the test value tables in this section, but 48
has the test values in a different section. Look
at coordinating so the standards are more
consistent in layout as well as content.
– Review and revise as agreed to by group
IEEE-48 Proposed Revisions
• Section 6 – Product Markings
– Section 6 in IEEE-404 is Construction and includes
markings on joints as well as shielding
requirements. IEEE-48 recommends more
information than IEEE-404. Review and co-
ordinate as much as possible with IEEE-404.

• Section 7 – Test Requirements – Coordinate
with IEEE-404 section 7
• Standard doesn’t specify what constitutes a
family of terminations. Specifies that
terminations be qualified on maximum
conductor size. IEEE-404 released version
requires qualification on minimum conductor
size.
IEEE-48 Proposed Revisions
• Proposed 404 standard defines a family of
products and specifies that to qualify a family,
the joints shall be tested on both minimum
and maximum cables. Proposal is to adopt
this for IEEE-48 as well.
IEEE-48 Proposed Revisions
• Section 8 – Test Procedures
– IEEE-404 combines testing and procedures into
section 7, whereas IEEE-48 uses sections 7 & 8.
Investigate if we can have the same format and
sections for both.

• Section 9 – Application Guide
– This section will be completely removed from
IEEE-48 and included in P-1637, which will
become a selection and application guide and will
be discussed next

• Section 10 – Suggested Environmental
Weathering Tests
– Preliminary discussion is to make the UV tests a
requirement and leave the other environmental
test statements as they are
P-1637 Proposed Revisions
• Title and Section 1, which is scope and
purpose will be revised so the document will
become both a selection guide and an
application guide.
• Sections 2 and 3, definitions and normative
references will be reviewed.

• There were suggestions of things to
incorporate into the selection guide from the
balloting process.
• It was agreed that many of the suggestions
would be incorporated into the guide,
including the following:

• Add an explanation to the guide on how stress
control works – Bill Taylor
• Add a section on where to use tubular versus
skirted terminations (indoor vs outdoor) – Bill

• Placement of fault indicators relative to
terminations will be handled by referring to
P1610 and P1216
• Termination lightning protection will be
addressed by reference to P1299.
• Selection of a termination based on
mechanical stress (available short circuit) will
be addressed by Tom Champion

• PILC termination selection will be written by
Harry Yaworski
• Pictures of terminations
• In addition, we will be moving section 9 from
IEEE-48 to this guide and add the following list
of items to the application guide section of
the standard

at same elevation
– Altitude derating – move from IEEE-48 standard

P-1637 Proposed Revisions
• Proposal is to get written items for all of the
previous listed sections, review them and
incorporate them into the document to make it
both a selection and application guide
• We have written sections on many items and
have discussed them in past discussion meetings
and will discuss more this week
• As we get closer to completing the sections and
think we can get the guide revised in 4 years, we
will obtain a PAR
