This law provides direction for growth and development of construction services in realising a
strong, reliable, highly competitive business structure with good quality construction services
in accordance to Pancasila and Undang-Undang Dasar Negara Republik Indonesia 1945.

• To realise the orderly implementation of construction that guarentees the loyalty

of the position between the user and provider in the exercise of the right
• To organize construction system that are able to realise public safety whilst
creating a safe build environment
• To ensure good governance in the implementation of construction
• To increase participation in the field of construction services
• To collect added value from the whole assembling construction services
• To register the division of authority between central, provincial and district/city
government in the implementation of construction based on the provisions of the
regulations

PP Nomor 28 Tahun 2000 Tentang Usaha dan Peran Masyarakat Jasa Konstruksi

This law is made to accelerate efforts in developing national construction service

businesses and depart from empirical experience so far. It further regulates the structure of the
service business, form and line of business along with its classification, registration,
qualifications and also the promotion of the role in community. Whereas the implementation
of role of construction service community as regulated in UU No. 2 Tahun 2017 has not been
able to effectively deliver the objectives and realise the structure of construction service
business with reliable, highly competitive and good quality from the construction work.

PP Nomor 29 Tahun 2000 Tentang Usaha dan Peran Masyarakat Jasa Konstruksi

The construction services need to be regulated further in order to realise an orderly

binding and implementation of construction work, quality construction and thus, increase in
the role of the community. Therefore, this law regulates more towards forums and institutions
for the business aspect in regard to the type, form, line, registration, skill and work expertise,
employment contracts, licensing, dispute resolution and regulation of the construction
community.

PP Nomor 30 Tahun 2000 Tentang Penyelenggaraan Pembinaan Jasa Konstruksi

This law helps to create a climate that encourages the creation and innovation of society
by providing legal protection such that the construction services can advance more in scope of
national and international trade. It regulates the development and coaching of construction
services that is related to regulation, empowerment and supervision. Other than that, this law
also describes the technicalities of the training such as the arrangement, execution, monitoring,
evaluation and writing evaluation reports, along with channelling and organizing funds from
the regional budget, APBN.
