BIDS INVITED FROM THE FIRMS


Lasbela Industrial Estates Development Authority (LIEDA) is possessing 1000 acres of state land at zero point Uthal,
District Lasbela, Balochistan and keeping in view the activation of Gwadar Deep Sea port and development of Pak
China Economic Corridor is foreseeing immense demand of warehouses and intends to develop Ware House City on
BOT basis and hereby invites bids from the interested firms based on the following points:

a) The bidder firm should clearly offer and indicate the cost of the land on per acre basis separately for each
category of plotting without development expenses payable to LIEDA.
b) The planning, designing, development of infrastructure (internal and external), provision of utilities
(Water & Electric), marketing, land records and documentation management will be the entire
responsibility of the bidder firm to be met from his own financial resources. However, the planning &
designing shall be finalized with prior approval of LIEDA, besides the development of infrastructure will
be supervised by LIEDA to safeguard the interest of the investors.
c) The cost of land on per acre basis will be determined on land cost payable to LIEDA and the development
expenses of project plus services charge in the shape of ware housing plots and other commercial plots as
per plan.
d) The successor bidder firm shall complete the development and marketing of the project within five (5)
years of award and shall hand over the project with all land record documentation management to LIEDA
who will recover the annual ground rent and other service charges from the allottees of the project on
permanent basis as owner of the project,
e) The firm registered with PEC having more than ten years of experience in the field of planning & designing,
development of infrastructure, supervision, marketing and maintaining land record documentation and
computerization may submit their bids along with work experience. The firms having experience of such
works executed in the province of Balochistan shall be preferred.
f) Interested firm having experience in mega projects, industrial estate and warehousing projects along with
land documentation and computerization of public schemes/projects may submit their bids including
Technical and financial proposal in separate sealed envelopes reach to the undersigned by fifteenth day
from the date of publication upto 12:00 PM. The Technical proposals will be opened on the same date and
the firms short listed on the basis of their offered technical proposal shall be called upon to appear before
the committee to witness the opening of their financial bids.
g) Interested firms may collect RFP after payment of Rs.10,000/- (Non-Refundable) from this office on at any
working day during the working hours or down load the same from the website of BPPRA
(www.ppra.org.pk)/ website of this Authority and ensure payment of its prescribed charges in shape of
pay order drawn in favour of this Authority while submitting its bid.

The competent authority reserves the right to accept or reject any or all offered bids or proposals.
