Service Volunteer
1.0 Awareness
Description: The first stage of the Volunteer lifecycle is the awareness stage. One of the
goals of the Peace Corps is to expand the public's awareness and understanding of the
Peace Corps and the work of Volunteers overseas; and to support the efforts of the
Office of Volunteer Recruitment and Selection and the eleven regional recruiting offices in
their efforts to recruit new Peace Corps Volunteers. These goals are accomplished
through a variety of communications tools and systems.
2.0 Application
Description: The second stage of a Volunteer's lifecycle is the application process.
Information is provided by a prospective Volunteer to the Peace Corps to initiate the
process of becoming a Volunteer. The application includes background information and a
description of the applicant's knowledge, Skills, and abilities, and explains their
motivation for becoming a Volunteer. The second part of the application is the Health
Status Review which applicants can either complete via paper or online web-based
system hosted by ApplyYourself. This stage is supported by multiple systems.
3.0 Nomination
Description: The third stage of a Volunteer's lifecycle is the nomination stage which includes
the screening process. Nomination occurs with a recruiter's recommendation to further
consider a candidate for placement as a Peace Corps Volunteer. The screening process
starts after a recruiter nominates the applicant. A screening team will conduct all the
necessary steps to ensure that a Volunteer is medically cleared or denied for service.
This stage is supported by multiple systems.
4.0 Invitation
Description: The fourth stage of a Volunteer's lifecycle is Invitation. Placement sends an
invitation packet to the Nominee. The invitation packet contains the VAD, Volunteer
Handbook, and country-specific information. The Nominee has ten business days to
contact the Office of Placement to accept or decline the invitation. This stage's goals are
accomplished through a variety of systems.
5.0 Staging
Description: The fifth stage of a Volunteer's lifecycle is staging. The Staging Unit is
responsible for pre-departure orientation of Volunteers. This orientation is held
immediately before PC trainees leave the U.S. for their overseas assignment. It includes
activities for trainees to get to know each other, complete PC forms, address questions
and concerns, form positive expectations for service, and build team spirit. This stage is
supported by multiple systems.

7.0 Service
Description: The seventh stage of a Volunteer's lifecycle is Volunteer service. The Peace
Corps supports Volunteers throughout their term of service. This stage is supported by
multiple systems. Support areas include: Logistical, Technical, Financial, Medical, and
Legal support.

1.2 PROSMGR
Description: This system is used by recruiters to track information on prospective Peace
Corps Volunteers (individuals who have inquired about Peace Corps service) for contact
and evaluation. The system maintains information regarding individuals' contact
information, level of education, major fields of study, language proficiency, and
paid/Volunteer experience. In addition, this program tracks marketing information,
regarding the particular resources and/or influences that prompted individuals to inquire
about the Peace Corps. After prospective Volunteers submit this information, Recruitment
uses the system for follow up, sending the prospects a Peace Corps kit with more
assignment information. The Prospective Volunteer System facilitates these early steps
in the recruitment process, before the prospect officially applies to the Peace Corps
online or through a paper application. The application lets the recruiters view and
manage data entered by prospective applicants on Peacecorps.gov.
1.3 PROSPCT2
Description: This system allows prospective Volunteers to express interest in serving in the
Peace Corps by giving their contact information, level of education, language proficiency,
and dates of availability. The system serves as the initial step in the application process
before prospects complete a formal application. Prospect Application on WWW also
allows prospects to specify a preferred application format.

1.4 RDSMAIN
Description: RDS maintains a database of contact names which can be searched for
recruitment purposes. In addition, the application allows recruiters to mass email
contacts, allows recruiters to create labels for mailings to contacts, and allows Public
Affairs Specialists (PASs) to maintain a database of HomeTowners and create Press
Releases.
1.5 WWSM
Description: Used by the World Wise Schools (WWS) program to connect Peace Corps
Volunteers with teachers. Corresponding with a Peace Corps Volunteer overseas
provides students in the United States the opportunity to learn about the people,
geography, and culture in the country where the Volunteer lives and works. By
participating in a correspondence match, students write to the Volunteer, ask questions
about the country, and discover what it is like to live there through the exchange of
letters, photos, and artifacts.
1.6 MISMS
Description: Master International Student Management System - This application was built by
an OUP contractor to store information about MI students that the OUP has identified and
runs reports. A subsystem called Master International is in VRSDEMO under menu
option: 'Masters International'.

Description: This application allows Communications staff to edit the display of college names
for the public internet site, www.peacecorps.gov.
1.8 GRADSC2
Description: The Graduate School application is used to maintain information about Peace
Corps Masters International and Fellows programs. This application includes descriptive
information about the programs as well as program contact information, much of which is
displayed on the Internet site.
1.9 INTERNET
Description: The Peace Corps web site (www.peacecorps.gov) used by the public.
1.10 FREEDM
Description: This is a website containing information about Volunteer opportunities, including
Peace Corps, Ameri Corps, Citizen Corps and Senior Corps. It contains links to Peace
Corps recruitment event information.

Description: This system manages lesson plan data for the World Wise Schools portion of the
public web site.

Description: A two-part online application for prospective Peace Corps Volunteers which United Nations FileMaker Pro Database
consists of a Volunteer Application and the Health Status Review (HSR). This application
was built and is hosted by ApplyYourself, Inc. The application also includes a WebCenter
that is used by Peace Corps staff to manage applications.
2.2 MYTOOLKIT
Description: MyToolkit (Online Status Check) allows applicants to retrieve information
regarding the status of their application and to update contact information. MyToolkit also
includes cultural learning activities and a journal capability.
2.3 CCV
Description: This system tracks information on Peace Corps applicants' qualifications in order
to recruit and place them into Crisis Corps assignments. Crisis Corps applicants are
Returned Peace Corps Volunteers(RPCVs). The relevant information in the system
includes: contact information, education level, availability of the applicants, language
proficiency, specialties and work skills, regional experiences, and references from
previous Peace Corps service. After the applicants eventually become CC Volunteers,
the same system tracks details about their particular CC projects.

Description: This system manages information about United Nations Volunteer Volunteers
(UNV).

2.5 RECRUITCS
Description: A subsystem of PCVDBMS, this application assists in the recruitment of
applicants into Peace Corps assignments by tracking relevant information about
applicants. This information includes: applicants' qualifications, personal information,
experience, level of education, contact information, medical history, and previous
interactions with the Peace Corps. The application allows the recruiter working with the
applicant to link individuals' primary inquiry information with the more extensive
application information. This information assists the recruiter to nominate an applicant to
an assignment.

Description: This system allows Peace Corps staff to view an applicants' application status
exactly as it is displayed to the applicant in the Applicant Toolkit on the internet site.
Applicant Toolkit is an area of the public internet site that enables Volunteer applicants to

3.1 EXPERT
Description: The Medical Scannable History Expert System is used to process data collected
from the Health Status Review (HSR) form that is submitted by all Peace Corps
applicants. The Expert System will analyze the applicants' responses to each of the
questions on the HSR form in order to determine the initial medical status of the applicant
and which medical letters should be sent to the applicant. Each positive response could
cause the system to generate one or more letters that have to be sent to the applicant for
completion. Each letter is merged with the applicants data and printed.
3.2 NSCRNGUD
Description: This application allows users to access and to update most documents
containing medical guidelines that the Medical Screening Department utilizes in order to
evaluate Peace Corps applicants. Users can also employ this application to sort the
documents according to specific guidelines.

Description: This system tracks information about projects in Peace Corps host countries in
order to match and assign trainees to particular assignments.

Description: This application tracks the medical conditions that each country can
accommodate. The list of accommodations that countries can accommodate is compiled
from each of the Peace Corps Posts and specifies the general capabilities of the staff in
country. Users can enter a medical condition in order to receive a list of accommodating
countries or enter a country in order to receive a list of medical conditions that that
country can accommodate.
4.2 CHRS
Description: The Country Health Resources Survey is a data repository for information on
health resources available to each post. Data includes consultants, facilities, health
programs, and medical office information.
4.3 VRSDEMO
Description: VRS Reports - This application serves as a reporting system for the Volunteer
Recruitment and Selection (VRS) office, providing information on the recruitment and
placement of Peace Corps applicants. There are 3 options under this system:

4.4 PLACECS
Description: This subsystem of PCVDBMS assists in the placement of applicants into Peace
Corps assignments. Placement officers enter sequential actions into the system that
qualify the applicant, invite the applicant to an assignment, and, finally, monitor the
applicant's acceptance or rejection of this invitation.

Description: The Case Management System is used to track Medevac and other types of
medical cases that may occur during a volunteer's service. This system will also track
medical appointments and diagnoses, and it will issue Authorizations for payment (PC
127c).
7.4 VIDA
Description: Volunteer Information Database Application (VIDA) is the overseas volunteer
tracking application. VIDA is the single, non-financial, agency-wide tool for managing
core business processes overseas. VIDA allows for the tracking and management of
volunteer information, information on volunteer counterparts, host agencies, and any
other partners involved in volunteer projects.
7.5 FORHQ
Description: ForPost interface to Odyssey system. Contains summarized reporting data from
all posts for HQ.
7.6 ODYSSEY
Description: Odyssey is the Agency's financial management system. Odyssey converted the
entire Agency to a single web accessible financial management system using Oracle
Financials and third party software. This system is capable of meeting all current federal
financial reporting requirements and flexible enough to meet future requirements. With
the implementation of Odyssey in FY 2004, the Agency replaced a number of stand-
alone financial systems. Previously, the Agency used various stand-alone systems to
satisfy financial management requirements beyond basic accounting. By replacing these
with an integrated system, Odyssey strives to reduce data reconciliation, data entry and
software interface maintenance, while providing a system that links budget execution and
review. The overseas posts are connected to Odyssey via FOR Post.
7.7 IMCMS
Description: The Intranet Medevac Case management System is an Intranet based version of
the MSIP or MEDPAY System (medical applications). IMCMS does not contain the full
functionality of MISP/MEDPAY but does contain all functions needed by the Duty Nurse
to handle a case when not working onsite at Peace Corps. All information entered using
IMCMS is fully accessible and updateable using MSIP/MEDPAY.
7.8 PROJPLAN
Description: The Project Plan database will serve to: Act as a single source of information for
Project Plans and to track the project plan review process. It will link the Project Plan
and/or Concept Paper to PSRs and feedback, as well as, link to the VAD Exchange Data.
7.9 SPA
Description: This is the front-end version of the Small Project Assistance (SPA) Database.
The front end consists of forms and reports employed by users on a regular basis. The
application contains information about the proposals submitted by Volunteers for SPA
Grant funds. More specifically, SPA tracks various information about the PCV and this or
her community group, HQ's activity classification scheme and numerous development
indicators, number of beneficiaries and participants, amount and description of the final
grant amount, and qualitative data that describes the goals, planning activities and final

results of the project. The application thus makes grant and technical assistance funds
available to support community-based, self-help activities.
7.10 VOLSTORY
Description: This system collects and publishes stories, written by or about volunteers and
their volunteer experiences, for use on the public WEB site.
7.11 VOLVIGN
Description: This application holds short descriptions of Peace Corps Volunteers' activities
during various worldwide projects and locations. Submitted with the annual Project
Status Reports, Country Directors, or other communications, the stories are qualitative
rather than quantitative and primarily illustrate Volunteers' exemplary work. The Director's
Office and Office of Congressional Relations use these stories for publicity.
7.12 CENPSR
Description: The Project Status Review (PSR) database contains information provided by
posts in the annual reports. The database mirrors the Project Status Report form and
contains both qualitative and quantitative information from the posts.
7.13 CIRF
Description: Crime Incident Reporting Form. This form is used to populate and track Crime
Incident Response Forms. The Crime Incident Reporting Form is a form intended to
automate the submission of crime incident data from post to Peace Corps headquarters.
The form consists of crime information used for historical/tracking purposes at posts and
other data utilized by three offices at headquarters: the Inspector General, the Office of
Medical Services, and the Office of Safety and Security. Posts submit crime information
through an MS Office solution that utilizes both MS Excel and MS Outlook. The posts
enter the information into an Excel form and send the data to headquarters using
Outlook.
7.14 PARTNERS
Description: The Partnership Database was created as a knowledge management tool for
staff involved in the negotiation or management of partnerships. It is meant to be used to
track both formal and informal partnership activity. The primary source of data for the
database is the annual Project Status Reports (PSRs), and the associated
documentation (Training Status Reports, Agency Initiative Reports, the Congressional
Addendums, IPBS Strategy Statements, etc.)

Description: This application tracks the location of the medical files of Peace Corps volunteers
who have filed Workers Compensation claims. These files based project number,
however, othr information tracked includes Volunteer Name, SSN, Case File Number,
and box number where file is located.

Description: This application is to store, track, and print the HIV results that were obtained
from the Centers for Disease Control (CDC) for volunteers once they have closed
service. This system is also used to track requests made to release volunteers' medical
information to anyone (including volunteers who request a copy of their own medical file).
8.6 PSCMS
Description: The Post-Service Case Management is used to track medical or dental cases for
recently returned RPCVs (Returned Peace Corps Volunteers who are less than 180 days
from completion or separation of service). This system tracks and generates
Authorizations of payment (PC 127c), which,in turn, allows payment of the RPCVs'
medical bills. PSCMS also allows users to create case consults with Doctors, Dentists, or
Post-Service Managers and to electronically request Health Records from the Medical
Records division.

Description: The Sentinel Event Surveillance system tracks Peace Corps volunteers' medical

Description: This system tracks Returned Peace Corps Volunteers' (RPCVs) contact
information, privacy waivers signed, employment, and willingness to speak, in order to
sustain communication with returned volunteers.
9.3 FELLOWS
Description: This system tracks inquirers into the Peace Corps Fellows program, people who
enroll in the program, and coordinators of individual university programs. The program
tracks inquirers' names, addresses, and levels of interest. For individuals enrolled in PC
Fellows, the program tracks additional information, including their college names,
graduation dates, majors fields of interest, and possible partnerships with organizations.
The program tracks coordinators' contact information and the name of the college at
which they work.
9.4 HLTHREC
Description: This application is used by the Office of Medical Services, Medical Records
Units, to process electronic requests for a volunteer's health record and provides the
ability to request health records from the Federal Records Center or Post.

9.5 MEDINS
Description: This application is used to generate eligibility data files, which are then
transmitted to Peace Corps' medical claims processing contractor and Returned Peace
Corps Volunteer (RPCV) health insurance provider. These files are necessary to
establish an applicant or volunteer's eligibility to have insurance cover the payment of all
his/her medical bills. The files also ensure that all Returned Peace Corps Volunteers
have access to the benefits of post service health insurance.
9.6 PCDAY
Description: This is used by DP to manage the records of RPCVs who have registered to
participate in Peace Corps Day. This app also lets DP enter new records, and create
reports.
9.7 PCDAYPUB
Description: This application allows RPCVs and others to register to participate in the annual
Peace Corps Day/Week activities by registering at:
http://www.peacecorps.gov/rpcv/peacecorpsday/register/index.cfm
9.8 VFORA
Description: This system provides a read-only view of volunteer information, especially as it
relates to the volunteers' readjustment allowances. This information includes contact
information, service dates and locations, the amount of money accrued by the volunteers
for their readjustment allowances, and payments taken out of readjustment allowances.
Users of this system also have the ability to look at volunteers' W-2 information for the
past three years as well as volunteers' W-2 information for the last three years of their
service.
9.9 WWSPK
Description: This program contains a searchable list of possible Returned Peace Corps
Volunteers (RPCVs) speakers that World Wise Schools utilizes to contact individuals to
speak at schools. Near the end of their overseas service, Volunteers receive information
about WWS Speaker program; by joing the speaker program RPCVs can bring the Peace
Corps experience to the classroom.
