MINUTES OF THE JOINT MEETING OF THE MUNICIPAL PEACE AND ORDER COUNCIL
(MPOC) AND MUNICIPAL ANTI-DRUG ABUSE COUNCIL (MADAC) HELD ON
DECEMBER 27, 2017, 9:00 AM AT THE LIGA NG MGA BARANGAY SESSION HALL, 2ND
FLR., DON ROMAN BLDG, MUNICIPAL COMPOUND, DEL PILAR, ZARAGOZA, NUEVA
ECIJA.

The meeting was called to order at 9:02 in the morning. It was formally opened with an
invocation led by Mrs. Carmen C. Morales, followed by the singing of the National Anthem
guided by Mrs. Mary Jane Benoza.

I. REMARKS FROM THE PRESIDING OFFICER:

The presiding officer, Hon. Lovella DG. Belmonte-Espiritu greeted the members. She
expressed gratitude for everyone who attended the Joint MPOC and MADAC meeting.

II. ROLL CALL AND DECLARATION OF QUORUM:

The presiding officer requested the MPOC Secretariat Marcelina A. Javier to call the roll.
Since majority of the members of the aforementioned council were present, the presiding officer
then declared a quorum.
III. READING AND APPROVAL/ADOPTION OF THE PREVIOUS MINUTES:

The secretariat read the minutes of the previous meeting. Since no comments and
objections were raised, the same was approved on motion by SB member Edwin A. Buendia, and
agreed upon by Municipal Vice-Mayor Efren O. Nieves.

IV. MATTERS ARISING FROM THE PREVIOUS MINUTES:

None

V. AGENDA:

The Chairman, Mayor Lovella DG. Belmonte-Espiritu gladly notify all members that
there is no recorded victim of incidence on firecrackers in the area during the observance and
celebration of Christmas season. She reiterated, the active performance of all PNP, Barangay
Officials, as well as the concern and involvement of the community. She mentioned that all peace
and order and anti-criminality operation plans are feasible if well implemented.

She also reminded the council that the body should formulate plans and recommend
measures that will develop or improve peace and order and public safety in AOR. She reiterates
the second function of the MPOC is to monitor the implementation of peace and order projects at
the municipal level and the operation of the Civilian Volunteer Self-Defense Organizations and
other counter insurgency programs and activities.

VI. REPORTS FROM THE INTEGRATED AREA/COMMUNITY PUBLIC SAFETY PLAN:

• Crime Prevention and Law Enforcement

The situation reports on criminality, illegal gambling, illegal drug abuse was presented
by PCI Mohammad Taufh S. Abduhalim. He informed the council that Zaragoza Police Station
(ZPS) has recorded a total of 308 crime incidents based on the Crime Information Reporting and
Analysis System (CIRAS). Zaragoza Police Station has identified vehicular accidents as the most
contributing factor to the crime incidents of the said station and recorded a total of 242 incidents
for the year 2017 which is 78.57% of the total crime incidents. Most of these resulted to physical
injuries which is 44.21% of the Total vehicular accidents, 53.31% resulting to damage to property
and 2.48% resulting to homicide. They also noted 15 cases of theft and robbery which is 4.87% of
the total crime volume. Other crimes which recorded the most incidences were carnapping, grave
threat and violence against women and their children.

On the other hand, several reports of illegal drug trafficking activities were also received
by Zaragoza Police Station since 2017. Out of nineteen (19) barangays of Zaragoza, ten (10)
barangays were classified as moderately affected (where there is an existence of drug pusher),
and nine (9) barangays were slightly affected (where there is an existence of drug user).

Presentation of Peace and Order Action Plan follows, headed by the PNP Chief for the
period January to December 2017 and the proposed funding requirements needed for the
effective execution of the plans, programs and activities of PNP Zaragoza amounting to Eight
Hundred Eighty Thousand Pesos (P880,000.00).
• Health and Sanitation

Dr. Cheryl A. Calderon announced to the body the various services available in RHU1
and RHU 2 namely: free medical and dental check-up, medicines, supplemental feeding etc.

She also encourages the support of all local/barangay officials, school officials, CSO’s,
PO’s, NGA’s and all concern to support the DOH Campaign on Anti-Dengue. She said fliers were
distributed to residents to educate them on what the DOH calls the 4S against dengue:

 search and destroy mosquito breeding sites


 self-protection measures, such as using insect repellents and wearing of long-sleeve and
light-colored clothes
 seeking early consultation for fever that lasts for more than two days
 saying no to indiscriminate fogging
 Environmental Protection

The regular activity of the LGU re: four o’clock habit should constantly be practiced in
nineteen barangays as reiterated by the designated MENRO, Mr. Alex Valdes in order to
eliminate dengue cases in all barangays. Mayor Espiritu said that she is expecting that Zaragoza
will not be included in the top list of municipalities who has high number of dengue cases. She
added that her administration, from the beginning of her term never neglect to campaign for
cleanliness and even provide Vectex and other environmental solution to control mosquitoes in
19 barangays.

On the other hand, disaster preparedness in all areas are being monitored by Mrs. Carmen
C. Morales. Their team is continuously providing trainings on disaster management and
informative guide to manage and survive disasters to clustered barangays.

VII.BARANGAYCONCERNS:

The Liga ng mga Barangay President, Angelito DC. Bautista reported the up-to-date
activity and programs of nineteen (19) barangays in compliance to the directive of the Local Chief
Executive and National Agency mandates, that focus, but not limited to the following:

1. Disaster Preparedness;
2. Solid Waste Management;
3. Peace and Order Situation, particularly on the proliferation of activities pertaining to
illegal drugs in the barangay;
4. Monitoring and strict enforcement of the laws against Human Trafficking at the
barangay level;
5. Monitoring and strict enforcement of existing laws/ordinances on Stray Animals.

VIII. OTHER MATTERS:

Mayor Lovella DG. Belmonte-Espiritu reiterates that all Punong Barangay should comply
to DILG MC No. 2014-81 dated July 15, 2014 and the posting of Barangay Budget, Statement of
Income and Expenditures and other Barangay Financial, Transactions, and Annual Procurement
Plan. Discussion followed on issues and concerns affecting the barangay.
IX. ADJOURNMENT:

Since there are no more issues to discourse, the meeting was adjourned at 12:17 in the
afternoon on motioned by Vice-Mayor Efren O. Nieves, and agreed upon by all members.

of all PNP officials, cooperation of all barangay officials as well as the concern and involvement
of the community works. She mentioned that all peace and order and anti-criminality operations
plans is feasible if properly implemented.

She also reminded the council that since this is the first meeting, the body should
formulate plans and recommend measures that will develop or improve peace and order and
public safety in AOR. She reiterates the second function of the MPOC is to monitor the
implementation of peace and order projects at the municipal level and the operation of the
Civilian Volunteer Self-Defense Organizations and other counter insurgency programs and
activities.

VI. REPORTS FROM THE INTEGRATED AREA/COMMUNITY PUBLIC SAFETY PLAN:

• Crime Prevention and Law Enforcement

The situation report on criminality, illegal gambling, illegal drug abuse was presented by
PSInsp Robert B. De Guzman. He reported that peace and order situation of the municipality is
generally normal and manageable.

The Chief of Police made a summary of report on the cases filed in their office. So far, no
heinous crimes and other forms of alarming incidents have been referred to their office as of this
date of reporting. He also gave an update of cases filed and now pending in court. Police visibility
in strategic areas of the municipality was intensified while Barangay Officials and their
constituents were encouraged to report untoward incidents and illegal activities in their
respective AOR.

• Health and Sanitation

Dr. Cheryl A. Calderon announced to the body the various services available in RHU1
and RHU 2 namely: free medical and dental check-up, tuli, medicines, supplemental feeding. She
encouraged the Punong Barangays to participate in the coming blood donation activity of the Red
Cross and assist their respective beneficiaries. He also announced that BHWs of 19 Barangay will
be mobilized during the conduct of the said activity.

She also encourages the support of all local/barangay officials, school officials, CSO’S,
PO’S, NGA’S and all concern to support the DOH Campaign on Anti-Dengue. She said fliers
were distributed to residents to educate them on what the DOH calls the 4Ss against
dengue:

dengue cases in all barangays. Mayor Espiritu added that Vectex (Environmental solution to
control mosquitos) will be distributed to barangays to decrease the incidence of dengue.

On the other hand, disaster preparedness in all areas is being monitored by Mrs. Carmen
C. Morales in preparation for rainy season. According to her proposed trainings on Incident
Command System (ICS) will soon be conducted in the LGU through close coordination with the
the PDRRMO and OCD.

VII.BARANGAYCONCERNS:

Since there are no more issues to discuss, the meeting was adjourned at 12:15 in the
afternoon on motioned by Vice-Mayor Efren O. Nieves. seconded by Chief of Police Robert B.
De Guzman.
