years as on the date of bid opening.
1.2 The Substation Automation System (SAS) shall be installed to control and monitor all the
sub-station equipment from remote control centre (RCC) as well as from local control
centre.
The SAS shall contain the following main functional parts:

and control software package, which shall contain an extensive range of supervisory control
and data acquisition (SCADA) functions.
1.4 It shall include communication gateways, intelligent electronic devices (IED) for bay control
and inter IED communication infrastructure. An architecture drawing for SAS is enclosed at
Annexure-G.
1.5 The communication gateways shall facilitate the information flow with remote control
centers. The bay level intelligent electronic devices (IED) for protection and control shall
provide the direct connection to the switchgear without the need of interposing components
and perform control, protection, and monitoring functions.
The systems shall be of the state-of-the art suitable for operation under electrical
environment present in Extra high voltage substations, follow the latest engineering
practice, and ensure long-term compatibility requirements and continuity of equipment
supply and the safety of the operating staff.
The offered SAS shall support remote control and monitoring from Remote Control centers

the SAS. However it shall be alarmed in SAS. Each fibre optic cable shall have four (4)
spare fibres.
At station level, the entire station shall be controlled and supervised from the station HMI. It
shall also be possible to control and monitor the bay from the bay level equipment at all
times.

level, e.g. alarm list or event list related to the entire substation, gateways for the
communication with remote control centers.
The GPS time synchronizing signal (as specified in the section relay & protection) for the
synchronization of the entire system shall be provided.
The SAS shall contain the functional parts as described in Para 1.2 above.

The manufacturing phase of the SAS shall be concluded by the factory acceptance test
(FAT). The purpose is to ensure that the Contractor has interpreted the specified
requirements correctly and that the FAT includes checking to the degree required by the
user.
The general philosophy shall be to deliver a system to site only after it has been thoroughly
tested and its specified performance has been verified, as far as site conditions can be
simulated in a test lab. If the FAT comprises only a certain portion of the system for
practical reason, it has to be assured that this test configuration contains at least one unit of
each and every type of equipment incorporated in the delivered system.
If the complete system consists of parts from various suppliers or some parts are already
installed on site, the FAT shall be limited to sub-system tests. In such a case, the complete
system test shall be performed on site together with the site acceptance test (SAT).

designed in such a manner that only the permissible keys are available in the command
field related to the specific operation step. Only those switching elements shall be accessed
for which control actions are possible. If the operation step is rejected by the system, the
operator prompting shall be supported by additional comments in the message field. The
operation status shall be reset to the corresponding preceding step in the operation
sequence by pressing one of the function keys. All operations shall be verified. Incorrect

ANNEXURE-H
i. GENERAL SCOPE
AC Kiosk is required to house the panels and associated equipment, the
mechanical and electrical equipment and any other facilities required for building
services.
ii. DIMENSIONS
The successful bidder shall evolve and develop architectural and structural
drawing of AC Kiosk and the size of building shall be approved by SE/Design
based on associated equipments detailed elsewhere in the specifications. The
building design shall take into consideration the layout of the equipment, adequate
space for working and maintain clearances as per requirement of Indian Electricity
Rules. The Kiosk shall be provided with locking arrangement and to allow
enough area for the future extension also. An open space of 1meter shall be
provided on the peri-pheri of the equipment in order to allow easy movement of
the operator and access as well as maintenance.
A. AIR-CONDITIONING:
The air conditionings system shall be provided in the Kiosks to be used for housing panels
having control and protection IEDs for performing sub-station automation and protection
functions generally confirm to relevant IS codes as detailed ins section GTR. These kiosks
shall be placed in the switchyard area generally unmanned; therefore, the air-conditioning
system shall be rugged, reliable, maintenance free and designed for long life.
a. Operation:
The air conditioning is required for critical application i.e. for maintaining the temperature for
critical sub-station control and protection equipment. To provide redundancy for such
critical applications, each kiosk shall be installed with environment control system
comprising of two units of air conditioners working in conjunction through a micro processor
based controller for desired operation.
The system shall be designed for 24 Hours, 365 Days of the year to maintain the inside
kiosk temperature for proper operation of the critical equipment. One of the air-conditioner
shall be running at a time and on failure of the same or as described hereunder, the other
unit shall start automatically. To ensure longer life of the system, the redundant units shall
also be running in cyclic operation through the controller. However, during running of one
air-conditioner unit, if inside temperature of the shelter reaches to a predefined (i.e. 35 oC),
the other unit shall start running to maintain the temperature to specified value (i.e. 23+2oC)

and gives alarm for such situation. After achieving this temperature, the other unit shall
again shut off.
c. CONSTRUCTION:
The air conditioning unit shall be completely self-contained. All components of the units
shall be enclosed in a powder coated cabinet and colour of same shall be matched with
kiosk colour. The unit shall be assembled, wired, piped, charged with refrigerant and fully
factory tested as a system to ensure trouble free installation and start up. Suitable isolation
or other by passing arrangement shall be provided such that any unit/component could be
maintained/repaired without affecting the running standby unit. The maintenance of unit
shall be possible from outside the kiosk.

The main floor shall be at a common level throughout the building to facilitate
movement.
Convenient routing of cables from the switch house building to control, protection
and other auxiliary building shall be considered.
Rate for above building shall be paid as per actual plinth area on per sqft. basis.
v. Plinth Protection
Entire area around the Kiosk building shall be provided with 100mm thick RCC,
8mm or @ 300C/C both ways with M-20 grade cement concrete laid over 100mm
thick cement concrete 1:4:8 and 100mm thick sand filling upto 1.0M from the outer
edge of the building with toe wall 9” thick from NSL.
vi. FLOORING
Vitrified tile flooring shall be provided in Kiosk building as below:-
Before flooring work is taken up, works such as laying of services which otherwise
would affect the laying of floors, plastering of all inside and outside walls, ceiling,
fixing of doors and window frames in place and all heavy work in room may be
completed.
The base layer of floor shall be 100mm thick sand over compacted soil, 100mm
thick cement concrete 1:1½:3 with 8mm tor @250mm C/C both ways at top and
bottom laid on base concrete 1:4:8 of minimum thickness 100mm. The sand for
base filling shall be clean and dry, free from clay clods and other harmful
impurities such as iron pigments alkalis, coal and lignite, materials finer than 75
microns. Sand shall be of particle size ranging from 1.18mm to 150 micron. The
fineness modulus shall vary from 0.8 to 1.0. Generally sand fit for plastering is fit
for sand filling under floor.
Vitrified floor tiles of reputed makes of premium quality (first quality) such as
SOMANY, KAJARIA, NITCO AND JOHNSONS having size 600x600x9.7mm and
vitrified Dedo tiles size 600x150x9.7mm or thickness to be specified by the
manufacturer preferably in Beige colour shall be provided over base of 20mm thick
cement coarse sand, mortar 1:3 and jointed with white cement slurry mixed with
pigment to match the shade to tiles. The tiles shall conform to relevant EN/IS codes.
The tiles and the colour scheme shall be got approved from the HV
