Eastern Regional power grid comprises of the power utilities in the states of Bihar, Jharkhand,
Odisha, W. Bengal and Sikkim. This is the only region of the country, which is connected to all other
regions, besides having international connection with Nepal, Bhutan and Bangladesh. The region
caters to core sector loads, including steel, coal, aluminium and traction. Over 600 EHV lines (132kV
and above) and 340 ICTs/ATRs serve the region, the bulk power being transmitted through the
backbone network of POWERGRID.
2. Genesis
The regional restoration procedure, since its initial publication by ERPC in April 1996 underwent
several revisions, in consideration of the expansion and changes taking place over the years in the
regional grid.
In compliance with clause 5.8 (a) and (b) of the present IEGC, the restoration procedure has to be
annually updated and finalized by RLDC in consultation with all the constituents of the region. In
order to accomplish this objective, ERLDC apart from interacting with the regional entities,
conducted several workshops in the region, wherein the restoration procedure were deliberated
threadbare. The present revision has been done based on information obtained from the entities and
conclusions drawn in the said workshops.
The objective of this procedure is to achieve restoration of the total regional EHV power system in
the shortest possible time viz.
• Secure generation
• Secure transmission
• Restore interconnection with neighbours
• Avoid utility plant damage
• Avoid consumer plant damage
• Restore demand
• Re parallel islands taking into account the available facilities / constraints.
1. CLD/SLDCs should inform the power stations who have black start facilities to take
immediate action.
2. CLD/SLDCs should inform the Chief of system operation and Chief of communication
about the severity of collapse.
3. While choosing the path for start-up power, 220 kV and above lines are to be avoided as
far as possible.
4. For extending start up power 132 kV paths should be chosen as far as possible to avoid
over voltage.
5. Minimum number of sections in 132 kV are to be chosen to avoid coordination and
switching problem.
6. If required, load is to be released in a co-ordinate manner as far as possible at
intermediate sub-stations to arrest over-voltage, if any.
7. To avoid unbalancing, phase balancing should be kept in view if traction load is released.
8. Generator loading which is supplying start-up power should be checked and total loading
should not cross 80% of its capacity. Efforts should be made to keep the generator
operating to lagging side, if not possible at least near to unity power factor.
9. Thermal stations should be provided survival power as early as possible to avoid damage
to the equipment in case of D.C. failure. (e.g. Barring gear, lub oil, seal oil, compressor for
circuit breakers etc.). Operator should be able to distinguish between start-up and
survival power.
10. Auxiliary power should be released in steps so that all the running units could be started
gradually.
11. Number of islands formed to be checked to avoid any mal-synchronization.
12. Check the sub-stations which have synchronizing facilities in proper working
order/capabilities (it is apprehended that due to continuous integrated operation,
Operating personnel have lost the experience of synchronizing the lines in most of the
sub-stations). Rough synchronization should be avoided as small system may not be able
to take the jerk.
13. Check how many units were running in each power station before collapse to assess the
start-up power required
14. In order to increase spinning reserve in healthy system, if required shedding should be
done in islands which have survived.
15. Shift personnel should be retained till the restoration is completed before handing over
charge to next shift.
16. Area Load Despatch concept should be adopted during start-up to avoid jamming of
communication system as well as decision making.
30. A list of DOT telephone nos. of all the sub-stations with STD code should be available at
plant and at SLDC/RLDC as communication is the essential requirement during the
restoration process.
31. Before asking power station to draw start-up power, the capacity of island to sustain the
starting current of biggest Induction Motor (generally BFP) should be checked.
Approximate fault level may be recalculated for the purpose.
32. Priority should be attached to provide support power to captive units in case they so
request and vice-versa.
33. The restoration process is easier to utilities which are centrally situated with large
number of interconnection, but requires more coordination with neighbouring utilities &
RLDC. Such organization has to be specially prepared during start-up procedure.
34. At the early stage of restoration (in case of black start) when the islands are being
established, the role of RLDC/SLDC is only advisory and coordinating. Control of the
island will be from the power station or a nominated S/S or an area load despatcher but
SLDC/RLDC should know about the islands and its generation.
Case (B): Total black out of the individual power station only – The first priority of availing assistance
should be from the other part of the constituent in which the station is located. In case this is not
possible, assistance should be availed from neighbouring system.
However, the above priority may change, depending upon station specific factors / advantages.
Case (C): Total collapse of the Eastern Regional Grid – Assistance from outside regions has also been
considered for BSPHCL, JUVNL and GRIDCO systems, by virtue of their geographical positions.
6. Some Don’ts
a) Do not load lines beyond 80% capacity.
b) Do not hastily connect loads and do not allow frequency to come below 50 Hz in any case. The
case of any surviving island or even unit with house-load should be informed to all.
c) Once power is extended to a power station/constituent, it should not be disconnected except
emergency as all actions taken by the power station have to be redone.
d) Till the restoration process is over, SLDC/RLDC should not be disturbed in any way for working as
Management Information System.
e) No commercial problem should be brought up for extending power during restoration process.
f) Communication links should not be made unnecessarily busy during Start-up process. During any
crisis SLDC/RLDC are expected to be busy
Note:- This is a generalized cycle and time may vary with rating, size, manufacturer, technology etc.
Bihar power system having interconnections at several points with the ISTS of Eastern Region, apart from interconnections with JUSNL /
DVC/ WBSETCL/ NR, is now well connected with the rest of ER grid. Power drawn through the tie points is used to supply groups of loads in
radial manner. Coupled with its feature of more or less even spatial load distribution, a complete collapse of BSPHCL system would be a
remote possibility, unless major part of this region itself blacks out, in which case Northern / Western regions would also be similarly
affected. Prompt extension of assistance by Northern region therefore might not be possible under such condition.
Alternatively, essential power for Purnea and Barauni can also be extended by Nepal through 132kV Duhabi(Nepal)-Kataiya-Forbesganj-
Tribeniganj-Purnea-Barauni route.
Once generation at Barauni stabilises, start-up power for MTPS can be extended through 132kV Barauni-Samastipur-MTPS path
Start-up power for MTPS can also be extended by Nepal through 220kV Dhalkebar(Nepal)-220 KV Muzzafarpur to 220 kV MTPS route OR
through 132 KV Parwanipur-Raxaul-Betia/Motihari(DMTCL)-Motihari(B)-MTPS 220/132 KV ICT from 132 KV
Optionally, start-up power for MTPS together with loads of Ramnagar, Betia, and Motihari can be extended by Nepal from Surajpura via
Balmikinagar
Power to Kahalgaon, Sabour, Sultangunj, Jamalpur etc. loads can be extended through Farakka – Lalmatia – Sabour / Kahalgaon lines only
after FSTPS receives start-up power and resumes stable generation in one of its units
Essential power for Biharshariff and Patna complex can be made available only after Kahlgaon STPS receives start-up power and resumes
stable generation in one of its units.
In case Rihand HPS in NR is able to black start and stabilize some generation, essential power, particularly traction load for Sonenagar
complex can be served through 132kV Rihand – Sonenagar line.
However, if assistance is obtained from Nepal, the same should not be withdrawn till BSPHCL is in position to meet its entire demand from
ER grid and in that case Nepal grid may have to remain synchronized with Indian grid for a brief period.
*As per letter of SE(M), MHS, DVC,(Ltr. No.MHS/ME/262 Dated-08/01/2019) the mock black start procedure of MHS generators cannot be
exercised till completion of up-gradation work of governing and control system. Therefore, the black-start facility of MHS will not be
available till that time
In the event of total collapse of ER grid and delay or failure of availability of supply from Teesta-
V/Teesta-III / Bhutan, assistance can be availed from Western Region as follows:
Ranchi 400kV bus to be charged from Sipat using one circuit of 400kV Ranchi-Sipat line. To control
Ranchi bus voltage within 410kV, around 40-50 MW load of JSEB may be secured by charging one
400/220kV ICT and supplying essential load of Hatia or Chandil through 220kV Ranchi – Hatia or 220kV
Ranchi-Chandil line.
After controlling Ranchi voltage, Maithon B400kV bus to be charged through 400kV Ranchi-Maithon
line . 50MVAR bus reactor of Maithon Band the line CB at Maithon B to be kept pre-closed on the
same bus so that the reactor acts as a line reactor.
KhSTPS 400kV bus to be energized from Maithon B using 400kV Maithon B-KhSTPS line . CB of
50MVAR bus reactor and main CB of the line at KhSTPS end to be kept pre-closed on the same bus at
KhSTPS, so that the bus reactor acts as line reactor, when the line is idle-charged from Maithon B.
Start-up may thereafter be drawn by KhSTPS for one of its 210MW unit. At the same time, KhSTPS to
charge one of its 400/132kV transformer and subsequently 132kV KhSTPS-Lalmatia line. From
Lalmatia, power to be further extended to FSTPS by charging one 220/132kV ICT at Lalmatia from
132kV side and 220kV Lalmatia-Farakka line.
FSTPS to avail start-up power for one of its 200MW unit by charging the 400/220kV ICT from 220kV
side and energizing the 400kV station bus.
400kV Rourkella bus to be energized from Raigarh(via Jharsuguda) by idle-charging one circuit of
400kV Raigarh-Jharsuguda-Rourkella line. CB of the Bus reactor at Roukella and the line CB at
Rourkella to be kept pre-closed on the same bus in order that the bus reactor acts as a line reactor.
The voltage of Rourkella bus to be controlled preferably within 410kV.
One circuit of Rourkella-Talcher 400kV line is to be then charged from Rourkella to energise the
400kV TSTPS bus. Thereafter, TSTPS-I to draw start-up power fr one of its 500MW unit.

Apart from this startup power was extended to Indravati HEP on --by bypassing HVDC gazuwaka B/B.
The detail procedure for extension of startup power is given in Annexure-II.
In order to facilitate the mock black start exercise of Teesta-V Power house following switching
operations are suggested at 400 kV Rangpo, 400kV Binaguri (POWERGRID), 220kV Binaguri and
132kV N. Jalpaiguri (WBSETCL).
The exercise will be undertaken during the period when the schedule of Teesta-V generation will be
nil. During this exercise, about 150 MW load in N. Bengal comprising NJP, Siliguri, Moinaguri, Chalsa,
and if required, Coochbehar is planned to be fed from the unit earmarked for black-starting at
Teesta-V, in islanded mode. Thus, supply to the aforesaid sub-stations in W. Bengal would be
disrupted for short durations during disconnection and reconnection to the main grid.
In order to carry out the exercise, an island would be created by splitting the 400kV bus at Rangpo,
400kV and 220kV buses at Binaguri(PG), and also switching off some of the 132kV lines from NJP
220kV (WBSETCL) S/Stn so that only the local load of NJP(WB), Siliguri(2nd Mile), Chalsa and
Moinaguri get included within the island. Mock exercise would be carried out by supplying the island
from the black-started unit of Teesta-V and then the island system would be synchronised back to
the main grid. This exercise can be divided in three stages.
Stage-1
A. At Binaguri 400kV Bus
This arrangement is suggested so that Gangtok and Jorethang HEP can still remain synchronized
with the grid at Rangpo, while the black-start exercise of Teesta-V unit is being carried out.
During the exercise, since NER and Bhutan would remain synchronised at 400kV Binaguri Bus-2
only, HVDC Agra-B. Chariyali flow may be maintained at around 500MW towards NER (B. Chariyali),
to minimise the impact of any contingency.
At Teesta-V, all necessary preparatory actions to be taken to keep the unit(s) scheduled for the self-
start exercise, ready.
• At NJP(W), WBSETCL to ensure that both the 160MVA, 220/132kV ICTs are in service and
connected to Bus-II. The 220kV bus coupler CB is to be opened to isolate the two buses.
220kV Bus-I to remain connected to 220kV Binaguri (PG) Bus-I. For this purpose, no
separate code will be given by ERLDC.
SLDC , WBSETCL to inform ERLDC after completing the above switching operations.
• On receiving clearance from ERLDC, Rangpo to open the CBs and isolators of 400kV
Teesta-I, Teesta-II, Shunt Reactor-I and Binaguri-I; bus-coupler CB between 400kV Bus-1
and Bus-2 and shift Binaguri-II, Shunt Reactor-II and all the 400/220kV ICTs on 400kV Bus-
II
Accordingly, at Rangpo end the 400kV Bus-2 isolator and at Binaguri end the tie CB and 400kV Bus-2
CB of Rangpo-Binaguri-II line should remain closed to ensure that Jorethang-Rangit-Chujachen
system remains synchronized with main grid through 400kV Rangpo-Binaguri-II.
• At Binaguri 220kV switchyard, after ensuring that 400/200kV ICT –I is connected to bus-I
and all other feeders on bus-II, as already stated, the 220kV bus-coupler CB to be opened.
Hence, 400/220kV ICT-I and Binaguri 220kV bus-I will now remain connected only to the
220kV Bus-I of NJP(WB) S/S.
• Thus Rangpo 400kV Bus-I, Binaguri 400kV Bus-I, 400/200kV ICT-I, Binaguri 220kV Bus-I
and NJP(WB) 220kV bus-I will form a separate sub-system that remains dead / uncharged.
Binaguri(PG) to confirm ERLDC when this status is achieved.
• ERLDC will now advise Teesta-V to self-start one of its units. It may be ensured by Teesta-
V that auxiliary supply is taken from local DG set (as would be done during a real
blackout). The 400kV bus voltage at Teesta-V may be maintained between 370-380 KV by
controlling the excitation. A second unit may also be self-started at Teesta-V. The units
would be on free governor mode of operation and their AVRs may be kept in AUTO
mode.
• Rangpo to keep the Bus-I isolator of TeestaV-1 line and Binaguri-I line closed. Binaguri to
keep Bus-I isolator of Rangpo-I line closed.
• On receipt of clearance from Binaguri, the dead 400 kV Bus–1 at Binaguri is to be charged
from Rangpo using 400kV Rangpo-Binaguri-I line.
• Thereafter Binaguri(PG) is to close the 400kV side main CB and the 220kV side CB of ICT-I.
This will charge the 220kV Main Bus-I at Binaguri(PG)
• In case of difficulty in extending power from Teesta-V upto Binaguri 400kV Bus-I due to
high voltage problem, the 80MVAR shunt reactor-1 at Rangpo may be taken into service
on Bus-I prior to idle-charging 400kV Rangpo-Binaguri-I from Rangpo
• 400kV and 220kV voltages at Binaguri to be controlled within permissible limits through
excitation control of Teesta-V unit(s).
• Once the NJP(WB) 220kV Bus-I is found to be within limit and ready for loading, the 132kV
feeders and loads connected to Bus-II will be switched off from NJP(WB) i.e.
• Siliguri I & II
• Moynaguri I & II (Chalsa)
• 33kV local load of NJP
• Following the above switching operations, NJP(WB) will give clearance to Binaguri and
the CB connecting 220kV Binaguri (PG) bus-II extension to 220 NJP(WB) bus-II is to be
switched off at Binaguri S/S, thus isolating the NJP(WB) 220kV Bus-II from Binaguri 220kV
Bus-II.
• The 220kV Bus coupler at NP(WB) to be now closed to extend Teesta-V power from Bus-I
to Bus-II. ERLDC should be informed after completion of these operations.
• ERLDC will now advise Teesta-V to be ready for taking up load. ERLDC will also give
necessary clearance to NJP(WB) (through Binaguri) for re-connecting loads.
• On receiving clearance from Binaguri, WBSETCL to charge the 220/132kV ICTs one by one
• NJP(WB) local load, 132kV Siliguri I & II, 132kV Moynaguri & Chalsa to be switched on in
steps of 20-25 MW
The islanded operation may be observed for about 15 minutes. During this period, the nodal
personnel at Binaguri and Teesta should be in constant touch with ERLDC. Additionally, Binaguri
should also be in touch with Rangpo and NJP(W) so that load increments and switching operations
in WBSETCL system are properly coordinated with Teesta generation and action can be taken
without delay in case of any exigency at Rangpo.
**However, at present simply black-starting Teesta-V and synchronizing evacuating lines at Rangpo
is being practiced considering the risk involved in bus-splitting, due to lack of redundant evacuation
path.
1. All the circuit-breakers at 400kV Jeypore and Indravati S/Stns should be in healthy condition for
ensuring maximum flexibility in switching operation.
2. Both the circuits of 400kV Jeypore-Gajuwaka D/C , 400kV Jeypore-Indravati S/C, 400kV Indravati-
UIHEP S/C and at least one 400/220kV ICT at UIHEP should be in service.
3. Two units at U. Kolab HEP and two units at Balimela HEP (at least one of them preferably 75MW)
to be kept on bar during the exercise
4. Data and voice communication from the following locations should be in healthy condition:
• 400kV Jeypore
• 400kV Indravati
• U. Indravati HPS
• U. Kolab HPS
• Balimela HPS
Preparatory actions
Before starting the process, ERLDC to ascertain readiness of SRLDC for taking HVDC Gajuwaka out of
service.
All the lines (Merramnadali-Jeypore and Gazuwaka-Jaypore d/c) of FSCs should be ensured that none
of them are in service. Power flow though HVDC Gajuwaka to be gradually ramped down and made
NIL. During the process of ramping down,
1) The units at U. Kolab and Balimela to enhance absorption of reactive power within their
respective capability limits, so as to maintain the 400kV bus voltage of Jeypore within 408kV.
2) One of the circuits of 400kV Jeypore-Gajuwaka D/C line to be switched out from Jeypore on
receipt of instruction from ERLDC and finally as the power flow reduces to zero, the other
circuit should also be switched off.
3) 400kV Indravati – Rengali and 400kV Indravati – Jeypore and 400kV Indravati-UIHEP lines are
to be switched out from Indravati(PG) S/Stn, on receipt of clearance from ERLDC.
4) 400Kv line reactor of Indaravati-Rengali line may be use as bus reactor at Indravati 400KV
sub-station.
5) If power flow through 315 MVA ICT at Jaypore is low then one ICT may be taken out from
service for controlling over voltage at Jeypore.
400kV UIHEP – Indravati (PG) S/C line , both the 400/220kV ICTs and the 220kV bus coupler to be
switched off.
The 220kV side isolator of 400/220kV ICT -1 and the unit to receive start-up power, to be connected to
220kV Bus-A . The other 400/220kV ICT to remain off. All other units and the 220kV UIHEP – Theruvali
circuits to remain connected to 220kV Bus-B.

• 400kV Jeypore-Gajuwaka-I
• 400kV Jeypore-Indravati
Alternative – II
400/220 kV ICT – 1 & II, 400kV Jeypore-Meramundali S/C to remain connected to 400kV Bus-1 and
synchronized with NEW grid. 400kV Jeypore-Gajuwaka-II along with 63 MVAR bus reactor and 400kV
Jeypore-Indravati S/C to be connected to 400kV Bus-2.
In this case, the voltage of 400kV bus-1 may shoot up by 8-10 kV, (depending upon the short circuit
level at Jeypore) due to elimination of the 63MVAR bus reactor. In this arrangement, the reactor will
be used as Jeypore end line reactor of the Jeypore – Gajuwaka line charged from SR grid, and may be
essential in case the line does not hold, due to very high open end voltage at Jeypore.
During execution of the above activities in ER grid , the bypass of HVDC Gajuwaka is to be taken into
service, under the supervision of SRLDC in coordination with ERLDC.. Further, all efforts will have to
be made by SRLDC to maintain the Gajuwaka(South) bus voltage within 410 kV.
On receipt of readiness from UIHEP, Jeypore and Indravati, ERLDC will convey readiness to SRLDC
for obtaining power from SR grid.
In case difficulty is experienced with the first arrangement, the second alternative may be resorted
to. In such case, the line CB of 400kV Jeypore-Gajuwaka-II at Jeypore and main CB of the 63 MVAR
bus reactor at Jeypore are to be kept pre-closed, thereby ensuring that the reactor acts as a line
reactor for the line. The line may then be charged from Gajuwaka.
After controlling the 400kV Jeypore bus voltage (energized from SR) within 415kV, the 400kV
Jeypore-Indravati S/C line is to be charged from Jeypore on receipt of clearance from Indravati(PG)
and the 400kV bus –II at Indravati(PG) energized. The voltage of Jeypore bus is expected to rise
further by around 9 kV, while the rise along the line will be of the order of 1.5 kV.
400kV Indravati(PG) – UIHEP line to be charged on receipt of final clearance from UIHEP. This will
charge 400kV Bus-I of UIHEP.By closing the 400kV side main CB of 400/220kV ICT-I, the ICT will be
charged from 400kV side.
UIHEP to now avail start-up power for one of its units from 220kV Bus-A by closing 220kV side CB of
the ICT-1.
The unit-start up operation may require around 30 minutes. After successful completion of the trial
operation, the unit may be desynchronized , the 400/200kV ICT –I and UIHEP – Indravati (PG) line
opened from UIHEP, with consent from ERLDC. On receipt of clearance from OHPC, 400kV
Indravati(PG) – UIHEP and 400kV Indravati(PG) – Jeypore lines are to be switched off from
Indravati(PG), under instructions issued from ERLDC. At the same time, ERLDC will also request
SRLDC to switch off the 400kV Gajuwaka – Jeypore circuit from Gajuwaka end.
After ensuring complete withdrawal of SR power, and readiness of Rengali and Indravati S/Stns,
ERLDC shall advise Rengali(PG) S/Stn to charge 400kV Rengali – Indravati S/C and close the line at
Indravati(PG) end.. At Indravati(PG), main CB for Indravati – UIHEP line is to be closed, with consent
from UIHEP. ERLDC , after ascertaining readiness of Jeypore S/Stn, shall advise it to couple both the
400kV main buses. In the mean time, SRLDC to issue necessary instructions to Gajuwaka S/Stn, for
removal of the bypass arrangement between South and East buses. After ascertaining readiness of
SR, ERLDC will advise Jeypore to charge one ckt of 400kV Jeyore-Gajuwaka line.

All the feeders connected to bus – I is switched off, units need to be desynchronized and bus is dead.

Once the switching operation completed the GCB of any unit can be switched on and one 20 MW
unit of Maithon HEP can be black started by supplying its auxiliary power from station battery. The
station battery has an output of 250V (DC) and capacity 200Ah. This capacity will be shortly
augmented to 400Ah under the ongoing R &M scheme.
During start-up of a unit, power is required for driving the following auxiliary pumps:
1. Governor oil pump – 1 no. which can be run either by an AC or a DC motor (optional). The
wicket gate is operated by the same motor used for running this pump.
2. Generator bearing oil pump – 1 no. which can be run either by an AC or a DC motor (optional).
3. Turbine bearing oil pump -1 no. which can be run only by a DC motor.
4. Generator shaft lift pump -2 nos which can be run only by DC motors.
Once the unit got blackstarted extend power to 132 kV level by charging 132/33 kV 50 MVA ICT. Power
can be further extended to Panchet HEP by charging 132 kV Maithon-Panchet S/C line or an island can
be formed taking load of Jamtara by charging 132 kV Maithon Jamtara. However these possibilities
are not feasible at present as adjacent substations to Maithon does not have synchronizing facility.
Though during actual blackout of Odisha, power has to be extended upto Balimela / U. Kolab hydro
stations, yet as the initial step it is proposed to form a small island by self-starting one unit of UIHEP,
charging one circuit of 220kV UIHEP-Theruvali line, one 220/132kV ICT at Theruvali and taking up
matching local load of Theruvali. 220kV Indravati-Theruvali line is approximately 90km long. The line
charging reactive power to be absorbed by the unit will thus be around 12.5 MVAR, which is well
within its reactive capability.
The 220kV switchyard of this station is of 2-main+1 transfer configuration. On one 220kV main bus,
one hydro unit and one circuit of 220kV Indravati-Theruvali line are to be connected while all other
units, lines and transformers to be connected to the other main bus.
The 220kV switchyard of this sub-station is having one-and-half breaker configuration. One circuit of
220kV Indravati-Theruvali line (charged from the isolated UIHEP unit) and one 100MVA, 220/132kV ICT
to be connected to one of the 220kV buses, while all other lines and ICTs to be connected to the
other 220kV bus
The 132kV switchyard is having main and transfer configuration. One feeder which can provide at
least 50MW stable, balanced load and can be interrupted for short duration, is to be connected with
the transfer bus along with the 220/132kV ICT to be charged from UIHEP. All other feeders, ICT to be
kept connected to the other bus.
The 220kV UIHEP-Theruvali circuit-2 and 220/132kV ICT-2 to be connected to only 220kV bus-2 by
switching off their respective tie CBs. The main CBs of 220kV Jeynagar 1,2 and 3 feeders, Indravati-1
feeder and 220kV Bus-2 CBs for Indravti 3and 4 feeders to be switched off.
The local load of Theruvali (Rayagada, Akhusingh, Parlakhemundi, Mohana & Akhusingh load
amounting 50MW) to be supplied from the isolated UIHEP unit along with the 220/132kV ICT, to be
also switched off and connected to 132kV transfer bus.
Unit-2 and 220kV Theruvali ckt 2 to be switched off and connected to Main Bus-2. Other feeders, ICTs
and units to be switched off one by one and connected to Main Bus-1. By opening the bus coupler
CB, U#2 and 220kV UIHEP-Theruvali ckt 2 will get isolated.
The procedure
As the exercise is planned to be carried out during off-peak hours, additional units at Balimela and /
or U. Kolab and , if necessary at UIHEP will have to be kept synchronized with the South Odisha
system to maintain the requisite fault level. Further, before carrying out the trial operation, it is to be
ensured that both the 400/220kV ICTs at Jeypore and Indravati and 220kV Jeypore-Jeynagar D/C line
are in service. The 400kV voltage at Jeypore and at Indravati should preferably be maintained within
the range 390kV to 410 kV. During the exercise it should also be ensured that the exchange through
HVDC Gajuwaka remains constant to the extent possible. Availability of data and voice
communication of Jeypore and Indravati with ERLDC and between UIHEP and Theruvali is also to be
checked. The entire operation is to be coordinated by SLDC OPTCL.
UIHEP U#2 is to be self-started with the help of DG and 220kV UIHEP-Theruvali-2 to be charged. At
Theruvali 220kV CB for ICT -2 to be closed. This will also charge the 132kV transfer bus and the 132kV
load feeder. Load is then to be released gradually taking care to maintain the island frequency and
voltages at UIHEP and Theruvali within acceptable limits. Around 50MW load is to be released as the
unit can run stably with a minimum of this quantum of load. The islanded operation of the unit may
be continued for around 15 minutes. After successful completion, the load is to be disconnected and
normal network configuration is to be restored.

Procedure for periodic exercise of Blackstarting Balimela HEP
In compliance with the provisions of IEGC, periodic testing of black-start facilities is required to be
undertaken in the region as part of preparedness to combat emergency conditions in the regional
grid. Accordingly, mock black start exercises are required to be carried out in a phased manner.
Present status at Balimela HEP:-
So, following procedure can be adopted to charge dead bus during black start:-
i) Either Unit No. 1 or 3 (Auxiliary Units) can be started through DG set.
ii) Any of these two units can be kept in spinning condition with excitation (11 kV voltage) to get
power house auxiliary.
iii) Unit No. 6 can be started for black start purpose from the auxiliary available either from Unit
No. 1 or Unit No. 3.
In order to facilitate the mock black start exercise of Balimela HEP following switching operation is
being suggested:-
At Jeynagar 220kV
• At Jeynagar 220kV (one-and-half CB scheme), one ckt of Balimela-Jeynagar and the 220/132kV
ICT as stated above are to be kept on one bus and all other lines and ICT to be kept on the
other bus.
Sequence
1. Transfer bus Isolators of 132kV Jeynagar-Tentulikhunti feeder and the disconnected
220/132kV ICT to be kept closed at Jeynagar.
2. All 33kV feeders and 132/33kV transformers emanating from Tentulikhunti, to be switched off
from Tentulikhunti
3. Optionally, Transfer Bus isolators (132kV side) of 132/33kV ICTs at Jeynagar to be kept closed
at Jeynagar
4. At Jeynagar, one 220/132kV ICT at Jeynagar along with one 220kV ckt of Balimela – Jeynagar
line to be switched off. One 220kV bus to be made free by shifting all other lines and ICT to
the other 220kV bus. The identified Balimela circuit and 220kV side of the selected ICT to be
kept pre-closed at the freed 220kV bus
5. At Balimela HPS, except the unit to be black-started and the 220kV Balimela-Jeynagar line to
be charged from Balimela, all other available units and lines to be transferred to one 220kV
bus. The other 220kV bus thus becomes dead. The unit selected for self-starting and the
circuit selected for charging the segregated bus of Jeynagar, to be kept on the other 220kV
bus.
6. After assessing readiness of Balimela and Tentulikhunti, (or Balimela and Jeynagar) the main
CB of the pre-selected Balimela-Jeynagar 220kV circuit and the 220kV side CB of the selected
220/132kV ICT to be kept closed at the isolated 220kV bus of Jeynagar.
7. On receipt of clearance from SLDC, Balimela HPS should start up unit 1 or unit 3 using the
750kVA DG set, the started unit (either 1 or 3) should supply the auxiliary of Unit 6 which can
be black started , and charge the dead 220kV station bus.
8. The unit selected unit should have its AVR and governor action activated. Terminal voltage
should be maintained at 75-80 percentage of the rated value.
9. On receipt of clearance from SLDC as well as Jeynagar, the 220kV Balimela-Jeynagar circuit to
be idle charged from Balimela HPS.
10. The circuit along with the 220kV /132kV ICT at Jeynagar thus get charged.
11. The 132kV transfer bus at Jeynagar and 132kV Jeynagar-Tentulikhunti feeder (or the 132/33kV
ICTs at Jeynagar) also get charged.
12. Assuming the minimum stable generation level of Balimela unit to be 20 to 30 MW, load of
the same order at Tentulikhunti (or Jeynagar local) to be released by connecting 33kV
feeders at Tentulikhunti / Jeynagar. In case of difficulty in matching the generation and load,
the 220/33kV transformer at Balimela HPS (i.e. local load of Balimela) may also be considered
for including in the island.
13. The island created with Tentulikhunti / Jeynagar local load should operate stably for around
ten minutes.

At BURLA PH (OHPC)
1. 132 kV Burla (HPS)-Katapalli ckt. to be switched off from both ends.
2. All outgoing / incoming feeders i.e. Chiplima, Lapanga I & II (Budhipadar I & II), Sambalpur &
Station Transformers to be transferred to 132kV Main Bus except 132kV Burla (HPS)-Katapalli
ckt., which is to be connected to 132kV Reserve Bus. Both the buses are to be isolated by
opening the bus-coupler breaker.
3. The selected generating unit at Burla HPS to be started up using the Diesel Generator set
available at the power station.
4. The above unit is to be connected to the isolated Reserve Bus at Burla HPS.
5. 132 kV Burla (HPS)-Katapalli ckt. to be idle charged from Burla PH end through Reserve Bus.
After stabilization, identified unit of Burla PH is to be synchronized with the system either at Burla PH
by closing bus-coupler breaker or at Boinda sub-station end as per the direction of SLDC.
• Voltage of the isolated bus and reactive power generation by the unit (on primary side of GT)
before and after idle-charging the 220 kV circuit as well as after connecting load are to be
recorded.
• The unit is to be synchronized with the system at Burla PH as per the direction of SLDC.
• During the exercise, SLDC shall keep record of the time of issuance of every instruction and
time of actual execution of the switching operation.
• Additional data such as frequency & voltage of the MW / MVAr of the unit shall also be
recorded by Burla PH / SLDC.
• The electrical parameter at different time period of operation should be recorded at Burla
HPS in the format given below.
Thus an island is to be formed comprising of one unit of Upper Kolab HEP, 220 kV Bus-A at Upper
Kolab, 220 kV Bus-1 at Jayanagar, 220 kV Upper Kolab - Jayanagar ckt.-1, 220/132 kV Auto Tfr No.-1 at
Jayanagar, 132 kV transfer bus at Jayanagar and 132 kV Tentulikhunti feeder. The island is to be kept
isolated from the OPTCL system.
Sequence of Operation
1. At Jaynagar, 220/132 kV Auto Transformer-1 along with 220kV Jaynagar- Upper Kolab Ckt.-1
are to be isolated. 220 kV Bus-1 is to be made free by shifting all other lines and Auto Tfr. No.-
2 to the 220 kV Bus-2. 220kV Jaynagar- Upper Kolab Ckt.-1 and 220kV side of the Auto-1 are to
be kept closed at the freed 220kV Bus-1.
2. All 33kV feeders and 132/33kV transformers emanating from Tentulikhunti are to be switched
off from Tentulikhunti.
3. Transfer bus Isolators of 132kV Jaynagar-Tentulikhunti feeder and the disconnected 220/132kV
Auto Tfr.- No.-1 are to be closed at Jaynagar.
4. At Upper Kolab HPS, except the unit to be black-started and the 220kV Upper Kolab-Jaynagar
ckt-1 to be charged from Upper Kolab, all other available units and lines to be transferred to
220kV Bus-B. The 220kV Bus-A is to be made dead. The unit selected for black-starting and the
220kV Upper Kolab-Jaynagar ckt-1 are to be kept on the 220kV Bus-A.
5. On receipt of clearance from SLDC, Upper Kolab HPS should start up the identified unit using
the DG set as the source of auxiliary supply,and charge the dead 220kV Bus-A.
6. The selected unit should have its AVR and governor action activated. Terminal voltage should
be maintained at 75-80 percentage of the rated value.
7. On receipt of clearance from SLDC as well as Jaynagar, the 220kV Upper Kolab-Jaynagar
circuit-1 is to be idle charged from Upper Kolab HPS.

Step-2 : On receipt of clearance from ERLDC, Chujachen to start the unit identified for Black Start
capability demonstration from the station DG.
Excitation voltage to be built up in a gradual manner in steps of 3 KV so as to idle-charge 132kV
Chujachen-Gangtok and 132 kV Chujachen-Rangpo line together till the open end voltage at Gangtok
is around 128kV
Chujachen HPS should inform ERLDC as soon as it is ready to take up load. Chujachen should further
confirm that the governor of the unit is in speed control mode and that its AVR is in auto mode.
Step-3 : On receipt of information from Chujachen, ERLDC would inform Gangtok to switch off 132kV
Gangtok-Rangpo S/C line from Gangtok end and be ready to avail power at Gangtok from Chujachen
HPS in islanded mode. Gangtok to confirm the following to ERLDC before availing power from
Chujachen:
132kV Gangtok-Rangpo line : CB, line isolator and earth switch are open at Gangtok end.
Step-4 : On receipt of clearance from ERLDC, ERTS-II to close the Gangtok end line isolator and CB
and charge the 132kV main bus. No load of Gangtok should be connected by Sikkim, only the 132kV
bus voltage should be communicated to ERLDC and Chujachen. Chujachen and Gangtok to remain in
constant contact with ERLDC
Step-5 : After Chujachen HPS conveys its readiness to pick-up load, Sikkim would be advised by
ERLDC to connect balanced load at Gangtok in steps of about 5 MW in a gradual manner. Care
should be taken at every step by all concerned to ensure that the island frequency remains as close
as possible to 50 Hz.
Step-7 : After running CHEP unit for around 10 minutes in islanded mode, ERLDC would advise
Rangpo to synchronise the incoming 132kV line from Chujachen.
Step-8 : Rangpo to close Chuzachen line isolator & CB and synchronise 132 KV Chuzachen-Rangpo to
132 KV Rangpo GIS bus. For facilitating synchronization at Rangpo, Chujachen may adjust the
excitation of its unit, so that the difference between open end voltage of the line and Rangpo 132kV
bus voltage is minimized.
Step-9 : After successful synchronization of CHEP-Rangpo 132kV line at Rangpo, Sikkim has to restore
the balance Gangtok load on its own. At the same time Sikkim would communicate to ERLDC and
Siliguri(PG) its readiness for synchronizing 132kV Gangtok-Siliguri line at Gangtok.
In order to facilitate the mock black start exercise of Teesta-III Power house following switching
operations are suggested at 400 kV Rangpo, 400kV Binaguri (POWERGRID), 220kV Binaguri and
132kV N. Jalpaiguri (WBSETCL).
The exercise will be undertaken during the period when the schedule of Teesta-III and Dikchu
generation will be nil. During this exercise, about 150 MW load in N. Bengal comprising NJP, Siliguri,
Moinaguri, Chalsa, and if required, Coochbehar is planned to be fed from the unit earmarked for
black-starting at Teesta-III, in islanded mode. Thus, supply to the aforesaid sub-stations in W. Bengal
would be disrupted for short durations during disconnection and reconnection to the main grid.
In order to carry out the exercise, an island would be created by splitting the 400kV bus at Rangpo,
400kV and 220kV buses at Binaguri(PG), and also switching off some of the 132kV lines from NJP
220kV (WBSETCL) S/Stn so that only the local load of NJP(WB), Siliguri(2nd Mile), Chalsa and
Moinaguri get included within the island. Mock exercise would be carried out by supplying the island
from the black-started unit of Teesta-III and then the island system would be synchronised back to
the main grid. This exercise can be divided in three stages.
Stage-1

F. At Rangpo 400kV – the various incoming / outgoing feeders to be distributed as follows:
This arrangement is suggested so that Teesta-V, Gangtok and Jorethang HEP, CHEP can still remain
synchronized with the grid at Rangpo, while the black-start exercise of Teesta-III unit is being
carried out.
At Teesta-III, all necessary preparatory actions to be taken to keep the unit(s) scheduled for the
self-start exercise, ready.
• At NJP(W), WBSETCL to ensure that both the 160MVA, 220/132kV ICTs are in service and
connected to Bus-II. The 220kV bus coupler CB is to be opened to isolate the two buses.
220kV Bus-I to remain connected to 220kV Binaguri (PG) Bus-I. For this purpose, no separate
code will be given by ERLDC.
o At NJP(W) 132kV : TCF-I feeder to be switched off
o 132kV tie line to Siliguri(PG) and 132kV NJP(WB)-NBU S/C will be kept open from
NJP(WB)
o 132kV Siliguri(WB)-NBU to be also switched off so that NBU remains connected only
to Siliguri(PG) , Rammam, Lebong and TCF-I
SLDC , WBSETCL to inform ERLDC after completing the above switching operations.
• On receiving clearance from ERLDC, Rangpo to open the CBs and isolators of 400kV
Teesta-III, Shunt Reactor-I and Binaguri-I; bus-coupler CB between 400kV Bus-1 and Bus-2
and shift Binaguri-II,Teesta-V D/C, Shunt Reactor-II and all the 400/220kV ICTs on 400kV
Bus-II
• On receiving clearance from ERLDC, Binaguri to open
− both main and tie CBs of 400/220kV ICT-I, Rangpo-I,
- all CBs connected to Bus-I at Binaguri 400kV switchyard.
Accordingly, at Rangpo end the 400kV Bus-2 isolator and at Binaguri end the tie CB and 400kV Bus-2
CB of Rangpo-Binaguri-II line should remain closed to ensure that Jorethang-Rangit-Chujachen
system remains synchronized with main grid through 400kV Rangpo-Binaguri-II.
• At Binaguri 220kV switchyard, after ensuring that 400/200kV ICT –I is connected to bus-I and
all other feeders on bus-II, as already stated, the 220kV bus-coupler CB to be opened. Hence,
400/220kV ICT-I and Binaguri 220kV bus-I will now remain connected only to the 220kV Bus-I
of NJP(WB) S/S.
• Thus Rangpo 400kV Bus-I, Binaguri 400kV Bus-I, 400/200kV ICT-I, Binaguri 220kV Bus-I and
NJP(WB) 220kV bus-I will form a separate sub-system that remains dead / uncharged.
Binaguri(PG) to confirm ERLDC when this status is achieved.
• ERLDC will now advise Teesta-III to self-start one of its units. It may be ensured by Teesta-III
that auxiliary supply is taken from local DG set (as would be done during a real blackout).
The 400kV bus voltage at Teesta-III may be maintained between 370-380 KV by controlling
the excitation. A second unit may also be self-started at Teesta-III. The units would be on free
governor mode of operation and their AVRs may be kept in AUTO mode.
• Rangpo to keep the Bus-I isolator of Teesta-III-1 line and Binaguri-I line closed. Binaguri to
keep Bus-I isolator of Rangpo-I line closed.
• On receipt of clearance from Rangpo the dead 400 kV Bus–1 at Rangpo is to be charged,
from Teesta-III using 400kV Teesta-III-Rangpo -I .
• On receipt of clearance from Binaguri, the dead 400 kV Bus–1 at Binaguri is to be charged
from Rangpo using 400kV Rangpo-Binaguri-I line.
• On receiving clearance from Binaguri, WBSETCL to charge the 220/132kV ICTs one by one
• NJP(WB) local load, 132kV Siliguri I & II, 132kV Moynaguri & Chalsa to be switched on in steps
of 20-25 MW
• After connecting a total load of 60 MW, the rest of the loads in the island are to be added
rapidly , say within 3 minutes until the total load attains around 150MW. This is to avoid
undesirable vibration of the Teesta-III unit.
• Frequency of the island may be kept close to 50Hz through proper coordination.
The islanded operation may be observed for about 15 minutes. During this period, the nodal
personnel at Binaguri and Teesta-III should be in constant touch with ERLDC. Additionally, Binaguri
should also be in touch with Rangpo and NJP(W) so that load increments and switching operations
in WBSETCL system are properly coordinated with Teesta-III generation and action can be taken
without delay in case of any exigency at Rangpo.
• At Binaguri, 400kV Bus-I to be synchronised with Bus-II by closing the tie-CB of ICT-I when the
voltage and frequency conditions permit. Main and tie CBs of other bays also to be closed.
Similarly, the 220kV bus coupler and CB for 220kV NJP(W)-II should also be taken into service.
**However, at present simply black-starting Teesta-V and synchronizing evacuating lines at Rangpo
is being practiced considering the risk involved in bus-splitting, due to lack of redundant evacuation
path
A)130MW TG#1 will get islanding status in Governor, A VR and Siprotect relays
through PLC Logic. For this all status of breaker in MRSS (220kV Main breaker# 1,
220kV Main breaker#2, and Bus coupler) and 220kV cable feeder #1 at 130MW
power plant wired up to PLC in 130MW.The logic is as follows:-
i) 220kV Main Incomer # 1 off and bus coupler off
OR
ii) 220kV Main Incomer # l off, Main Incomer#2 off and Bus coupler is on
OR
iii) 220kV Cable feeder #1 at 130MW Power Plant is off.
B)130MW TG# 1 Cable feeder #l at 130MW Power Plant will trip through bard wiring
as per logic given below:
i) 220kV Main Incomer #l off and bus coupler off.
OR
ii) 220kV Main Incomer #l off, Main Incomer#2 off and Bus coupler is on.
C)Micom P341 (vector surge and df/dt protection) is provided at the Cable feeder# I at
MRSS if this breaker trips then intertrip is provided to trip Cable feeder# 1 at 130MW
Power Plant. This is done by optical fibre communication between RED670 relay of
the cable feeders at both ends.
D)Also if load or frequency fluctuates provision is provided in PCS7 Siemens governor
to change mode of operation automatically from all mode to FO mode without status of breakers.
A)130MW TG#2 will get islanding status in Governor, A VR and Siprotect relays
through PLC Logic. For this all status of breaker in MRSS (220kV Main breaker #l,

C)Micom P341 (vector surge and df/dt protection) is provided at the Cable feeder#2 at
MRSS if this breaker trips then intertrip is provided to trip Cable feeder#2 at 130MW

Through PLC following below mentioned will be the conditions to get Islanding mode.
i) If 220KV Main Breaker is Tripped /opened

iv) If MRSS Tie-2 Breaker is tripped /opened.
If any out of the four conditions takes place THEN It will trip to 100 MW Tie-2 AND if 100 MW
Buscoulper Breaker is opened, 40 MW TG will get islanding mode.
(If Master trip relay of 220KV operates OR master of 1T operates OR Mrss Tie Line-2 trips Then MRSS
Inc-2 Trips)
If any of the above-mentioned condition occurred then 40 MW will get the Islanding Mode.

If 100MW Tie-1 & Bus coupler Trips/Opened Then 40 MW TG gets Islanding mode
Through PLC following below mentioned will be the conditions to get Islanding mode.
i) i) If 220KV Main Breaker is Tripped /opened
OR
ii) IF 2T (140 MV A Trafo-2) is tripped /opened
OR
iii) If MRSS 33kV Inc-2 Breaker is Tripped/ opened

iv) If MRSS Tie-2 Breaker is tripped /opened.
If any out of the four conditions takes place THEN It will trip to 100 MW Tie-2 AND if 100 MW
Buscoulper Breaker is opened, 60 MW TG will get islanding mode.

If any of the above-mentioned condition occurred then 60 MW will get the Islanding Mode.

1. PLC will issue a Trip command to trip 2x8 MW Tie-1 (In 100 MW 33 KV board)
2. Opening of 2x8 MW Tie-1 (In 100 MW 33 KV board) will trip 16 MVA trafo-l of 2x8 MW through
Inter tripping.
3. Tripping 16 MVA trafo-l of 2x8 MW will intertrip 6.6 kV Tie-l in GRB-l
4. Then 2x8 MW TGI will Sense Islanding mode through its Siemens Supplied scheme.
THEN
1. PLC will issue a Trip command to trip 2x8 MW Tie-2 (In 100 MW 33 KV board)
2. Opening of 2x8 MW Tie-2 (In 100 MW 33 KV board) will trip 16 MVA trafo-2 of 2x8 MW
through Inter tripping.
3. Tripping 16 MVA trafo-2 of 2x8 MW will intertrip 6.6 kV Tie-2 in GRB-2
4. Then 2x8 MW TG2will Sense Islanding mode through its Siemens Supplied scheme.

MICOM-P341 shall sense any rate of changed of frequency and the variation of voltages between
Grid supply and generation. Accordingly, it shall give trip command to Grid incomer breaker.
Instead of above, the electrical quantities like U/V, O/V, U/F, O/F are measured by MICOM-P341 as well
as 6RW 6000 and give trip command to Grid incomer breaker
Any variation in above referred 'electrical quantity occurred then both the relays give trip command
to Grid I/C breaker at our 11 KV bus panel to ensure both the supply as Grid and own generation shall
be isolated.

Purpose of use:
The purpose of Grid islanding scheme is to isolate the Grid Supply (the Grid
incomer breaker) while the TG set is running in parallel with the Grid during any
transient fault.
For this purpose, Grid islanding control panel, supplied by Elpro Engineering,
Chennai, is installed in IFFCO,s Electrical control room.This panel is for Grid
islanding protection for the double circuit 132KV grid feeders.
