Abstarct
Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is considered as a “Silver
Bullet” for eradicating rural poverty and unemployment, by way of generating demand for productive labour force
in villages. It provides an alternative source of livelihood which will have an impact on reducing migration,
restricting child labour, alleviating poverty, and making villages self sustaining through productive assets creation
such as road construction, soil and water conservation work, etc. For which it has been considered as the largest
anti-poverty programme in the world. But the success of this Act depends upon its proper implementation.
Thus, the present study attempts to critically examine the implementation process of this programme and its
impact on tribal livelihoods i.e. to what extent MGNREGS has given justice in sustaining the livelihoods of poor
tribal communities in a tribal dominated area of sihor taluka, Bhavnagar. The study reveals that there is little
impact of MGNREGA on tribal livelihoods. The faulty implementation strategy has ruined the spirit of this
programme. Religion and street biasness and favouritism in case of distribution of job card, dominance of
dominant families, defective leadership and improper coordination among the stakeholders have stood as major
hurdles in this programme.

Introduction
1.1 Background
The present study is focused on MGNREGA activities in Gujarat (SIHOR BLOCK). It will look at the
five most popular MGNREGS activities in five panchayats, across one block . In all, this implies a study of a
minimum of 14 worksites. rural development in sihor block particularly on increasing water availability and allowing
farmers to increase cropping intensity and diversity, thereby leading to greater biomass production, greater soil
nutrient production, and greater incomes. Like several other parts of India the scheme for its twin objectives of
employment generation and asset creation, our block has managed to work towards both these objectives by not only
generating substantial employment, but employment which has led to the creation of useful assets which lead to
ecological regeneration and economic development of its villages. It has achieved this through the convergence of
various programmes such as the Rajiv Gandhi Watershed Mission and through the creation of focused sub-schemes
such as Indira Avas Yojna, Nirmal Bharat, Nirmal Neer, etc.
The study shall focus on developing a methodology for environmental evaluation which
would feed into future planning and evaluation of NREGA from an environmental perspective. This would ensure
that, in future, activities undertaken under NREGA are planned not only to ensure provision of employment

opportunities, but also to ensure diversification of employment as well as to undertake activities which lead to
maximization of environmental benefits to the community - local and global.

1.3 objective
The National Rural Employment Guarantee Act (NREGA) aims at enhancing the livelihood security of
the people in rural areas by guaranteeing hundred days of wage employment in a financial year, to a rural
household whose members volunteer to do unskilled manual work. The Act also seeks to create durable assets and
strengthen the livelihood resource base of the rural poor. The choice of works suggested in the Act address causes
of chronic poverty like drought, deforestation, soil erosion, so that the process of employment generation is on a
sustainable basis.

Data Collection
Data was collected both from primary and secondary sources. Primary data was collected from all the
stakeholders/at sites of MGNREGA. Questionnaire surveys with the different stakeholders engaged in
MGNREGA in the study site were organized. Transect walk into the MGNREGA worksites were conducted to
have firsthand experience on the MGNREGA works at the community level.
For gathering quantitative data meeting was conducted with tech. persons at taluka panchayat. The
secondary data was collected from official records, policy documents, published reports of similar projects,
journals and literature form social science discipline.
Data Analysis
Both qualitative and quantitative data was analyzed in the backdrop of the project objectives. Qualitative
data was interpreted based on the information collected from the field. of the study will help in understanding the
problem of implementation of the project. It will help in formulating the better policy and strategy for the future.

. 1.6 Chapterization
The first chapter deals with the introduction. It explains about the feature of NREGA. It also discussed the
objective and methodology of the project. The second chapter deals with the literature review of NREGA. The
third chapter deals with study area of block profile. The fourth chapter provides a brief data collection & analysis.
The fifth chapter provide information about recommendations & suggestions. The next chapter is about alternative
planning & proposal. The last chapter is about work to be done in phase 2.

Literature Review
2.1 MGNREGA : Introduction
Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is considered as a “Silver
Bullet” for eradicating rural poverty and unemployment, by way of generating demand for productive labour force
in villages. Rural poverty and unemployment in India have grown in an unprecedented manner during the last few
decades. There is a growing incidence of illiteracy, blind faith, hungry people, mal-nourished children, anaemic
pregnant women, farmer suicides, starvation deaths, migration resulting from inadequate employment, poverty,
and the failure of subsistence production during droughts. In order to make solution of these problems and to
provide livelihood security to rural unemployed, Government of India (GOI) enacted the National Rural
Employment Guarantee Act (NREGA) in 2005.
It is the biggest poverty alleviation programme in the world which is started with an initial outlay of Rs.
11,300 crore in year 2006-07. This Act is now called as Mahatma Gandhi NREGA. The Act provides a legal
guarantee for 100 days of employment in every financial year to adult members of any rural household will to do
public work related unskilled manual work at the statutory minimum wage. Thus it is a universal programme. This
minimum wage varies from state to state, in some states it is Rs. 80 whereas in other it is Rs. 125 or Rs. 120.
According to the Act the minimum wage cannot be less than Rs. 60. The 100 days of work figure was estimated 16

because the agricultural season is only supposed to last roughly around 250 days and unskilled workers have no
alternative source of income in the remaining parts of the year.
NREGA has come after almost 56 years of experience of other rural employment programmes, which
include both Centrally Sponsored Schemes and those launched by State Govt. These comprise the National Rural
Employment Programme (NREP) 1980-89; Rural Landless Employment Guarantee Programme (RLEGP) 1983-
89; Jawahar Rojgar Yojana (JRY) 1989-1990; Employment Assurance Scheme (EAS)1993-99; Jawahar Gram
Samridhi Yojana (JGSY) 1999-2002; Sampoorna Grameen Rojgar Yojana 2 (SGRY) from 2001;National Food
For Work Programme (NFFWP) from 2004 were national rural employment schemes. Among these, the SGRY
and NFFWP have been merged with NREGA in 2000.

INTRODUCTION
The water of the temporary “Cause Way” near the village Sarkadiya ( Son ) under Sarkadiya G.P.
flowing without any utilization except the public use by the villagers. Keeping in view the above objectives, the
project “construction of cause way at Sarkadiya” was selected during the year 2013-14 with an estimated cost Rs.
5.00 Lakhs.

Social benefits
1. By taking the project, not only the ST inhabitants of SARKHEDIYA village and other labours residing near by
villages got employment but also they are obstructed to migrate to other places for works.
2. The people of the locality are delightful and there is growing demand for taking such beneficial projects in the
locality where there is perennial source of water.
3. Cause way is very much useful in monsoon time.

Sihor is located at 21.425277°N 71.573604°E. It has an average elevation of 60 metres (196 feet).
As of 2001 India census Sihor had a population of 46,943. Males constitute 53% of the population and
females 47%. Sihor has an average literacy rate of 66%, higher than the national average of 59.5%: male literacy is
74%, and female literacy is 58%. In Sihor, 14% of the population is under 6 years of age.

We Had Planned To Visit 5 Different Villages To Survey But Since No Work Was Going On Therefore
We Shifted Our Focus To Other Village.
Hence We Have Visited Village Ghanghali ( TA-sihor ) With TECH ASSISTANT ( Boricha Kishor )
Which Are Under MGNREGA Project And Visited At 5 Sites Of Toilet Blocks. after that we have visited village
Bordi and saw different sites of road, vanikaran,bagayat, tarfencing, excited pond site and future work of dipping
pond.
At Sarakadiya ( son ) village we visited one site of cause way after that we have visited Rajpara ( khodiyar
) and inspect some Metling road and tarfensing site then we visited ramdhari village and survey of the road ,pond,
and future required dipping pond site.

As per the permission granted by the DDO of Bhavnagar district permission forwarded to sihor taluka TDO
then we collected the data of respective villages from tech. Assit. Of taluka office and surveyed the same villages.
After collecting the data we surveyed all villages and seen the actual site existed or existing work and
compared the office data. We also check the reliability of all works and we check the technical parameters with our
best knowledge.

4.3 issues
During Our Survey We Found Detailed Issues That House Owner/ workers are Facing.
Non-discrimination in the wage rate between men and women creates a negative feeling among men in related to the type of work
where the work involves hard physical effort, which is mostly done by men.
Lack of technical expertise in the planning and executing the work sometimes reduces the technical quality of the work.
The supervision of NREGA works also found not well managed because of the lack of proper training of the supervisor.
The stakeholders are not aware of the full and comprehensive objective of NREGA, i.e. why-, what for- NREGA, which is
needed to be understood by them for success of the scheme in long-term future.

The MGNREGA gave employment opportunity to the rural people. Most of the laborers consider that
MGNREGA is their primary source of income. Most of the laborers who used to migrate towards the nearby cities
are now working in the MGNREGA. Reducing migration is one of the main objectives of the act and according to
the researcher this objective has been fulfilled to a great extent in the sample selected. Now there are very few
people who migrate from the village, most of them work in the MGNREGA and after that in the agricultural work.
The act is changing the social structure of the village.
As the guidance provided by nodal officer we visited 5 villages which are successful under the MGNREGA

Provide Money To Labourer As Per Work Done Not Per Day Rate
If Any Other Government Project Is Also Running At Same Village Then MGNREGA Has To be Provide
More Money Then Others.
Some amount of the expenses should be contributed from owner, in cases of NREGA work undertaken in
private property.
Hence, each and every stakeholder of NREGA should be trained in this theory and be acquainted with its
practice.
The selection of workers can be made flexible, which can be decided in the gram-sabha/VEC, to ensure proper
match between the type of work and assignment of work to male and female workers.

The GRS or work supervisors should be imparted basic technical training in addition to the work supervision
training for ensuring the technical quality of the work supervised.

As seen in the figure first one is about cause way which is executed in sarakadiya (son) village Where we
visited and we get this design from the technical assistant. And in figure two is about toilet bock design we
conducted a visit to ghanghali village and found that the design of toilet need modification as shown in figure.
