Mississippi Voters Strongly Favor Background Checks


on Firearm Purchases and Are Very Concerned About
Opioid Crisis

Plurality Favors Moderate Immigration Approach

JACKSON—Nine in ten Mississippi voters are united in their support for background checks for all
firearm purchases in the state. Huge majorities also agree that the opioid addiction crisis is a serious
national problem. Overall, 90% of Mississippi voters tell the Millsaps College/Chism Strategies State of
the State Survey that they support required background checks, while 92% think that opioid addiction is a
serious problem in the nation; 86% believe it is a serious problem that needs to be addressed in the state
itself.

The ninth Millsaps/Chism State of the State Survey examines issues of relevance in state politics. The
survey also finds that voters are significantly divided when it comes to their perceptions of the state’s
direction. There was an eight-point reduction in the share of voters who report that the state is heading in
the right direction from the summer 2019 survey to the fall 2019 survey, and the lowest share of voters
who say that the state is heading in the right direction over the course of nine quarters of polling.

“Mississippi voters are split on the question of the state’s direction just a few weeks before the elections
that will determine who holds all of the statewide offices and every single seat in the legislature,” said Dr.
Nathan R. Shrader, chair of the Department of Government and Politics and director of American Studies
at Millsaps College. “The fall 2019 State of the State Survey also finds that voters are only mildly
enthusiastic about the crucial November elections, with just over half saying they are enthusiastic. We
also examined questions related to immigration and the recent ICE raids in the state, attitudes towards
retailers shifting their stances on firearms being brought into their stores, and voting reforms.”

The issue of immigration has roiled the Magnolia State since Immigration and Customs Enforcement
(ICE) conducted raids of several Mississippi chicken plants in August, arresting nearly 700 workers.
Nearly half of Mississippi voters report that they favor allowing individuals who are in the United States
without legal authorization to remain if they are employed, pay their taxes, and do not have a criminal
record. Just over 39% say that those who are here without legal authorization should be arrested and
deported without exceptions. Despite the differences on this question, nearly 70% of Mississippi voters
agree that the businesses that were hiring those without legal authorization to be in the United States
should also face prosecution, compared to just 16% who oppose such actions.
Other key findings from the fall 2019 State of the State Survey are as follows:
• Just 33% of voters believe the state as a whole is heading in the right direction, but that number
improves to nearly 40% when voters are asked to consider their own area of Mississippi.
• Voters were asked to “grade” Governor Phil Bryant on his eight years in office: 22% say he
deserves an A, 22% give him a B, 21% provide him with a C, 14% give him a D, and 17% award
him an F.
• Mississippi voters are split on whether their consumer behavior will change as a result of retailers
asking customers to refrain from openly carrying firearms inside their establishments or if they
decide to stop selling certain kinds of military-style ammunition and ammunition for handguns.
• President Trump’s tariff policies are supported by 46% of Mississippi voters and opposed by
41%.
• About 92% agree that opioid addiction is a problem in the country as a whole, while 86% say this
is a problem here in Mississippi.
• 55% of voters embrace moving to a “jungle” or top-two primary system where all candidates of
all parties run together on the same ballot with the top two advancing to a runoff; just 23%
oppose such a change.
• Mississippi voters are skeptical of ranked choice voting and eliminating primary runoff elections
all together.

The State of the State Survey involves a partnership between the Millsaps College Department of
Government and Politics and Chism Strategies. The survey was conducted from 9/11-9/14 with a sample
size of 606, with 50% of interviews conducted via cell phone and 50% via landline. The survey has a
Margin of Error of +/-3.98%. Results were weighted to reflect the likely voter turnout for the 2019
Mississippi elections.

Summary Analysis

Ø Mississippi voters are sharply divided on the state’s direction but are more optimistic
about their own area than the state as a whole. Overall, 37% of voters say that the state is
heading in the wrong direction, 33% report that it is heading in the right direction, and 30%
are unsure. The situation changes when voters are asked to evaluate the direction of their own
areas of the state depending upon where they live, with 39% saying that their area is moving
in the right direction, 34% say their area is going in the wrong direction, and 27% are unsure.
The table below indicates changes in voter perceptions of the state’s overall direction going
back to September 2017 during the first State of the State Survey. The net right/wrong
direction score of -4% is the second worst posted in the past two years. Likewise, the share of
33% of voters who say that the state is heading in the right direction is the lowest that we
have seen in nine polling cycles. Additionally, there was an eight-point reduction in the share
of voters who report that the state is heading in the right direction over the last ninety days.
The share of voters who report that they are unsure increased by 11 points this quarter,
returning nearly to its position in one year ago and in the spring 2019 survey.

A closer look at the data reveal that voters 35 to 44 are the most pessimistic about the state’s
direction (-25%). They are joined by Strong Democrats (-48%), Democratic Leaners (-42%),
and Independents (-40%).

Meanwhile, older voters including those 55 to 64 (+5%) and those 65 and older (+6%),
Strong Republicans (+54%), and Republican Leaners (+6%) are more optimistic about the
state’s direction.

A sharp racial divide also emerges on this question, with African American voters expressing
considerable concern (-22%) while white voters are more likely to say the state’s direction is
moving in the right direction (+3%). Male voters are evenly split on the state’s direction
while women are more likely to express concern (-9%).

Considering voter evaluations of the direction of their own region of the state we see slightly
more optimism among the electorate (+4%). This is driven by male voters (+16%), white
voters (+12%), and stronger evaluations by voters in every age category. Voters in all
political parties give their own area of Mississippi better evaluations than to the state in
general, especially Republican Leaners (+23%).

Ø Voters present Governor Phil Bryant with largely positive grades for his performance
as governor. Governor Bryant will leave office in January. Overall, 22% give Bryant an A
for his grade as Governor, 22% award him a B, 21% give him a C, 14% present him with a
D, and 17% give him a failing grade. Another 5% could not decide how to best grade the
governor’s performance.
Bryant’s highest marks (a combined A/B grade) come from Strong Republicans (79%),
Republican Leaners (61%), white voters (54%), high school graduates (52%), those who
attended but didn’t graduate from college (54%), voters 65 and older (+51%), and voters who
live in Congressional District 1 (46%) and Congressional District 4 (57%). His lowest grades
(a combined D/F grade) come from Strong Democrats (53%), Democratic Leaners (53%),
Independents (52%), those with advanced degrees (40%), African American voters (43%),
and voters in Congressional District 2 (43%).

Ø Mississippians report mild levels of enthusiasm about the November 2019 state elections
and their candidate choices. Nearly 30% of voters say they are extremely enthusiastic about
the upcoming election and their candidate choices, 26% say they are somewhat enthusiastic,
42% say they are not enthusiastic, but still plan to vote. Another 4% express disappointment
in their choices and may not vote at all. The combined 54% who say that they are extremely
or somewhat enthusiastic would top 2011 and 2015 gubernatorial year election turnout
should they actually go to the polls on November 5. According to Mississippi Today, 49% of
registered voters participated in the 2011 general election while 39% voted in the 2015
general election.1
The table below show the most and least enthusiastic voters broken down by category. Those
in the “Most Enthusiastic” column reflect a combination of those who say they are extremely
or somewhat enthusiastic while those in the “Least Enthusiastic” column is a combination of
those who say they are not very enthusiastic or disappointed in their choices and may not
vote in November.

Strong partisan voters from both sides are energized about the November election. But
among the less strident partisans Democrats hold a considerable edge in voter enthusiasm—
53% of “Democratic Leaners” are say they are “very or somewhat enthusiastic” whereas
63% of “Republican Leaners” say they are “Not Very Enthusiastic” or “Disappointed in their
choices”. Self-styled “independents”, the majority of whom vote for Republicans in national
election, are also less excited about the general election with 55% saying they are “Not Very
Enthusiastic” or “Disappointed in their choices”.

Ø A plurality of Mississippi voters favor a less punitive approach to handling immigration


issues than the federal immigration raids that took place in August. Nearly 70% favor
prosecuting the businesses involved. The issue of immigration has roiled voters across the
nation for the past several years and became even more localized here in Mississippi in
August when Immigration and Customs Enforcement (ICE) agents conducted raids on
chicken processing plants in the state. USA Today reported on August 17, 2019 that
“immigration officials arrested 680 people suspected of living and working in the country

without permission. Officials called it the largest immigration operation of its kind in more
than a decade, and the largest single-state raid ever.”2

Voters were asked to state their preferences on two different statements pertaining to
immigration in Mississippi: nearly 50% agreed that “Individuals who are in the United States
without legal authorization should be allowed to stay if they are employed, pay their taxes,
and do not have a criminal record,” while 39% said that “Individuals who are here without
legal authorization should be arrested and deported.” Another 13% were unsure. Although
there are clear differences among Mississippi voters with respect to the detained workers,
nearly 70% say the businesses that employed these people should also face prosecution. Just
16% say that the businesses should not be subject to prosecution, while another 16% remain
unsure.

Majorities of Strong Democrats (83%), Democratic Leaners (69%), and Independents (52%)
were in support of Statement A while Strong Republicans (67%) and Republican Leaners
(53%) preferred the position of Statement B. Over 67% of African American voters say they
agreed with Statement A compared to just 39% of white voters (50% of white voters
preferred Statement B as compared to just 17% of black voters). Women voters strongly
preferred the first statement to the second (54% to 31%) while men preferred the second
statement to the first (49% to 40%). While voters in CD 2 (55%), CD 3 (53%), and CD 4
(47%) were more sympathetic to Statement A, voters in CD 1 (45%) back Statement B.

Despite these divisions, there is little empathy for the businesses involved in the ICE raids.
Voters of all parties, race, gender, age, education level, and home congressional district are in
agreement with prosecuting the owners of the companies who were employing the arrested
individuals.

Ø Overall, 90% of Mississippians are in support of requiring background checks for all
firearm purchases in the state while just 5% are opposed and 5% are unsure. This is
nearly identical to the 89% who said that they supported such a policy and 8% who were
opposed when we last posed this question in the March 2018 State of the State Survey. The
somewhat consistent, sustained, and overwhelming level of support across the electorate here
is a rare example of almost universal agreement on a policy position among Mississippi
voters. Support for required background checks cuts across all demographic groups when
considering party, age, race, gender, congressional district, and education level.

Ø Almost one third of voters say they are more likely to shop in retail stores that ban
firearms. Overall, 32% of Mississippi voters say they are now more likely to patronize
businesses that ask customers to refrain from openly carrying firearms inside their
establishments, while 24% say that they are now less likely to patronize these retailers. A
plurality of 37% say that they will not change their consumer preferences as a result of the
new policies being instituted by these establishments.

Reaction to major retailer’s decisions to stop selling certain types of ammunition is
mixed. 29% say they are more likely to patronize businesses like Wal-Mart, who will stop
carrying certain military-style ammunition and ammunition for handguns. Over 31% say they
are now less likely to shop at those places, while 35% say that they do not intend to change
their preferences.
The strongest partisans within the Mississippi electorate appear to be the most likely to alter
their consumer preferences in reaction to these company decisions. First, Republican voters
are considerably less likely to patronize the businesses making such decisions than
Democrats and Independents. On open carry in stores, 40% of Strong Republicans and 37%
of Republican Leaners say they are less likely to patronize these retailers, compared to just
3% of Strong Democrats and 4% of Democratic Leaners. Meanwhile, 21% of Independents
share the same position.

On the question of stores which stop carrying certain military-style ammunition and
ammunition for handguns, 52% of Strong Republicans and 47% of Republican Leaners say
they are less likely to be customers at these places as compared to just 2% of Strong
Democrats, 9% of Democratic Leaners, and 28% of Independents.
Ø Mississippi voters react favorably to the concept of “jungle primaries” that are used in
state races in California, Louisiana, and Washington State,3 send mixed signals on
ranked choice voting, and favor preserving runoff elections for primaries. Voters have
expressed support for shaking up Mississippi’s primary election system by moving towards a
primary system where all candidates of all parties run together on the same ballot and the top
two candidates advance to a runoff election. 55% of voters say they would approve of such a
system, 23% are opposed, and 22% are unsure. Support for a jungle or top-two primary
system is strong among Independents (+50%), Democratic Leaners (+38%), Strong
Democrats (+30%), Republican Leaners (+27%), and Strong Republicans (+23%). Voters of
all age groups support such a move, especially among those 35 to 44 (+47%). Men and
women (+26% and +38%, respectively) favor the change, as do both African American
(+37%) and white (+29%) voters.
Ranked choice voting, which is a system in which voters rank all of the choices on the ballot
for each race, is considerably less popular than a shift to the jungle or top-two system. Such a
system is currently used by over a dozen cities in America for local elections and the state of
Maine has adopted this system for use in the 2020 presidential general election next
November.4 Just 22% of Mississippi voters back ranked choice while 45% oppose. Ranked
choice faces steep opposition from white voters (-31%), men (-33%), voters 55 to 64 (-37%),
Republican Leaners (-39%), Strong Republicans (-29%), four year college graduates (-28%),
and those with advanced degrees (-28%). The only visible pockets for support for ranked

choice voting is among those with less than a high school education (+17%) and those 18-34
years of age (+3%).
Lastly, Mississippi voters favor sticking with the current system of runoff primary elections
in races in which no candidate receives over 50% of the vote in the original primary.
According to the National Conference of State Legislatures, Mississippi is one of just seven
states in the nation which require runoffs in primaries when a candidate does not procure
over half of the vote in the original election.5 Over 53% of Magnolia State voters back
continuing to hold runoffs while 29% want to change the system so the person who finishes
first is the nominee. Another 18% are unsure. Republican Leaners (+40), Strong Republicans
(+35%), white voters (+27%), men (+26%), voters over 65 (+42%), graduates from two-year
colleges (+36%), and those with advanced degrees (+27%) are the most adamant about
maintaining the runoff system in Mississippi.
Ø Voters are divided on President Trump’s tariff policies, as 46% support them and 41%
are opposed. Mississippi voters appear to be considerably more supportive of President
Trump’s trade tariffs than voters nationally. A poll conducted by Pew Research in July 2019
found that just 37% of Americans think that the tariff policies are good for America while
56% believe they are bad for America. Additionally, an NBC/Wall Street Journal poll from
August 2019 found that 64% of Americans believe that free trade policies have been good for
America while 27% say they have been bad for America.6

Partisanship is a strong predictor in Mississippi of whether voters favor or oppose the


president’s tariff policies as they are supported by Strong Republicans (+80%) and
Republican Leaners (+54%) and opposed by Strong Democrats (-91%), Democratic Leaners
(-67%), and Independents (-10%). Male voters are more likely (+19%) than women (-5%) to
back Trump’s policies in this area. There is also a sharp racial divide on this question as
white voters favor the tariff (+38%) and African American voters are opposed (-60%).

Older voters within the electorate are the most likely to be supportive of tariffs (+15% among
those 65 and older, +12% among those 55 to 64) compared with younger voters (-19%
among those 18 to 34, -9 among those 45 to 54, and -4% among those 35 to 44). There are
also geographic divisions among Mississippi voters on the tariffs as those living in CD 1
(+20%) and CD 4 (+17%) are supportive, while those living in CD 2 (-14%) and CD 3 (-2%)
are more skeptical.

Ø Mississippians are collectively concerned with the seriousness of opioid addiction to
prescription pain medication both in the nation and in the state itself. A poll conducted
in the fall of 2018 by NPR/Robert Wood Johnson Foundation/Harvard T.H. Chan School of
Public Health poll found that “rural Americans cite drug/opioid abuse as the biggest problem
facing their local community.”7 A total of 92% of Mississippians believe that the problem of
opioid addiction is a very serious or somewhat serious problem in the nation, while 86% say
it is a very or somewhat serious problem in our state.
