A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR LUCILO R.

BAYRON TO EMPLOY ADDITIONAL DRAFTSMEN, ENGINEERS, AND

ARCHITECTS FOR THE CITY ENGINEERING OFFICE AS JOB ORDER OR
CONTRACT OF SERVICE WHO WILL RECEIVE THE DAILY SALARY/WAGE
OF COMPARABLE POSITIONS IN THE CITY ENGINEERING BASED ON
CSC-COA-DBM JOINT CIRCULAR NO. 1, S. 2017 AND S. 2018 AS
AMENDED

WHEREAS, it was reported that the City Engineering Office has no sufficient
personnel, thereby causing the unreasonable delay in implementation of
infrastructure projects of the City;
WHEREAS, there are vacant positions in the City Engineering Office, however
they cannot be filled instantaneously because of the bureaucratic procedure
that the applicant has to follow;
WHEREAS, due to exigency of public service, it is necessary to employ
additional draftsmen, engineers, and architects as job order and/or contract
of service in order to increase the productivity and efficiency of Office of the
City Engineer and further eliminate the delay in the implementation of
projects;
WHEREAS, the Civil Service Commission (CSC), Commission on Audit (COA)
and Department of Budget and Management (DBM) have issued the Joint
Circular No. 1, Series of 2017 and Joint Circular No. 1, Series of 2018 in order
to give social protection and benefits to contractual and job order employees in
the government;
WHEREAS, pursuant to said Joint Circulars, the services draftsmen,
engineers, and architects engaged through contract of service and job orders
in the Government shall be paid the salary/wage equivalent to the daily
salary/wage of comparable positions in government and a premium of up to
20% of such salary/wage, effective January, 2019;
BE IT RESOLVED, as it is hereby resolved, to pass a resolution requesting the
Honorable City Mayor Lucilo R. Bayron to employ additional draftsmen,
engineers, and architects for the City Engineering Office as job order or
contract of service who will receive the daily salary/wage of comparable
positions in the City Engineering based on CSC-COA-DBM Joint Circular No.
1, s. 2017 and s.2018 as amended;
RESOLVED further, that copies of this Resolution be furnished to Honorable
City Mayor Lucilo R. Bayron, the City Administration Office, City Engineering
Office, the City Legal Office, and the City Information Officer, all of this City,
for their information and appropriate action.
