MEMORANDUM OF UNDERSTANDING

BETWEEN
PAKISTAN WATER & POWER DEVELOPMENT AUTHORITY (WAPDA)
AND
THE PUNJAB IRRIGATION DEPARTMENT
FOR
SETTING UP A WAPDA MODEL STUDIES CELL FOR DAMS
AT
THE IRRIGATION RESEARCH INSTITUTE (IRI)

WHEREAS WAPDA proposes to set up a Special Research Organization to be known as


‘WAPDA Model Studies Cell for Dams’ and headed by a Chief Research Officer, at the
Punjab Irrigation Research Institute (IRI) in order to undertake expeditiously a programme
of Hydraulic Model Studies for the Kalabagh and other Dam Projects.

AND WHEREAS the Punjab Irrigation and Power Department has agreed to the proposed
setting up the ‘WAPDA Model Studies Cell for Dams’ at the Punjab Irrigation Research
Institute.

Now, THEREFORE, it has been agreed upon between the parties above named that:-

1. The cell will function under the administrative control of the Chief Engineer,
IRI who will be designated as the Project Director of the Cell and given
administrative and financial powers as defined in WAPDA’s rules for a
Chief Engineer. He will be directly responsible to WAPDA for these studies.
In view of the additional duties performed by him he will be paid a special
pay/fee as prescribed vide Government of the Punjab Finance Department
Circular No.FD.SR.II-3(31)/74-1218 dated 30.07.1974 as amended from time
to time or any other policy letter issued in this regard.

2. WAPDA will bear all expenditure connected with the WAPDA Hydraulic
Model Studies including cost of all the staff required for the studies. WAPDA
will also pay the cost of additional improvements in the form of Special
Instruments and other facilities that may be required from time to time for
carrying out the programme.
3. Irrigation and Power Department will send on deputation to WAPDA suitable
research personnel for working in the WAPDA Model Studies Cell. Such
personnel in the Cell will be distinct from other staff of IRI and their terms of
deputation will be resolved in consultation with Government of the Punjab.

4. WAPDA’s programme of Hydraulic Model Studies will be coordinated and


supervised by Chief Research Officer in consultation with Chief Engineer,
IRI/Project Director, WAPDA staff and its Consultants.

5. In addition to the staff mentioned in para-3 above, some other staff of IRI will
be required to render services for carrying out the WAPDA’s Model Studies
Programme. Services of such staff will be provided by the Chief Engineer,
IRI. In view of the additional duties performed by such personnel and as
recommended by the Project Director, special pay/fee will be paid to them as
provided in Para(1) above. TA/DA to such staff will be payable by WAPDA
for duties performed in connection with the WAPDA Studies Programme.

6. The Project Director, WAPDA Model Studies Cell will prepare a budget
forecast every six months for the periods July to December and January for
June. WAPDA will provide funds on the basis of approved budget.

7. The Project Director will maintain the accounts on WAPDA pattern. WAPDA
will provide the services of Project Accountant and other staff to assist the
Project Director for this purpose.

8. This programme of Hydraulic Model Studies will run initially for a period of
two years.

9. WAPDA will invite Chief Engineer, IRI to participate in all meetings relating to
Hydraulic Studies.

10. WAPDA will keep IRI associated with Hydraulic Model Studies undertaken
outside Pakistan. If WAPDA requests, IRI may depute a representatives to
collaborate with such studies or join discussions relating to such studies.

11. Certain facilities in the IRI at Lahore and at Nandipur would be common for
use between the WAPDA Model Studies Cell and IRI’s Studies for other
Organizations. The cost of such common services will be shared by WAPDA
and other organizations in proportion to the cost of Model Studies carried out
for WAPDA and such organizations. Sharing of such expenditure may be
done by the P.D. on adhoc basis initially and final adjustments will be made
at the close of the financial year.

12. In order to improve the knowledge of the research personnel, WAPDA will
initiate a training/study programme at reputed research stations/universities.
Chief Engineer, IRI will recommend to WAPDA suitable persons from the cell
for training/study courses outside Pakistan.

13. Induction of staff into the WAPDA Model Studies Cell will be mutual
agreement of WAPDA and the Chief Engineer, IRI/Project Director.

14. The IRI personnel on deputation to WAPDA Model Studies Cell will have
fringe benefits equivalent to those admissible to WAPDA staff working on
Projects subject to Clause (3) above.

15. In the interest of official work WAPDA will bear telephone charges at the
residence of the Project Director to all extent permissible to a Chief Engineer
in WAPDA. Also, WAPDA will provide a telephone/house attendant.

15(a) WAPDA will provide the facility of POL or equivalent charges per month to
Project Director, WAPDA Model Study Cell, to the extent permissible to the
Chief Engineers in WAPDA.

16. When IRI stores are made available for use on the WAPDA Model, payment
will be made within 15 days after the presentation of the bill to Chief Engineer
IRI/Project Director. All other stores/materials shall be procured by Chief
Engineer, IRI/Project Director as per WAPDA Rules through a purchase
committee.
17. WAPDA will establish a revolving fund equivalent to two (2) months budgeted
requirements and deposit the same in a Bank Account to be opened by the
Project Director. Account of the monthly expenditure will be rendered by the
Project Director by a specified date. Approved expenditure will be recouped
by WAPDA within one month of submission of the Accountant.
18. WAPDA will endeavor to arrange and maintain expeditiously a separate
Power Supply Feeder for Hydraulic Field Research Station, Nandipur.
19. WAPDA will provide appropriate number of vehicles for efficient functioning
of the cell.
20. Monthly progress reports and technical reports will be furnished by IRI in
accordance with time schedule evolved mutually.
21. Any unforeseen difficulties arising in operation of WAPA Cell in IRI will be
resolved/ sorted out by mutual consultation of Member (Water), WAPDA and
Secretary, Irrigation & Power Department Punjab.
