2. Hereunder is the progress report of the on-going investigation relative to the Hostage
Taking incident covering the period of 1200H 01 September 2010 – 1200H 02
September, 2010.

3. On or about 11:00AM of Sept 1, 2010, PSUPT JONNNEL C ESTOMO, Assistant

Regional Chief, NCRCIDU, attended a coordinating conference at the CIDG Headquarters
presided by PSSUPT RENE D ONG, CDS, CIDG. The topic they have been discussed were
as follows;

a. The chain of custody of all the gathered documents related to the case,
giving emphasis in consolidating all documents for the final submission this
Friday to the Department of Justice;

b. To provide the IAS a copy of all the documents related to the herein
investigation since they are currently investigating the administrative aspect
of the recent hostage taking incident; and,

c. A memorandum was sent to MPD, requesting for the submission of the

Crisis Incident Management Plan and SWAT Plan, if there is any.

4. LTO verification was conducted on the status of the bus used during the hostage
taking, and as a result, the following informations were gathered;

5. Coordination has been made with the MPD Homicide Division, requesting copies of the
victims’ pictures. Said pictures were made available yesterday at around 1735H.

6. Memorandum was sent to the PNP Crime Laboratory, purposely to furnish us the
copies of victim’s photograph to support the taking of statements of all would be witnesses’
who entered inside the bus during the retrieval of the survivors and victims bodies.

7. Memorandum was sent to DPRM, Records Section requesting for the copies of
Personal Data Sheet of members of the assaulting teams, to determine if they are SWAT
trained.

8. On or about 1:00PM of the same date, Ms. Gwendolyn T. Pang, General Secretary,
and Director Paul Pagaran, HRD Department, both of Philippine National Red Cross, arrived
at this office together with their lawyer, Atty Ryan Jan G. Cruz. They were advised by
PSSUPT JOEL NAPOLEON M CORONEL, Regional Chief, NCRCIDU, to direct their
paramedic personnel who were part of the rescue operation to be available for some
clarificatory questions relative to the said hostage incident.

9. On or about 4:00PM of September 1, 2010, his Excellency President Benigno S.

Aquino, Press Secretary Edwin Lacierda, DILG undersecretary Rico E. Puno, arrived at
LSS compound, Camp Bagong Diwa, Bicutan, Taguig City and conducted an ocular inspection
to check the ordinance warehouse and also inspected the adjacent room/compound where
the hostage tourist bus is situated.

10. On or about 9:15AM of this date, probers this Office proceeded to Philippine National
Red Cross for statement taking on the paramedic personnel to account their revelation during
the rescue of the surviving victims and the lifting of the cadavers of the hostage taking
incident.
