- How can the Philippines strengthen enforcement of its duty to uphold the dignity of
women inmates in the area of personal health?
3. Research Objectives
- Discuss the standards, practices, and policy recommendations set forth in the
Bangkok Rules, and other instruments, with regard to the issue of addressing
the personal hygiene needs of women inmates;
- Analyze the guidelines, memoranda, of the BuCor with regard to the issue of
personal hygiene;
- Analyze the situation of BJMP Female Inmates as to whether the Bangkok
Rules standards and other international body of standards, and the BuCor
guidelines are being complied with; and
- To be able to provide policy enactment to address the issue
4. Scope and Limitations
- The study will focus on the issue of personal hygiene in the Correctional Institute for
Women (CIW) in relation to Bangkok Rules.
- The researcher narrowed down the subject of the study to the CIW 1 in order to obtain
credible data.
5. Significance of the Study

The CIW serves as the largest penal institution for women in the National Capital Region (NCR). Thus the
data to be gathered from CIW is ample to meet the objective of the study. However, the researcher recognizes
that the objectives of the study may be further met if additional penal institutions would be made subject of
the study, and may thus be considered.
