MSF SUPPLY

is looking for a

PORTAL AND EXTRANET OFFICER

MEDECINS SANS FRONTIERES is an international non-governmental organization working in 60


countries. Our volunteers provide assistance to populations in distress and victims of conflict, without
any discrimination on the grounds of race, religion, philosophy or political affiliation.

The Supply Unit of the OCB (Operational Center Brussels) covers the entire supply chain
management at international and local levels of the operations of MSF Belgium.

The supply chain department is responsible of the direct support to all OCB missions in the
management of their supply chain.

Several IT tools are used on OCB missions in order to facilitate this process. These IT tools cover
areas such as purchase, storage, transport, finance,…

Two of them are forming the link between the missions and MSF-Supply which is the main supplier of
OCB missions.

The Portal is the upstream link which allows missions to order goods to MSF-Supply. It also includes
additional functionalities such as a products catalogue, a forecasting module and the electronic
validation of the orders. Today, 450 people are using Portal and more are expected to join.

The Extranet is the downstream link which allows MSF-Supply to share information with the missions
on orders, freights, invoices and many other aspects. More than 500 people are registered on the
extranet.

Both tools are already used by most of the customers of MSF-Supply. All of them need to be
supported on a daily basis. These tools are also in constant evolution and need to be further
developed on a regular basis.

The position of Portal and Extranet officer is a new one which aims at increasing the capacity of the
team in charge of the IT tools. The person will be under direct supervision of the Field supply IS tools
referent and will be in charge of the support (including briefing and training) and the functional
development required on these 2 tools.

MAIN ACTIVITIES

1. Monitor the use of both tools on a daily basis

 Support to users

 Access maintenance

 Bug tracking

 Statistics and ad-hoc reports

2. Continuous upgrade of both tools

 Identify functionalities that need to be improved or corrected


 Identify functionalities that should be added

 Write technical specifications related to these improvements/correction/add-ons and


transfer them to the development team (use of a ticketing system)

 Follow-up development evolution

 Once done, test developments in a testing environment, report results to the


development team for potential corrections and validate their transfer to the productive
environment once validated

3. Participate to meetings or communicate with stakeholders in order to identify how the tools
should be enhanced

4. Improve the way the 2 tools are interfaced with other IT tools (supply, finance, medical,…)

5. Enhance and develop user manuals and briefing/ training materials on the 2 tools

6. Brief and train users

7. Supports the Field supply IS tools referent in the definition of an action plan on the Portal and
Extranet tools

8. Potentially support use or implementation of other IT tools related to supply

CANDIDATE PROFILE

 Experience in supply information systems (ERP, web platforms,…)


 Experience in supply chain management
 Strong skills in IT/computer minded
 (Field) MSF experience is an advantage
 Fluent in French and English
 Excellent communication skills
 Good analytical skills
 Organized, structured, able to set priorities
 Interest in logistics/supply and humanitarian action

CONDITIONS

 1 year contract, full time (with potential extension)


 Starting date: February 2016
 Work place: MSF Supply, Neder-over-Heembeek (North of Brussels)
