CONSTITUTION

INTRODUCTION

The Clair De Lune (CDL) is one of the organizations being established at Bulacan State
University Bustos Campus under the Office for Cultural Affairs and Performing Arts. It was
founded last October 28, 2013 with twenty students from the college of education and two
advisers Mr. Edmond Castro and Mr. Eduardo Lacuata.

Through the effort of the president Adriane Y. Dela Cruz, together with the advisers and
other members, the constitution and by-laws was created.

PREFACE

We, the members and advisers of Clair De Lune are asking for the guidance of the
Almighty God to create a right-oriented and humane group that concerns physical, mental,
emotional and spiritual matters which is appropriate to every student's sake, promote good
camaraderie, understanding, cooperation, unity under laws and truth, justice, freedom, equality
and peace, is do hereby permitted and implemented by this constitution and by-laws.

PREAMBLE

To be one of the representative of music in the town of Bustos and nearby places, to
nurture our national heritage through fostering the Campus’ interests in cultural activities, to
develop the skills in performing arts along with the academic attainments of its members, to
expose the dynamics of music —from classic to modern, and to promote camaraderie and
fellowship among students. We, the member of Clair De Lune do hereby submit ourselves to be
governed by the constitution and by-laws.
ARTICLE I — NAME

The organization will be known and called Clair De Lune.

ARTICLE II — MEMBERSHIP

Membership to the organization shall be limited to the students enrolled in any course at
Bulacan State University Bustos Campus who passed the audition and trainings, and the
requirements prescribed by the by-laws.

ARTICLE III — OFFICERS

The group shall be led by a president, a vice president, a secretary, a treasure and its
assistant, an auditor, and property custodian.

ARTICLE IV — MEETINGS

Special meetings of the organization will be called by the president at such time, or at
such place decided by the officers.

ARTICLE V — PROPERTIES

All the university properties and facilities requested by the organization must remain at
the custody of the group. The organization shirts and costumes must be worn by the members of
the organization.

ARTICLE VI — AMMENDMENT

The constitution may be amended by the vote of the majority of the members of the
organization.

BY-LAWS

ARTICLE I — MEMBERSHIP

Section 1.Regular members shall maintain their good conduct, academic performance and
musical enthusiasm in order to avoid expulsion from the organization. Thus, all new members
are considered trainees and must pay the membership fee of PHP 30.00.

Section 2.All member of the organization shall be a good role model to all the students of
Bulacan State University Bustos Campus

Section 3.All members must not have a failing grade in all subjects enrolled throughout
the school year. Members should pass a copy of his certificate of grades/report of grades.

Section 4.All members shall pay membership fee of PHP 50.00 only every semester, and
other financial matters that will help the organization to excel.

Section 5.All members shall attend all meetings, rehearsals, activities and projects of the
group.

Section 6.Three consecutive absents without notice and valid reason of absent at least two
hours before the organization meeting, rehearsal, activity, or project is strictly prohibited.

Section 7.All members must wear the organization shirt or uniform during Friday.
Members who are not in their proper uniform will not be allowed to attend the rehearsal and will
be considered absent.

Section 8.Each member is required to attend their academic class before attending to the
organization meeting, rehearsals, activity or project.

Section 9.The committee on auditions, assigned by the president of the organization will
decide for qualifying new members under the process of auditions or screenings.

Section 10.Intimate relationships are strictly prohibited among members unless with
parental consent of the persons concerned.

ARTICLE II — REHEARSALS
 Section 11.All members shall attend the regular rehearsals schedules every Thursday and
Friday, 5pm to 7pm.

Section 12.The meeting place and venue for rehearsals will be conducted inside the
portals of Bulacan State University Bustos Campus specifically at the Study Area, old building
or any available room or area through coordination with the campus' dean.

Section 13.All members shall be notified whenever emergency rehearsals are needed.

ARTICLE III — DISCIPLINARY SANCTIONS

Section 14.The disciplinary sanctions for misconducts or violations may be imposed to

the following:

First Offense: Fine of 50php and a warning of suspension.

Second Offense: Fine of 100php and a suspension for at least one week to one semester
depending on the weight of the violation.

Third Offense: Dismissal to expulsion.

ARTICLE IV — ELECTIONS

Section 15.The officers of this organization shall be elected before the end of the school
year. They shall be nominated and voted upon the floor or by ballot.

ARTICLE V — OFFICERS

Section 16.The president is in-charged for the meetings, rehearsals, activities and
projects, sign all official transactions, and create special committees of the organization.

Section 17.The vice-president shall assist the president for every meeting, rehearsal,
activity and project, and shall take charge of the group in the absence of the president.

Section 18.The secretary shall keep all the records and make letters for any transaction of
the organization.

Section 19.The treasurer shall collect and hold all finances of the organization. He has the
authority for the signatories of any in-flow and out-flows of the fund together with the president
and the advisers. His assistant shall aid him of all his responsibilities.

Section 20.Together with the treasurer and its assistant, the auditor shall audit money
transactions and present a financial report to the organization.

Section 21.The press relation officer shall take charge of the announcement and publicity
of all the meetings, rehearsals, activities and projects of the organization.
 Section 22.The property custodians shall be liable for the maintenance of all the
properties, resources and other assets of the organization, including documentation of the
meetings, rehearsals, activities and projects.

ARTICLE VI — RESIGNATION

Section 23.All resignations shall be presented in writing to the president or adviser of the
organization. If in case the president shall resign, it will be presented to the advisers of the
organization and will follow turn-over’s procedures for the next officials. Expulsion

Section 24.Any member may be expelled for cause who will violate the rules prescribed
by the by-laws of the Clair De Lune upon the decision of the officers and advisers. Expulsion as
disciplinary sanction is final and irrevocable.

ARTICLE VII — AMENDMENTS

Section 25.The content of this by-law may be amended depending on the need of the
organization regarding the situation implemented by the majority of votes of the membership of
the organization.
