CVEN90045 Engineering Project Implementation

(Assignment 1, Semester 2, 2019)

Project organization, governance and stakeholder management

The purpose of this assignment is to provide experience in preparing core elements for project
organization, governance and stakeholder management plans using an actual engineering project
(i.e. Middleborough Road Rail Separation Project completed in 2007). Detailed project information
has been given in Week 2 lecture notes. You might also like to gain additional information from

You are required to prepare some of the key elements of sections of a typical Project
Implementation Plan for the Middleborough Road project. The elements you are to produce are
described below and relate to the Project Organisation & Governance section of the Project
Implementation Plan and the Stakeholder Management section of the Project Implementation Plan.

Project Organization & Governance Plan


The project briefing describes the main features of the project including the "alliance" style
organisation chosen by the "project owner". Based on your understanding of the risks, resources and
critical interfaces to be managed for the Middleborough Road Project, you must judge the size and
complexity needed for the management and governance arrangements and also note that the staff
costs allocated in the project allow for a total alliance management team of 20 personnel on site
from Project Manager down to Site Engineer level.

 Task 1: Prepare two (2) diagrams to show the Project Alliance management organisation that
will provide practical and logical structures and including off-site (head-office) positions to
deliver the management functions listed in the project information provided for you in the
Assignment 1 Briefing Lecture for the Advance Works & Weekend Occupation Works (1
diagram) and for the Major Shutdown period (1 diagram).
 Task 2: Prepare a diagram to show the Geotechnical Sub-Contractor’s management
organisation, with details of the construction team described from the Geotechnical
Contractor’s Construction Manager down to Site Supervisor level, and including off-site (head-
office) positions. You must also describe eight (8) functional linkages between the
Geotechnical Sub-Contractor's organisation and the Alliance management organisation (during
the preparatory works stage) using a tabular format to show the linked positions with a brief
note to say why there is a linkage. You can base your organisation on the functional
requirements described in Lecture 2, noting that the Geotechnical Sub-Contractor will operate
during weekend occupations as well as during the major shutdown period.
 Task 3: In dot-point form, describe the main responsibilities of the Alliance Section Manager
responsible for the advance works at Laburnum Station being undertaken by several
subcontractors. In addition, discuss the reasons why some personnel in each Subcontractor’s
organisation have to work co-operatively with counterpart personnel in the Alliance
organisation.
 Task 4: Complete the schedule of authorization levels for the particular management positions
in the Subcontractors and Alliance Contractor's organizations by nominating the relevant
management position in your organisation diagrams against the authorization functions listed
in Appendix A.

Stakeholder Management Plan
 There are numerous Stakeholders who will be impacted by the implementation of this
project as listed in the information provided in the Briefing Lecture slides.
 You must prepare a map for the stakeholders, using the template provided in Appendix B,
to identify priorities during the Department of Transport Planning Stage and during the
Implementation Stage, then prepare a stakeholder engagement plan that covers both of
these stages using the ABC Project Strategy Consultation Plan that has been provided for
you as a guide.

The Assignment Report should include at least the following sections:


Document Status
1. Introduction and Purpose
2. Executive summary
3. Project Organization & Governance Plan
4. Stakeholder Management Plan
5. References

 The document status section should include the date of the report, the names of the document
authors plus a "Team Photo".
 The introduction & purpose section should describe the assignment and its objectives.
 The "Executive Summary" should include a description that summarises the key elements of
each section of your report.
 References should include a list of reference documents, stakeholders and/or specialists
consulted to undertake the assignment.

ADMINISTRATION:
You are to undertake this assignment in groups of four students, and these groups will be
allocated in tutorial 1. Please identify the group members and your tutor in the submissions.
This assignment is worth 15% of the subject result and should contain no more than 15
pages excluding the cover page.

Submissions must be lodged no later than 5 pm Friday, September 13, 2019. The
submission instructions are as follows

You should submit two soft copies of your assignment report on LMS via both LMS
Assignment Submission Tool and Turnitin by one of the group members. The links to
upload your report will be provided on LMS/Assignment section. Please rename the title
of your submission to reflect your tutorial and group number (e.g. Tutorial06_Group03).
