RESOLUTION
DIRBCTING THE COMMITTEE ON HUMAN RIGHTS TO CONDUCT AN
INQUIRY' IN AID OF LEGISLATION' ON THE KILLING OF RENE
RODRIGUEZ, A MEMBER OF SAMAHAN NG MAGBUBUKID SA
BATANGAS (SAMBATI' A PRovINcIAL CI{APTER oF KrLusANc
MAGBUBUKID NG PILIPINAS (KMPI ALLEGEDLY BY ELEMENTS OF THE
MILITARY

IITHEREAS, on November T, 2010 at around eight o'clock in the

morning, Rene Rodriguez, a member of samahqn ng Magbubukid. sa
Batangas (SAMBAT), a provincial chapter of Kilusang Migbubukid. ng
Pilipinas (KMP) was killed by two (2) unidentifred motorrycl.-ridi.tg men at
Sitio Caybunga, Balayan, Batangas;

WHEREAS, initial fact finding revealed that the two (2) motorcycle
riding men, one covered in white handkerchief and the other wiaring helmet,
are following Rodriguez and then shot him using a .45 caliber pistot. the
latter sustained four (4) gunshot wounds at the Uait< and one (1) each on his
thigh, chest and head, and died on the spot;

WHEREAS, according to KARAPATAN, Alliance for the Ad.uancement of

People's Rights, Rodriguez is the first (1*) victim of political killing in
Batangas and seventh Ftnl in southern Tagalog under the Rquino
administration;

WHEREAS' KARAPATAN also averred that Rodrigaez is the 21"t victim

of extrajudicial killing of activists under the Aquino administration;

WHEREAS, the killing of Rodriguez bears similarities to the pattern

and method in the killing of activists associated with militant ma^ss and
sectoral organizations that started in November 2OO4;

WHEREAS, the incident indicates that the Aquino administration's

extension of implementation of oplan Bantay Laya, a national internal
security operation plan also extends the extrajudicial killings of leaders and
members of militant mass and sectoral organizations; and

WHEREAS, the incident also indicates that government inaction on

the killing of activists associated with militani mass and sectoral
organizations, further emboldens the perpetrators and contributes to the
prevailing climate of impunity.

NOW, THEREFORE, Bt IT RESIOLVED AS IT IS HEREBY

REsoLvED, that the committeeon HumanRightsconductan inquiry, in
aid of legislation,on the killing of ReneRodriguez,a memberof similtan ng
Magbubukid sa Batangas (SAMBAT), a prorrirrcial chapter of Kilusang
Magbubukid ng Pilipinas (KMp) a[egedly by elements bf the military.
