The state is responsible for public finances. The main state objective through public
finances is often the promotion of full occupation and control of aggregate demand.

State intervention in finance, therefore, occurs through the variation of public spending and
taxes.

The three basic elements of the Colombian State are:

1. The population (human element)

Correspond to the group of individuals who are subject to the fundamental authority of the
State. In Colombia, according to the Political Constitution of 1991, in Article 96,
Colombian nationals are those who:

b. The children of Colombian parents who were born abroad but have decided to live in
Colombian territory.

or geographical scope within which the power of the State is exercised.
