MESSAGE OF THE COLLEGE PRESIDENT | 50th ANNIVERSARY CELEBRATION

50 years ago today, our leaders had nothing but the hope and optimism that the
fledgling College would someday become an institution to be reckoned with. Actually,
the development and story of MPSPC is an exciting one with potential implications.
[We have just watched the story of MPSPC presented by the Tadian Campus. This
exciting story shows how the Tadian campus has developed and presents an optimism
on how it could still be developed into what we wanted it to be].
The seed that was planted was nurtured and cared for by our great leaders, which
included our representatives to Congress and those who held the reins of the provincial
government, including those who were responsible in taking care of the College.
Today, it is our indispensable duty to respect that planting of the precious seed and
to pay homage to our planters. Today, it is our obligation to celebrate the planting of the
seed because that seed has grown into proportions beyond our imagination. The
planting of that seed 50 years ago has resulted to considerable benefit to those it serves.
Today, we celebrate because that seed planted 50 years ago is still alive and who knows
its potency and reach in the years to come.
Who would ever thought that MPSPC could host an international research
conference as we did April of last year? Who would have ever thought that MPSPC could
host a student’s international research forum with the keynote speaker from another
country? Who would have ever thought that MPSPC students could play host to foreign
students. Again, who would have ever thought that MPSPC could obtain an ISO 9001 –
2015 certification as we were able to do December 2018? Who could have ever thought
that MPSPC could commit herself and her services to meet the expectations of
international standards? Who would have ever thought that the MPSPC faculty could
win plaudits abroad for their researches and research presentations?
These were beyond everyone’s imagination. But who would have ever thought that
MPSPC faculty could get their works published in international peer- reviewed journals.
Nobody. Our hardworking faculty members did their best and now we see the results of
their work. Who would have ever thought that the graduates of our beloved College
would man the different important positions in our province, in the region as well as in
other parts of the country?
Today, we celebrate and offer a toast to the parents, the students and alumni who
had entrusted their education and the education of their children and wards to MPSPC.
Thank you and let us keep reminding ourselves that there is a beacon of light in this part
of the hinterlands of northern Luzon. This light has to be kept alive! And we therefore
ask our alumni and our linkages and our well-meaning friends to help us in the many
things that the College needs.
Today, we celebrate in order to better appreciate the improvements that we are
currently enjoying which have been worked hard for by school authorities, parents,
students and our faculty. Today, we celebrate so we could emulate the dedication,
commitment and labor of the faculty and staff from 1969 to the present. Today, we
celebrate to esteem my illustrious predecessors from 1969 to 2014 and to honor the
memory of those who have gone on earlier. Today, we celebrate because our circle of
friends and international linkages continue to grow. Today, we celebrate because we
continue to improve and develop. We therefore have to rethink our tools, our systems
and our responses. We must be wary of providing old solutions and provide reactions to
new problems. We must arm and rearm ourselves with new information, new ways of
teaching delivery and new skills.
My friends at MPSPC, the winds of change are blowing our way. We must be fit for
the evolving paradigms and emerging developments. Let us remain true to the vision,
mission, goals and objectives of our College. This celebration compels us to continue to
be at the center of social and economic transformation and to be the creator of
opportunities for our children and those who follow after them. Today, we celebrate and
look up at the mountains and the hills that we have yet to climb and the valleys that we
will have to get down to. We have to be reminded that our path in the future will not be
an easy road. Surely, there will be trials and there will be troubles and there will be
dangers that we have to meet.
But let me take this golden opportunity to issue this call for more collaboration, more
cooperation and more coordination within our ranks and on the part of our partners and
linkages and on the part of our friends, our supporters and our alumni.
For these will surely smoothen the ragged path that we have to trek. Dakayo amin

 USSO WINS STREETDANCING
[April 30]. The United Sabangan Students Organization (USSO) emerged as
champion in the street dancing competition which capped the month-long Golden Jubilee
celebration commemorating the founding of the College. Held at the streets of the capital
town of Bontoc, the street dancing competition showcased the dances and chants
presented by seven accredited student organizations.
“The United Sabangan Students Organization was able to combine chanting and
dancing in their performance leading them to catching the audience’s and judge’s
attention,” coordinator Carolyne Dale Castañeda said.
“The activity was aligned with our aims to preserve our people’s cultural traditions
among our students. It also served as a venue to strengthen student involvement in
extra- and co-curricular activities in the College. The competition also enabled the
community to appreciate the skills, creativity and resourcefulness of MPSPC students.
Our culture has been one of the most admired with its vibrant economic and rich
historical background. We start with simple activities such as these but the greater
impact relies on how we keep nurturing and supporting our learners. Since one of the
mandates of the institution is the promotion of IPED education, these activities will be of
help to every student willing to learn more about our culture and indigenous knowledge,
skills and practices,” said College President Rexton F. Chakas.
With the theme, “Radiating into the Golden Age: Minting Excellence, Innovation and
Participatory Leadership,” the month-long celebration included; International forum with
Indonesia and Taiwan links, Alumni Association General Assembly, Employees Dual
Meet, Regional Annual Administrative and Tactical Inspection, various seminars like
Philippine intellectual property rights orientation- seminar, capability building seminar for
SK Officials, and social accountability and election forum, bloodletting program, Search
for Mr. and Ms. MPSPC Gold, and Mr. and Ms. Body Physique, frolics and the street
dancing.
The yearly event is one way for the College to commemorate the advances and
developments that the past and present crops of political leaders initiated as stated by
Dr. Chakas during the Charter day program. Dr. Chakas further said that the event
“showcases a new tweak in our organization’s continuum narrative stirred by
participatory attempts to redefine our institution’s identity in the global arena.” He
assured that the future of MPSPC would never be a product of accident but certainly a
product of dedicated leadership and of the reliable characters who will continue to
sacrifice, toil and endure because of their passion and love for our institution.

2 graduates among the 58th TOSP–CAR

Two 2019 graduates of Mountain Province State Polytechnic College (MPSPC) are
among the Top 10 in the 58th Ten Outstanding Students of the Philippines–Cordillera
Administrative Region (TOSP-CAR) in the Awarding Ceremonies held at the Hotel
Supreme in Baguio City on July 15.
Shyla B. Alsaen and Sheeren F. Padchonga, who both graduated cum laude, joined
the formation program and the screening process last July 12-15 together with other
finalists from CAR.
Alsaen from Dacudac, Tadian graduated with a degree of Bachelor in Agricultural
Technology. She served as Student Trustee in the MPSPC Governing Board from
August 2018 to May 2019. Moreover, Alsaen was President of the Supreme Student
Government (SSG) of MPSPC-Tadian Campus and served as Sangguniang Kabataan
Kagawad in their barangay
“I never thought these opportunities will come my way. I only fulfilled the
responsibilities on the choices I made. I know that all my work, perseverance, and
patience that I invested bore good fruit,” Alsaen shared in an interview.
Padchonga who hails from Bontoc graduated with a degree of Bachelor of Arts in
Political Science. She was secretary of SSG-Bontoc Campus from School Year 2017 to
2019. She actively served and participated in College organizations as well as those in
the community.
“To be qualified for TOSP Search will not only benefit myself but more so with my
alma mater – MPSPC. It is my greatest hope that the institution where I came from will
continue to be noticed locally, nationally, and internationally,” Padchonga said.
 As an incumbent Sanguniang Kabataan Kagawad, Padchonga visualized and
implement activities for the welfare of youth such as leadership workshops and anti –
illegal drugs campaign activities.
The rigorous process started from the submission of bid books, formation program
and final interview to determine who will represent the region in the National Search.

Nursing Faculty member awarded with international scholarship

Nursing Faculty member Eva F. Dimog was recently granted a scholarship in Ph.D.
Puiblic Health by the Kaohsiung Medical University (KMU) in Taiwan. She is set to start
this September 2019 to July 2020.
With the established link between KMU and MPSPC, the scholarship was opened to
all interested employees, especially faculty members of the College who wish to pursue
their graduate studies at KMU. Dimog was one of the applicants for the KMU
scholarships and only she was qualified so far.
She received her letter of acceptance from KMU last June 10. The scholarship
includes tuition fees waived for one year, accommodation coverage, and NTD 10,000
monthly for stipend. Though the scholarship is valid for one year, she is to re-apply for
the next coming years until she will finish her degree since the Board of Trustees
endorsed her for full time study leave of last June 17 starting School Year (SY) 2019-
2020 to SY 2021-2022.
Dimog was hired as an Instructor I in August 2018. She is a registered midwife and had
recently passed the Licensure Examination for Teachers (LET) this year. “I was inspired
to apply for the scholarship and study Ph.D. in Public Health because the program will
help in the opening and improvement of the educational system of BS Midwifery in
MPSPC,” Dimog said in an interview.
The scholarships were a result of the strengthening of linkages with universities
and institutions here and abroad which is one of the thrusts of the Chakas presidency.
Seeing the need of the College for meaningful international linkages and exchanges, he
named Dr. Venus Grace K. Fagyan as VP Resource Generation and Linkages.
