Re: Chevy Commons Purchase Agreement

Genesee County Parks and Recreation staff requests the approval of the Chevy
Commons Agreement. Part of the Flint Riverfront Restoration Project, the acquisition of
Chevy Commons includes nine (9) parcels of property located in the City of Flint. The
total purchase price is $6,263,700.00. A grant in the amount of $4,697,775.00 was
awarded by the Michigan Natural Resources Trust Fund and match funds in the amount
of $1,565,925.00 awarded by the Mott Foundation. NO USE OF GENERAL FUND.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF

COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

WHEREAS, specifically allowed by the State of Michigan Department of

Natural Resources and the MDNR Trust Fund, Genesee County will purchase 9 parcels of
land, commonly known as Chevy Commons, from the City of Flint, for an amount not to
exceed $6,263,700.00; and

WHEREAS, the funding amount for the purchase consists of grant funding
in the amount of $4,697,755.00, provided by the MDNR Trust Fund, and matching
funding in the amount of $1,565,945.00, provided by the C.S. Mott Foundation, with no
use of the County General Fund dollars; and

WHEREAS, the funding amount will be used as described in the Real Estate
Purchase Agreement for construction projects at Riverbank Park, Vietnam Veterans
Park, and other associated construction more particularly described in the
Development Plans section of the Agreement.

NOW THEREFORE, BE IT RESOLVED, by this Board of County Commissioners

of Genesee County, Michigan, that the request by the Parks and Recreation Director to
authorize the purchase and the accompanying Real Estate Purchase Agreement
between Genesee County and the City of Flint, for the acquisition of City of Flint
property commonly known as Chevy Commons, containing nine (9) parcels, as
described in the attached Agreement, with funding for said property to be paid from
account 849.00.00.7700.60005.000, is approved (a copy of the memorandum request
and Purchase Agreement documents being on file with the official records of the
October 9, 2019, meeting of this Board), and the Chairperson of this Board is authorized
to execute this agreement on behalf of Genesee County.
