1 SCOPE
PT IKL is developing the concept of an offshore platform for LNG regasification, as an
alternative to a conventional FSRU with fixed mooring.
This document is to summarize the data and options considered for the design of this platform.
It is limited to the platform design only, as other parts of the system (marine facilities and gas
pipeline) are the same as for the base case FSRU.

2 TERMINAL DESIGN DATA

2.1 CONCEPT
- To feed a power plant in Indonesia
- Used LNG Carrier with minimal modifications + Regasification facilities on an offshore
platform.

2.2 CAPACITY

- 2 x 500 kt/y Capacity of one train corresponds to the

design consumption of a typical 400 MW
power plant (Combined Cycle Gas Turbine)
(Not 600 MW : Design ≠ Actual)
2 trains = (2+1) HP pumps + 2 vaporizers ?

2.3 SITE DESIGN DATA

Location
- Indonesia
- Water depth = 25 m max Could probably be reduced to 20 m (or less)
- 20 km from shore Design assumption; water is generally
shallow around Indonesian coast

- Sea water temperature : 30°C 27°C ?

3 FSU
- The concept is based on the use of an Maintenance works may be required before
existing LGC carrier, without conversion the ship is sent to site. Cost has to be
works. considered in the project economics.
Some piping modification may be Life time may be shorter than a new built
required (for simultaneous unloading of vessel.
carrier and send-out).
- Storage capacity : circa 170,000 m3 Most probable size for a used LNG Carrier
Too big ? See §5.2 “BOG”

- Boil-Off Rate : 0.15 %/day

- Loading flow rate from LNG carrier : Typical for this size of LNGC ; but is it the
12,000 m3/h same for STS operation ?
- Pumps : HOLD
- BOG Compressors (HD / LD): HOLD
o Capacity
o Discharge pressure

4 MARINE FACILITIES
To be studied.
For concept evaluation, it is considered that Note that other mooring options are
the marine facilities (breakwater, mooring, …) available for FSRUs : Lampung FSRU is
would be the same as for a standard FSRU moored to a turret
with side mooring facilities.

5 PROCESS FACILITIES

5.1 PROCESS DESIGN DATA

- Regasification capacity : 500 kt/y
365 days/y basis =>
57 t/h or 65 mmscfd / train
- Export pressure : 52 barg @ power plant Consider allowance for line packing (during
B.L. => 65 barg in vaporizers to allow for detailed design)
pipeline pressure drop

5.2 PROCESS DESIGN AND OPERATION PRINCIPLES

5.2.1 Operating modes

- Send-out : Max / Min / Zero
- LNG Carrier unloading
-

5.2.2 Heat leakage / LNG Recirculation System

TO BE STUDIED Small diameter lines don’t need circulation?

5.2.3 Boil-Off Handling

Low pressure BOG header (flare header)
required on platform => FSU compressors
can’t be used !
- Flow rate : TO BE CALCULATED
PRELIMINARY ESTIMATE :
170,000 m3 x 0.15%/day
-> 4.9 t/h
-> Minimum LNG flowrate to Recondenser
~ 60 m3/h.
- May be too high
- BOG during unloading cannot be
condensed!
- Gas destination:
o Priority = Fuel Gas
o Next = recondenser
o Back-up (zero send-out) = flare

5.2.4 Availability and equipment sparing

5.2.5 Flare & Relief

PSV & TSV to flare header
- Flare capacity: To be calculated
(at least capacity of one vaporizer)
- Location To be decided

5.2.6 Draining Philosophy

Proposal = push with fuel gas to Flare/Vent
header

5.2.7 Isolation Philosophy

DBB philosophy to be decided : HP pump
discharge only?

5.3 UTILITIES
The design assumption is that the platform should not rely on FSU utility systems, so that it
can be moved and reused in another location. Possible integration can be studied later.

Uility systems:
- Power generation
- Firewater
- Instrument air
- Fuel gas : BOG,
back-up = export gas

5.4 EQUIPMENT SELECTION

5.4.1 LNG Pumps

Barrel type – Submerged motor
=>
- - Recondenser elevated
- - Vent line

5.4.2 LNG vaporizers

Sea Water Heat Exchanger No reference ?

5.5 CONTROL PHILOSOPHY

Control room on barge

5.6 SAFETY
Spill containment

6 BARGE
- No living quarters. It is assumed that accommodation is available on the ship.
- Self elevating type

7 EXPORT PIPELINE
To be studied later.
Same as for a conventional FSRU.
- 20 km length
- Preliminary diameter : 8” Min.10” required
- Pigging facilities
