Introductions

Darryl Jaquess (L+E) opened the meeting to discuss the following:

1.00 Submittal Status

1.1 CDRLs
L+E is currently reviewing CDRLs 49, 22, 16.01, and 62.1006. CDRL 22 is anticipated to go out today.

1.2 SCVM
BT has completed the review of the SCVM table provided by L+E and agreed with the proposed
changes. L+E will issue a formal letter updating the SCVM table on the SP based on these changes. Action

2.00 Manufacturing – Refer to Monthly Project Review Presentation – Vehicles, September 24, 2019

2.1 Vehicle Manufacturing Update

Engineering
BT reported that vehicle engineering design phase is complete, and that engineering continues to
support inquiries from procurement and suppliers. BT also reported that retrofit engineering design
and retrofit planning for existing vehicles and engineering design for the MRV is in progress.

The owner inquired on BT’s schedule of submitting the retrofit plan and requested BT to schedule a
presentation for this plan. BT plans to submit the retrofit plan by the end of this month (September) Action
to be followed by the presentation next month (October).

L+E inquired if wayside equipment is also included in the retrofit plan. BT responded yes.

Procurement
BT reported that majority of their procurement activities are now associated with expediting material
delivery to the Pittsburgh car assembly site.

TPI Composites – Rhode Island


BT reported that TPI continues to produce car shells in accordance with agreed schedules. To date,
nine (9) sets have been built and shipped to ADL.

Alexander Dennis (ADL) - Scotland


BT presented the manufacturing status of ADL. A total of seven (7) sets of car shell composites have
been delivered to ADL; two (2) additional car shells are in route to ADL; one (1) car completed and

delivered to Pittsburgh; one (1) car to be inspected by SQA this month; and three (3) cars in the
manufacturing assembly phase.

BT provided manufacturing status of Cars 19, 20, 21, 22, and 23. To date, Car 19 is assembled, tested,
passed FAI inspection and was shipped to Pittsburgh on the 5th of September. Car 19 is expected to
arrive in Pittsburgh around September 25 or 26; Car 21 is in its final assembly phase as testing is on-
going and scheduled for SQA inspection this week; Car 20 assembly stage is on-going – car shell was
bonded to the underframe and its bottom door tracks fitted; Car 22 structural assembly started on
September 2 while its roof assembly has been completed; Car 22 TPI components were already
delivered to ADL and that the structural work on the car started last week (September 16).

BT clarified that there was a change in the presentation slide and that Car 19 will be delivered to the
West Mifflin facility NOT painted. The reason for this is that there is no contract yet between BT and
Novak and procurement is still in the process of setting up a contract with Novak painting, though plan
for future cars is to have these painted prior to delivery to the West Mifflin facility.

The Owner inquired if there has been update/movement in the vehicle manufacturing process to
address the concerns brought up last meeting regarding the production gap? BT explained they are in
discussion with ADL to address this gap. BT recently put a schedule together and sent this to ADL for
review. BT is waiting for confirmation that ADL can meet these dates. BT explained that the duration of
the gap looks the same as before, but the delivery of the final vehicle to Phoenix is now July 2021
which is 6 months earlier. BT is still tweaking the schedule and closely communicating with ADL to
make sure that ADL meets these proposed deliveries.

L+E inquired why is there a recessed block near the door post and is it there by design and the same as
Stage 1? Don (BT) explained that he sent an email inquiry to Randy Rice (BT) asking these same Action
questions and will respond to L+E as soon as Randy answers these.

The owner inquired how did the FAI for Car 19 went? According to Darryl (L+E), there are minor works
needed but overall, the inspection went well.

Bombardier - Pittsburgh
BT reported that they continue to make progress in the manufacturing of car assemblies. Sub-assembly
work is in progress for Norming Point Antenna Assembly, Air Control Package – General Assembly, Air
Tank Assembly (3 per car), Brake Relay Enclosure General Assembly, Brake Control Package Assembly
(2 per car), Ground Lost Detection Box Assembly, Collector Termination Box Assembly, Manual
Controller Assembly (2 per car), Door Control Panel Assembly (4 per car), Compartment 1 Assembly,
Comms Soft Shutdown System Assembly, Wiring Harnesses (11 per car)ported that sub-assembly work
began and currently in progress for Driver’s Control Intercom Panel, Norming Point Antenna Assembly,
Air Control Package – General Assembly, Air Tank Assembly (3 per car), Brake Relay Enclosure General
Assembly, Brake Control Package Assembly (2 per car), Ground Lost Detection Box Assembly, Collector
Termination Box Assembly, Fuse Panel Assembly, Lightning Arrestor Mounting Assembly, 3-Phase
Circuit Breaker Assembly, Wiring Harnesses (11 per car).

Sub-assembly work for all 24 vehicles is complete for Smoke Detectors Assembly (2 styles), Mobile
Data Radio Assembly, Driver’s Control Intercom Panel (2 per car), Handheld Speaker Microphone (2

per car), Audio Interface Module (2 per car), Fuse Panel Assembly, Lightning Arrestor Mounting
Assembly, and 3-Phase Circuit Breaker Assembly.

L+E asked if the same brake package used in Dubai which was problematic, will be used for the Phoenix
project? BT responded and assured L+E that the brake package for the Phoenix is not the same as the
Dubai project.

2.2 Stations/Wayside
BT reported that manufacturing of wayside equipment is moving according to plan. FAI for the two (2)
RATP cabinets is planned on November 29, 2019 and will be coordinated and firmed up with L+E in Action
advance. FAI for the DC switchgear is also upcoming and Craig Stukus (BT) is doing the FAI in Alliance,
Ohio.

BT also reported that the AHUs for the M&SF are scheduled to be delivered on October 14. Due to the
size of these equipment (approx. 30 ft long), crane will be arranged for lifting. Coordination with the Action
airport personnel will be required during delivery.

L+E inquired about the status of the engineering laboratory. BT indicated that the engineering
laboratory has been set up but its status with respect to the Phoenix central control equipment and Action
the software is not yet known. BT will follow-up with the latest update.

BT also reported that Randy Santina (BT) will be here from October 15 thru 25 for the first guideway
switch installation. BT also reported that the review of the camera mounting bracket shop drawing is
on-going and will be released for fabrication when completed.

2.3 Milestone Look Ahead


Refer to Section 2.1 for look ahead discussions.

2.4 Revised Logistics Plan


L+E asked if the logistics plan has been updated considering the baseline schedule is complete? BT
responded they made the update a month ago but will revisit the plan and update it for any new Action
information.

BT asked when is L+E’s travel plan for the next FAI? L+E responded that the plan is to visit ADL on
October 14 & 15 then Pittsburgh. The team discussed that while in Pittsburgh, L+E can see the painted
car, discuss SCVM updates, passenger flow rates, fixed facility design and other topics. L+E/BT to Action
finalize the schedule for the Pittsburgh visit.

3.00 System Coordination

3.1 Emergency Door Position Paper


BT reported that an email was sent to L+E on Tuesday 9/24/19 containing a memo of BT’s engineering
position for the egress hazards identified in the whitepaper analysis (30252599—Train Egress in Station
Area Analysis and Door Blocking Analysis). Safety will incorporate this memo in the safety hazard

analysis to become part of their safety documentation. L+E requested BT to formally transmit these Action
documents in Unifier.

3.2 Detail Emergency Walkway Lighting


BT reiterated that the emergency walkway design will be incorporated as part of CDRL 54 – final.
BT/Weitz indicated that Tokistar Lighting, Inc. is expected to be the vendor for emergency walkway
lighting.

3.3 Station Conduits


The team talked about stations and Airport Command Center conduits.
Per BT’s request, L+E will schedule a coordination meeting with the fixed facility design team to Action
coordinate the routing of the RCC camera conduits in order for BT to understand how the owner’s
conduits will be routed from the ATC room to the IDF then to the platform.

With regards to the Command Center, the team discussed that only those included in the City
“approved vendor list” can test the cables going to the Airport Command Center. The Owner
mentioned that the City has been using Teltek for this type of work and Wilson may have also used
them for Stage 1/1A.

As for the pull box (STIR -008), BT design is currently reviewing if the proposed pull box size is large
enough to support the cable bends as well as the number of conduits being terminated to the box and
that their locations will not be an issue.

The team also discussed the planned Horton site walk this week with BT and L+E mentioned that HP
(Meng Folkes) was also invited to join the site walk in order to address her questions related to the
cladding installation.

3.4 Substations
BT advised the Owner that the delivery of the DC switchgear for the RCC PDS building will be on
October 28; the DC switchgear for the 24th PDS building will be made 1 week after; and the DC
switchgear for the West Terminal PDS building will be 2 weeks after. These deliveries were coordinated
with the anticipated completion of correcting the conduit work at these buildings.

BT also mentioned that they are still planning to move the UPS equipment before the Medium voltage
gear gets installed back and this will be coordinated with HP so as not to interfere with HP’s work.

3.5 Section 7
BT reported that re-profiling at Section 7 is complete, and that the drawing will be issued on Friday. It
was discussed that some of the cambers observed could potentially disappear once the guideway is
completely built and carrying all the assumed loads/weights. Weitz mentioned that the survey
assessment is important to make sure the construction tolerances do not go beyond what BT requires.

3.6 Qualification Test


BT discussed that they are still working on this list and will submit this as soon as it is finalized and
reviewed.

3.7 Ridership/Seasonality
L+E mentioned that Laura (L+E) completed her report on the ridership and will be sent out to BT once Action
internal review is complete.

L+E reported that STIR-008 is still open and BT is working on this request as discussed in item 3.3 Pull
box (STIR-008).
