INTRODUCTION

In any acceptable definition of payroll, one must include the important

element in the processing of a payroll. Payroll may be define as a list of

payment of workers showing the payment of each workers row wise, and

each field having a different heading e.g. Gross pay, Deduction, Allowance

and Net pay. It is almost inconceivable to design a payroll and predict the

success without due consideration to the involvement of the workers.

The advent of computer have brought computer and computing power

to the disk of any one. The research work is based on the following;

Analyzing the existing system that is system analysis and designing new

system for the Talata Mafara Local Government that will be every effective

and efficient in processing the payroll system in Talata Mafara Local

Government by computerizing the system there will be accuracy in the

processing data into information which will help the local government in

achieving their desired goals.

The manual system of payroll being used in Talata Mafara Local

Government is delaying, consuming a lot of time and very monotonous. But

all these problems can be rectified by computerizing payroll of Talata Mafara

Local Government which will actually lead to may improvement in the

operation of the payroll department of the Talata Mafara Local Government.

This is because computer is more accurate, more reliable and faster than

manual methods. Also it will bring about no room for delay in the payroll

department of Talata Mafara Local Government.

STATEMENT OF THE PROBLEMS

The problems identified and discovered with Talata Mafara Local

Government in the course of their payroll which is manual system are as

follows:

1. The current system is not computerized and therefore all the

processing is done manually, as a result the processing of payment is

slow.

2. In the process of manual payroll there is inefficiency of record keeping.

3. There is lack of readymade information about the payroll to check for

any worker they have to go through a number of files.

4. Insecurity of files of workers to know how remunerated workers are in

processing the local government payroll.

5. In the process of staff manual payroll, one of the problems associated

with the system is the omission of staff in the payroll.

6. Another problem associated with manual payroll is payroll is under

payment and over payment of staff salary.

OBJECTIVE OF THE STUDY

The objectives of the study areas show below:

i. To design a new system using computer that will be very fast and

accurate information could be maintained.

ii. To design system that will allow proper record keeping of the salary

with rate of their remuneration of salary and other allowances to be

paid and deducted from each workers.

iii. To design a system that will provide readymade and complete

information.

iv. To design a system that will make a good and comprehensive payroll

for the workers.

v. To design a payroll accounting system for calculation of wage and

salaries involves a number of variable but common factors which

relate to the personal details of each employee such as Gross pay,

Tax pay, Transport allowance and other allowance.

SCOPE OF THE STUDY

This converse the payroll of Talata Mafara Local Government, Zamfara

State; the study is analyzing the process using electronic device which is

computer.

PAYROLL SYSTEM

Introduction a payroll system involves everything that has to do with

the payment of employees and the filing of employment taxes. This includes

keeping track of hours, calculating wages, withholding taxes and other

deductions, printing and delivering checks and paying employment taxes to

the government. The payroll system starts when a company hires its first

employee. In the United States, every new employee must be reported to

the state along with a completed W-4 tax form. The W-4 determines how

many allowances the employee qualifies for when calculating the federal

income tax that should be withheld from each check. Generally, the more

dependents you have, the less income tax you have to pay.

Introduction as an employer, the W-4 is the first of many forms that you

must keep on file as part of your payroll system. In fact, the W-4 needs to be

kept on file up to four years after the employee is fired or quits [source: Intuit].

You must also keep track of the employee's critical personal information, like

the address to which checks are sent, or in the case of direct deposit, the

bank information and account number where the money is wired. All of this

information is highly sensitive, meaning that a good payroll system should

also be very secure.

COMPUTERIZED PAYROLL SYSTEM

Computerized payroll systems within your business or organization

can bring forth positive changes, saving hours producing and updating

physical payroll journals and records. Computerized payroll systems come

in the form of software packages that you must install on company

computers. Whether you're a small, medium or large organization, this type

of system creates efficiency as all records can be stored, organized and

maintained electronically.

Computerized payroll system performs the same functions that manual

methods of payroll do. It stores employee data, such as names, addresses,

social security numbers, pay rates and withholding allowances of each

person. It calculates payroll taxes and deductions and keeps all data up-to-

date after each pay period.

METHODS OF DATA COLLECTION

The data collection method for this research work are observation, the

reason why we choose this observation is find our the current payroll system

in Talata Mafara Local Government finance department and observed how

they are arranged their salary base on payroll system per monthly and our

observation is findings out.

Observation the main of such studies is usually to determine whether there

is a link between state government and local government for paying their

workers base on payroll system. The group of people involved in this kind of

study is known as a cohort and they share the payroll according to the

department a certain characteristics or experience within a defined period.

Within the department, there may be subgroups (e.g. people who are going

to pay the salary moderately is clerk, which allow for further comparisons to

be made.

In some cases, rather than following a group of people from a specific

point in time onwards, the researchers take a retrospective approach,

working backwards as it were. They might ask participants to all them about

arranging their payroll system per month, how long they take for paying their

workers etc).

FINDINGS

To design a new system using computer that will be very fast and

accurate information could be maintained. To design system that will allow

proper record keeping of the salary with rate of their remuneration of salary

and other allowances to be paid and deducted from each workers. To design

a system that will provide readymade and complete information. To design

a system that will make a good and comprehensive payroll for the workers.

SUMMARY

This research work has reviewed on Computerization of payroll system

and method of designing a payroll system software for payment of Talata

Mafara local Government.

The statement of the problem has been computerized in a way that it

could be easily understood by anyone who cares to know, and a software

package is designed to improve computerization of payroll system in paying

the workers their salaries.

RECOMMENDATION

This project is designed to be used by any organization or individual

that wants to employ the use of computer in teaching and learning process.

This is can be accomplished by little human efforts. The problem has

been designed to handle limited data. But nevertheless, it can be expanded

and modified to handle as much variable as required by the user. This project

deals with the computerization of payroll system.
