WARRANT FOR

SPECIAL TOWN MEETING


NOVEMBER 30, 2010
THE COMMONWEALTH OF MASSACHUSETTS

County of Dukes County, ss


To either of the Constables of the Town of Aquinnah,

GREETINGS:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn
the inhabitants of the Town of Aquinnah who are qualified to vote in elections and town affairs
to meet in the Aquinnah Old Town Hall in said Town, on the thirtieth day of November
2010, at 7:00 PM, then and there to act upon the articles of this warrant.

ARTICLE ONE
Board of Selectmen/Town Accountant

To see if the Town will vote to raise and appropriate for FY 2011 the sum of $10, 200 (ten
thousand two hundred dollars) to pay for temporary disability compensation for town employees
and volunteers injured in the line of duty who are not otherwise covered by workmen’s
compensation insurance, or take any other action related thereto. These amounts are to be
returned to the general fund through payments of insurance claims.

ARTICLE TWO
Board of Selectmen/Town Accountant

To see if the Town will vote to raise and appropriate the sum of $5,100 (five thousand one
hundred dollars) to replenish the FY 2011 Reserve Fund for monies already used for the purpose
stated in article one, or take any other action related thereto.

ARTICLE THREE
Board of Selectmen/Town Accountant

To see if the Town will vote to raise and appropriate the sum of $2,600 (two thousand six
hundred dollars) to fund an unexpected fire truck repair (321) for FY 2011, or take any other
action relative thereto.
ARTICLE FOUR
Board of Selectmen/Tri Town Ambulance Committee

To see if the Town will vote to raise and appropriate the sum of $3,164.93 (three thousand one
hundred sixty four dollars and ninety three cents) to fund the town’s 1/3 share of prior fiscal year
bills for the Tri Town Ambulance, provided that the Town of West Tisbury votes the same at
their next scheduled town meeting, or take any other action relative thereto.
A 9/10 vote is required.

ARTICLE FIVE
Board of Selectmen/Tax Collector

To see if the Town will vote to enact a temporary real property tax amnesty program during FY
2011, beginning on November 30, 2010 and ending June 30, 2011, in accordance with Chapter
188, § 68 of the Acts of 2010, or take any other action relative thereto. The eligible taxpayer
shall receive a waiver of 75% of accrued interest, collection costs and penalties owed upon full
payment of each year(s) outstanding liabilities, and all interest, collection costs and penalties not
waived, by the end of the amnesty period. The amnesty period shall cover real property taxes
from FY 2006 to the present.

ARTICLE SIX
Board of Selectmen/Cable Advisory Board

To see if the Town will vote to raise and appropriate the sum of $4,000 (four thousand dollars)
for the Town's share of the island-wide Cable Advisory Board's legal services, or take any other
action relative thereto.

ARTICLE SEVEN
Board of Selectmen

To see if the Town will vote to appropriate the sum of $7,000 (seven thousand dollars) from the
Capital Buildings and Grounds Stabilization Fund to purchase a new generator, or take any other
action relative thereto.
A 2/3 vote is required.
ARTICLE EIGHT
Community Preservation Committee

To see if the Town will vote to appropriate the sum of $240,000 (Two hundred forty thousand
dollars) to purchase a parcel of land located at 45 State Road, Map 9, Parcel 146, comprising 6.3
acres, more or less, for Community Preservation Act purposes, and to pay all other costs
incidental and related thereto, and that to meet this appropriation, the Treasurer, with the
approval of the Selectmen, is authorized to borrow said amount under an pursuant to Chapter
44B, Section 11 of the General Laws, or pursuant to any other enabling authority, and to issue
bonds and notes of the Town therefore, or to take any other action relative thereto.
A 2/3 vote is required

ARTICLE NINE
Affordable Housing Committee

To see if the Town will vote to authorize the transfer of a one acre parcel of land located at 20
State Road to the Island Housing Trust (“IHT”) for $20,000. The parcel is to be used for
Community Housing Purposes under the terms and conditions set out in the Town’s Request For
Proposal’s (“RFP”) on file with the Town Clerk, which the Town awarded to IHT on November
9, 2010, or take any other action relative thereto.”
A 2/3 vote is required.
And you are hereby directed to serve this warrant by posting up attested copies at the
Schoolhouse and Town Hall in said Town, at least fourteen days prior to time of said meeting.
Hereof, fail not, and make due return of this warrant with your doings thereon to the Town Clerk
at the time and place of said meeting. Given under our hands this sixteenth day of November in
the year of our Lord Two Thousand and Ten.
