Purpose:

To implement and maintain the controls over circuit breakers RCCB/ ELCB/ RCBO/ RCD.

Scope:

Applicable for MHS-RLS & Pre-screening facility projects

Procedure:

Pre- Inspection requirements:

 Collect Permit to work from client. Prepare Risk assessment and Conduct Toolbox talk
before starting work.
 ELCB/RCB Should be tested before installation on a panel, every month at least once to
be tested with digital ELCB/RCD tester.
 Where it is not possible or due to defect in the equipment, atleast ELCB/RCCB should
be manually tested and same should be recorded.
 The digital or electronic devices used for testing should have Valid calibration certificate.
 The testing work will be done only by certified and competent electricians.
 Each and every ELCB/RCD will be identified by unique id numbers and same numbers
will reflect in the inspection sheet.
 Details of testing results should be recorded in FLS- RCCB testing format with all
signatories

Inspection Rejection criteria:

 If the test reports showing a result of tripping time more than 100ms sec then the RCCB
should be removed from service.
 If in other type of tester where it reflect the tripping value more than 27 ma that RCCB to
be replaced.
 Any RCCB which is not trip during testing will be rejected and replaced.
 Any RCCB which found sign of flash or smoke to be rejected and replaced immediately.
 Any RCCB if not properly secured in the channels of panel and chance of falling that
should be removed from panels.
 Any RCCB not tripping manually should be rejected and replaced.
 The RCCBs found with defect should be removed immediately from panel. If any case it
is not possible to remove immediately from panel should be kept in switch off and use of
power from the RCCB to be prohibited and out going to be removed.
 Defected ELCBs should be marked defected or rejected and disposed suitably, if stored
should be stored in locked container.
 RCCBs tripping continuously should be checked for it’s for earth resistance value and
earth wire connections.
