Article I

General Provision

Sec. 1: This organization shall be known as the Supreme Student Council of Abuyog Community
College, hereinafter referred to as SSC.

Sec. 2: A designated Supreme Student Council office shall be located inside the ACC campus.

Sec. 3: The organization shall have an official and permanent Logo

Article II

DECLARATION OF PRINCIPLES AND OBJECTIVES

Sec. 1: The Supreme Student Council is an autonomous organization of the studentry of Abuyog
Community College which shall pursue programs, policies, projects, and activities towards the
protection and advancement of the democratic rights and welfare of its members in a manner
consistent with the College Code and existing laws, rules and regulations.

Sec. 2: The Supreme Student Council as the sole governing body of the studentry of Abuyog
Community College shall:

a) Embody the united and genuine interest of the ACC studentry, instilling in them
leadership, service, dedication, solidarity, loyalty and nationalism with integrity, equality and utmost
responsibility.

b) Recognize the vital role of the youth in nation building, and shall promote their physical,
intellectual, socio-cultural and spiritual well-being.

c.) Shall ensure that quality education is effectively imparted to the students through the
organization’s ways and means.

d.) Establish, maintain, promote and ensure harmonious relationship with the student
organizations, administration and other sectors of the community.

Article III

MEMBERSHIP

Section 1: All officially enrolled student of Abuyog Community College shall be ipso facto a member
of Abuyog Community College - SSC who adheres to the vision, mission, objective and goal of the
organization
Note: treatment of the supplemental students will they still be a part of the organization officially
enrolled” --- they might be subjected to the same obligations with a regular student.

Section 2: Membership may be lost in the following grounds

a. Discontinuance of studies;

b. Expulsion from the college

c. Transfer to another school;

d. Willful violation of the Constitution

Article IV

RIGHTS and PRIVILEGES

Sec. 1: Every member has the right to a quality education.

Sec. 2: Every member has the right to hear and to be heard of grievance in accordance with duly
established procedure and policies for the good of the studentry should not be denied.

Sec. 3: Every member shall have the right to establish/organize/join clubs, alliances, federations,
and other associations among themselves for purposes not contrary to the laws and regulations of
the college and is recognized by the school inside the campus based on their general and/or
particular interest including social services, religious, cultural, and political organizations.

Note: taking into consideration the application of the Christian Brotherhood, and sisterhood.

Sec. 4 The student shall enjoy the right to publish a student-controlled publication.

a) Such students’ publication shall serve as an essential conduit between students, academic
community, and the society in general.

b) Being the official organ, the student publication shall serve as the service function of
reflecting and enhancing the ideas, views, aspirations, issues and sentiments of students.

c) No school administration and/or school official shall influence nor determine the contents
of the student publication. The editor shall take all responsibility for consequences arising from the
publication of the articles. The provision of the campus journalism act shall guide them. The role of
the adviser is limited only to technical guidance and to such other functions as provided in the code
of ethics for journalism.
Sec. 5 Students organization shall have the right to choose their own advisers.

Sec. 6 Every member shall have the right to information and access to all records, documents, books
and similar things of public character pertaining to the SSC.

Sec. 7 Every member has the right to an equal treatment, protection and opportunity irrespective of
gender, course, racial or ethnic, economic and social status, religion, political affiliation, and
education, physical and mental capability.

Sec. 8 Every member shall have the right to be elected to an office in any recognized organizations,
or in the SSC as provided for in the by-laws.

Sec. 9 No arbitrary administrative measures and penalties against any student shall be allow without
due process. Just causes as provided in the Student Handbook shall be the basis is meting out
punishment(s) to the student or organization.

Sec. 10 No student shall be subjected to suspension, expulsion and disciplinary action without due
process of law.

Sec. 11 Students have the right to use classrooms, conference halls and other facilities inside the
College for purposes other than instructions provided that permission is obtained from
concerned college official and provided further that the use thereof is not disruptive to classes.

Sec. 12 The right to participate in the formulation of policies that directly affect their democratic
rights as student.

Sec. 13 The right to be free from torture, extortion, harassment, intimidation, manhandling, grave
threats, acts of terrorism and other similar acts.

Sec. 14 Students who are member of the Supreme Student Council, ACC Dance Troupe, Honeycomb
is entitled to a 20% discount of their tuition fee provided that they are not a grantee of any
governmental scholarship or sponsorship.

Article V

Duties and Responsibilities of the members

Sec. 1 It shall be the obligation of every member to uphold and defend this Constitution, to abide
by its rules and regulations and protect the basic right of every student.
Sec. 2 Every student shall protect the academic integrity of the school, endeavor to achieve
academic excellence and abide by the rules and regulation.

Sec. 3 It shall be the duty of every member to protect and safeguard the properties of the school.

Sec. 4 It shall be the obligation of any student to pay a fine of twenty five pesos (Php25.oo ) for
failure to attend / participate in any meeting called or activity of the college where student
participation is called for, which shall form a part of student trust fund of every respective
organization.

Note: for consideration other fees and dues such as athletic, socio-cultural etc. -- and other fees or
dues decided by constituted authorities

Sec. 5 Every student must exercise his / her rights responsibly in the knowledge that he/she is
answerable for any infringement or violation of the public welfare and of the rights of other.

Sec. 6 Every student must show respect to each and everyone, especially to immediate superior, if
any, and to set apart personal and official matters during official business.

Article VI

SUPREME STUDENT COUNCIL

Sec. 1: The Supreme Student Council shall be the highest governing and policy- making student body
of the college.

Sec. 2: The Supreme Student Council shall employ its governing laws with the consent of the
academic community.

Sec. 3: The Supreme Student Council shall promote democratic rights, ideals and welfare of the
studentry and the college.

Sec. 4: The Supreme Student Council shall represent the studentry to the college head on matters
affecting student affairs and activities.

Sec. 5: The Supreme Student Council shall conceptualize projects/ programs and implement
the same upon approval of school authorities.
Sec. 6: The Supreme Student Council shall assist in the dissemination of information on the rules
and regulations concerning students’ proper conduct and discipline.

Sec. 7: The Supreme Student Council shall represent the college in external student activities with
the permission of the College Head.

Sec. 8: The Supreme Student Council shall represent the studentry in all major policy making bodies
of the college as provided by laws, rules and regulations under/ or by any competent authority.

Note: as a representative BOT

Sec. 9: The Supreme Student Council shall perform other duties and powers as prescribed by the
Constitution and By- Laws and/ or the body

Article VII

COMPOSITION OF THE SUPREME STUDENT COUNCIL

Sec. 1 The Supreme Student Council shall be composed of President, Vice President for Internal
Affairs, Vice President for External Affairs, Secretary, Treasurer, Auditor, Public Information Officer,
Two (2) Business Manager, Two (2) Peace Officers and Year level Representative. All the members of
the Supreme Student Council shall be elected at large.

Sec. 2 There shall be a Central Board which shall have legislative and quasi-judicial responsibilities. It
shall be composed of all SSC officers and the governors of the different department.

Sec. 3 Unless otherwise provided in this Constitution, a majority of all the officers present at a
meeting in which there is a quorum shall be valid as an act of the Supreme Student Council. A
quorum shall consist of 50 % of the officers plus one (1).

Article VIII

DUTIES AND POWERS OF THE SUPREME STUDENT COUNCIL OFFICERS

Sec. 1 It shall be the main duty of the Supreme Student Council to plan, propose and implement
projects/activities that shall benefit the entire college student population.

Sec. 2 The President shall be the Chief Executive Officer of the Supreme Student Council.

It shall be his/her duty:

a) Preside all meetings of the Supreme Student Council;


b) Sign all resolutions, communications and papers of the Supreme Student Council
decided by the body;

c) To represent the studentry to the ACC Board of Trustees;

d) To act as liaison officer between the SSC and the administration and Faculty;

e) Be the co-signatory of the Treasurer in the bank account of the SSC;

Note: there is a plan to open an account under the name of the organization SSC

f.) Be ipso facto member of the Crime Prevention Committee

g.) To exercise the general supervision over all class and organizations’ officers provided that
the latter has filed and complied with formal requirements for an organization at the Office of
Student Affairs (OSA).

h) Be responsible for upholding the virtues of unity, pride, loyalty, justice, and honesty;

i) Perform such duties as may be necessary or incidental to the discharge and performance
of the functions of his/her office as decided by the body.

Sec. 3 The Vice President for Internal Affairs shall:

a) Assist the President in all matters when his/her assistance is required;

b) Take over the function of the President whenever his/her Office becomes vacant because
of absence, death, resignation or removal, suspension, illness or physical and mental incapacity
which renders him/her incapable of performing the duties of the President;

c) Be in charge of the internal affairs of the SSC, primarily responsible for coordinating all
activities of academic organizations and interest clubs as well as evaluating and endorsing their
accreditation to the Office of the Student Affairs;

d) Organize, supervise, monitor directly the activities of the Academic and Interest
Organizations;

e) Perform such other duties and functions as may be assigned by the President.

Sec. 4 The Vice President for External Affairs shall:

a) Take over the function of the Vice President for Internal Affairs whenever his/her Office
becomes vacant because of absence, death, resignation or removal, suspension, illness or physical
and mental incapacity of which disqualifies him/her from Office;

b) Coordinate with other schools, outside establishments and various sectors of the society
in any matter relevant to the purposes of SSC;

c) Perform other duties and functions as the President may assign.


Sec. 5 The Secretary shall:

a) To check the attendance and keep the journal of the proceedings of the SSC;

b) To write down the minutes of every meeting to be reported in the following assembly or

meeting;

c) To keep all records or minutes of meetings as well as any other files on formulated policies
and programs of the organization, including reports on activities and assignments of the different
committees and offices; and

d) To perform other functions as may be assigned to him/her by the President regarding


office matters.

Sec. 6 The Treasurer shall:

a) Collect the authorized fees;

b) Act as the custodian of the funds of SSC, including its deposit with the SSC designated
banks;

c) Keep record of the funds of SSC and its disbursement;

d) Submit recommendation to the SSC in prioritizing the expenditures of the SSC;

e) Act as the controller of funds of the SSC;

f) Prepare financial statements/report to be presented to the SSC for auditing;

g) Perform such other duties and functions as may be assigned by the President.

Sec. 7 The Auditor shall:

a) Ensure the proper disbursements made out by the SSC funds;

b) Inspect purchases and audit resources of the PhilSCA-SSC;

c) Perform other duties assigned to him/her by the President.

Sec. 8: The Business Manager shall:

a) Keep an inventory and take charge of all the properties of the SSC;

b) Supervise all the business activities and transactions of the Supreme Student Council;

c) Conduct fund-raising activities for the Council;

d) Monitor project implementation and accomplishments;

e) Perform other duties assigned to him/her by the President.


Sec. 9: The Public Information Officer shall:

a) Promote good relationship to the public;

b) Answer inquiries about the Supreme Student Council activities and issues;

c) Post announcement for the coming meetings of the Supreme Student Council;

d) Disseminate the activities of the Supreme Student Council upon coordination with the
President and the Secretary;

e) Perform other duties assigned to him/her by the President.

Sec 10: The Peace Officer(s) shall:

a) Maintain peace and order during the official functions of the Supreme Student Council;

b) Regularly coordinate with the Campus Safety and Security Office for the students’ well-
being;

c) Check facilities/properties of the Supreme Student Council;

d) Perform such other duties and functions as may be assigned by the President.

Sec. 11 The Year- Level Representative shall:

a) Act as the year level coordinator of all organization programs and projects in his/her year
level;
b) Represent his/her year level in all of the meeting of the organization;
c) Serves as the grievance desk for their respective year level;
d) Conceptualize and implement programs and projects and recommend policies for their
respective year level.

Article IX

QUALIFICATIONS

Sec. 1 Any bonafide student or member of Abuyog Community College may be elected to any office
of the SSC provided that;

a.) He/She must have a cutoff grade of 2.5 per subject in the preceding semester;

b.) He/She must not be a graduating student. However, graduating students may be allowed
to run for a position other than Year Level Representative;
c.) He/She is of good moral character and a law-abiding citizen in his/her community and in
school;

d.) He/She must have a conduct beyond reproach; and

e.) His/Her candidacy is approved by the Student Electoral Board.]

f.) He/She must not be a working scholar.

Article IX

ELECTION AND TENURE OF OFFICE

Sec. 1 The election of the officers of the ACC-SSC should be held every second week of April to be
officiated by the Committee on Student Election (COMSELEC) under the supervision of the Office of
Students Affairs.

Sec. 2 There shall be an independent Commission on Student Election (COMSELEC) which shall be
responsible for the enforcement and administration of all policies relative to the conduct of
elections and shall exercise all such related functions which may be conferred upon by the Supreme
Student Council. The composition and definition of its powers, duties and responsibilities shall be
specified in the COMSELEC Constitution and By-Laws.

Sec. 3 Any party or student running for any SSC position shall file his/her candidacy to the
COMSELEC.

Sec. 4 No student shall qualify to run unless the following criteria are satisfactorily met:

a.) Must be a bonafide student of the College who carries a minimum load of 15 units
during the filing of candidacy;

b.) Must be physically and mentally fit and of good moral character as certified by the
College physician or any Council physician and by the Dean of Student Affairs;

c.) Must have a general weighted average of at least 2.5 and must not have failing grades;

d.) Have complied with all other qualifications and requirements set by the Commission on
Student Election in the Election Code that are not inconsistent with any of the provisions of this
Constitution and By-laws.

Sec. 5 The candidate in a particular position getting the highest vote shall be declared as the winning
candidate.
Sec. 6 The majority of the student population shall elect the ACC-SSC officers.

Sec. 7 Candidates for SSC Election shall have one week to campaign including one day “meeting de
avance” in the campus.

Sec. 8 The tenure of the office of the elected Supreme Student Council Officers shall start on the day
the new officers take their oath of the office and until the end of the second semester.

Article X

ACCOUNTABILITY OF OFFICERS

Sec. 1 All officers of SSC shall serve with the highest degree of responsibility, integrity,
efficiency, loyalty, commitment and effectiveness. He/she shall be accountable to all students and
the College.

Sec. 2 Any officer of the SSC may be removed from office and be barred from holding office or be
suspended on the following grounds, namely:

a) Culpable Violations of the provisions of the Constitution and By Laws of the College
Student Council;

b) Negligence of duty;

c) Commission of an offense as provided in the Students Discipline of the Student

Handbook;

d) Any other form of conduct that sets aside the integrity of the SSC.

Sec. 3 The Supreme Student Council shall have the sole power to try all cases for removal or
Suspension by at least 2/3 votes of all members thereof.

Sec. 4 Failure of any officer of the Supreme Student Council and the Central Board to attend
Sessions/meetings for four (4) unjustifiable absences without prior notice shall mean automatic
dropping from the rolls. He/she shall therefore cease to be an officer of the Supreme Student
Council. Any member who has been dropped from the rolls and wishes to return shall make a
written justification of why he/she shall be reinstated. If 2/3 of the Supreme Student Council voted
in the affirmative, he/she can be reinstated.
Article XI

VACANCIES

Sec. 1 In case of vacancy in the office of the President, the Vice President for Internal Affairs shall

Automatically assume the office.

Sec. 2 In case of vacancy in the offices of the Vice President, a Snap Election will be conducted.

Sec. 3 The President may appoint any qualified student to fill up any vacancy from the position of
Secretary down to Peace Officer provided it is approved by the majority vote of the Supreme
Student Council.

ARTICLE XIV

SSC ADVISER/S

Sec. 1 There shall be a faculty adviser/s chosen by the SSC Officers at the start of the term of the
new set of Officers, whose functions will only be advisory in character.

Sec. 2 The SSC Adviser/s must possess all the qualifications necessary to give essence to both
political and educational issues.

Sec. 3 The SSC Adviser/s may be relieved from his/her duties anytime upon the decision of the SSC
Officers if in its judgment the best interest of the students and the school is prejudiced in any
manner by his/her actuations.

Sec. 4 The SSC Adviser/s must, in the most possible be of good moral character, be himself a model
of fairness, justice, and efficiency.

Sec. 5 The SSC Adviser/s must have a term of one (1) year.
ARTICLE XV

IMPEACHMENT

Sec. 1 Elective and appointive officers of the organization may be impeached for any of the following
reasons:

a.) Violations of the Constitution and By-Laws;

b.) Gross negligence of duty;

c.) Lustful, immoral and malicious acts;

d.) Abuse of authority;

e.) Grave misconduct: and

f.) Any other actions highly inimical to the interest of the organization and its community.

Sec. 2 Impeachment proceedings must be heard and decided by two-thirds (2/3) votes of all the
members. However, the decision may be appealed within 15 days following such decisions to the
same body, duly convened for the purpose. Three-fourths (3/4) of the members shall be sufficient to
affirm, reverse, or otherwise modify the decisions.

Sec. 3 No impeachment shall be done without due process.

Sec. 4 The motion of impeachment shall originate from any member of the Legislative Department:

a.) A petitioner must present the case before the body;

b.) The body shall decide within one (1) week from the time the motion is received as
whether to carry it or not. If after one (1) week the body failed to act on the complain, the motion is
deemed dead;
c.) If carried, the Legislative Department shall create a special investigation committee
composed of seven (7) legislators;
d.) A report shall be presented by the committee to the Legislative Department;

e.) The defendant shall be given the chance to defend himself/herself before the body;

f.) The body shall decide the case as provided in Section 2 of this article.
ARTIVLE XVI

SANCTIONS

Sec. 1 Absences for three (3) regular meetings or five (5) accumulated absences in a particular
semester and three (3) special meetings without valid reason, the reason shall be due to:

a. Health Reasons (Medical Certificate/ Sickness Certificate)

b. Fortuitous Event/s

c. Official Business

Sec. 2 Failure to give written notification to any SSC officer shall deemed absent for the said
meeting.

Sec. 3 The following are the sanctions:

1st Offense – 3 pages apology letter and fifty pesos (50.oo) penalty fee

2nd Offense – 5 pages apology and fifty pesos (50.oo) penalty fee

3rd Offense – 10 pages apology letter to be posted in the bulletin board, three (3) hours
community service and fifty pesos (50.oo) penalty fee

ARTICLE XVII

FUNDS

Sec. 1.The SSC shall have the following sources of funds in order to discharge their duties and
functions:

a.) Student’s individual and compulsory SSC fee of twenty pesos (20.oo) per semester. Such
amount shall be collected by the SSC Treasurer during the signing of clearance.

b.) Donations, fund-raising campaigns and such other activities not contrary to existing laws
and regulations.

c.) No contribution either in cash or in kind shall be solicited by any member except for
lawful, just and reasonable purpose to be determined by the officers and subject to existing laws and
regulations.
Sec. 2 No SSC funds shall be released without any resolutions coming from the Legislative
Department approved by the Executive Department.

Sec. 3 No other officer shall receive the funds disbursed from the Finance Department except the
Finance Officer.

Article XII

AMENDMENTS

The Constitution and By-Laws shall be amended by a two-thirds (2/3) majority vote of all the officers
of the ACC-SSC and officers of the different student organization.

Article XIII

EFFECTIVITY

The Constitution and By-Laws shall take effect upon the approval by majority members of the
constitutional convention

Officers Code of Conduct

I. Officers shall be honest and with integrity in all of their undertakings in the SSC.

II. Officers shall bestow respect, courtesy and manifest proper conduct, at all times when
dealing with co-officers, teachers, staffs and administrators.

III. Officers shall report to the SSC office faithfully and on time during meetings or time of duty.

IV. Officers shall be of the best model of good moral character to co-students and shall follow
the student’s code of conduct sincerely.
V. Officers shall handle the office and its properties with care. They shall keep the office clean
and neat.

VI. Officers shall read, comprehend and obey the rules and regulations imposed in the office.

VII. Officers shall read and attend to important notices posted on the bulletin board.

VIII. Officers shall refrain from smoking in the office and shall not enter the office premises under
the influence of alcohol or illegal substances.

IX. Officers shall not create noise or loiter inside the office and in the school campus.

X. Officers shall not use the office for taking meals and drinks, unless agreed upon by the
majority, provided the persons concerned will clean the office afterwards.

XI. Officers must be responsible on their committees. The committee chair shall submit
committee reports to the Executive Secretary every month and to be presented in the General
Meeting.

XII. Officers shall not participate in any recruitment, initiation related activities and meetings w/
any unrecognized organization. They shall not use the good name of the SSC and the school, as well.

XIII. Officers must refrain from over demonstrative display of affection that may qualify against
the moral standards of the school and of the by-laws of SSC.

XIV. Officers must treat their co-officers as their own brothers and sisters with due respect and
SSC advisers as parents, too.
