ENGINEERING AND SAFETY SYSTEM


1.1. General Description
Relief system is an emergency system for discharging gas by manual or controlled
means or by an automatic pressure relief valve from a pressured vessel or piping system
to the atmosphere for the purpose of relieving pressures in excess of rated working
pressure. Relief systems for the gas disposal should be selected according to the expected
frequency, duration of operation, required capacity, fluid properties, and plant economy.
Gas relief can be vented directly to the atmosphere if all of the following conditions are
satisfied:
 The relief stream is discontinuous.
 Such disposal is not in conflict with the present regulations concerning pollution and
noise.
 The gas is effectively non-toxic and non-corrosive.
 Gas which is lighter than air or
- Gas of any molecular weight that is non-flammable and non-hazardous or
- Gas of any molecular weight relieved at where there is no source of ignition.
 There is no risk of condensation of flammable or corrosive materials.
 There Is no chance of simultaneous release of liquid, except water.

1.2. Relief System


In accordance with API RP 14C, all hydrocarbon handling equipment will be provided
with two levels of overpressure protection. Normally this will involve primary protection
by a high pressure trip (PSHH) and shutdown action to shut off inflow and secondary
protection by a mechanical relief device which is a pressure safety valve (PSV).
Relief systems consists of depressurizing system during emergency (fire) case
(blowdown), protection of overpressure (PSV), and continuous generation of excess light
gas during normal operation. To minimize pollution under all conditions, flare system will
be provided.

1.3. Flare System


In this plant there are two types of flare system as follows:
 High Pressure Flare (HP Flare)
 Low Pressure Flare (LP Flare)
Each of the above flare systems is designed for safe disposing the relieving hydrocarbons
and other gasses during normal operation, emergencies, and process upset conditions.

Low Pressure System

This system will handle the gases from:

 Flash Separator
 First Stage Distillation Column
 Second Stage Distillation Column

High Pressure System

This system will handle the gases from:

 Saturator
 Pre-Reformer
 Autothermal Reformer
 Multitube Reactor
 Blowdown Valve

Each flare system is equipped with a knock out drum to anticipate the liquid formation
during gas venting and a seal drum to prevent air ingress.

1.4. Fire Water System


Fire water will be supplied from water pond. The water is pumped using a main fire
water pump and a jockey pump which will maintain fire water pressure in the fire water
ring. An emergency diesel-driven pump will also be provided to cut in automatically in case
of power supply failure. Fire hydrants will be located at appropriate intervals/distance in
all areas where protection is necessary. Fire water ring shall be appropriately designed to
accommodate the pressure at the outlet of fire hydrant is 100 psig minimum.
