Wellington Westpac Rescue Helicopter Winches Worker from Cargo Ship
On Friday at approximately 11:00 am the New Zealand Rescue Coordination Center tasked Life Flight to rescue a worker from a
cargo ship off the southern Hawkes Bay coast. Life Flight responded with the Westpac Rescue Helicopter, with a Wellington
Free Ambulance intensive care paramedic on board. The 220m cargo vessel was located approximately 10 km off shore rolling
in 5m swells. The paramedic was winched to the deck of the vessel where the patient was assessed and stabilized before being
winched 20m up to the helicopter. Once on board the helicopter, the patient was transported to Wellington Hospital for
treatment. Please see attached picture. The Life Flight Trust is a charity that provides emergency air services, including the
Wellington-based Westpac Rescue Helicopter and a nationwide air ambulance service. It relies on support from the public and

Finding remains of missing people of Sewol

Finding the remains of the nine missing people in the
Sewol ferry sinking is the top priority of the
government-led team tasked with determining the
cause and helping to heal the pain caused by the
tragedy, official sources said Friday. The Sewol has
been safety placed in dry dock in Mokpo a few days
before the third anniversary of its sinking, with workers
taking steps to clean and disinfect the ill-fated vessel
before the full-scale search begins. The ferry capsized
in waters near Jindo Island, some 472 kilometers
southwest of Seoul, on April 16, 2014, claiming the
lives of 304 people, most of whom were high school
students on a school trip. Nine are still unaccounted for,
and presumed to be inside the wreck. In order to
recover the remains and conduct a detailed
investigation into the disaster, the South Korean
government decided to pull the ferry from the water
intact in 2015, with the 85.1 billion won ($72 million) project going to a Chinese consortium led by state-run Shanghai Salvage.
After months of preparation, the operation to raise the Sewol, lying about 40 meters under water, began on March 22. After the
ferry was raised, it was loaded onto a semisubmersible transport ship, and arrived in port on March 31. Even after its arrival in

Mokpo it took more than 10 days to move the ship to a dry dock, due to its excessive weight. The government said the search
for the missing passengers, which is a key part of the national healing process, will be centered in compartments located
towards the aft part of the vessel. Starting next week experts will carry out safety checks on the hull. It had considered cutting
the ship into two in order to gain easier access into the compartments, but scrapped the plan as bereaved families opposed it.
Instead, investigators will go into the Sewol ferry through windows and doors on the starboard side, which is exposed, and
remove any dangerous debris and obstacles. All items retrieved from the ship including mud and cargo will be scrutinized to
find any bone fragments of the missing people, it authorities said. Since the project to raise the ship began last month, 20
animal bone fragments and some 100 items including a passport, bags and other personal belongings have been recovered
from the wreck. The passport was found to be that of Lee Joon-seok, the Sewol's 70-year-old captain who is serving 36 years in
prison for criminal negligence and dereliction of duty The government said it will also decide whether to preserve the ferry as

Cruise Season Gets Under Way In Gothenburg


The cruise season in Gothenburg will
get under way over the Easter
weekend. During the next few months,
60,000 tourists are expected to arrive
by cruise ship to discover the sights of
the city. There will be 44 visits by cruise
ships to the Port of Gothenburg this
year. The AIDAcara, which berthed at

German tourists, eager to explore the
city and all it has to offer. “We are
extremely pleased that the season is about to start as it is a true sign of spring. Thanks to many years of marketing together
with Göteborg & Co we have succeeded in putting Gothenburg firmly on the map among the cruise lines,” said Jill Söderwall,
Vice President Cruise at Gothenburg Port Authority. One of the high points of the season will be the visit by Norwegian
Getaway. With 4,000 guests, she will in passenger terms be the largest cruise ship ever to visit the Port of Gothenburg. Other
ships that will attract particular attention include the new Mein Schiff 6, which is currently being built and is due to be
launched in Hamburg in May. A total of 44 cruise ships, carrying 60,000 passengers, are scheduled to visit Gothenburg this year
compared with 34 last year.
Prominent international travel guides rank Gothenburg highly and describe it as a trendy, vibrant port city with a multitude of
things to see and do. “There’s a great deal of scope to increase cruise tourism in Gothenburg. We have noticed that the
average age of the cruise tourists who visit the city is falling and they want to make their own way around, not just in the city
but also in the nearby countryside. Gothenburg is ideal in terms of size to fit in both during a visit,” said Petra Gamerdinger,
Cruise Manager at Göteborg & Co. The visitors come mainly from Germany, the United Kingdom, the USA and Italy. On
average, each cruise tourist spends 700 kronor per person on food, shopping and excursions during their visit. This year cruise
tourism is expected to generate revenue of almost 42 million kronor in the tourism sector. The cruise season will end on
October 9. After that, there will be two Christmas calls in December.

The beautiful and historic Amerikaskjulet comes back to life as a passenger terminal.
2017 will be the final year for cruise ships at Frihamnen. The area will be part of a major urban development scheme with the
construction of homes and offices, forcing the present cruise terminal to find a new location. The new central cruise terminal
will be at Stigbergskajen in Masthugget. The quay and part of the terminal building, Amerikaskjulet, are currently being
restored and will be ready to welcome ships from spring 2018. The revived name of the terminal will be America Cruise
Terminal. The location is perfect for cruise tourism as it is within easy walking distance of the cosy, inviting districts of Majorna,
Linné and Haga, and just a short journey by public transport or chartered bus into the city centre. Cruise tourists can look
forward to a first-rate reception when the beautiful and historic Amerikaskjulet comes back to life as a passenger terminal,” said
Jill Söderwall.

Gothenburg Port Authority and Göteborg & Co have been working actively since 2008 to market Gothenburg as a cruise
destination. The number of cruise ships has increased significantly with a record high in 2014 when 73 ships visited the port,
bringing more than 100,000 guests into the city. There has been a slight downturn since then, due largely to keen competition
from other ports, particularly in Denmark.

BC Ferries Unveils Salish Eagle Hull Wrap


Thursday at BC Ferries’ Richmond refit facility, the wrap
adorning the hull of SALISH EAGLE was unveiled to
Stz’uminus First Nation’s John Marston, who designed the
artwork that was revealed last September.
Stz’uminus First Nation’s John Marston sees his artistic design up
close on the hull of SALISH EAGLE for the first time. Coast Salish
artist John Marston’s bold depiction of beautiful red eagles adorning
the hull of the new vessel represents the strength and respect the
eagle carries in First Nations culture. Marston’s work is strongly
influenced by his ancestors and their masterpieces. SALISH EAGLE
will enter service on the Tsawwassen – Southern Gulf Islands route at
the end of June. The vessel recently completed a 10,440 nautical mile
journey from Gdansk, Poland. It features two car decks and has a
service speed of 15.5 knots, powered by three dual-fuel Wartsila
8L20DF engines. Under contract to the Province of British Columbia,
BC Ferries is the service provider responsible for the delivery of safe,
efficient and dependable ferry service along coastal British Columbia.

company with whom I have an interest providing we finally get overseas aid would position a ship out of Geelong most of the

First ocean vessel of 2017 arrives at Port of


Indiana

The first ocean vessel of the year arrived Wednesday at the Port of Indiana-Burns Harbor marking the official opening of the
international shipping season. Port officials welcomed the 413-foot general cargo carrier BBC MONT BLANC and presented the
captain with the Ports of Indiana “Steel Stein.” “The arrival of the first ocean ship of the new year is an exciting time not only
for our port, but also for our port companies and numerous other regional businesses that rely on the cargoes these vessels
carry,” said Port Director Ian Hirt. “For northwest Indiana, the opening of the St. Lawrence Seaway each spring is always a
symbol of optimism because it reestablishes a direct connection to global markets and new business opportunities.” Nearly 900
tons of wind turbine tower sections shipped from Marin, Spain, will be unloaded from the Mont Blanc by port stevedore Federal
Marine Terminals, the premier handler of break bulk cargoes on the Great Lakes. Thirty workers from the International
Longshoremen’s Assoc. and International Union of Operating Engineers will use two days to unload the 20 components that are
destined for a wind farm in Illinois. Built in 2011, the BBC MONT BLANC is flagged to Antigua and Barbuda, a twin-island
country between the Caribbean Sea and the Atlantic Ocean. The crew of 15 is led by Captain Nikolay Gombalevsky, a
native of Russia. The ship is owned by the German shipping company Briese Schiffahrts Gmbh & Co KG. After workers
finish unloading its cargo, the ship will travel to Thunder Bay, Ontario, where it will discharge a large transformer and related
components. As part of the annual tradition, Hirt presented Captain Gombalevsky with the “Steel Stein,” which
commemorates northwest Indiana’s identity as the “steel capital of North America.” The northwest Indiana port is recognized as
one of the top steel ports in the country for inbound and outbound shipments of steel-related products, and is also home to
many companies that provide critical metal services. The port is home to 15 steel-related companies and has 110 acres
available for future growth. The port’s ability to handle heavy-lift and large-dimensional cargoes—known as project cargoes—is
well established and shipments were up nearly 25 percent in 2016. Maritime operations at the Port of Indiana-Burns Harbor
generate nearly $4.9 billion per year in economic activity and support more than 39,000 total jobs. The port handled nearly 2.6
million tons of cargo in 2016 completing the highest three-year total in the port’s history. The St. Lawrence Seaway opened its
locks to ocean vessels for the 59th navigation season on March 20 after closing in late December. According to St. Lawrence
Seaway Development Corp. Deputy Administrator Craig Middlebrook, last year was one of the safest navigation seasons on
record and he expects the same this year. “Combined with a lock availability rate of nearly 100 percent over the last 10 years,
the safety, reliability, and performance record of the Seaway System is second to none and gives our customers the confidence

Real Life Accident: Wire Rope Breaks, Crew

Rescue boat manoeuvres were planned while the


vessel was at anchor. Three crew members boarded
the rescue boat. After it was loaded, a fourth crew
member lowered the boat to the water by lifting the
brake. Once in the water the boat was immediately
raised again using electric push-buttons acting on
the winch. This manoeuvre was repeated several
times. On the final recovery the winch wire rope
parted and the boat deployed to the water in free-
fall, about 13 metres below. The three crew
members were quickly evacuated to a shore
hospital. One individual was later pronounced dead
and the other two were diagnosed with serious injuries.
The accident investigation revealed several important aspects including:
 The wire rope had been rigged incorrectly through the hook, introducing unnecessary stresses.
 The wire rope had a theoretical tensile strength that was approximately 25% less than that recommended by the davit
manufacturer.
 Notwithstanding the heavy grease coating, the wire rope was severely corroded at the point of failure.
 The winch automatic shutdown limit switch was found to be defective.
Lessons learned
• Always rig boat lowering equipment with wire that meets manufacturer’s specifications
• Copious amounts of grease do not ensure that wire ropes are protected from corrosion, and may in fact hide corrosion
deficiencies. Corrosion resistance can be increased through the use of galvanized wire in combination with speciality
penetrating oils, which have the added benefit of reaching and protecting the wire rope core and keeping the wire clear
for proper visual inspection
• Ensure all limit switches are functional and wires are properly rigged according to manufacturer’s specifications.

Iran launches offshore gas projects in Gulf


Iran’s five new projects will put it on an equal footing with Qatar in exploiting the offshore gas field
Iran on Sunday launched several projects in the Gulf which it said would produce 150 million cubic metres of gas per day from
the world’s largest natural gas field which the country shares with Qatar. In a ceremony carried live on state television

President Hassan Rouhani inaugurated five new projects which officials said would put Iran on an equal footing with Qatar in
exploiting the offshore gas field, which Tehran calls South Pars and Doha calls North Dome. Rouhani, and other officials at the
event including oil minister Bijan Zanganeh, did not give a timeline. Iran also launched four petrochemical projects with an
annual production of two million tonnes worth about $2bn, state media said. Earlier this month, Qatar said it had lifted a self-
imposed ban on development of the joint field, as the world’s top LNG exporter looks to see off an expected rise in competition.
Qatar declared a moratorium in 2005 on the development of the North Field, to give Doha time to study the impact on the

Marinierskapel neemt Do mee naar Baggerfestival


Kon eerder Sharon Doorson al gepresenteerd worden als één van de hoogtepunten van het showprogramma van het
Baggerfestival 2017; inmiddels is ook het muzikale zaterdagprogramma op het hoofdpodium op het Dr. Langeveldplein bekend.
Van 14.00 tot 17.00 uur barst daar een waar spektakel los als de Marinierskapel, inclusief de Steelband van de Koninklijke
Marine, optreedt. Als special guest hebben zij zangeres Do geboekt; altijd goed voor een paar prachtige ballads. Wegens groot
succes tijdens de vorige editie, is ook de populaire coverband Beethoven weer paraat. Zij sluiten het Baggerfestival af op
zaterdagavond van 20.00 tot 23.15 uur. Het muziekprogramma op het Langeveldplein wordt op de tweede dag van het festival
afgetrapt door United by Music. Van 12.30 tot 13.30 uur is ‘the floor theirs’. Daarna volgt dus de Marinierskapel. Om 17.00 is
het dan tijd door de Baggerband, om 19.30 uur gevolgd door DJ Peter Gabriel. Tenslotte is het de beurt aan Beethoven.
Volgens de coördinator van het muziekprogramma, Adrie Stuij, is de zaterdag daarmee rijkelijk gevuld. Op vrijdag is Sharon
Doorson met band te gast. Daarna is echter nog ruimte voor nog een topper. “We zetten in op een grote naam”, aldus Stuij.
“De gesprekken zijn gaande.” Het Baggerfestival 2017 wordt dit jaar voor de twaalfde keer georganiseerd en vindt plaats op
vrijdag 30 juni en zaterdag 1 juli in Sliedrecht.

E-Cigarettes Banned On U.S. Navy Ships

E-cigarettes are often relied upon by those who are trying to give up smoking and find it a more viable alternative to other
methods like nicotine patches or gums. However, since they are battery powered, it’s not uncommon to hear about e-cigarettes
exploding and causing a lot of physical damage to the user. Following incidents of the lithium-ion batteries in e-cigarettes
exploding on ships and injuring sailors, the U.S. Navy has banned them on every ship in its fleet. E-cigarettes were not
regulated prior to 2016 when the FDA finally decided to regulate them. It was quick to ban them from checked baggage on

flights. Passengers can only keep e-cigarettes in carry-ons The United States Navy is taking no chances, though. There have
been 15 reported incidents of e-cigarette lithium-ion batteries exploding between October 2015 and June 2016 in a Navy
memorandum. In two of those incidents, the battery exploded when the e-cigarettes were actually in sailor’s mouths. This ban
only applies to use of such devices onboard U.S. Navy ships. Sailors ashore will be able to use their e-cigarettes when they’re
on the Navy’s facilities on the land but only in the designated smoking areas. However, when shipped out, everyone on the ship
and that includes visitors and civilians, will have to abide by the ban.

Now Indonesia Can Take Large Container Vessels

President Joko Widodo said large ships will be able to berth at Jakarta's Tanjung Priok port after continued improvements in
services by the port operator. "Soon or next week there will be ship measuring 10,000 TEUS to call at Tanjung Priok," Jokowi
said when officially commissioning an access toll road to the country's largest port on Saturday. Dwelling time, the time needed
for unloading, at Tanjung Priok has been reduced to around 3.5 days from normally up to six days discouraging ships from
berthing at the port. The president himself had to step in to improve services, cut the red tape and simplify all procedures that
reduce illegal levies rampant at the ports. The president said he hoped improvement in the port service would make Indonesia
more competitive and the seas transport cost would be cheaper to and from Indonesia as large cargo ships could sail directly to
and berth at Tanjung Priok. "The flows of goods could be much faster via Tanjung Priok. Transit is no longer needed for
imported container cargoes in Singapore," he said, adding large container ships could be berthed at Tanjung Priok. Previously
large ships carrying container goods fro Indonesia have to transit in Singapore to unload the cargo to be loaded gain on smaller
ships as Tanjung Priok could not yet accommodate large container vessels. The access road, which is part of the Jakarta outer
ring road (JORR), would contribute to improving services at the port , Jokowi said, adding "This also helps improve the
country's competitiveness." He said an estimated 3,600 containers would be transported via the 11.4 kilometer access road
everyday. Construction of the toll road that costed around Rp4.1 trillion had been long delayed after it began in 2003 before
work started again in 2008 . The delay was caused by difficulty in land clearing and structural mistake with 69 pillars had to be

Lifeboat alerted after boat with four on board


breaks down off Donegal coast
The volunteer crew of Bundoran RNLI Lifeboat were requested to launch earlier this afternoon to assist a dive boat with four
persons on board, which had broken down. The alarm was raised around 1.50pm with Malin Head Coast Guard who
immediately requested the launch of the Bundoran Lifeboat and also tasked the Killybegs Coast Guard Rib.
The Bundoran Lifeboat launched at 2pm to the dive boat which was around a mile north of Bullockmore, (west of St John’s
Point). The Killybegs Coast Guard rib took the dive boat under tow to Killybegs Harbour with the Bundoran Lifeboat
accompanying both vessels. On returning to the station around 90 minutes later, Volunteer Lifeboat Crew member with
Bundoran RNLI Richard Gillespie said ‘the people on board the dive boat were absolutely correct to call the Coast Guard and
have ourselves and Killybegs launched. While they were in no immediate danger, the longer they left the call, the more chances
there were of something going wrong. A statement from Bundoran RNLI said: "We would always encourage boat users to
contact the Coast Guard on the first sign of a problem so we can be there to help sooner rather than later." Source : Donegal

Nippon Yusen seen breaking even on pretax basis


Japanese shipping company Nippon Yusen is expected to report close to zero pretax profit for the year ended last month,
roughly in line with its forecast, as sluggish demand for car transport was offset by a recovery in the sea freight market.
The pretax figure represents a sizable drop from the 60 billion yen ($547 million) profit logged a year earlier. Sales likely fell
roughly 16% to about 1.9 trillion yen, close to the company’s projections.Still, the results would have been worse had shipping
rates for vessels such as dry bulk carriers and containerships not rebounded.
The benchmark Baltic Dry Index hit 1,297 in late March, up roughly 336 points from the end of December. Freight prices were
solid for everything from large capesize bulk carriers to smaller handysize bulkers Nippon Yusen’s bulk carrier rates were
apparently higher than anticipated, thanks to strength in the Chinese economy. Rising Chinese steel production helped push up
demand for transporting iron ore and coal. Shipping demand grew especially for Brazilian coal, which is known for its lower
environmental impact, helping Nippon Yusen improve rates for its bulk carriers. For its containerships, sea freight rates as well

as shipment quantities are beginning to recover, owing to solid demand on routes to North America and Europe. Customers
seemed more accepting of price hikes, possibly learning from the bankruptcy of a major South Korean shipping company in
2016, which caused confusion for many companies. Meanwhile, automobile transport declined due to an economic slowdown in
resource-rich nations like Saudi Arabia that were hurt by falling oil prices. Due to its already-narrow profit margins, declines in
car shipments tend to take a quick toll on earnings. Nippon Yusen booked losses, such as write-downs on its containerships, in
October, and will likely log a net loss of about 250 billion yen for fiscal 2016, a result close to its forecast. Results will be

2 Pirates Killed While Trying to Hijack Ship

A Somali official says foreign naval forces in international waters shot dead two pirates and wounded another when the bandits
attempted to hijack a ship on Saturday. Ahmed Abdullahi, an official with the anti-piracy force in the semi-autonomous Puntland
region, said the two killed men were part of a group of nine pirates in a boat approaching an unidentified ship near the Gulf of
Aden when a naval force opened fire on them. He said the six other pirates survived the attack and escaped. Residents in
Durduri, a coastal village in Sanaag region, said that on Sunday morning they found two dead bodies, apparently left by the
pirates, near the coast. In recent weeks there has been a resurgence of piracy off Somalia's coast, after five years of inactivity.

from multiple targeted jack-up research initiatives. The document is the industry's first guidance to present a thorough
examination of jack-up foundation issues, providing methodology for installation and operation and up-to-date geotechnical site
assessment.
"ABS began setting the bar for safety in offshore operations since 1958, when we provided the first classification services to the
offshore industry," says ABS Chairman, President and CEO Christopher J. Wiernicki. "We take our commitment to safety
seriously, funding unique research that give us clarity in providing guidance to support our mission of improving offshore
safety." The Guidance Notes (GN) on Geotechnical Performance of Spudcan Foundations provides guidelines for developing a
rational design for spudcan foundations that can lead to more streamlined and effective operations. It includes content on
spudcan penetration prediction in a single layer soil (such as clay and sandy soil), punch-through prediction and mitigation,
foundation stability assessment, foundation fixity, spudcan-jacket pile interaction and spudcan footprint interaction. The GN also

Taiwan's Home-Grown Submarine to Cost Less


Taiwan's shipbuilder CSBC Corp's chairman Cheng Wen-lon said that a home-grown submarine will cost less than NT$100 billion
(US$3.29 billion) to build. According to a report in Taipei Times, chairman of the local shipbuilder commissioned to plan and
design the vessel also said that much depends on the Navy’s demands: Planned crew sizes, mission length and strategic and
tactical requirements would all determine the eventual size of the submarine. Nationally developed ships would be crucial to the
company’s future operations, Cheng said, pledging to place the company’s best personnel on the program. Eariler, all attempts
by Taipei to buy a conventional submarine from other countries have been thwarted by a litany of threats from China. Beijing
takes a hard line at any country that supplies arms to what they consider their own territory. So, the President Tsai Ing-wen
said Taiwan had no choice but to build its own submarine fleet as she promoted a deal to deploy the first vessel in less than a
decade. Tsai touted the contract with CSBC Corp., as a necessary step to improve the island’s defenses. The company plans to
deliver the first diesel-electric model in 2024, with deployment expected a year or two later. The Taiwanese Navy has a
requirement to replace two inoperable World War II-era Guppy-class attack submarines as well as the life extension program

The navy's $594m property portfolio

The New Zealand Defence Force's navy property portfolio has tipped over the half-billion-dollar mark - up $214m in the last
decade. Its navy properties are worth a total $594m, up 36 per cent in June 2016 from $380m in June 2007. The bulk of the
portfolio is in Auckland - $582m's worth - the majority of this in Devonport. Information released to the Herald under the
Official Information Act (OIA) showed despite recently selling off some of its surplus land on Auckland's North Shore, including
a 4.2ha vacant block overlooking Ngataringa Bay, $353m remained in Devonport where the naval base is located. Currently the
NZDF owns three main blocks of land in Devonport; the South Yard (Waitemata Harbour), North Yard (Ngataringa Bay) and
Narrow Neck (Vauxhall Road). The figures also showed spending on its upkeep and other associated costs has risen by almost
$10m in the last five years - from $17.9m in the 2011 - 2012 financial year to $26.8m in 2015 to 2016. By far the biggest

contributor causing costs to rise was the $6.8m being paid to local iwi after the ownership of a number of Navy houses in
Devonport was transferred as part of a treaty settlement in 2012. The lease of these properties, which contributed to 2432 per
cent rise ($6.6m) in rental costs over the last five years, would end in 2018. The NZDF wouldn't elaborate further on the
details of this deal because it was commercially sensitive, but said costs weren't expected to reduce once the lease ended.
Meanwhile an NZDF spokesman revealed further deals were on the cards; the Crown is currently negotiating with the
Marutuahu Collective. If the deal goes ahead it will see the transfer and leaseback of three more properties on Calliope Rd and
four blocks of land at Whangaparaoa. A spokesman confirmed this was part of a wider Treaty of Waitangi redress package but
said details could not be provided as it had not been finalised. In mid-2018 the sale and leaseback of land at Torpedo Bay is
also expected to go ahead. Though the Navy's rental fees showed the biggest increase in costs, the price of the upkeep and
maintenance of these properties was still the most expensive - a total of $12.3m in the last financial year - almost double what
was paid to the iwi in rent. The majority was spent on getting its accommodation blocks equipped with a new fire alarm
system, enhanced emergency lighting and other fire compliance works, to a total of $2.3m. A NZDF spokesman said this was to
meet with the building consent requirements following the refurbishment of some of its barracks The NZDF also spent $234,560
on transforming the navy community house into two flats and another $75,524 was spent resurfacing the floor of its swimming
pool changing room, relining the men's showers and painting the changing rooms. Other work included replacing carpets, work
on exterior cladding, redecoration, insulation and refurbishment - all of which the NZDF said was part of planned maintenance
to ensure its buildings were "fit for purpose". The New Zealand Navy's association with the Auckland suburb began back in
1840 when Lieutenant Governor William Hobson, a royal navy officer, arrived onboard the HMS Herald in February that year.

TURKEY’S GOLCÜK SHIPYARD & TKMS JOINTLY


MARKET TYPE 214 SUBMARINE TO INDONESIA
Turkey’s Golcük Shipyard and ThyssenKrupp Marine Systems (TKMS) are reportedly offering the Reis-class variant of the Type
214 diesel-electric submarine (SSK) to the Indonesian Navy (TNI-AL). As per IHS Jane’s, TNI-AL officials will be meeting with
representatives from Golcük Shipyard and TKMS at the forthcoming International Defence Industry Fair (IDEF), which will take
place in Istanbul in May. TNI-AL officials will also visit Golcük Shipyard’s production site to observe the progress being made on
the Turkish Navy’s first Type 214, the Pirireis. The Type 214 is derived from Howaldtswerke-Deutsche Werft GmbH’s (HDW)
highly popular Type 209 SSK. Featuring design innovations from the HDW Type 212 and optionally powered by a fuel-cell based
air-independent propulsion (AIP) system, the Type 214 displaces 1,700-tons (surface).It has eight torpedo tubes which can
deploy heavyweight torpedoes – such as the Atlas Elektronik SeaHake – and anti-ship missiles, such as the Harpoon and
Exocet. The Turkish Navy currently plans to procure six Type 214TNs. Under the original 2.5 billion Euro contract, the ships are
being built in Turkey with a mix of subsystems drawn from Turkey’s domestic industry and Germany. Aselsan is supporting the
Type 214TN program by providing electronic support measures (ESM) and sensor systems, while Havelsan is developing an
integrated command and control suite.The Indonesian Navy currently has three Type 209 Chang Bogo-class SSKs on order (for
U.S. $1.1 billion) from Daewoo Shipbuilding & Marine Engineering (DSME) in South Korea. The Chang Bogo-class SSK is a

Two workers die in shipbuilding accident in


Kaohsiung
Two workers died at a work site building a semi-submersible heavy-life ship for CSBC Corporation, Taiwan (台船) in Kaohsiung
on Saturday afternoon. The two men, a 42-year-old surnamed Lu (盧) and a 46-year-old surnamed Lin (林), who worked for a
contractor of CSBC Corp, were found in an overflow cabin after workers extinguished a fire. The two apparently died from
electric shock while arc welding, according to Kaohsiung City Labor Affairs Bureau on Sunday. The bureau has ordered the
model of arc welder involved in the accident removed from service and all work on the semi-submersible stopped. The bureau
on Sunday fined CSBC Corp. NT$60,000 (US$1,975) and the contractor NT$30,000, for mismanagement. MV BLUE MARLIN, a
semi-submersible heavy-lift ship which became well-known after transporting the destroyer USS Cole back to the United States

FSC Chairman Says ‘Ready to Put DSME under P-


Plan’
As the National Pension Service (NPS) and the Korea Development Bank (KDB) have failed to reach an agreement over the debt
readjustment for corporate bonds of the debt-ridden Daewoo Shipbuilding & Marine Engineering (DSME) and negotiations have
come to a deadlock, financial authorities have decided to call an emergency meeting. The two sides had a disagreement when
they exchanged a performance letter of commitment for final settlement on April 14. After marathon meetings earlier that
lasted two days, they agreed to extend the maturity of 50 percent of expiring corporate bonds for three years, pay them back
in installments over a three-year period and make a separate account for guarantee, drawing up a performance letter of
commitment. However, the KDB reacted furiously, saying that the NPS belatedly sent a revised performance letter of
commitment, including repayment guarantee, on the 15th. Previously, the NPS demanded main creditor KDB provide a full
payment guarantee for the corporate debt they bought from DSME but the KDB refused to provide such a guarantee but
offered a “guarantee” equivalent to its earlier request. The state-run bank said that the NPS agreed on that but suddenly
overturned the decision. With the conflict between the two sides deepening, the Financial Services Commission (FSC) has
decided to hold a meeting for DSME’s pre-packaged plan (P-Plan), a kind of court receivership, which was tentatively cancelled.
During a press briefing at the Government Complex Seoul on April 16, FSC Chairman Lim Jong-ryong said, “We will go over the
documents for the P-Plan today for the last time. We are working closely with related authorities in order to minimize side
effects caused by the implementation of the P-Plan.” The government has finished administrative work to place DSME under the
P-Plan. When DSME fails to readjust its debts at the bondholder’s meeting to be held from the 17th to 18th, the company will
be immediately placed under the P-Plan In a bid to brace for bondholders rejecting debt readjustment programs, the FSC now
jointly operates a task force (TF) for the P-Plan with the KDB, the Export-Import Bank of Korea (Eximbank), DSME, accounting

company and law firm. When DSME implements the P-Plan due to the failure in debt readjustment, the FSC will send a comfort
letter of auditors to major ship owners which awarded a shipbuilding contract to DSME. It will also run an on-the-spot response
team to prepare for a chain bankruptcy of partner companies, cancellation of shipbuilding orders and unemployment and help
extend the maturity of existing guarantees and loans and postpone the repayment as well as support emergency management
funds. Lim said, “When the debt readjustment programs are voted through at the bondholder’s meeting, we will proceed with
follow-up procedures, including approval from the court, without setbacks and complete a voluntary restructuring. If the
programs are voted down, we will place DSME under the P-Plan as soon as possible in order to relieve the market instability.”
Some say that the meeting on the day can be a sort of pressure on the settlement between the NPS and the KDB. As the two
sides have formed a consensus not to go with the P-Plan and reached an agreement on a large framework, they can resolve

The new product will offer tailored travel solutions for seafarers and offshore workers. SkyTeam Marine and Offshore initially
will include travel on six SkyTeam members: Aeroflot, Air France, Delta, KLM, Kenya Airways and Saudia. More airlines
are set to participate in the coming months. The carriers will offer one-way and roundtrip special fares to more than 1,000
global destinations with special conditions for baggage allowance and ticket flexibility to meet the travel needs of ship crews
and offshore workers. It is managed by IAS Global (International Airline Services), a company created in 1994 by KLM to meet
the demands of increasing globalization of the marine and offshore crew travel markets. IAS specializes in the provision of air

First cargo delivered by international transport

Experimental shipment of test cargo from China to Korea by transport corridor Primorye-2 was launched on 14 April 2017. Far
East Investment and Export Agency is studying test transportation of cargo from China to Russia, says the Ministry for the
Development of the Russian Far East.
Leonid Petukhov, Director General of the Agency, says test container left Changchun (China) for Húnchūn (China) on April 10.
Then after crossing the state border via the checkpoint in Kraskino it came to port Zarubino (Primorsky Territory) from where it
was dispatched by a ferry for the Republic of Korea. The Agency will analyze the data to facilitate the delivery of transit cargo.
The specialists of the Agency will develop proposals to reduce the travel time (travel time of the test container was as long as a
week). “Extensive modernization of the international transport corridor Primorye-2 is underway. Experts say, its cargo base
potential will make 23 mln t of grain and 15 mln t of containerized cargo by 2030. The experimental shipment lets reveal the
drawbacks of the ITC … The findings will let develop the solutions to improve so that the transport corridor could run like
clockwork by the moment the project is launched,” emphasized Leonid Petukhov. The container was escorted by UGL
representative who registered the time of all customs procedures. “International transport corridor Primorye-2 is the most
convenient way to deliver cargoes from the north-east of China to the APR countries. The point of departure is only 500 km
from the Russian border, which, in its turn, is only 60 km from the nearest port. … Chinese businessmen are interested in the
development of this route” said UGL representative. Primorye-2 is one of two transport corridors between China and the Far
East of Russia providing the north-east provinces of China with the shortest route to the sea, Japan, S.Korea and other
countries of the region via the Primorsky Territory. By 2030, cargo base potential of Primorye-2 will reach 23 mln t of grain and
15 mln t of containerized cargo. Total investments into the project are estimated at about RUB 170 bln. According to Aleksandr
Galushka, Minister for the Development of the Russian Far East, the project opens the prospects for mutually beneficial
integration of two economies. He says Chinese businessmen express high interest in implementation of the ITC project.
“According to the report by McKinsey analysts, the Chinese side will save over $1 bln. The National Development and Reform
Commission of the People's Republic of China has confirmed those estimations. The project will let generate about 3,000 jobs,
the economy of Primorye will grow by 4%”, said Aleksandr Galushka. Last week, LLC Vostochnaya Stevedoring Company
launched the first permanent direct circular line service of a Chinese operator along Primorye 1, the international transport
corridor serving cargo flow from Northern China to Asia Pacific. The Land Sea Channel line service will become an important link
for delivering cargo from the north and north eastern provinces of China to ports in the south of China and other Asia Pacific
countries. VSC has launched the line in partnership with HeiLongJiang Sea Land Channel International Logistics Co., Ltd.

Technologies) jointly with the authors of the State Program Socio-Economic Development of the Russian Federation Arctic Zone
up to 2025.Seven representatives of the Krylov Centre have qualified to take part in the Forum (6 of these are from the Division
of System Integration in Civil Shipbuilding and one from HPC & CFD Division). Every team has demonstrated a high-level of skill

The winning team was awarded with a certificate for probation at the RF Ministry of Economic Development as well as
participation at the World Festival of Youth and Students 2017 to be held in Sochi in the late October 2017. Source :
