Re: Snowden Refugees

The purpose of this letter is to elicit your support to expedite the completion of the refugee and
humanitarian and compassionate claims of the 5 (five) people, including 2 (two) children born in Hong
Kong who are stateless, all of whom require immediate international protection and relocation to
Canada. Hong Kong does not adhere to international treaties on refugees and does not legally recognize
the existence of refugees and asylum seekers.

I act for the following clients currently located in the Hong Kong Special Administrative Region (“Hong
Kong”) of the People’s Republic of China, deemed illegal immigrants by the Hong Kong authorities:-

Objet: Les Anges Gardiens d’Edward Snowden (The Snowden Refugees)

L’objectif de cette lettre est d’obtenir votre soutien pour accélérer le traitement de la demande d’asile
et de la demande de résidence permanente sur la base de considérations d’ordre humanitaire de cinq (5)
personnes, incluant deux (2) enfants nés à Hong Kong et qui sont apatrides, alors qu’ils se trouvent tous
présentement en grand besoin d’une protection internationale et d’une relocalisation immédiate au
Canada. Nous rappelons par le fait même que Hong Kong n’a pas adhéré aux traités internationaux sur
les droits des réfugiés et ne reconnait pas non plus l’existence de réfugiés ou de demandeurs d’asile sur
son territoire.

J’écris cette lettre au nom de mes clients se trouvant présentement dans la région administrative spéciale
de Hong Kong («Hong Kong») en République populaire de Chine, alors que ces derniers sont considérés
comme des immigrants illégaux par les autorités de ce pays. Mes clients sont les suivants :

Ces trois (3) familles sont aussi connues comme étant les «Anges Gardiens d’Edward Snowden» (The
Snowden Refugees) suivant leurs gestes généreux, empathiques et empreints d’humanité en juin 2013
lorsqu’ils ont accepté d’héberger, de nourrir et d’offrir un refuge au sonneur d’alerte américain,
Monsieur Edward Snowden, à leur domicile des quartiers pauvres de Hong Kong.
