1. Upon investigation, you learn that the town does not have a strategic plan or a mission
statement. In your view, does this affect the current situation? Why or Why not?

A strategic plan or a mission statement is one of the most fundamental factors to


consider in a system. Seeing that the town of Eden Bay does not have either one of these,
their current situation would be greatly affected. For one, a mission statement helps in
identifying the goals of the company. It helps the employees identify their day-to-day goals
which will then lead them to recognize what they want to achieve in the future. Secondly,
it provides a framework for decision-making as it guides the people within the organization
to know which decisions and tasks best align with their objectives. To the company, a
mission serves like a compass to an explorer, a map to a tourist, or a rudder to a ship. A
strategic plan, on the other hand, is essential because it contains plans and actions that
the management could employ to achieve its target performance. Without any of these
two, the organization would find it difficult to work towards one direction, goals, and
objectives. Moreover, effectiveness and efficiency would not be achieved if there would
be no mission statement or strategic plan because workers are not on the same page in
terms of what they do and why they do it.

2. Based on the fact statements provided, summarize the maintenance department’s


most important strength, weaknesses, opportunities, and threats.

Based on the facts provided, the maintenance department’s strengths include (1)
the workers’ ethics and (2) their culture of hard work. This is according to Phil, the
maintenance supervisor, who vouches that people in the mechanics department are very
capable and that they do the best they can to get the job done correctly.

The weaknesses of the department, on the other hand, are (1) the outdated record-
keeping system, (2) the lack of naming conventions or the non-standardized labor codes,
and (3) the lack of workers’ technical training.

Accordingly, the maintenance department’s opportunities is for them to (1) develop


a new information system that is centralized and automated, (2) to expand services once
the systems are updated, and (3) to reduce costs by outsourcing specialized repairs that
they are not equipped to handle.

Lastly, the threats of the department consist of (1) the rising maintenance costs
and (2) the companies already equipped with advanced machinery and a modern record-
keeping system.
3. Describe the specific steps you will follow during a preliminary investigation,
including any fact-finding techniques you will use. Be sure to include the tools mentioned
in this chapter.

A preliminary investigation must be organized to study the systems request and


come up with possible action. First, in order to gather information, it is important to have
interaction with the persons involved such as the managers and the users. Then, gather
the data about constraints, project scope, benefits and who will benefit, the new system
projected development cost, and the estimated time that will be allotted for establishing
the advanced system. Utilizing organizational charts, conducting interviews and surveys,
observing operations, and reviewing of documentation are also necessary in obtaining
the necessary information. These are to be followed by analyzing and organizing the
gathered information and lastly presenting the recommendation to the management.

4. Of the four tests of feasibility—operational, technical, economic, and schedule—


which would you perform first to measure the system project’s feasibility? Why?

Of the four tests of feasibility mentioned above, the operational feasibility should
be performed first. Although all measures are significant, it is important to know if the
proposed system will be effectively used after it has been developed. Furthermore,
concerns such as the usefulness of the new system to the company, the management’s
support for the new system, or the new system’s training requirements for the users
should be first addressed. This is because if users would experience difficulty with the
new system, the benefits would not be realized as expected.
