Under Rule I, Section 2,1 Career Executive Service Board Resolution No.

791
dated 10 February 2009 (Revised Integrated Rules on the Grant of Career Executive
Service Eligibility), the conferment of a CES eligibility to a civil servant only qualifies
the person for original appointment to a CES rank.

Under Book V, Title I, Subtitle A, Chapter 5, Section 27, 2 Administrative Code of


1987, a permanent appointment is an appointment issued to a person who meets all the
requirements for the position to which he is being appointed, including the appropriate
eligibility prescribed by law, rules and regulations.

Under Article I, Section 3,3 Career Executive Service Board Resolution No. 798
dated 5 May 2009 (“Revised Rules and Procedures on Original and Promotional
Appointment to Career Executive Service (CES) Ranks”), appointment to a CES
position qualifies a CES eligible for original appointment by the President to a CES rank
based on the salary grade corresponding to the CES position to which the appointee
occupies.

Under Article I, Section 1,4 Revised Rules and Procedures on Original and
Promotional Appointment to Career Executive Service (CES) Ranks, a CES position
with a salary grade of SG 28 requires a rank of Career Executive Service Officer Rank
III (“CESO Rank III”).

1Section 2. Original and Promotional Appointment to CES Rank. The CES eligibility is an appropriate eligibility for an
appointment to a position in the CES.

CES eligibility shall also be one of the requirements for original appointment to a CES rank.

No person shall be recommended by the Board to the President for original appointment to a CES rank unless he/she has
been conferred CES eligibility by the Board.
2SECTION 27. Employment Status. - Appointment in the career service shall be permanent or temporary.

(1) Permanent status. - A permanent appointment shall be issued to a person who meets all the requirements for the positions
to which he is being appointed, including the appropriate eligibility prescribed, in accordance with the provisions of law,
rules and standards promulgated in pursuance thereof. xxx.
3Section 3. Original Appointment to a CES Rank. Original appointment to a CES rank shall be made by the President
from a list of CES eligibles recommended by the Board. A CES eligible appointed to a CES position may qualify for
original appointment to a CES rank based on the salary grade corresponding to the CES position to which he/she occupies.
4Section 1. The Career Executive Service (CES) Ranking Structure. There are six (6) ranks in the Career Executive
Service (CES) Ranking Structure, to wit:
