WHAT IS THE LEGAL MANDATE OF SID?
1. International Labour Organization (ILO)
a. ILO SID Convention 1958, (No. 108)
Guaranteed the rights of seafarers to temporarily
enter a country for purposes of shore leave.

Required to hold an identity document that


proved that they were legitimate seafarers to
exercise his right.

 Introduced modern security features to resolve


the urgent question of seafarers being refused
admission into the territory of countries visited
by ships for the purposes of shore leave and
transit and transfer to join or change ships.

2. International Maritime Organization (IMO)
 After the 11 September 2001 incident, moved for
an increased security at seaport, hence called to
develop the “International Ship Port Facility
Security Code”
 ILO was asked to develop a new and more robust
SID
 ILO relied on International Civil Aviation
Organization (ICAO) 9303 in developing
specification as to the security features of SID
WHAT IS THE LEGAL MANDATE OF SID?

THIS WILL ALLOW OUR SEAFARERS TO ACCESS LAND SERVICES


WITHOUT VISA FOR PURPOSES OF SHORE LEAVE AND TRANSIT
AND TRANSFER TO JOIN OR CHANGE SHIP TO MEMBER
COUNTRIES WHO HAVE RATIFIED THE ILO 185 CONVENTION

 The Philippines ratified the SID Convention
(Revised), 2003, (No. 185) on 19 January
2012.
 MARINA approved Memorandum
Circular (MC) 2019-01 on “Rules and
Regulations in the Issuance of Seafarers’
Record Book (SRB) and Seafarers’ Identity
Document (SID)
WHAT IS SID?
SEAFARER’S IDENTITY DOCUMENTS
 is an International Identity Document.
 It is used:
a) to obtain proof of the bearer’s
eligibility for visa waiver; and
b) to identify them as genuine seafarers
who may be entitled to transit with
their passport at ports and border
crossings, and to shore leave without
a visa.
• However, it is still not to be considered as a
travel document.
