_FETblic ofthe Phitippines CEBU PORT AUTHORITY c= cae eee ZS ae os Website weew.cpa.gov.ph —= 27 September 2019 CPA MEMORANDUM CIRCULAR NO. 12 Series of 2019 TO g ALL CONCERNED SUBJECT: 40% INCREASE FOR FOREIGN CARGO HANDLING TARIFF AND MODIFICATION OF CARGO HANDLING SERVICES FOR FOREIGN CARGOES Pursuant to the pertinent provisions of RA. 7621 (Charter of the Cebu Port Authority) and CPA Board Resolution No. 753-2019, adopted during the 155" Regular Board Meeting of the Cebu Port Commission on 27 September 2019, in the interest of ensuring smooth operation of the foreign cargo handling operations in the Port of Cebu, the following uniform foreign cargo handling rates and guidelines are hereby prescribed Section 1. Rate of increase - Except for cement, iron and steel products, there shall be a ten (10%) percent across-the-board increase in foreign cargo handling tariff in the Port of Cebu, to be implemented in two (2) annual tranches of 5% as approved by the Cebu Port Commission and as presented during the public hearing held on 10 September 2019. The new rates are attached hereto as ANNEX A. Section 2. Arrastre charges for high weighing containers - Containers weighing 33 tons and above shall be charged as follows: a) 33-35 Tons - 150% of applicable Arrastre charges b) 35.01-37 Tons - 200% of applicable Arrastre charges c) 37.01-39 Tons - 250% of applicable Arrastre charges d) Over 39 Tons - 300% of applicable Arrastre charges As to the applicable Arrastre charges, please refer to item no. | of Annex A. Section 3. Charges for stripping on board - There will be charges for stripping on board the vessel and the charges thereof shall depend on the rate of the services rendered, such as the following a) Stripping b) Hourly Equipment Rental for Non-Containerized Cargo ¢) Stevedoring for Non-Containerized Cargo d) Empty Container Handling (Stevedoring and Cranage) As to the applicable charges, please refer to items no. |, Il, Ill and IV of Annex A. Section 4. Removal and additional equipment for rent - The use of level luffing crane in Cebu International Port is hereby rendered obsolete and low bed truck is hereby added as available equipment for rent from the cargo handler for Non-containerized cargoes. Section 5. Workshift for stevedores and deployment of gangs - The workshift for stevedores is changed to 8 AIM. to 8 P.M. for the day shift and 8 P.M. to 8 AIM for the night shift with a total of 2 hours break for meals and rest every day. Likewise, the deployment of gang/manpower will be at 8 A.M. for the day shift and 8 P.M. for the night shift. This particular provision shall only apply at Cebu International Port (CIP). Section 6. Schedule of Implementation - The first tranche of the increase and other modifications in cargo handling services shall be implemented fifteen (15) days after publication of this Circular in two (2) newspapers of general circulation, while the second tranche of the increase shall take effect one year after the implementation of the first tranche. Section 7. Repealing clause - This Circular amends all previous circulars, orders and other issuances passed and adopted by CPA in so far as they are inconsistent herewith. PPROVED. ONILO/E.
