1. GENERAL
This procedure describes the proposed execution of the HDD work at Betara
River Crossing, PetroChina International Ltd, Jabung Block - Jambi

2. OBJECTIVE
The purpose of this procedure is to ensure that the works at this crossing will be
performed safely and in compliance with project requirements.

3. REFERENCES
The following specifications and documents are used as reference in
development of this procedure:

5. DEFINITIONS
 PROJECT : Marmo#2 Pipeline River Crossing Construction Services
 COMPANY : PetroChinaInternational Jabung Ltd.

 CONTRACTOR : PT. Ade KonstruksiAbadi

 VENDOR : Companies that provide materials or servicesin the project


 Site : The place where the Permanent Works are to be
executed.
 Right ofWay(ROW) : A piece of land with limited and specific uses that is used to
construct, maintain, operate, protect and inspect one or more
pipelines.

6. SAFETY &HEALTH
All of activities which is mentioned in this procedure shall implement HSE Plan
of this project.
 Related Authorities to the installation of river crossing shall be notified prior
to start thework.
 All personnel, including Third Parties, visitors and Subcontractors, shall
receive a safety induction prior to entry site area.
 One Safety Officer will be assigned to supervise a maximum of 50 workers
per spread. The Safety Officer in each spread will be coordinated by the
safety coordinator assigned to theirspread.
 All personnel shall be provided with the appropriate personal protective
equipment (PPE) (e.g. hard hat, safety goggle, face shields, dust masks,
safety shoes, hand gloves, rubberboot,etc).
 For equipment operators that work inside equipment operating cabins, hard
hat maybe taken off but shall be worn when working outside the operating

cabin. Mask shall be used when working in dusty areas.


 All tools and equipment shall be checked by a qualified person prior touse.
 Any damaged equipment or tools shall be not used. It shall be tagged,
removed from site or replaced by equipment or tools in propercondition.
 A Job Safety Analysis (JSA) shall be prepared by the Supervisor and be
attached to the permit to work (PTW) for COMPANY site representative
approval. The JSA shall be developed in accordance with the Risk
Assessment.
 The JSA shall be clearly explained to all workers by the supervisor during
the tool box meeting. The Supervisor shall make sure that all the hazards
and risks are identified on the JSA. The JSA shall be posted at the jobsite.
 All personnel involved in operations in close proximity to high voltage
power lines shall be aware of the conditions & hazards around them. The
hazard shall be included in JSA.
 All required warning signs, barriers and protection shall be installed prior
starting constructionactivities.
 Personnel are to stand outside the crane working radius and/or the
excavator bucket working radius to avoid the . Personnel shall keep away
from the load during lifting operation and no personnel is allowed directly
under theload.
 First aid kit and fire extinguisher shall always be available on site and
ready to use. Fire extinguishers shall be fully charged and exhibit a current
inspection tag.
7. AUTHORITY PERMITS

7.1. Authority Permit


Prior to start of the HDD activities. The supervisor shall ensure the site
has been permitted to work by COMPANY, local authorities and/or
local land owner to avoid unnecessary delays due to any stop during the
performance of thework.
Authority permits required for the HDD activities shall be completed
prior to start HDD Work

7.2. WorkingPermit

Permit to Work (PTW) shall be prepared by the HDD Supervisor and


approved by CONTRACTOR representative.

8. MANPOWER
CONTRACTOR will mobilize the following manpower to perform drilling
activities :

All workers shall have safety induction by Safety officer and shall understand

about working hazard and risk prior entering working area. Safety induction
may be conducted at recruitment office or muster point on site.

9. ROLES ANDRESPONSIBILITIES

9.1. ConstructionManager
Construction Manager will be responsible to ensure all activity comply
with HSE Plan, approved engineering documents (procedures, drawings
and calculation / analysis). He will report and discuss with COMPANY if
any deviation and obstacle to the schedule.

9.2. HDDSupervisor
Supervisor will be responsible for overall coordination and supervision of
the activities and provide the necessary information and liaise with
CONTRACTOR PTW Man responsible for applying the correct work
permits prior to commencement of works. Supervisor shall also be
responsible for the overall implementation of the HDD HSE Plan and
safety regulations that govern

9.3. DrillingEngineer
Drilling Engineer will be responsible forconstruction activity on site
carried out as per approved engineering document (procedure, drawing
and calculation note). He shall also ensure that COMPANY specifications
and HSE requirements are implemented accordingly.

9.4. SafetyOfficer
The Safety Officer will be responsible for the implementation of the HSE
Plan and compliance with all statutory regulations that govern on all the
activity. The Safety Officer will be assisted by a safety man to help
supervise the HSE aspects of the work undergone and to conduct safety
briefings.

9.5. Surveyor
The Surveyor will be responsible for identifying and marking the

boundaries of the entry and exit pits indicated on the alignment sheets and
to assist the Drilling Supervisor to avoid any disturbance or damage to
existing pipelines and/or utilities.

9.6. DrillingOperator
The Drilling Operator is responsible to operate the drilling machine
correctly and safely. The drilling operator shall be well experienced and
have adequate knowledge about drilling techniques. All the drilling work
shall be in accordance with the construction drawings.

9.7. Security
Security personnel are responsible to protect personnel and material.
Security personnel shall regularly patrol the work areas to keep it free
from non-authorized persons, local community and avoid property loss.

9.8. Helpers/Crew
The Helpers are responsible for performing all work ordered by
supervisor correctly and safely. Work will consist of unskilled activities
such as: preparing the hand tool, perform manual handling, etc.

9.9. Drivers
The Drivers are responsible for driving the vehicle safely. Drivers shall
have valid driving license. The Driver shall be responsible for monitoring
vehicle maintenance and cleanliness.

10. EQUIPMENT
CONTRACTOR will mobilize the following equipment to perform the
drilling activities. All equipment valid certificates shall be subject to be
attached on Permit to Work (PTW)

11. WORKINGTIME
Working times will start at 7.00 Am, after a Tool Box meeting and a check that
all equipment and tools are in good condition prior to use. Working will
continue at 1.00 Pm until 6.00 Pm. prior to leave the working area, all
equipment and tools shall be tidied up and the working area shall be cleaned.
For the specific activities such as pilot bore and pipe pulling the supervisor shall
inform the safety officer and COMPANY Site Representative when 2 shift
operations is required, in a timelymanner.
Especially for the pipe pulling work, which cannot be interrupted,
CONTRACTOR will arrange more lighting, for night time work.

12. COMMUNICATIONSYSTEM
The primary communication system on site will be by radio. The radio will be
held by the Drilling Supervisor. CONTRACTOR shall provide radio repeaters
as necessary to provide coverage for all working areas. Mobile phones will also
be provided as secondary communication system onsite.

13. SURVEYACTIVITIES

13.1. Items to besurveyed


The following survey activities will be conducted as part of the pre-HDD
installation activities.
 Survey for Geotechnical Investigation (byHMP)
 Survey and marking of ROWboundaries
 Survey and marking of hardstand and accessroad
 Survey and marking of HDD entrance and exitpoints
 Survey and depth measurement of lowering trenchprofile
 Survey for HDD EquipmentSetting
 Survey and Marking of PipelineCenterline
 As BuiltSurvey

13.2. Survey for HDD EquipmentSetting


CONTRACTOR will create a drill profile based on the alignment sheet.
This profile will be used to make a HDD Situation Map. This map and
profile will be used to assist with surveying.

13.3. Survey and Marking of PipelineCenterline


For Surveying CONTRACTOR use Total Station Topcon GTS-100N. The
Total Station will be calibrated prior to use.
The construction surveys for the HDD based on approved Alignment
Sheets drawing.

13.4. As-Built Survey


As Built traceability for HDD will be performed after the pipe HDD
installed and will accurately describe the pipe location. All this info comes
from Paratrak log.
The as built drawing will be submitted no later than 14 days after completion of the
drill.

14. SETUP OF HDDEQUIPMENT

14.1. General
Setup all the HDD equipment as per lay-out and maintain center of the
HDD rig in line with pipe line alignment, setup the Rig HDD on the
Front Box-plate and Rear Base Plate. Then fill up the water to Front
Box Plate accordingly. The HDD Rig anchor will only be by plate
locked with an H-beam 300 x 6 m – 6 pcs, and for stability will fill up
water to front base.

14.2. Checklists
Contractor will complete the following checklists prior to start drilling:
Contractor will check the pipe readiness as per Pre-Installation Check /
Ready to Pilot Bore, See attachment 1 and Ready Pullback Pipe, see
attachment 2.

15. DIGITRAKSYSTEM
Digitrak system will be used for system tracking / guides during the Pilot Bore
process. Subcontractors will install survey marking to facilitate the digitrak team
in tracking the desired position. This data will be read on digitrak system
operated by digitrak team and also will be seen by driller. And data from the
digitrak system will be used as a reference for the As-Built data later.
HDD Engineer will make the Bore Plan and Surveyor will install the survey peg
along the path in accordance with the boreplan.

16. HORIZONTAL DIRECTIONAL DRILLINGACTIVITIES

16.1. DrillSequence
The sequence will be as follows:
- Ø5” Pilot BoreHole
- Ø12”Reamer
- Ø18”Reamer
- Ø18” Reamer (clean pass ifrequired))
- Pullback (drill pipe + Ø12” barrel reamer + Shackle + pipe puller
/ product pipe)

16.2. PilotHole
Make sure steering tools have been assembled inside the Down Hole
Assembly, set the jet bit orientation at 12 o’clock position as 0 degree.

Setup the Para-Track parameter to the Para-Track Computer.
Driller must follow the survey engineer’s instruction in accordance with
approved HDD design profile and Bore Plan.
Drill bit boring track will be guided and recorded by Para-Track Bore
Guide System.

16.3. Reaming
Reaming shall be started once the 6” product pipe is ready to be pulled.
12” reamer shall be attached to the leading end of the 5 inch drill string and
while being rotated shall be drawn back towards the drilling rig. A trailing
drill string
will be attached to the end of the reamer. Reaming will be performed 4
times (12” and 18” reamer. After 18” reaming bore hole will be cleaned
with 18” Reamer (if required).
Before reaming or swabbing (cleaning bore hole) is started, 60 drill pipes
will be transported by truck crane from entry point to exit point. The drill
pipes will be stacked near the exit point.

16.4. Pipe PullBack


Pullback operation will be held while the pulling head is positioned exactly
in front of the borehole. During pulling, the 6” product pipe string will
move forward with a speed of 1.39 m/min.
After the hole has been cleaned with 18” reamer and properly conditioned,
the reaming apparatus shall be removed and a shackle will be installed.
The trailing end of the swivel shall be attached to a pipe puller on the
leading end of the pipeline string. Located within the nose cone of the
swivel are jet nozzles for re-injection of Bentonite to re-suspend cuttings.
It is expected that the production pipe pull back will take 4 – 5 hours.
During this time, the pipe pulling operating should not be stopped;
otherwise it is possible the pipe could get stuck.

16.5. Post-InstallationCheck

After the completion of the pullback, the installed 6” product pipe shall be

checked with a gauging pig and hydro test to ensure the installation is
satisfactory by CONTRACTOR/COMPANY.

18. DAILYREPORT
The Project Control completes a Daily Progress Report for each day's operation
at the end of the day's work, and submits this the day after no later than 10.00
AM.

19. DEMOBILIZATION
Dismantle all HDD pipe connections and devices, demobilize and perform
cleaning of any garbage.

DOCUMENT PURPOSE
This calculation note intended to analyze the situation of the pipeline for during crossing the river. It will decide
whether or not the pipeline is adequate to withstand all the load during construction services.
The analysis consist of:
1. Determined all the required data as an input for the calculation
2. Provide the calculated data as an input for the analysis based on the data on point number 1.
3. Define the borehole profile for this analysis.
4. Define the pulling load for each and combined section of the pipeline.
5. Define the maximum pulling force and the actual pulling forces condition.
6. Define the pipe stress on curve section of the pipeline
7. Summarize and the define the feasibility of the work.
