BARANGAY OF LABANGAL, THIS CITY, RE: RESOUTION REQUESTING THE
APPROVED ON COMMITTEE LEVEL-TO BE
CITY MAYOR HON. RONNEL C. RIVERA TO DEPLOY TWO (2) CASUAL ROAD
CALENDARED AS URGENT
MAINTENANCE PERSONNEL FROM PUROK BALUNTO TO LOWER SILWAY
BRIDGE, BARANGAY LABANGAL, GENERAL SANTOS CITY.

2. RESOLUTION NO. 105, SERIES OF 2013, PASSED BY THE SANGGUNIANG

BARANGAY OF LABANGAL, THIS CITY, RE: RESOLUTION ADOPTING CITY
ORDINANCE NO. 06, SERIES OF 2004, RE: AN ORDINANCE BANNING NOT AFFIRMED-ULTRA VIRES
SMOKING IN PUBLIC PLACES IN GENERAL SANTOS CITY AND IMPOSING
PENALTY FOR VIOLATION THEREOF.

3. RESOLUTION NO. 106, SERIES OF 2013, PASSED BY THE SANGGUNIANG

BARANGAY OF LABANGAL, THIS CITY, RE: RESOLUTION CREATING DONA APPROVED ON COMMITTEE LEVEL-TO BE
SOLEDAD SUBDIVISION PHASE I WEST AS A NEW PUROK OF BARANGAY CALENDARED AS URGENT
LABANGAL, GENERAL SANTOS CITY.

4. RESOLUTION NO. 102, SERIES OF 2013, PASSED BY THE SANGGUNIANG

BARANGAY OF LABANGAL, THIS CITY, RE: RESOLUTION TO RENAME APPROVED ON COMMITTEE LEVEL-TO BE
PUROK MAYPAGKAKAISA TO PUROK SAWAY OF BARANGAY LABANGAL, CALENDARED AS URGENT
GENERAL SANTOS CITY.

5. RESOLUTION NO. 60, SERIES OF 2014, PASSED BY THE SANGGUNIANG

BARANGAY OF LABANGAL, THIS CITY, RE: RESOLUTION ALLOWING THE
APPROVED ON COMMITTEE LEVEL-TO BE
RELOCATION OF EXISTING WAITING SHED TO A LOCATION 100 METERS
CALENDARED AS URGENT
TOWARDS WEST AT PUROK PALEN, BARANGAY LABANGAL, GENERAL
SATOS CITY.

The hearing was called to order by its chairperson, City Councilor Ramon R.
Melliza to discuss the following agenda:

1. RESOLUTION NO. 023, SERIES OF 2014, PASSED BY THE

SANGGUNIANG BARANGAY OF LABANGAL, THIS CITY, RE: RESOUTION
REQUESTING THE CITY MAYOR HON. RONNEL C. RIVERA TO DEPLOY
TWO (2) CASUAL ROAD MAINTENANCE PERSONNEL FROM PUROK
BALUNTO TO LOWER SILWAY BRIDGE, BARANGAY LABANGAL,
GENERAL SANTOS CITY.

Since the intention of the resolution is laudable, the chair ruled this item
approved on committee level with the advice that the Punong Barangay should make a
follow-up with the city mayor as regards to this matter. He further ruled that this be
included in the next regular session as urgent.

APPROVED ON COMMITTEE LEVEL-TO BE CALENDARED AS URGENT

2. RESOLUTION NO. 105, SERIES OF 2013, PASSED BY THE

SANGGUNIANG BARANGAY OF LABANGAL, THIS CITY, RE:
RESOLUTION ADOPTING CITY ORDINANCE NO. 06, SERIES OF 2004,
RE: AN ORDINANCE BANNING SMOKING IN PUBLIC PLACES IN
GENERAL SANTOS CITY AND IMPOSING PENALTY FOR VIOLATION
THEREOF.

Since there is an absurdity in adopting a city ordinance in the barangay inasmuch

as the penalty is higher than its power to penalize under the barangay ordinance, this
item was not affirmed in the committee level. However, the Sangguniang Barangay of
Labangal was advised either to adopt its own ordinance or to continue implementing the
city ordinance and strictly observe the city citation ticket ordinance.

 3. RESOLUTION NO. 106, SERIES OF 2013, PASSED BY THE
SANGGUNIANG BARANGAY OF LABANGAL, THIS CITY, RE:
RESOLUTION CREATING DONA SOLEDAD SUBDIVISION PHASE I WEST
AS A NEW PUROK OF BARANGAY LABANGAL, GENERAL SANTOS CITY.

Barangay Councilor Gepte stated that in exigency of service, this area which
is too big needs to be divided into two (2) puroks.

Hearing no objection from the floor, the chair ruled this item approved on
committee level to be calendared as urgent in the next regular session.

4. RESOLUTION NO. 102, SERIES OF 2013, PASSED BY THE

SANGGUNIANG BARANGAY OF LABANGAL, THIS CITY, RE:
RESOLUTION TO RENAME PUROK MAYPAGKAKAISA TO PUROK SAWAY
OF BARANGAY LABANGAL, GENERAL SANTOS CITY.

This is for proper guidance purposes in terms of transportation, delivery of

services, etc. inasmuch as Purok Saway is more popular than Purok Maypagkakaisa.
Further, this is also giving honor to the Saway Family who is the donor of the area for
the chapel, basketball court, and public spaces in the same area.

There being no query from the floor, the chair ruled this item approved on
committee level to be calendared as urgent in the next regular session.

5. RESOLUTION NO. 60, SERIES OF 2014, PASSED BY THE SANGGUNIANG

BARANGAY OF LABANGAL, THIS CITY, RE: RESOLUTION ALLOWING
THE RELOCATION OF EXISTING WAITING SHED TO A LOCATION 100
METERS TOWARDS WEST AT PUROK PALEN, BARANGAY LABANGAL,
GENERAL SATOS CITY.

This item was ruled approved on committee level and to be calendared as

urgent in the next regular session with City Councilors Ramon R. Melliza, Dominador S.
Lagare III, Arturo C. Cloma and Shandee O. Llido-Pestaño as the principal sponsors of
all the above items approved including this item.

APPROVED ON COMMITTEE LEVEL-TO BE CALENDARED AS URGENT

There being no more matter to take up, the chair ruled the hearing adjourned at
3:25 in the afternoon.
