This discusses theres a literature and data to be had on child facility centers for
the childrens rehabilitaion and how they reintegrate into this kind of society, how and
where they operate, the facilities these centers have, wether they are accredited by the
DSWD, and this will reserve as basis for future and futher legistation concerning
these child care facility for the children to regulate and improve their capacity.
And as it is hereby resolved to conduct an inquiry, in aid of legistation to look into the
state of social welfare or childcare facility for the children and its facilities with the
end of protecting the basic rights and needs of these children and ensuring that all
their necessities are provided.
It is hereby declared the policy of the state to promote the rights of the children
to survival, development and special protection with full recognition of the nature of
childhood and it’s special needs; and to support roles as primary caregivers and as
their children’s first teaher,
This law discusses to achieve improved child survival rates by ensuring adequate
health and nutrition are accessible to young children and their parents from the
prenatal period throughout the early childhood years, to enhance the role of parents
and other caregivers as the primary care givers and educators of their children from
birth onwards.
The law likewise ensures also that there is an efficient system of identification,
prevention, referral, and intervention for development disorders and disabilities in
early childhood; and this experience is a determinant factor in the performance of
their children in the formal school system and was reported that children with quality
early experience achieved significantly higher than those without Early Childhood
Development (ECD) refers to the physical, cognitive, linguistic, and socio-emotional
development of a child from the prenatal stage up to age eight.
