Respondents Demography
The respondents of this assessment have diversified socio-economic tenure: farmers, leaders and
work process owners at woreda sectors like health office, education office, women and children
affairs, Kindergarten, Non-government organizations [Agri-Service Ethiopia]church leaders,
community social safety net representatives like IDIRs, EKUBs, farmers and women based
associations, women PSNP beneficiaries, PSNP and non-PSNP households. It is better to include
the woreda level food security and PSNP coordination office, and water office in this assignment.
Reflection on the Tools
As a whole, the tools were designed well and can better capture the required information. However,
more emphasis should be taken on the following points.
Intervention approaches: is that a one-time or staggered\phased approach like sensitization and
value clarification followed by full scale launching including establishments and hiring of man
power.
Operation modality: is that cluster based or kebele based, who should supervise woreda health
office, kebele manager, or chairman,…
Who should manage women who have motherhood tenure or educated adolescent girls?
What community level consultation forums are available and active in other programs like
community conferences to use as a means for sensitization channels?
Is that important to assign a short-term facilitator to coordinate stakeholders and pertinent offices
for joint action planning and deliberations?
Is the tariff be set monthly or yearly?
How do you think that if differential tariff rate be set for poor and rich households?
How do you evaluate the prospective DCCs in terms of environmental sanitation like water-borne
and food-borne communicable diseases such as acute diarrhea, common cold?
How can we generate additional revenues for sustainability like DCC’s community Social Fund?
Is that possible to operate vegetable gardening in the compound? Is that possible to provide adjunct
education classes side by side for children between 4 to 5 years? Is that possible to provide napping
and feeding classes for the children?
Is there potable water for drinking and sanitation\hygiene?
Please add: Tragic Case stories due to lack of DCC resulting in child neglect
Overall Impression
I think it is really possible to develop good recommendations and business models given that other
target survey districts allow themselves to generate data in a like manner to Hosana, and the tools
also consider the afore-mentioned issues, and food security and water offices also contacted
through interviews.
Challenges and Actions Taken
During the survey, we have not as such faced major challenges. However, there are fatigues and
longevity of time and also information leaking during the verbatim translation from respondents
to research assistants to lead consultant. Therefore, it is better to intervene in the midst of
discussions so as to prevent discussion-bulge.
Way Forward
For the next survey, please fully integrate the afore-mentioned recommendations in the tools, take
case stores, and also sample photographs

Based upon the Hosana trip, the overall study is sufficient to generate business models, but not
business plans\financial feasibility since almost all the respondents showed reservation and
suggested us to later act upon immediately post sensitization step through consultation.
