The Process Manual describes the processes and guiding principles of the state skill
development scheme SJKVY of JSDMS. This document is only a reference material
and JSDMS reserves the right to make changes whenever required.

Introduction
The Process Manual for the Main Phase of Saksham Jharkhand KaushalVikasYojana (SJKVY) has been
developed as ready reference for all stakeholders involved in the programme’s implementation.

How to use the Process Manual:

The process manual is divided in chapters, with each chapter devoted to a particular project process. Each chapter
has two sections. First section defines the guiding principle for that particular process, followed by a tabular
representation; showing various stakeholders, linking the stakeholder to that particular process along with the
timelines to complete the given process. For each process the documents which are required to be maintained are
also given as annexes.

An important mandate for the Jharkhand Skill Development Mission Society (JSDMS) is to develop a
Labour Market Information System that would act as a common platform for various stakeholders in the skill
ecosystem. For this, JSDMS has developed the HUNAR (Hallmarking of Unrecognized, Novice and Amateur
Resources) portal which will serve as an integrated system to implement skill development programmes in the
state and serve as a source for information on the labour market. This document incorporates the implementation
of skill trainings through the HUNAR portal.

This Manual has been developed in consultation with various stakeholders including JSDMS officials,
DFID-Technical Assistance team, and training service providers. The Manual is applicable only for the main
phase of implementation of SJKVY.

Pursuant to the issue of this Manual, stakeholders may direct any queries or inputs to the JSDMS State Team at
jsdm.sjkvy@gmail.com. Please note that SJKVY related queries sent to skilljharkhand@gmail.com will not be
entertained.

A version control feature has also been added to keep track of changes to this manual whenever required.

1.0 Background
Purpose of the Document
The document describes step-wise processes for implementation of skill training under SJKVY and maps them with the
responsible process owner, along with providing general guidelines on each module. Wherever applicable, related
documents (formats/guidelines) are attached as annexes alongside each process. Although most processes are
sequential in nature, in the order of the modules as described, it must be understood that some processes shall run
simultaneously for the programme timelines to be achieved.

About Jharkhand Skill Development Mission Society ("JSDMS")


Jharkhand Skill Development Mission Society ("JSDMS") was registered on 1 October, 2013 under the Societies
Registration Act, 1860 to function as an autonomous organisation under Department of Planning and Development,
Government of Jharkhand. Through a Government of Jharkhand notification dated August 11, 2016 JSDMS was made
an autonomous body under Department of Higher, Technical Eucation& Skill Development, Government of Jharkhand.

The primary objectives of JSDMS are:

• To increase employability of the youth and empower them to take part in the economic growth of Jharkhand
and India, through a roadmap of providing professional and skill training in modern and market driven
professions at reasonable cost and monitoring its delivery, and thereby reduce unemployment, under
employment poverty and socio- economic inequality;
• To monitor the quality of training imparted to produce targeted number of high quality skilled personnel
across various strata of youth and workers, especially from amongst the disadvantaged sections of the society;
• To develop self-employment and entrepreneurial skills for youths of Jharkhand;
• To assist in creating an enabling environment to attract investment in professional and skill development
sector;
• To assist the State Government in formulating appropriate policy, legislations and/or measures to fulfil the gap
of skilled manpower supply;
• To create effective convergence between school education, professional courses and various skill development
efforts of Central and State Governments;
• To promote and carry out, on its own or on behalf of the State Government, activities to generate awareness,
research and study on skill demand; etc.

About Saksham Jharkhand KaushalVikasYojana (SJKVY)

The scheme will be implemented across the state of Jharkhand. The scheme aims at providing quality skills training
aligned with the National Skills Qualification Framework (NSQF) and responsive to industry needs to youths of the
state in the age group of 18-35 years. Payment terms and schedule shall be guided by the Common Norms notified by
the Ministry of Skill Development and Entrepreneurship dated 15th July, 2015 and its amendments.

The scheme aims at employment of 70% of successful trainees through placement-linked and self-employment
mechanism in various trades / courses different Sector Skill Councils (SSC).
Institutional Arrangement
• Implementing agency: JSDMS
• Implementation partner: Training Service Providers (TSPs)
• Assessment & Certifying Agency: Sector Skill Councils to allot assessing agencies for post training
assessment; SSCs to provide certificates to successful candidates

2.0 Key Highlights
Key guiding principles and processes
i. Mission Director cum CEO, JSDMS is the final authority for all administrative and project related approvals.

ii. JSDMS reserves the right to amend the Process Manual as when required to align the programme with NSQF
compliance.

iii. A candidate may be shortlisted by various TSPs for skill training under Saksham Jharkhand
KaushalVikasYojana, but it would be sole discretion of the trainee to avail training from any specific TSP.

iv. Only those candidates should be mobilized who meet the minimum qualification of the trade as mandated by
the concerned Sector Skill Council (SSC) mentioned against the specific QP/NOS. Priority, should be given
the candidates fulfilling the eligibility criteria for the relevant trade, for aiding the selection of candidates, an
indicative list of recommended maximum qualifications, corresponding to SSC-mandated minimum
qualifications, is provided at Annexure-1. Candidates fulfilling the minimum criteria may be placed in queues
as per date of mobilization so that most of the desirous candidates form the state gets opportunity for availing
skill training under the Saksham Jharkhand KaushalVikasYojana.

v. District Reservation Policy is applicable for the Non-residential trainees only. TSP’s imparting Skill Training
through their residential training centres under the scheme can mobilize youths of Jharkhand from all the
districts of the state.

vi. There would be no reservation policy applicable to trainees / candidates representing People with Disability
category.

vii. For each training centre to be approved for initiation of training, the TSP must submit the Centre Inspection
Request to JSDMS District Team for approving the centre. Each centre needs to get accredited / affiliated by
the respective SSC before the start of the actual training. Necessary amendments would be made in this regard
as per the changes proposed by the central agencies for imparting NSQF compliant skill training centres.

viii. The training centre should be established at a standalone building, with minimum of around 3000 sq.ft. floor
area. The minimum space in classroom and labs for each trainee for each course should be 10 sq.ft. The centre
should be situated at a location which can be easily approached and is located at a prominent point of the
district.

ix. The hostels for the residential courses should be not more than 1 km away from the training centre. The hostel
should be safe and secure for the femalecandidates and have at least 25 sq. ft leaving area for each trainee with
facility of bed, pillow, quilt/blanket, mosquito net and single lockers and three course meals for each trainee.
The hostels should have 24 hours uninterrupted water and electricity connections.

x. For both residential and non-residential training where person with disability and women trainees have to
travel more than 80 kms from their homes to reach the training centre to and fro transport cost as per actuals
subject to maximum of Rs. 5000/- per trainee, will be paid directly to the trainee through Direct Beneficiary
Transfer. For this purpose TSP require to facilitate Aadhaar linked bank account opening for all the trainees
(both male and female trainees) who do not have a bank account.

xi. For residential training one time to and fro transport cost as per actuals, subject to maximum of Rs. 5000/- per
trainee, will be paid directly to the trainee through Direct Beneficiary Transfer. For this purpose TSP require
to facilitate Aadhaar linked bank account opening for all the trainees (both male and female trainees) who do
not have a bank account.

xii. All the TSPs should ensure that the Trainers and Centre Staff should have a specific dress code with logo of
JSDMS and TSP.

xiii. Aadhaar based biometric device for capturing attendance at centers and hostels has to be ensured. There
should be minimum three biometric devices in case of residential training for female and male trainees i.e.
One device each at hostel for female and male trainees and third in the training centre.

xiv. Each training centre will have to install CCTV cameras at academic areas of the center, i.e. one each in every
classroom and lab placed at high corner from where entire classroom and the white board is clearly visible.

xv. No policy relatedmatters to be raised by the TSP representative to any district team member/s regarding
implementation procedures. All communication requiring policy decisions on centre or batch approval may be
directly sent to the JSDMS state team office marking copies to district team.

xvi. Persons deployed as trainers by the TSP must be an individual who has undergone Training of Trainer (ToT)
minimum on that specific trade conducted by the SSC and has valid SSC certificate for which the TSP has
hired the trainer for his or her services before the start of the training. The TSP must keep copies of
educational certificate, job experience certificate, certificate of the ToT copy of Aadhaar Card at its centre
where the trainer would be expected provide its services.

xvii. If under any circumstances any trainer is found absent for more than five days at a stretch without any proper
communication, the batch concerned with the trainer would be considered as cancelled. Reviving such batch
would be sole discretion of the CEO, JSDMS. TSP should ensure that absence of the trainers should be
immediately informed to the JSDMS district team in writing.

xviii. Training curriculum should be based on the relevant National Occupational Standards (NOS) and
Qualification Packs (QPs) developed by Sector Skills Councils established under the National Skill
Development Corporation (NSDC). The TSP must ensure that the curriculum is used by them is approved by
the concerned Sector Skill Council (SSC) prior to the initiation of training.

xix. The training curriculum must have mandatory modules on soft skills, computer literacy, financial literacy and
entrepreneurship for a total duration of forty hours, within the approved training duration as communicated to
the TSP.

xx. Attendance of trainees shall be recorded through JSDMS-approved Biometric Thumb Impression Machine

xxi. Only trainees with minimum 85% attendance may sit for assessment at the end of the training.

xxii. Providing beneficiaries with wage or self-employment is a stated aim of the Saksham Jharkhand
KaushalVikasYojana. Prior to batch initiation, each skill training course will be recorded as being geared
towards wage employment or self-employment. Accordingly, the outcomes for TSPs shall be defined.
Payment to TSPs shall be as per the notified Common Norms, with a part of payment being linked to
achievement of envisioned outcomes.

xxiii. Post placement support would be provided directly to all trainees below poverty line, person with disability,
women candidates and trainees from LWE affected districts at the rate of Rs. 1500/- per month through Direct
Benefit Transfer for the following durations:

xxiv. All the TSPs are required to have a dedicated bank account for the JSDMS scheme in a nationalized/
scheduled bankonly. All project related transactions should be done from this dedicated bank account only.
JSDMS may at any point of time may ask for details of the bank transactions made to different vendors by the
TSP from the dedicated project account.

xxv. All payments to the TSP would be processed from JSDMS Headquarters or state team only, upon due
approval from the Mission Director JSDMS.

xxvi. All the invoice / utilization certificates submitted by the TSP to JSDMS should be CA certified with relevant
supporting documents.

Note: The centre accreditation process is the sole responsibility of TSP through concerned SSC by adopting
the process mandated by NSDC / NSDA at the central level for NSQF compliance. First instalment of
Payment to the TSP would only be released upon centre accreditation. Even if the batches are started in the
centre without centre accreditation payment for the concerned batch will be only made after the centre
accreditation.

Fund Flow mechanism
Schedule of release of payment will be as defined in common cost norm

• First instalment: - 30% on batch freezing

• All invoice and request for instalments to be raised by the TSP to the CEO, JSDM

• All Payment to be released through NEFT / RTGS to the dedicated project Bank
account of TSP at state level

• Release of instalment would be based on MIS data from HUNAR web portal (based on
Aadhaar Based Biometric attendance)

• First instalment of Payment to the TSP would only be released upon centre
accreditation and affiliation by competent agency i.e. SSC/ representative of NSDC
• Third Instalment –
Payment mechanisms o 100% of third placement is payable corresponding to successfully certified
trainees, if at least 70% of certified trainees are placed
o Pro-rata payment of said 20% training fee corresponding to successfully certified
trainees, if 50-69% of certified trainees are placed
o No payment if less than 50% of certified trainees are placedTo be released after
job-retention by candidate for 3 months equivalent (candidate remaining in
employment for at least 90 days in a period not more than 100 days, within 5
months of first securing employment)

• Direct Beneficiary Transfer will be done for transportation cost (for women & person
with disability) and post placement support

3.0 Mobilization and Selection of Candidates

Guidelines
Candidate Profile
i. The target beneficiaries for the Saksham Jharkhand KaushalVikasYojana are youth of Jharkhand in the age group
of 18-35 years from the state of Jharkhand. Candidates may avail the benefits of skill development training only
once under the main phase of Saksham Jharkhand KaushalVikasYojana.

ii. Persons who have undergone skill development training under any State or Central Government
programme/scheme in the past and are yet unemployed may be considered under the mobilization.But persons
who have received training within the past one year should not be included in main phase of SJKVY.Information
in this regard can be sought from the candidatehimself/herself, and the district team involved in the process may
do so through interview or informal communication.

iii. Candidates enrolling for a trade should meet the minimum qualification of the trade as mandated by the concerned
Sector Skill Council (SSC). For aiding the selection of candidates, an indicative list of recommended maximum
qualifications, corresponding to SSC-mandated minimum qualifications, is provided at Annexure-1.

iv. The TSP must adhere to the district reservation policy applicable in the allotted districts, as placed at Annexure-2.
For any deviation from the district policy, written approval of the Mission Director shall be taken prior to
initiation of the training. A district level roster of candidates must be maintained in each district by the TSP for
this purpose.

Note:

v. District Reservation Policy is applicable for the Non-residential trainees only. TSP’s imparting Skill Training
through their residential training centres under the scheme can mobilize youths of Jharkhand from all the districts
of the state. Such TSPs need to adhere to the State Reservation Policy.

vi. The TSP would need to meet the district reservation policy which would be reviewed quarterly in a financial year
on the total number of trainees trained by the TSP during the financial year in each district established for
imparting SJKVY

Awareness Building and Mobilization


vii. The State through its arms and implementing agencies will sensitize the community about Saksham Jharkhand
Kaushal Vikas Yojana through relevant resource persons.

viii. JSDMS will aim to conduct awareness campaigns to provide information on skill training opportunities in the
state and to invite applications from prospective candidates. Such IEC campaigns will be conducted with the help
of Public Relations Department (PRD) Jharkhand and through newspapers, radio, television, posters, banners,
road-shows, nukkad nataks, etc. IEC templates shall be designed at the State level and shared with TSPs and
District Teams.

ix. Skill Melas could be organised by JSDMS at the district level. Such Skill Melas shall be organised by the District
Team in proper consultation with the State Team. At Skill Melas, each interested candidate should be allowed to
submit his/her candidature details including name, age, Aadhaar Card number (if any), contact details, educational
qualifications, past work experience, and areas/sectors of interest for undergoing training. On submission of such
details, the TSP(s) allotted to the district shall enter the candidate’s details onto the HUNAR portal, and a receipt
with HUNAR log-in details and unique registration number shall be issued to the applicant. This will create a
district-wise and training sector-wise waiting list of prospective candidates. This waiting list shall be utilized for
mobilization of trainees as and when further trainings are planned in the state.

x. During mobilisation of candidates, it shall be the TSP’s responsibility to provide counselling to candidates and
their families on the nature of work in various sectors/trades, job opportunities, relocation/migration requirements,
expected pay and entitlements, growth prospects and risks involved.

Objectives of Skill Mela


xi. Skill Melas should be organised with an aim to fulfil the following objectives:

• To create mass awareness about the scheme and various others initiatives of mission society;

• To provide direct interface of TSPs with Trainees and their families;
• To provide on the spot counselling to perspective trainees regarding skill trainings and its benefits;
• To understand the skill trainings of local youths
• To encourage local agencies to affiliate with SSCs to be perspective partners of JSDMS
Protocol for organizing Skill Mela
xii. The following protocol should be followed while organising Skill Melas:

• The District Team should inform the State Team about a proposed Skill Mela at least 10 days before
the planned date of organizing the program;
• The JSDMS District Team should identify an open area/ hall with capacity to accommodate at least
200 persons;
• The JSDMS District Team should prepare two banners for the program – one placed at the entrance
of the venue and the other at a central location inside the venue;
• TSPs allotted training targets in the district must ensure their presence at the Skill Mela;
• The location / venue for organizing the Skill Mela should be easily approachable;
• The venue should have the alternative power supply;
• The venue should have provision for separate toilets for male and female;
• The venue should have drinking water facility;
• The venue should be able accommodate at least three stalls of 5ft x 8ft from the TSP side;
• There should be at least two representatives from each TSP to explain and give details of skill
training opportunities to interested candidates;
• One representative from the TSP should be available to counsel candidates and their families;
• TSPs are required to register each interested candidate on HUNAR portal, either at the venue or in
the subsequent 3 days;

Selection of Trainees
i. It is mandatory that candidates with Aadhaar number will be only mobilized for training under the scheme.

ii. Final selection of trainees must be done by the TSP as per the minimum qualification, age experience
requirement for various trades, SSC norms, district reservation policyand the guidelines given at Annexure-1&
2. The TSP may conduct counselling and psychometric test or other screenings to judge the aptitude of
potential trainees.

iii. The mobilization done by the TSP must be brought under the ambit of HUNAR registration for trainees. The
portal provides opportunities for the TSPs to link and identify the candidates mobilized by them.

iv. “Aadhaar Card” shall only be considered as valid proof of identity of the candidate.

v. The following shall be considered as valid proof of address: Driving license, Voter identity card, Class
10thmark sheet / pass certificate or any other validproof issued by Government as per the Domicile Policy of
Jharkhand. The document submitted along with Aadhaar Card should not contradict of the mobilized
trainees.the address

vi. TSP should mobilize candidates as per the district reservation policy and also collect the copy of caste
certificate during mobilization.

vii. The TSP may retain image/ photograph, self-attested copies of identity proof, address proof, caste certificate
(wherever applicable) along with relevant education certificate for meeting the minimum qualification
requirement of the candidate with filled-in signed consent form of the candidate that the candidate is willing to
participate in the training and has provided the documents to the TSP after understanding that the documents
would be used for the purpose of mobilization of candidates only.

viii. The TSP upon mobilization of the candidate should submit the filled-in and signed consent form of the
candidate along with supporting documents to the concerned district team within 15 days of such mobilization.

5.0 Training Initiation
Training Centre Approval
Guidelines
i. Each centre must have adequate amenities such as separate washroom facilities for female and male trainees,
provision for clean drinking water, first aid box, and a common computer with internet access. The list of
mandatory infrastructure is provided at Annexure-3. Prior to initiation of training, centres shall be verified by
the district team in order to check for compliance with mandatory standards. TSP must ensure the physical
presence of the Project Head or Centre Manager at the time of such inspection.

ii. Each training centre must have well-equipped classrooms and laboratories as per the infrastructure mandate of
the concerned Sector Skill Council / NSDC or the applicable agency prescribed by NSDC/NSDA/MSDE or
process prescribed by NSDC/NSDA/MSDE to meet the NSQF compliance.

iii. To ensure adequacy of training infrastructure, equipment and tools all centres must be approved / accredited
by the concerned Sector Skill Council through SMART NSDC portal before claim of the first instalment of the
first batch of the training at the centre.

iv. SMART NSDC portal must be used by each TSP for centre accreditation and centre affiliation process once
the centre is established by the TSP.

v. The cost for each training centre accreditation and centre affiliation shall be borne by the TSP.

vi. In case of skills training to Persons with Disabilities (PWDs), the TSP shall ensure that the training centre is
accessible to PWD candidates and is fully equipped for their needs.

vii. For any grievance regarding non-adherence to timelines from JSDMS representative(s), TSP may submit an
appeal by writing to MD, JSDMS.

Batch Approval and Freezing


Guidelines
i. A training batch shall consist of not less than 15 and not more than 30 trainees. While enrolling the batch on
HUNAR, the TSP can add only up to 30 trainees.

ii. JSDMS District Skill Officer (DSO) and District Consultants - Training (DC-T) would be jointly responsible
for clearing the batch freezing details within the given timeframe. JSDMS DC-T in the district team would
give the approval on HUNAR.

iii. Before approving the batch, DC-T from JSDMS DT shall ensure that the requested batch size is within the
limits of the recommended batch size determined by JSDMS DT after physical inspection of the training
centre, based on the classroom/lab/centre area.

iv. During the programme if the number of trainees remains below 15 for six consecutive days, the batch will be
considered dropped/shut and the TSP shall not be eligible for payment, unless under exceptional
circumstances with written approval from CEO, JSDMS.

v. The duration for batch freezing is seven days from the start of the batch.

vi. The batch will be considered started from the batch start date mentioned in HUNAR and after the candidates
have been mapped for Aadhaar based attendance.

6.0 Training Delivery


Guidelines
i. The TSP shall not subcontract the training delivery or operate the training centres via a franchisee
arrangement.

ii. The TSP is responsible for distribution of relevant instructional material to all trainees.TLM (Teaching
Learning Materials) will have separate material for specific domain, English, IT and Soft skills. The learning
materials should be distributed to all the candidates by end of batch freezing.

iii. Training curriculum should be based on the relevant National Occupational Standards (NOS) and
Qualification Packs (QPs) developed by Sector Skills Councils established under the National Skill

Development Corporation (NSDC). The TSP must ensure that the curriculum is vetted and approved by the
concerned Sector Skill Council (SSC) prior to the initiation of training.

iv. The training curriculum must have mandatory modules on soft skills, computer literacy, financial literacy and
entrepreneurship for a total duration of forty hours, within the approved training duration as communicated to
the TSP.

v. The training and course content should facilitate learning by such youth who may not have exposure to
English. Training should be delivered in a trainee-friendly manner with adequate audio visual tools and
participatory methods. Use of innovation in teaching methodology is encouraged.

vi. Persons deployed as trainers by the TSP must be ToT certified(certified by SSC) competent instructors in
possession of requisite knowledge, skills and experience in their domain. At the end of each training course,
trainees would be required to evaluate their trainer(s) on parameters such as domain knowledge, punctuality,
responsiveness and instructional ability as per the format developed by the JSDMS.

vii. Attendance of both trainees as well as trainers/instructors shall be recorded through JSDMS-approved
Biometric Thumb Impression Machine. Information about batch progress (including attendance and trainee
performance), batch assessment and placement should be shared with JSDMS through uploads on HUNAR
portal. Currently only trainees’ attendance is being captured in HUNAR.

viii. Trainee attendance shall be monitored on a weekly basis by the DC-T from JSDMS DT. Quality audits shall
be made through unannounced visits to the training centre, where batch attendance shall be recorded and
preserved for file records. Only trainees with minimum 80% attendance may sit for assessment at the end of
the training.

7.0 Assessment and Certification of Trainees

Guidelines
i. The TSP is primarily responsible for facilitating the assessment of trainees at the training centre.Initially
Assessment fees for the trainees is to be borne by TSP which would be reimbursed as per actuals by JSDMS.

ii. Only trainees with minimum 85% attendance may sit for assessment at the end of the training.

iii. Assessments should be carried out as per the assessment criteria recommended by the concerned Sector Skill
Council (SSC) for the specified job roles. Assessment Agencies (AA) shall be agencies empanelled under the
concerned SSC, and nominated / allotted by the SSC, to carry out assessment of trained candidates under
SJKVY.

iv. The Assessment Agency must ensure that a competent Assessor is made available at the training centre on the
agreed date of the assessment. The Assessor may be a local so that he can easily interact with trainees in their
preferred language, if required.

v. If a trainee fails in the assessment, he/she may undergo gap training from the same training provider, given
that expenses for the same shall be borne by the TSP. The cost of re-assessment or revaluation will be borne
by the trainee or the TSP, as mutually agreed between them.

vi. SSCs shall ensure that certificates of each successful trainee are sent to the TSP via email (with a copy marked
to JSDMS). TSP then will take a coloured printout (on thick laminated paper) of the certificates and distribute
it to the trainees. TSP must upload the certificates on the HUNAR portal and keep soft copy records of all
certificates.

8.0 Wage/Self Employment and Subsequent Tracking


Guidelines
i. Providing beneficiaries with wage or self employment is a stated aim of the Saksham Jharkhand Kaushal
Vikas Yojana. Prior to batch initiation, each skill training course will be recorded as being geared towards
wage employment or self employment. Accordingly, the outcomes for TSPs shall be defined. Payment to
TSPs shall be as per the notified Common Norms, with a part of payment being linked to achievement of
envisioned outcomes.

ii. Outcome in terms of wage/self employment shall be defined as per section 9x-xi of this document.

iii. Contact details of successfully placed trainees should be passed on to the District Office for sample checking.
For each placed candidate, TSP must furnish to the District Office all placement details viz. offer letter
mentioning the salary per month/year, name and contact details of employer and three successive months’ pay
slips. The fourth instalment shall be paid out only after successful retention of job for minimum three months
by the placed trainees, as evidenced through pay-slips of three successive months.

iv. To ensure sustained benefits from training, TSPs are required to track and report successful candidates for a
period of 12 months. Each candidate would be tracked once every month for a period of one year after she/he
completes her/his training. The parameters on to be tracked would be as under:

• Remuneration/incremental remuneration per month
• Whether continues to work in the same or higher job role till end of the tracking period (whether with
same or different employer)
• If there are periods of unemployment between different jobs, duration of such gaps and reason for leaving
earlier job without having a job in hand.

9.0 Payments
Guidelines
i. All payments to the TSP would be processed from JSDMS Headquarters or state team only, upon due
approval from the Mission Director JSDMS.

ii. All the TSPs are required to have a dedicated bank account for the JSDMS scheme in a nationalized/
scheduled bankonly. All project related transactions should be done from this dedicated bank account only.
JSDMS may at any point of time may ask for details of the bank transactions made to different vendors by the
TSP from the dedicated project account.

iii. All the invoice / utilization certificates submitted by the TSP to JSDMS should be CA certified with relevant
supporting documents.

iv. Payments shall be released to TSP only by the JSDMS State Team within 15 days of submission of claim /
invoice / utilization certificate certified by the CA along with all relevant documents, unless a discrepancy is
detected or payment claim is contested.

v. Training fees would be calculated based on the per hour rate as defined in the latest amendment of common
cost norms both in case of residential and non-residential trainings.

vi. Reimbursementfor assessment and certification should be part of the utilization certificate along with the
claim of second instalment.

vii. For both residential and non-residential training where person with disability and women trainees have to
travel more than 80 kms from their homes to reach the training centre to and fro transport cost as per actuals
subject to maximum of Rs. 5000/- per trainee, will be paid directly to the trainee through Direct Beneficiary
Transfer. For this purpose TSP require to facilitate Aadhaar linked bank account opening for all the trainees
(both male and female trainees) who do not have a bank account.

viii. For residential training one time to and fro transport cost as per actuals, subject to maximum of Rs. 5000/- per
trainee, will be paid directly to the trainee through Direct Beneficiary Transfer. For this purpose TSP require
to facilitate Aadhaar linked bank account opening for all the trainees (both male and female trainees) who do
not have a bank account.

ix. All the TSPs are required to have a dedicated bank account for the JSDMS scheme in a nationalized/
scheduled bank.

x. The outcome envisaged in context of the third instalment is employment (wage-employment or self-
employment) of at least 70% of successfully certified trainees within three months of completion of training,
wherein:

• Wage employment shall imply placement in organised/unorganised sector for a monthly remuneration not
below the minimum wages of skilled workers of the state in which the trainee is placed, or, minimum
wages of contractual skilled workers of Jharkhand, whichever is more;

• Self-employment shall imply a self-certification by the trainee and a credit linkage of minimum Rs.
10,000 for each successful trainee, facilitated by the TSP, for setting up an enterprise or other valid proof
such as obtaining trade/relevant license, proof of setting up of new enterprise or becoming a member of a
producer group, proof of additional earnings (bank statement), etc.

• Placement of a trainee shall be recognised only after receipt of payslips (or equivalent valid proof / bank
statements) showing that the candidate has been employed for at least 90 days within a period of not more
than 100 days.

xi. The outcome-linked third instalment would be released to the TSP subject to the following:

• The TSP shall be eligible for 100% payment for outcome achievement as specified above;

• For TSP shall not receive any amount under the third instalment if less than 50% of certified trainees are
able to obtain wage employment as defined above; except for batches oriented towards self employment,
provided that batches oriented towards self-employment shall require a prior approval stating as such
from the CEO JSDMS;

• The TSP shall be paid on pro rata basis on achievement of 50-69% placement of those who have been
certified;

• For each placed candidate, TSP must furnish the placement details viz. offer letter mentioning the salary
per month/year, name and contact details of employer and three successive months’ pay slips. The third
instalment shall be paid out only after successful retention of job for minimum three months by the placed
trainees, as evidenced through pay-slips of three successive months.

xii. Post placement support would be provided directly to all trainees below poverty line, person with disability,
women candidates and trainees from LWE affected districts at the rate of Rs. 1500/- per month through Direct
Benefit Transfer for the following durations:

xiii. The JSDMS reserves the right to suspend/stop disbursement of funds or recover previous disbursed funds in

xiv. In the event of breach as mentioned above, the JSDMS DT may issue a written notice of suspension for the
TSP to remedy the breach within 30 days of receipt of such notice.

Specification for classroom

1. Classroom size should be calculated @ 10 sq. ft. floor area per trainee
2. Classroom should be well ventilated
3. Classroom should have 1 tube-light for each 100 sq. ft. or 1 CFL of more than 30 watts for each 100 sq. ft.
4. Classroom should have a whiteboard/blackboard of 3ft. x 5 ft. dimension with supply of chalks, markers and dusters, and trainees
should have an unobstructed view of the same
5. Classroom should have, for each trainee, either a chair with foldable writing pad or a chair-and-desk
6. Classroom should have 1 fan for every 100 sq. ft.
7. Each training lab size should be calculated @ 10 sq. ft. (minimum) per trainee to accommodate all lab tools and equipment
8. Each training centre should have at least one computer or laptop for every ten trainees, along with a multipurpose printer
9. Each training centre should have separate toilet for femaleand malewith running water connection and adequate facilities (soap, bucket,
mug)
10. Each training centre should have power backup facility with a capacity to take load of all electrical and electronic equipment for a
minimum of 6 hours
11. Each training centre should have one notice board of 3 ft. x 3 ft. dimension and display board 3 ft. x 3 ft. dimension
12. Each training centre should have safe, clean and closed drinking water facility (with water purifier or water filter) for trainees and staff
13. Each training centre should have a regular electricity connection
14. Each training centre should have working internet connection on all computers either through broadband or dongle
15. Each training centre should have a signage board of 3 ft. width x 8 ft. length placed in front of the centre building 6 ft. above the
ground level or accordingly for centres located above ground floor
16. Each training centre should have a complete First Aid Box with all items well within expiry date
17. Each training centre with security sector trade should have an open ground for physical activity and training
18. Each training centre should have the following documents:
i. Trade wise trainee attendance register
ii. Trade wise stock register of all tools and equipment
iii. Stock register of all office items
iv. SSC approve curriculum for the approved trades
v. Training calendar for the approved trades
vi. Rent agreement original copy
vii. One original copy of recent electricity bill of the premises

i. Hostel premise should be within 1 Km from the center, if not then the TSP is required to provide transport facility from the
Hostel to center.

iv. Hostel should have 1 tube-light for each 100 sq. ft. or 1 CFL of more than 30 watts for each 100 sq. ft.
v. Hostel should have 1 fan for every 100 sq. ft.

Annexure-8Norms for Assessment

i. The Assessment Agency shall be responsible for ensuring the quality and timeliness of the assessment
process, including use of standard assessment tools by assessor, professional conduct of assessor, and timely
declaration of results

ii. The Assessment Agency shall make all travel and logistics arrangements for the assessor

iii. The Assessor must carry a valid ID proof and authorization letter of the agency he represents

iv. The Assessor must assess the candidates as per the approved questionnaire/checklist provided by the
concerned Sector Skill Council

v. The Assessor should authenticate the candidates before the start of assessment and should also keep a record
of the attendance

vi. JSDMS DT shall ensure the quality of the assessment process by visiting the training centre (surprise
checks, if required) and carrying out checks such as:

• Checking the ID proof and credentials of the Assessor

• Observing the assessment process to ensure adherence to standard practices

• Recording the number of trainees present and number of trainees undergoing assessment

vii. In case the Assessor fails to authenticate his identity to the JSDMS District Team, the team can halt the
assessment and inform the concerned Assessment Agency and Sector Skill Council at the earliest so that
further action may be taken

viii. In case the Assessor finds any discrepancies at the time of conducting assessment, the same needs to be
reported to the Assessment Agency, marking a copy to the Sector Skill Council and JSDMS DT promptly in
writing (includes email)

ix. If the assessor is found to enter into any unfair practice/arrangement, the Assessor may be blacklisted and
debarred from conducting any future assessments under the programme

x. If the Assessment Agency is found to send a non-certified assessor on their behalf, the Assessment Agency
may be blacklisted and debarred from conducting any future assessments under the programme

1. Introduction
HUNAR is a government owned skill development portal with an ambition to provide online assistance to impart skill
training to the citizen so that their employability could be enhanced which in effect will enhance the prosperity of the

society. HUNAR not only shows different government skill development schemes but it would help to produce a huge
number of skilled labor-force in the state. Despite having many limitations, lack of transparency, and lack of authentic
& effecting monitoring, the portal has tried to map all skill resources for the benefit of people and desired upliftment of
the society.
1.1 Purpose
Keeping all the limitation, JAP-IT came out with a project which was aimed at putting all the skill development
activities of all the departments at one platform and it proposed to develop a portal through which all departments will
electronically deliver their skill development services, keeping their uniqueness, individuality and jurisdiction intact.
The name of the portal was kept as HUNAR which is acronym of Hallmarking of Unrecognized Novice and Amateur
Resources. One of the stakeholder for the portal is District Team. District team is responsible for working at district
level and managing activities like verifying infrastructure and batch details of the training centers.

2. District’s Page – features and user guidelines


There are 24 districts in Jharkhand. Each district team will have their unique user id and password to access the portal
and enter into their home page. Following functions can be performed by district team:
a) Physical infrastructure verification of Training centers in Jharkhand
b) Physical Equipment verification of equipment details submitted by training centers
c) Verify the attendance operator for training centers
d) Verify Batch request for start, freeze, close etc.
e) Placement Tracking
f) Change Password
2.1 District’s Login
Each district team has its own user ID and password which they can use to handle skill development activities at district
level.
Users of the district team are required to go to website HUNAR (hunar.jharkhand.gov.in) through Internet from places
of their convenience. In the home page of HUNAR, they can see ‘Login’ button at extreme right. By clicking on
‘Login’ button they will asked to provide ‘Username’ and ‘Password’ including CAPTCHA. CAPTCHA is nothing but
group of letter and number written just below the box of CAPTCHA which is case sensitive means if letter is written in
capital letter then user should insert capital letter in CAPTCHA box and if there is small letter then put small letter in
the CAPTCHA box.
In the below picture one can see how login id works in HUNAR:

As an example suppose Ranchi District team wants to enter into its home page in HUNAR. Example is given below:

2.2 District’s Home Page
As an example, Ranchi District team home page is shown. Once the district team logins with his login ID and
password, he/she will see their home page. The sample is given below:

2.3 Verify Vocational Training Center


Two dropdowns are there in this menu bar- verify vocational training center. District team has to verify infrastructure
of training centers through menu-“Physical Verification” and verify equipment available at training center through
menu-“Equipment Physical Verification”.

A) When district team clicks on menu- “Physical Verification”, following page opens up-

Once training provider submits infrastructure of training center, it goes for 3-level verification.
At first level, JSDM Admin team will verify the details online. Once they found details satisfactory, the request will go
to next level i.e. to district team for physical verification. This list of centers whose 2nd level verification is pending will
be seen in the district login under this menu.
There are 2 action buttons against each training center.

Following screen opens up and district team needs to print this from the “PRINT” button.

This form has details filled by training provider for their center and online remarks given by JSDM admin team. The
district team needs to take this printout and physically visit the training center to see if infrastructure entered by training
provider is actually present there or not. They can enter their comments in this printout and come back to their office.
The complete team who had done the inspection need to put their signature and date on this printout.

When district team clicks on this link, following screen will open up and they need to enter their comment against
each field of the outcome of the inspection done of the infrastructure at the training center. They also need to upload the
scanned copy of the signed printout of the page with the result of inspection.

He has to enter his final remarks, name and designation.
He has 2 options i.e. either “VERIFY” or “REJECT” it.
B) When district team clicks on menu- “EquipmentPhysical Verification”, following page opens up-

Once training provider applies for course at training center by entering available equipment details, it goes for 2-level
verification.
At first level verification, it will go to JSDM Admin team for online verification. If details are found suitable, the
request then goes to district team for physical verification. This list of centers whose 2nd level verification is pending
will be seen in the district login under this menu.

There is one action buttons against each training center. Following screen open up on clicking action button ( )-

Here district team needs to visit the training center physically, capture their remarks and then fill up this form as per
details found. They need to enter the remarks against each equipment and select the grade for that equipment. Finally
they need to give their final/overall remarks, enter their name in “VERIFIED BY”, their designation and click on
“SUBMIT” button. All the course related equipment for which training center has applied at once, will be visible in this
form. So, district team needs to fill data for all the 1st level verified applied courses in this page.

District team also has the option to visit training center once and verify both infrastructure and equipment details
physically.

2.4 Verify Attendance Operator


District team needs to verify the attendance operators for each training center from the below link-

Here the details of added attendance operator by the training provider for their training center will be displayed. District
team can click on hyperlink –“AADHAAR CARD” and “ID CARD” to see the uploaded Aadhaar card and ID card.

They have 2 options – Approve- and Reject-


District team needs to click on any of these option. A pop-up will be displayed to enter remarks as shown below-

They need to enter their remarks and click on VERIFY button. Only the verified attendance operators of the centers
will be able to open attendance session before start of any training.
If they click on Reject option, following screen opens up-

2.5 Manage Batch


The District team needs to manage batch requests from training providers for their training centers through this menu.

District team needs to perform following actions-
a) Request for Batch Start: The training provider will send request for batch start of their designated training
centers to the district team. The received requests will be seen in the following page -

The district team needs to verify all details and then approve or reject the batch and also mention the freeze
date along with their remarks.
Freeze date should be within 5 days from the start of the batch.
Once batch start is approved, batch can be started by training provider at their center and attendance can be
marked.
Once request is approved, it will be seen in the following menu-

b) Request for Batch Freezing: Once training provider sends request for batch freeze within 5 days of batch
start, those requests will be seen by district team under this drop down. If no such request is there, following
screen will come-

All activities will be same as in “Request for Batch Start”. Once batch freezes, candidates will be bounded to
this batch for the complete duration of the training. All the batches whose batch freezing has been approved,
will be seen in the below drop down-

c) Request for Batch Completion: Once training is completed, training provider needs to send request for batch
close to the district team. Such requests will be seen under this drop down.

The batches whose request has been approved for closure will be seen in following menu-

d) Request for Batch Assessment: Once batch has been closed, before training provider can do or get
assessment done; they need to send request to district team for approval.
e) Prematurely closed: Sometimes due to any issue if district team finds that particular batch needs to be closed,
they can close that batch from this page.
f) Rejected Batches: This list shows all the rejected batches by the district team.
2.6 Reports—Placement Tracking
District team can generate different kind of reports from HUNAR by clicking on ‘Report’ menu. In the dropdown of
report menu presently only “Placement Tracking” is available. Following screen opens up on clicking this menu-

2.7 Users-Change Password


If the user clicks on change password option, following window will open-

The user can enter their old password, new password twice and their password will be changed when they click on
CHANGE PASSWORD button.
2.8 Profile-Log Out
District team can log-out from its page by clicking on ‘Profile’ menu and then click on Logout button. Once the task is
completed, the district team needs to log out of the application through this link. They needs to login again if they have
logged out and they need to access the portal again.

1. INTRODUCTION
HUNAR is skill development portal where all stakeholders need to register themselves in order to get access to skill
development activity run by government’s departments. Training provider is one of key stakeholder of the HUNAR
which needs to register itself in HUNAR to provide skill training in Jharkhand.

1.1 PURPOSE
The training provider interested in giving skill training for state government need to register themselves first on this
portal. Without registering, they will not be allowed to engage themselves in skill development programs of the state.
2. TRAINING PROVIDER – REGISTRATION, FEATURES AND USER GUIDELINES
This section informs the training providers how to use HUNAR to get register and apply to departments to become
training provider. Training providers can also get backend support from HUNAR to find interested candidates to
provider training in their institutes.
Training Provider registration
During this step all the interested training providers who want to impart skill development trainings are required to
register through Internet from places of their convenience. Detailed procedure is described below:

The training provider who is interested to become trainer of the department in order to provider skill development
training would be required to visit the Skill Development Website HUNAR and click on “Training Provider” Link.

Once the Training Provider click on “Training Provider” button, a new window will come with a question – “Are you
already registered with any department through Portal”? It has two options:-
1. No, I am not registered
2. Yes I am registered
Below picture illustrates it with example.

If the Training Provider is already registered with any skill development training providing department through this
portal, he has to select “YES, I am registered” and click on “GO” button. He will be redirected to the login page. Once
he logins with his credentials, his request to register with other department will be forwarded to that department for
verification.
2.1 TRAINING PROVIDER REGISTRATION FORM
If Training Provider chooses “NO, I am not registered” and click on “Go” Button, a new window will come which is
nothing but a Training Provider Registration Form. The sample can be seen in below picture. The form has four parts-
First is details of training provider, Second is the information of manager of training provider, third is the bank
accounts details and the last gives an option to the training provider to upload necessary documents.

2.1.1 TRAINING PROVIDER INFO
First information, Training Provider needs to fill details of “Training Provider’s Info”. In the below picture we can see
what information is required in this segment.

Following details has to be filled in Training provider Information:

DEPARTMENT APPLYING TO: It has 17 options because 17 departments run skill development activity for various
courses. Training provider can select any one department from this list.
DIRECTORATE NAME: As per the department selected, the list of corresponding directorates of that department is
displayed in this drop down.
TYPE OFORGANISATION: It has two option- government and private. Private training provider has to choose
option-private and government funded institutes has to go for option-government.
LEGAL STATUS: It means the legal status of the training provider. It has 12 options like Company or Trust or Society
etc. When the training provider does not fall in any category, it has to go for option- “Other”. Training provider should
have some certificate to prove the legal status.
ORGANISATION'S NAME: It should be the full name of the training provider which is registered in legal status.
DATE OF ESTABLISHMENT: It should be in date/month/year format and it should match with the date in some
supporting legal document.
PAN CARD NO: Training Provider needs to enter the Organization’s PAN No. This number should be correct as it will
be validated with the Income Tax department.
REGISTRATION NO: The registration no. of the Organization should be entered here which should be supported by
some proof if asked for at any later stage.
DATE OF REGISTRATION: The registration date of the Organization should be entered here which should be the
same as written in registration certificate of the Organization.
ADDRESS: The Organization’s complete address must be entered in this column and address proof must be uploaded
in the supporting document’s column present in the registration form.
LANDMARK: This field should include some landmark for the office address.
STATE: Please enter the state where the Organization’s corporate office is located in India.
DISTRICT: As per the state selected in above field, district drop down opens up. Please select the district where the
Organization’s corporate office is located in India.
PIN CODE: Please enter the correct pincode. It should be a 6-digit number.
PHONE NO: Please enter the phone no. of the corporate office along with the STD code.
MOBILE NO: Please enter the mobile no. of the training provider which will be used for important communications
with the HUNAR portal at later stage.
FAX NO: Please enter the FAX no along with the STD code of the training provider.
E-MAIL ID: Please enter valid Email id which will be used for all types of communications with this portal. This
should be an active email id where all the relevant details will be send by HUNAR portal.
WEBSITE: Please enter the company website if it exists.
SECTORS COVERED: Please select sectors in which the organization provides trainings with respect to skill
development. More than one sector can be selected by using the “Ctrl” + mouse click.
FULL TIME MAN POWER: Please enter the full time manpower of the organization.
REGISTERED WITH ANY SKILL DEVELOPMENT PROGRAM? If the organization is already registered with
central govt/state govt/NSDC in providing skill development trainings, then Enrollment number needs to be entered
otherwise “New” needs to be selected.

2.1.2 MANAGER’S INFO


Training provider must give information of the manager or decision maker of the company. It is the basic information
one needs to submit to complete the registration form.

NAME: It should be the full name registered in any academic or government document.
AADHAAR NO: It is the 12 digit number printed in Aadhaar Card of individual who declares himself a manager.
MOBILE NO: It should be ten digits mobile number of his/her own. It should be a valid mobile number because in
future, manager may get all the information through sms from HUNAR.
EMAIL ID: It should be a valid email ID for further communication from the department or interested candidates.
2.1.3 BANK ACCOUNT DETAILS
It is a mandatory field to complete Training Provider Registration form. It will be used in all type of payments related
to the skill development activities of the state.

Account Number: Training provider has to give company’s account number in this field. Account number should be
valid.
Bank Name: Please select the bank name from the drop-down where account of the organization is present.
Branch Name: Please enter the branch name of that particular bank in which the training provider has account.
IFS Code: It is 11 digit numbers consist of alphabet and number. Each branch of the bank has separate IFS code which
is a mandatory field to do online transaction. Department use the same to pay the reimbursement and candidates can
pay their fee using it.
2.1.4 UPLOAD DOCUMENTS
Training provider should upload few documents as a proof of giving right information to HUNAR. It consist scanned
copy (image form) of Pan Card, Registration Certificate and Address Proof. Address proof can be government bank
passbook copy, rent agreement, electric or telephone bill. Address proof is one of the mandatory documents to be
uploaded to continue the registration process. In the webpage, the upload document option will come in following
table:

Once the training provider fills all the details of “Training Provider Registration Form”, he/she has to click on box
“I/We do hereby certify that all the above mentioned information are true as per my/our best knowledge. I have read all
the terms & conditions and shall abide by the same. In case of violation of any terms or if infrastructure/ quality of
training is not satisfactory, the registration would be cancelled by Govt. of Jharkhand. If case of any dispute, the
decision of Jharkhand government shall be final and acceptable to us”.
Nest, the training provider clicks on “SUBMIT” button.
If any information is missing and wrongly written then a new pop-up come to notify whether things are missing or not
given according to the defined format.
2.2 TRAINER ID & PASSWORD
If every field is correctly filled then statement will come in the window that the request has been sent to the selected
department. Once the department verifies the training provider, trainer ID and Password would be created
automatically and sent to the email ID which was given while registering. Training Provider should check the email to
find Trainer ID and Password. The final submission will look in following manner:

Please save your Trainer ID and Password as it will be used to manage all activities related to providing skill training
for government departments.

3. HOME PAGE-TRAINING PROVIDER
Once the Training Provider is verified by the department, they will get and Login ID and Password in its email. Login
ID and Password is necessary to fill other details of Training provider like Training centre details.

3.1 LOGIN TO TRAINING PROVIDER HOME PAGE


Training provider need to open HUNAR home page (www.hunar.com) and click on “Login” button to see its own
profile or home page.

Clicking on login button opens a new window which demands Username and Password that was already been sent to
email ID of Training provider while registering in Training Provider Registration Form.

Now Training provider is required to fill the username and password including the Captcha seen in the screen above to
login into its own page. Then he/she needs to click on login button or press enter in the keyboard.
3.2 HOME PAGE (TRAINING PROVIDER)
Once the Training provider click on login the new page will come up which is the page of that training provider only.
This page is important to communicate with government departments, add training centers and get training related
reports.

3.3 QUICK LINKS
3.3.1 APPLY TO ANOTHER DEPARTMENT
Training provider can apply as a training provider to more than one department by clicking on “Apply to Another
Department”. After the click, drop down comes for Trainer to choose the option of any 17 departments who run skill
development activity. Training provider needs to select the department and click on “APPLY” button then this
information will go to that particular department for verification. Once that particular department verifies the Trainer,
he will become the training provider of that particular department also.

Once the training provider selects the department and clicks on “APPLY”, following screen comes-

3.3.2 APPLICATION STATUS
Training provider can check the application status of the department it applied to, by clicking on Quick Links-
“Application Status”. If department verified the application of training provider it will come with a date on which it
was verified. If the request is still unverified, same will be displayed in the application status.

3.3.3 CONTACT DEPARTMENTS


This Quick link will take you to the DEPARTMENTS Menu. This menu has 2 options-
1. DEPARTMENT CONTACT DETAILS:
Training provider can get contact details of all the departments who are involved in running skill development
programs. Training provider need to select the department in below box to find contact details with Department
Address, Nodal Officer details, Department Manager’s Info.

On selecting the Department Name, following screen pop up-

2. SUBMIT QUERY TO DEPARTMENT
Training Provider can submit their query related to skill development programs to only those departments who have
verified them.

3.3.4 VERIFIED TRAINING CENTERS


This Quick link will show the Verified Training Center list and take you to the CENTERS menu. It will include center
name, level of training, address, contact no, contact person details, View running courses, Apply for a new course.

On clicking the Center name, Training Center verified infrastructure details will be visible.
View Running courses link will show the complete details of the courses running at that training center.

Apply for a new course link will allow training center to apply to the department for a new course which they want to
run at their center.
3.3.4 RUNNING COURSES
On clicking the Running Courses link from Quick Links, the user will be redirected to the COURSES MODULE.
RUNNING COURSE LIST: By clicking “Running Course List”, the training provider can see all the running courses
of all the departments under which the training provider is registered.

On clicking COURSE NAME, complete course details will be visible to the training provider along with the eligibility
criteria.
On clicking VIEW SYLLABUS, the complete syllabus of the course will be visible to the training provider.
3.3.5 UPCOMING COURSES
On clicking the Upcoming Courses link from Quick Links, the user will be redirected to the COURSES MODULE.
UPCOMING COURSE LIST: By clicking “Upcoming Course List”, the training provider can see all the Upcoming
courses of all the departments under which the training provider is registered.

3.3.6 SECTOR COVERED


It will show the list of sectors selected at the time of Training provider registration.
Training Provider also has the option to add new sectors later on from the NEW button provided on this page.

3.3.7 CHANGE PASSWORD


Training provider can change its login password by clicking on Change password button. Training provider need to
write current password and new password and click on “Change” button.

3.4 DEPARTMENT MENU
When the user clicks on DEPARTMENT MENU, following screen pop up-

In this page, training provider can apply to another department and communicate with departments with all relevant
contact details. The complete description of this menu has already been given in Quick Links- Contact Departments.
3.5 CENTERS MENU
In this segment, training provider can see verified and unverified centers list. They can also add training center and
center’s infrastructure as a basic details required by department.

3.5.1 VERIFIED CENTERS LIST
It will include center name, level of training, address, contact no, contact person details, View running courses, Apply
for a new course.

On clicking the Center name, Training Center verified infrastructure details will be visible.
View Running courses link will show the complete details of the courses running at that training center.
Apply for a new course link will allow training center to apply to the department for a new course which they want to
run at their center.

3.5.2 UNVERIFIED CENTERS LIST


Training Provider can see unverified center list by clicking on “Unverified Center List” on menu “Centers”. It will
come with full details of Center name, address, contact no and application details.

3.5.3 ADD CENTER
Training Provider can add their training centers operating in Jharkhand for training by giving required details and
submit it so that department would verify it.

TRAINING CENTER’S DETAILS


The description of various fields is as follows-
DEPARTMENT:Training provider need to select the department for which he/she wants to add the training center for
providing skill development training.
DIRECTORATE NAME: Drop down opens up showing the corresponding directorate list as per the selected
department.
TRAINING CENTER NAME:It should be the full name of the training center as per valid legal proof to be produced at
later stage.
LEVEL OF TRAINING CENTER:It has six options- Division, District, Sub-Division, Block, Panchayat and Village.
The motive of this information is to find out “in which level, the training center provides the training”. It means if
training center operates in village level only then training provider has to choose option-village.

ADDRESS: Training provider should fill the full address of that particular training center only. It should only be of
Jharkhand state.
LANDMARK: It should be the some familiar place, building in nearby area of training center helpful in locating the
training center by general public.
STATE: It would be only Jharkhand. Training center must be opened in the state of Jharkhand only to provide skill
development training.
DISTRICT: It should be same district where address of training center belongs to. There are 28 district of Jharkhand, so
training provider should choose one out of 28 options that can address the training center.
BLOCK: Training provider should choose the block which addresses that training center. It will help to locate the
training center easily by the candidates.
PANCHAYAT: Training provider should select the panchayat where the training center is present.
PIN CODE: It should be six digit number. Training provider should give 6 digit pincode that can address that particular
training center.
MOBILE: It should 10 digit valid mobile number.
PHONE NUMBER: First box is the place for STD code and then the next box should be filled with landline numbers
of that particular training center.
EMAIL ID: it should be email ID of the training center which will be used to communicate all relevant information
from the portal. Email ID should be like xy@venu.com
CONTACT PERSON’S DETAILS
It should be the details of the person of that particular training center who is responsible for center’s operation.
CONTACT PERSON NAME: It should be full name of contact person written in any government or academic
documents.
DESIGNATION: It should be the designation of the contact person of the training center.
MOBILE: It should 10 digit valid mobile number.
EMAIL ID: it should be email ID of the training center which will be used to communicate all relevant information
from the portal. Email ID should be like xy@venu.com.

3.5.4 ADD INFRASTRUCTURE


Training provider need to give details of infrastructure of training center. It would help candidates to assert kind of
infrastructure they are going to get while doing training in that particular training center. Training provider need to
click on “Centers” first and then click on “Add Infrastructure”.
Once training provider click on “Add Infrastructure”, a new window will be opened which allow training provider to
fill following details:
o Basic Details

o Description of Rooms
o Residency
o Add course and related tools /equipment
o IT/Computer Lab Infrastructure
o Extra Information

Basic Details: It is basic details of location and accessibility of training center.

Name of Training Center: Training provider need to select the added training center name which has been verified by
the concerned department.
Location: It should be the address of that particular training center.
Accessibility: Training provider need to give distance in KM of training center from main transportation system which
includes bus stand, railway station.
Signage Board Availability: Signage board helps the candidate to find training center in its location. So it is mandatory
for training provider to give details of accessibility of signage board. Signage board should be somewhere in the road
defining the direction of training center.

Center Details: It includes many details of the training center and description of all is given below-

Main Board: Main board is the board hanged at the entrance of the gate. If it is there then training provider should
select ‘Yes’ and if not then he has to select ‘No’. Training provider can write extra or any other information relevant to
this field in the remark column just in line with ‘Main Board’ box.
Ownership Detail: It has three options - Own, Lease and Rented. If training center is owned by training provider then
he has to fill ‘Own’ and if it is in lease then he has to fill ‘Lease’ and if the premise is on rent then training provider
should fill ‘Rent’. If it is on lease or rent then a new box will open demanding to give owner name. Thus training
provider needs to fill the full name of owner of the building in case of lease and rent. Training provider can write extra
or any other information relevant to this field in the remark column just in line with ‘Ownership’ box.
Total Area: Total area is the area of total premise of the training center and not only building. It includes open space
area also. So, Training provider should fill the area either in square feet or in square meter. Unit is there in next box
with two options- Sq. Feet and Sq. Meter. Training provider can write extra or any other information relevant to this
field in the remark column just in line with ‘Total Area’ box.
Open Space: It should be filled in the same manner the way ‘Total Area’ was filled. Open space means the vacant area
in the training center other than building. Training provider can write extra or any other information relevant to this
field in the remark column just in line with ‘Open Space’ box. Its unit should be same as that of Total Area.
Building Type: It has two options- RCC and Non-RCC. If Building is made with RCC (Reinforced Cement Concrete)
then training provider should go for RCC and if it is not then then Non-RCC. If Non-RCC is selected then type needs to
be selected. It has following values-Kachha, semi-kacha, pucca. Training provider can write extra or any other
information relevant to this field in the remark column just in line with ‘Building Type’ box.
Water Storage: It has two options- Yes or No. If there is water tank inside the building for storage then the option
would be “Yes” and if that is not available then it would be “No”. In case of ‘Yes’, a new box will open and training
provider should give capacity of tank in litres in that box. Training provider can write extra or any other information
relevant to this field in the remark column just in line with ‘Water Storage’ box.
Power Supply: It has two options- Yes or No. If there is electricity in the training center from electricity board or from
own sources like generator, solar energy, etc then Training provider should fill “Yes” and if there is no electricity in the
training center then please fill “ No” in this box. In case of ‘Yes’, a new box will open asking about the power backup
system in that premise. Power backup means a battery based system to store the power to utilize when there is no
electricity. If “yes” is selected, then training center needs to specify the medium i.e. “UPS, Inverter, Generator, Others”
along with the duration for which backup lasts on an average basis. Training provider can write extra or any other
information relevant to this field in the remark column just in line with ‘Power Supply’ box.
Canteen: It has two options- Yes or No. If there is canteen facility inside the building of training center, then training
provider has to fill ‘Yes’ otherwise ‘No’. In case of ‘Yes’, a new box will open asking capacity of canteen in term of

total number of sitting capacity. Training provider can write extra or any other information relevant to this field in the
remark column just in line with ‘Canteen’ box.
Drinking Water: It has two options- Yes or No. If there is facility of Drinking water inside the building of training
center then training provider should fill ‘Yes’ otherwise ‘No’. In case of ‘Yes’, training provider needs to provide the
purifier type which has two option UV or RO. Choose one out of two. Training provider can write extra or any other
information relevant to this field in the remark column just in line with ‘Drinking Water’ box.
Toilet: It has two options- Yes or No. If Training provider choose ‘Yes’ then two new boxes will open asking how
many for girls and how many for boys. So Trainer should give number of toilets of girls and boys in the training center
premises. Training provider can write extra or any other information relevant to this field in the remark column just in
line with ‘Toilet’ box.
Safety Measures: Click on ‘First Aid Kit’ and ‘Fire Safety’ button if that is available in Training center premises.
Training provider also needs to fill road distance of nearest hospital and police station in km in the respecting box.
Training provider can write extra or any other information relevant to this field in the remark column just in line with
‘Safety Measures’ box.

Description of Rooms
This field captures the complete details of different types of rooms available in the training center.

Number of Room: Please write total number of rooms in that training center.

Type: Type is nothing but type of rooms. It has five options- lecture room, practical lab, conference room,
administrative room, waiting room. Choose any one option; provide other information add it and then choose next type
of room. Training provider need to do it for each type of room available in the training center.
Area in Sq. Feet: This is the area of particular room in sq. feet.
White Board: If white board is there in the wall of that particular room then training provider has to fill “Yes”
otherwise “No”.
Seating Capacity: It is nothing but the total number of candidates who can attend training in that particular room.
No of Light: Total number of light including bulb & CFL in that particular room.
No of fan: Total number of fans available in the room.
No of AC: It is total number of air conditioners available in the room.
Remark: Training provider can give any extra details in the remark column regarding description of rooms.
Residency
Training provider need to provider details of Hostel Facility in Residency heading.

Hostel Facility: It has two options- ‘Yes’ or ‘No’. Training provider click on ‘Yes’ button following box will open (see
below):

Number of Bed: Please provide total number of bed available in hostel for boys and girls in number. Training provider
should write down numbers in the requisite box.
Number of Bathroom: Please provide total number of bathroom available in hostel for boys and girls in number.
Training provider should write down numbers in the requisite box.
Mess Facility: It has two options- ‘Yes’ or ‘No’. If there is mess inside the campus of hostel then training provider
should fill ‘Yes’, otherwise ‘No’.
Security Guard Availability: If there is security person available at the time of office or off hours then training provider
has to fill ‘Yes’, otherwise ‘No’.
Common Room: If there is room for playing game or watching TV etc inside the hostel then training provider has to fill
‘Yes’, otherwise ‘No’.
TV: If there is TV facility inside hostel either in the room or in the common room, then training provider has to fill
‘Yes’, otherwise ‘No’.
Internet: If there is internet facility whether it’s a Wi-Fi or LAN inside the building of Hostel then training provider has
to fill ‘Yes’, otherwise ‘No’.
Hostel Location: It has two options- within compound and outside compound. If hostel facility is within the premise of
training center then it would be ‘Within Compound’ and if it is outside the training center then training provider has to

fill ‘Outside Compound’. When training provider click on ‘Outside Compound’, two new boxes will open asking
distance of hostel from the training center.

IT/COMPUTER LAB INFRASTRUCTURE


Training provider need to provider details of IT/Computer Lab availability in the training center.
IT/COMPUTER LABS: It has two options- ‘Yes’ or ‘No’. Training provider click on ‘Yes’ button following box will
open (see below):

Number of Computers: Training provider needs to enter total number of computers and laptops available in the training
center. Training provider can write extra or any other information relevant to this field in the remark column just in line
with ‘Number of Computers’ box.
Connectivity: If LAN (Local Area Network) and/or INTERNET is available in the training center then training
provider needs to select that box. It has two check-boxes. One is LAN means Local Area Network which mean if all
computers are connected with LAN. Another one is Internet means if computer lab is connected with internet
connection.Training provider can write extra or any other information relevant to this field in the remark column just in
line with ‘Connectivity’ box.
Power Backup: Power backup means a battery based system to store the power to utilize to run the computers when
there is no electricity. If “yes” is selected, then training center needs to specify the medium i.e. “UPS, Inverter,
Generator, Others” along with the duration for which backup lasts for running computers on an average basis. Training
provider can write extra or any other information relevant to this field in the remark column just in line with ‘Power
Backup’ box.
Printer and Scanner: If printer and scanner are available in the training center then training provider needs to select
“Yes”, otherwise “No”.
Extra Information

Attendance Mechanism: It has four options- Manual/Register, Biometric, Punch-card and other. If attendance of
candidates is done manually in any register then please go for option 1 and if there is biometric attendance device in the
training center then go for option 2. In case when there is punch card available in training center for attendance then
please go for option-3. Option 4 is for any other option of taking attendance for candidates.
CCTV Camera: It has two options- ‘Yes’ or ‘No’. In case of Yes, a new box will open asking how many CCTV camera
training center have inside the premises. Please fill total number in numeric form.

When the user clicks on “SUBMIT”, it takes user to new page asking for supporting documents to be uploaded.
Upload Documents in adding training center infrastructure: Click on browse button and add image file of respective
field. If it is asking to upload main building image then it should be outer image of that building and in it should be an
image file.

When the user clicks on “SUBMIT”, the infrastructure details will be added and sent to the concerned department for
2-step verification (Online and Physical verification).Once both level of verification has been completed successfully,
training provider can run course on those centers.
3.5.5 APPLY FOR COURSE

In this segment, training provider has to add the equipment availability at their training centers.

First, the center needs to be selected by the training provider for which equipment details need to be added. Next
Department needs to be selected. Thereafter sector will be selected and then drop down will display those courses
which are added by the corresponding department in that sector. Following screen opens up on selecting the course
name-

Here the list of equipment along with the required quantity and specifications (added by the department/directorate
running the course) is shown. Here, the available quantity, specification and remarks needs to be added against the
given equipment required for that particular course by the training provider for the selected training center.
After clicking on “SAVE”, training provider can again add equipment for multiple courses one-by one. After saving
this data, details will be sent to the concerned department for 2-step verification (Online and Physical
verification).Once both level of verification has been completed successfully, training provider can run course on those
centers.
3.5.6 ADD ATTENDANCE OPERATOR
For training centers, biometric attendance will be captured for candidates attending training there. For that purpose,
each training center will have few associates who will work as attendance operator. At the start of each training session,
first the attendance operator

Here, on selecting that training center, if any attendance operator has already been added for that center, then that list
will be displayed on the screen.
In case, training provider needs to add new attendance operator for any training center, then he needs to click on
“ADD” button. Following screen opens up-

It has following fields-


TRAINING CENTER NAME: Drop down opens and it shows list of verified training centers.
OPERATOR NAME: Training Provider needs to enter name of operator here.
OPERATOR AADHAAR NO: The 12-digitOperator aadhaar no needs to be added which will be used for
authentication and opening of attendance system at the start of each training session.
DESIGNATION: The designation of the operator needs to be specified.
MOBILE: The 10-digit valid mobile no needs to be entered.
E-MAIL ID: Valid email id of the format dcv@fdf.com needs to be entered.
AADHAAR CARD: Scanned copy of Aadhaar card needs to be uploaded from “Choose File” option.
EMPLOYER PROOF: Scanned copy of Employer proof needs to be uploaded from “Choose File” option.
Once Training provider clicks on “SUBMIT”, the details will be saved and send to district team for approval. Only
after operator has been approved by district team, he can use his Aadhaar no and biometric fingerprints to open session
for attendance.
3.5.7 ADD TRAINER
With this menu, the training provider needs to add the complete details of the trainers providing training in the
designated training center. Only after the trainer details are added, the batch can be created for that training center.

It has following fields-
TRAINING CENTER NAME: Drop down opens containing list of all verified centers.
BATCH TRAINER NAME: Name of the trainer needs to be entered
TRAINER IMAGE (Passport Size): Passport size photo of trainer needs to be uploaded from BROWSE button.
AADHAAR NUMBER: 12-digit aadhaar no of trainer needs to be added
AADHAAR (Scan Copy): Scan copy of aadhaar card needs to be uploaded from BROWSE button.
DATE OF BIRTH: Trainer’s date of birth needs to be entered. He should be more than 18 years of age.
GENDER: Male/Female needs to be selected
GOVT. ID CARD TYPE: it contains 4 options- PAN card, Driving license, voter ID card, Others
GOVT. ID CARD NUMBER: After selecting type, ID no of the card should be entered
GOVT. ID CARD (Scan copy): Scan copy of this card should be uploaded
MOBILE NUMBER: 10-digit valid mobile no should be entered
EMAIL ID: Valid email id in proper format i.e. dd@fsdf.com should be entered

STREAM: On basis of highest education level selected, stream drop down will open up
NAME OF INSTITUTION: The details of the institute from where highest education has been completed
HIGHEST EDUCATION CERTIFICATE (Scan Copy): Scan copy of certificate needs to be uploaded
SECTOR OF TRAINING: Training Provider needs to select the sector in which trainer has provided training earlier.
TRAINING OF TRAINER ATTENDED (TOT): TOT needs to be entered here
COURSE NAME: Course for which trainer has attended TOT
INSTITUTION: Institute from where trainer has done TOT
CERTIFICATE DATE: Date on which certificate issued for TOT
CERTIFICATE NUMBER: Certificate number needs to be provided
CERTIFICATE (Scan copy): Scan copy of certificate needs to be uploaded here
EMPLOYMENT DETAILS: The previous employment details of the trainer including name, duration, Experience in
relevant sector, proof of experience needs to be provided. ADD MORE button can be used to add more than one
previous experience of the trainer.

Once the complete details have been filled, the training provider needs to click on “SUBMIT” button.

3.5.8 CREATE BATCH


Once all this data has been added, batch can be created.

It has following fields-


SELECT CENTER: Verified center list will be seen in the drop down.
BATCH NAME: Name of the batch should be in format Course_Name/Batch_No/MM/YYYY (Example:
BASIC_COMPUTER/001/01/2016)
SELECT COURSE: Verified courses of that center will be displayed in the drop down.

BATCH DURATION: It is the duration specified by the department for that course. It will auto-populate automatically
on selecting the course name.
MAX BATCH SIZE: It is the max batch size specified by the department for that course. It will auto-populate
automatically on selecting the course name.
MIN BATCH SIZE: It is the min batch size specified by the department for that course. It will auto-populate
automatically on selecting the course name.
PROPOSED START DATE: Start date of batch needs to be added here.
PROPOSED END DATE: End date of batch needs to be entered here.
PROPOSED ASSESSMENT DATE: Assessment date of batch after training is completed
START TIME: Time at which batch will be started.
END TIME: Time at which batch will end.
TYPE OF BATCH: It can be residential or non-residential. Residential means hostel facility available at the center.
BATCH DAYS: The days when batch will operate.
When training provider clicks on “Submit” button, the batch details are saved.

3.5.9 VIEW/ADD CANDIDATE


After batch has been created, training provider needs to add candidates to it.

For adding candidates, training provider needs to click on “ADD” button.


After adding candidate, from VIEW CANDIDATE screen, training provider needs to select the center, course and then
batch. So, candidate list added in that batch are seen below. Once all candidates are added, training provider needs to
click on “Send To Approval” button. The request for batch start will then be sent to district team for approval.

Here once the district is selected, candidate list opens up as shown below-

The training provider needs to click on the checkbox in front of the candidate name who they want to select and then
click on ADD button present in the end of the page.
They can search candidates on basis of their aadhaar number also.
Here all the candidates who have registered even with basic details (profile not complete) will be available. But it is the
responsibility of training provider to get the profile of candidate completed before they start training.
3.5.10 BATCH FREEZE
Once batch starts, there can be drop out of candidates due to various reasons. So, within 5 days of batch start, training
provider needs to send request for batch freeze with the final list of candidates who will be attending the training in that
batch. The request for batch freeze goes to district team for approval.

When center is selected, following screen opens up-

All the batches whose freeze request has been approved will be seen with the action button activated. Once training is
completed, training provider needs to send request for batch close for that batch.
This request goes to district team for approval. Only closed batches whose attendance has been marked, will be
available for batch assessment.

3.5.12 BATCH ASSESSMENT


When training provider clicks on this link, following page opens up-

Training provider will fill the details and send request to district team for approval.
Tentative assessment date will auto-populate from the details filled at time of batch creation.
Once request is approved, training provider will be able to add assessment marks of the candidates for the batch.
3.5.13 ASSESSMENT MARKS ENTRY
Following screen opens up on clicking this menu-

Here when center, corresponding course is selected; only batches where attendance of candidates is marked and which
are closed will be seen in the drop down. When batch is selected, following screen opens up-

Here all the candidates of that batch will be seen. Training provider needs to “Add the marks” for each candidate.

Along with the marks, PASS/FAIL status of candidate needs to be entered.

Admin will be able to see the result of all candidates of the batch.

Two-level assessment will be done by training provider i.e. if candidate fails in first assessment then 2nd assessment
will be done for those candidates of the batch.
3.5.14 ADD ORGANIZATION FOR PLACEMENT
Training Provider needs to add the organizations which place the trained candidates in their organization.

Once training Provider add these details and click on Submit, these details are saved.
3.5.15 ATTENDANCE MARKING
Once batch starts, the attendance of candidates need to be marked at the start of each training session.
First the approved attendance operator of the center opens the session and then candidates can mark their attendance.
The link for Attendance is present on home page of the portal in the LOGIN tab.

Following page opens when you click on “Mark your attendance” link-

The operator needs to enter his aadhaar number and click on Scan Biometric button. Then he needs to scan his
biometric which will be validated from aadhaar database. Once it matches, the session will open and candidates can
mark their attendance.

3.6 COURSES MENU


Training Provider can see running and upcoming courses list under the department where it has applied as training
provider and departments has verified it.
Running Courses List
Training Provider can see all running courses list with details of department name, type of course, course name, course
duration, minimum qualification and course syllabus.

Upcoming Courses List


Training Provider can see all upcoming courses list with details of department name, type of course, course name,
course duration, minimum qualification and course syllabus.

3.7 REPORTS MENU


Training provider can see various reports in their login after clicking on reports menu. Training provider can see
candidate’s list with all relevant details. Few other report formats will be added shortly according to the need of
training provider and department.

Applied Candidate List: It shows list of candidates who had applied for training at their centers for the courses.

View Attendance: Training provider can view attendance of candidates at their centers batch wise from this menu.

Placement Tracking:
Training providers can add placement details of the passed candidates from this menu.
